L’important i rellevant de l’acte d’avui és que la institució de la Generalitat de Catalunya assegura la seva continuïtat, que és una continuïtat històrica, ja que esteu assistint al pas del president 127è al 128è, el 7è president de la Generalitat d’ença de 1931, és a dir, de la Generalitat recuperada. És cert que, durant prop de 40 anys, la presidència s’exercí des de l’exili i en unes condicions excepcionals per part del president Tarradellas, però els presidents Irla i Tarradellas van saber preservar amb dignitat i honor les nostres institucions. Els haig de dir, personalment, que jo he treballat en aquesta plaça des de 1965 quasi ininterrompudament. Aquesta plaça, que es diu Sant Jaume perquè hi havia una església que es va treure i va donar lloc al que ara és la plaça, ha vist durant tot aquest període moments transcendents, importants, emocionants. El “ja sóc aquí” de Tarradellas; el “tranquil, Jordi, tranquil”, del 23-F; el dia de les Forces Armades del mateix any, que va representar una recuperació de l’optimisme democràtic; la petició de fer els Jocs Olímpics a Barcelona; del mateix dia, el 17 d’octubre de 1986 amb dues-centes mil persones a Montjuïc que celebraven l’atorgament a aquesta ciutat dels Jocs Olímpics del 1992; la supressió de les àrees metropolitanes de Barcelona i de Londres, un moment difícil; l’èxit, després, dels Jocs, i, per tant, la nova Barcelona de les Rondes i de l’accés al mar, que va costar molts diners, dos-cents vuitanta-mil milions de pessetes d’aquell temps, que s’havien de pagar entre l’any 1987 i el 2006, -i recordo el que tot això va costar a persones com Santiago Roldán, que hi van deixar físicament i materialment la pell-; el final de l’era González-Serra; l’entrada del president Aznar; l’assassinat de l’Ernest Lluch, “Dialoguen”, va dir aquell dia la Gemma Nierga al Passeig de Gràcia; el període 1999-2003 en què les esquerres ja havien tingut més vots, per primer cop, però no havíem pogut governar: és a dir, que el Partit Socialista havia tingut més vots que ningú, però no podia governar amb les esquerres perquè no feien la majoria, donada una aplicació discutible de la llei electoral existent; l’Estatut, el 2005, i un dia més tard, la pau a Euskadi. �Bé, doncs, el dia 13 de juliol, d’aquí estant, vaig anunciar que hi haurien eleccions el primer de novembre i aquestes eleccions han donat una majoria que farà que José Montilla, un dels altres catalans, sigui president. I això vol dir que som una nació forta, que confia en ella mateixa i que sap fer dels que hi arriben, ciutadans. És una equació que no és senzilla, però que Catalunya ha sabut fer i que estic segur que el president honorarà. Alguns creuen que de catalans ho serem menys, no s’adonen que justament el món va en la direcció que nosaltres estem marcant, no és que el món ens segueixi, però estem caminant en la direcció que va el món, que és de pàtries cada cop més grans. La nostra nova pàtria, ja ho sabem, és Europa; la nostra nova Catalunya, per tant, haurà de ser una mica més gran, haurà de ser una regió europea una mica més gran, en la qual nosaltres hi juguem un paper; i el nostre món és la Mediterrània. Mireu, tornem al Saló Sant Jordi. El fil històric de lleialtat i de servei al país i a la ciutadania de Catalunya no s’ha trencat, al contrari, s’ha enfortit, i avui l’autogovern conforma la normalitat del país i és aquí per quedar-se, per sempre. Avui podem afirmar que s’han acabat els fets excepcionals i dramàtics en els que el president de la Generalitat obligava, de tant en tant, a comportament heroics. Aquesta és la millor de les notícies, és el que passa des de finals del segle XVIII a França i als Estats Units, però el fet que no exigeixi actes heroics no vol dir que la presidència de la Generalitat no obligui als seus titulars, a voltes, a situacions difícils, a vegades dramàtiques, i, en tot cas, a afrontar un desgast important, us en puc donar fe, no és cap secret. Sé que el president Montilla ho sap i sé que, en aquest sentit, estarà a l’alçada. També sap que algunes de les grans feines que estaven pendents fa tres anys avui ja han estat enllestides o encaminades. Acabo el meu mandat, doncs, amb consciència del deute acomplert. Comparteixo amb els meus consellers i col·laboradors l’orgull d’haver iniciat un projecte de canvi de llarg abast. En poc més de 1000 dies hem obert nous camins de llarg recorregut, hem assenyalat nous horitzons i hem aconseguit algunes fites que crec que són i seran irreversibles. Catalunya avui disposa de l’autogovern més ampli i més fort dels tres darrers segles, Catalunya avui es reconeix més plural, menys monogràfica i més diversa i, per tant, més lliure, no ens enganyem, més rica i plena, com diu l’himne. Ja he dit que em considero una persona afortunada per haver estat escollit democràticament durant un temps per governar el meu país després d’haver estat alcalde de la seva capital durant 15 anys. No sé imaginar major fortuna que aquesta �per una persona amb vocació política i, encara més, si aquesta vocació no és la única possible sinó més aviat el resultat d’una conjunció de factors imprevisibles. Tinc, per tant, un deure d’agraïment que, probablement, no podré saldar mai del tot i que podria resumir avui dient, simplement, gràcies, gràcies de tot cor ciutadans de Catalunya per haver-me fet la confiança de presidir Catalunya i per endegar un projecte de canvi que ara altres continuaran. El cert és que jo no plego del tot, recupero una llibertat que durant un temps m’ha estat vetada, amb tota lògica. Tinc la satisfacció de poder-ho fer en el moment de traspassar un projecte en marxa a una nova generació, i ho faig amb la tranquil·litat d’esperit de saber que al capdavant hi haurà una persona que val, que es diu president José Montilla. Ell no ignora, ningú no ignora, la magnitud del repte que ha acceptat. Amb ell, el treball, el rigor i el sentit del deure, i la passió per servir el bé comú, estan ben garantits. Conformen els valors i les actituds d’un patriotisme de pedra picada en el millor sentit de la paraula que no necessita ser proclamat; un patriotisme que no ve dels pares sinó que ha estat creat per la persona que avui, ja investida president de la Generalitat, pren possessió del càrrec i assumeix la responsabilitat del comandament de la institució. Acabo expressant el meu desig que l’encert i l’èxit acompanyin la bona feina del president José Montilla i del seu govern.
