Ara no trenquen la treva perquè no n'hi ha, ara seguiran matant, si poden. Si poden, seguiran matant. Que diguin que no mataran a Catalunya ens indigna més, pel que té de perversió. Perquè pretén utilitzar la mort com a eina per a dividir els pobles d'Espanya. És repugnant. No perdonarem mai, mai, mai, l'assassinat d'Ernest Lluch, dels policies municipals, dels regidors del PP, de les víctimes d'Hipercor, de Vic, del Mosso d'Esquadra mort a Roses, . Mai. No hem estat pas nosaltres. Però el Govern no hi ha sortit perdent. Hi ha més solidesa, hi ha més confiança, avui. Tinc una confiança absoluta en Josep Bargalló; conec la seva capacitat de gestió, sé que li agrada la gestió i sé que la sap dur endavant bé. La seva dèria és governar i governar bé, no cap altra, però no em puc sostreure de fer alguns comentaris sobre la successió dels esdeveniments que ens han dut fins aquí. El poble de Catalunya té davant seu una ocasió única per a proclamar alt, fort i clar el seu respecte als ciutadans de tots els pobles d'Espanya, dels quals ens han volgut separar. Els terroristes han volgut demostrar que encara són vius i que poden tornar a influir en les eleccions generals com fa quatre anys i com fa molts anys. Això ja va començar l'any 1977 i en cadascuna de les eleccions generals hi ha hagut un increment de les accions terroristes. L'any 82, per exemple, van haver-hi onze atemptats en un mes i mig, sis un mes abans de les eleccions generals i cinc en els quinze dies posteriors. L'any 96 hi van haver menys atemptats però molt importants, com tots. Van assassinar Fernando Múgica i Tomas y Valiente. Els terroristes intentaran atemptar de nou, perquè aquest és el seu únic objectiu, usar el terror per canviar des de fora de la democràcia, la marxa d'una política democràtica en la qual no creuen. Convido sincerament, sense cap intenció amagada, de debò, a tots els partits polítics, al Partit Popular de Catalunya, a sumar-se a aquesta actitud de respecte i d'amistat amb els pobles d'Espanya i a manifestar el menyspreu, el rebuig indignat per un privilegi que no volem, per un perdó que no desitgem. I a demanar als governs espanyol i francès d'actuar més a fons per acabar amb el terror, ampliant aquí l'acord contra el terrorisme i actuant definitivament per detenir els dirigents de la banda. No hi ha res que ens faci sospitar que això no és possible a dia d'avui. Tots som objectiu del terrorisme, no volem ser exclosos del seu odi estúpid, del seu "accionar", com diu el comunicat de la banda. 1 �Van matar Ernest Lluch perquè celebrava que, durant la treva, els terroristes només podien cridar, això és el que els hi va dir a San Sebastián justament en aquella campanya electoral: "crideu perquè ara no podeu matar". Els terroristes només podien cridar i no podien "accionar", com diu el seu comunicat. En ocasió de l'assassinat de Lluch, un milió de persones van demanar diàleg. Avui no demanem diàleg; avui exigim acabar amb el terror. L'únic diàleg possible és sobre com i quan lliuren les armes. El poble de Catalunya, tots, inclosos aquells ciutadans que estan legítimament amb l'independentisme pacífic i democràtic i, en el altre extrem, els ciutadans que estan a favor d'una governació com la del Partit Popular, tots han d'expressar clarament la seva solidaritat amb els pobles d'Espanya que no han estat perdonats pel terror. Si aquesta proclamació és clara, ràpida i contundent, si inclou tothom, es podran treure tres conseqüències enormement importants. Primera, la causa de Catalunya s'haurà acreditat, no s'haurà malmès. Segona, la causa de l'Espanya plural haurà fet un pas de gegant. I tercera, les institucions i el Govern de Catalunya en sortiran enfortits. Estem davant d'una ocasió única. La societat civil catalana té la paraula en aquest sentit. I ara tornem un moment al que és nostre. Conseller Bargalló: espero que abans de Setmana Santa estarem en condicions d'estudiar en el Parlament la nova Llei que ha de modificar la Llei 3/82 a la qual s'ha fet esment avui, la Llei del Govern. La Llei del Parlament, del President i del Consell Executiu. De manera que es compleixi amb rigor allò que avui estem avançant amb urgència, que és el nomenament d'un conseller en cap, que no està previst en la Llei. Hi ha prevista només una delegació temporal i nosaltres no volem parlar només de temporalitats, volem un Govern de Catalunya que actuï d'acord amb la Llei i que sàpiga proposar en el Parlament les lleis que s'han de proposar, perquè la seva pròpia actuació estigui perfectament "embarcada".
