«Vull, en primer lloc, defensar el
conseller Carod-Rovira. Sense ell no
hi hauria Govern: n’ha estat un dels
arquitectes principals. Ha sabut explicar a Espanya que el seu partit,
tot i ser un partit sobiranista, ni és
indiferent respecte de les institucions polítiques espanyoles ni renuncia a participar-hi. Ha trencat el
malefici del nacionalisme conservador, espectador interessat però passiu en l’escenari espanyol, i que ha
hipotecat durant anys el progrés
polític de Catalunya. Però Josep-Lluís
Carod ha comès de bona fe un error
molt greu. Ha actuat perjudicant el
crèdit del Govern. Ha permès, sense
voler-ho, que alguns ciutadans poguessin interpretar equivocadament
que els catalans no sentim com a
nostres totes i cadascuna de les víctimes del terrorisme. I ha creat una situació semblant a la que es va produir l’any 2000, amb el trencament
de la treva.
Amb tot, les esperances obertes
pel Govern d’esquerres i catalanista
no es poden estroncar; estan molt per
damunt de l’incident que s’ha produït, tot i la seva innegable gravetat.
Estem en un moment crucial que
hem de resoldre amb rigor. La dreta
espanyola és mestra en la dosificació,
planificació i manipulació dels escenaris mediàtics, i utilitza sovint temes
relacionats amb el terrorisme per a
benefici electoral propi.
La nostra conducta procurarà, en
tot moment, no afavorir aquesta conducta políticament reprovable que
exhibeix el Partit Popular. El Govern
no es doblegarà als plans de la dreta
més intemperant dels darrers 25 anys.
Entenc perfectament la indignació
sincera de totes les forces polítiques i
molt especialment (i personalment) la
del secretari general del PSOE, José
Luis Rodríguez Zapatero. El president
de la Generalitat no es pot doblegar,
però, ni a les emocions del moment,
per sinceres i justificades que siguin,
ni a la freda planificació del Partit Popular.
Espero de la demostrada intel.ligència del conseller en cap que
entengui que la Generalitat no pot recuperar el seu crèdit sense una expli-

«La situació a Catalunya després de
les eleccions del 16 de novembre enteníem des d’Esquerra Republicana
que donava peu a una acció possible
per desbloquejar la situació del País
Basc en una línia de recerca del
diàleg per acabar amb un horitzó de
pau que es mereix el poble basc com
es mereixen tots els pobles de l’Estat
espanyol. He pogut constatar com la
meva reunió amb ETA ha afectat negativament el Govern de Catalunya i
ha estat utilitzada barroerament per
beneficiar el Partit Popular, partit
responsable del bloqueig polític
d’una retallada permanent de llibertats i que no té cap interès real en la
desaparició de la violència, sinó en
un increment de vots a partir del
xantatge electoral de les amenaces i
de les pressions i d’un ús barroer
d’aquesta mateixa violència.
Per responsabilitat cap al govern
de Catalunya considerant a més que
les il.lusions creades legítimament
al si de la societat catalana no poden
ser decebudes i nosaltres des d’Esquerra no les decebrem, i per això vaig posar ahir el meu càrrec a disposició del
president de la Generalitat, i per això
he acceptat la delegació de les meves
funcions de conseller en cap.
Si el PP no vol el govern tripartit de
Catalunya, Esquerra Republicana, sí.
Jo vull el govern tripatit de Catalunya.
No vull que el Partit Popular utilitzi la
meva gestió per la pau i el diàleg com
una arma permanent contra el Govern de Catalunya. El Partit Popular
vol imposar el discurs únic, el discurs
de la por, l’única política possible, la
seva. Doncs bé, a Esquerra Republicana de Catalunya no tenim por i com
vam dir en el seu moment, ja deu fer
un any i mig, a Esquerra Republicana
de Catalunya no ens acollonim davant del PP, som on hem estat sempre, al costat de la pau, el diàleg i la
llibertat.
Vull denunciar dos fets execrables.
D’una banda la dinàmica d’aquells
partits i polítics que pensen molt més
en les eleccions que no pas en la pau i
que són capaços de retardar horitzons
de pau, de condemnar procediments
de diàleg per arribar a la pau abans
que veure modificat el seu resultat
electoral.
També vull denunciar la hipocresia
permanent per part d’uns partits
polítics, el Partit Popular i el PSOE,
que en el seu moment, es van reunir
amb ETA com he fet jo ara. Tanta legitimitat tenien ells per fer-ho com l’he
tingut jo ara, no en nom del Govern
de Catalunya, sinó en el del meu partit. L’últim a fer-ho va ser el PP a Suïssa el 1998. He de lamentar que la meva reunió hagi pogut perjudicar el Govern de Catalunya, sent com ha estat
utilitzat pel Partit Popular, però queda clar, aquí, al costat del president
del partit, Jordi Carbonell, al costat
del nostre home a Madrid, Joan Puigcercós, davant dels nostres membres
del Govern de Catalunya, els cinc consellers i conselleres, de membres de la
direcció del partit, queda clar que no
renego ni renuncio ni demano perdó
per les meves conviccions. Crec en la
pau i en el diàleg i hi creuré sempre.
No hi ha, no existeix cap més via
per resoldre els problemes polítics
que parlar. Parlant la gent s’entén. No
vull més víctimes d’ETA, no vull més
atemptats d’ETA, no vull més morts
d’ETA. Per això vaig parlar amb ETA
per aconseguir un escenari on tot
aquest paisatge fos impossible. Us he
de dir que mai com en les últimes 24
hores havia rebut tants i tants atacs
de Madrid, però mai com en les últimes 24 hores havia rebut tant i tant
suport, no a Catalunya, sinó al conjunt dels Països Catalans, també d’altres racons de l’Estat espanyol.
Gràcies a tots. Gràcies a la bona gent
que creieu per sobre d’interessos electorals i partidistes en el diàleg, en la
pau i en la llibertat. Gràcies a tots per
les vostres trucades, pels vostres missatges al mòbil, que tinc saturat i he
hagut de borrar perquè no m’hi cabien. Gràcies pels correus electrònics
que m’heu enviat. Gràcies als amics i
amigues de tots els partits polítics del
País Basc excepte el PP, tots els que
m’heu enviat el vostre missatge de solidaritat començant pel lehendakari.
Us parlo en nom de l’única esquerra catalana que no s’agenolla davant de Madrid, que no obeeix les ordres de Madrid. És el poble de Catalu-
cació suficient i immediata davant
la Diputació Permanent i una demanda d’excuses dirigides al Govern
i al Parlament, així com a les forces
polítiques democràtiques espanyoles i al Govern espanyol en qualitat
d’institució.
I, finalment, el Govern de Catalunya no pot recuperar el seu crèdit
sense l’assumpció de les responsabilitats polítiques que es deriven de la
seva actuació. Per tant, accepto la seva renúncia al càrrec de conseller en
cap i reprenc provisionalment les
competències que li havien estat delegades personalment com a conseller en cap, i procediré a redistribuir
les competències de caràcter sectorial atribuïdes al seu departament.
Mentrestant, l’honorable conseller
mantindrà la condició de conseller
sense atribucions.
I ho faig en el benentès que es
manté l’acord de Govern signat al
mes de desembre, amb el manteniment de totes les responsabilitats assumides per ERC al si de l’Executiu.
La propera sessió del Govern, que se
celebrarà demà, formalitzarà aquestes decisions». H

parlant amb ETA per trobar la pau i
el final de la violència. És el seu veredicte, el veredicte delpoble de Catalunya, l’únic al qual em sotmeto.
Com que el problema ha sorgit en
època electoral i només per motius
electorals, per això us anuncio que
ho resoldrem electoralment. Seré jo
mateix qui encapçalarà la llista d’Esquerra Republicana de Catalunya a
la circunscripció de Barcelona a les
eleccions de Madrid. Jo encapçalaré
aquesta llista seguit de l’actual diputat Joan Puigcercós. Farem un bon
equip, serem els primers d’una llarga llista. Veieu, doncs, com per
acord de l’executiva nacional -que
l’ha de sotmetre a aprovació del consell nacional que farem aquest dissabte–, perquè a partir d’ara ja
anem a totes, que Esquerra Republicana agafa el toro per les banyes i
diu públicament que asumeix allò
que en la campanya electoral deia
que s’havia de tenir, les dues coses
que s’havien de tenir, les posarem
damunt de la taula, dignitat i valentia. Per això, sense por, amb convenciment, amb la cara ben alta, anirem a les eleccions perquè parli el
poble de Catalunya, per la pau, per
la llibertat i per la dignitat.

pacífica i democràtica d’Esquerra
Republicana de Catalunya, que malgrat totes les pressions, amenaces i
