Ens ho domana la ciutat, ho requereix la Conotïtuoiò i a Catalunya, concretament, la Llei de Coordinacï0 de les Polioles Looalo^ El model policial d'un país está condïoionat per les seves inatitunlona báaiquas. Estem oompromeams ara a reformar aquest model per a adaptar–lo a la realitat de l^Eatot de les Autonomies, tenint molt en oompta la própia autonomía municipal, ï d'acord amb les obligacions oonstituoionals del coVocn Central. Es una tasca complexa i difícil, ben segur, per aoonoeguï~rem l ob'oCtiu que ens hem proposat. Lacte d'avui, els actes d'aquests dieo, sán fites simb)liquns. El fonamental és el trebalT de cada die, fet dintre de la perspectiva dele nostres ob'octïus° KulI referir–me a les tasques de coordinnoïó que ja hem iniciat. BARCELONA, 30 de Setembre de 1984 �Actos como el de hoy, como el de la noche del pasado viernes, como otros que se han celebrado estos diae, sólo pueden tener un significado: expresar la voluntad de las administraciones públicas de prestar a la Comunidad un servicio eficaz, moderno y coordinado en el ámbito de la seguridad ciudadana. Nos lo pide la ciudad, lo requiere la Constitución y en Catalunya, concretamente, la Ley de Coordinación de las p olicías Locales. El modelo policial de un país está condicionado por sus instituciones básicas. Hoy estamos empoMmdos en reformar ese modelo para adaptarlo a la realidad del Estado de las Autonomías, atendiendo a la salvaguarda de la propia autonomía de los municipios y de acuerdo con las obligaciones constitu cionales del Gobierno central. Es una tarea compleja y difícil, sin duda alguna, pero alcanzaremos el objetivo que nos hemos propuesto. El acto de hoy, los actos de estos días, son unos hitos simbólicos. Lo fundamental es el trabajo cotidiano, dentro de la perspectiva de nuestros objetivos. Quiero referirme a las tareas de coordinación que ya hemos iniciado. Los trabajos de la Junta de Seguridad, de la Comisión de Seguridad Urbana, de la Comisión de Coordinación Policial, de la Comisión de Coordinación de Policías Locales de la Generalitat – en la que participamos muy activamente los hit) ezfrOs. -~ son esfuerzos aparentemente dispersos pero que convergen hacia aquel objetivo de mejorar el servicio que se presta a los ciudadanos en el terreno de la seguridad pública. �En el marco de este esfuerzo de coordinación y cooperación, que constituye la base de todas las posibilidades de éxito, promoveremos el encuentro a todos los niveles entre las administraciones implicadas: desde las jefaturas a la demarcación ^ el barrio, pasando por el Li& distrito. o La mejora del servicio que prestamos a los ciudadanos pasa también, desde luego, por la actualización de las condiciones profesionales y de trabajo de los funcionarios, la adecuación de su formación, y la modernización de instalaciones y Mi& medios, de los que aquí hemos visto una pequeña muestra. somos conscientes de las dificultades con las que nos vamos a enfrentar.
