Antes del resultado que ya todos sabremos cuando el lector, si se deja seducir por un título que huye de la actualidad -para entenderla mejor-, posa sus ojos en estas letras. A los efectos de lo que diré el resultado es indiferente. Durante la campaña he leído y oído palabras de preocupación por la situación creada antes. Desde el 93 algo ha ido mal para todos. Insisto: para todos. Para muchos, algo ha ido mal desde el 91, para algunos desde el 89, para otros desde el 87. Para los más partidarios, por supuesto, desde el 28 de octubre del 82. Muchos podríamos coincidir en que, tras las elecciones de 1993, se abrió un periodo necesariamente perverso de la política española. Hasta ese momento tal tipo de coincidencia no era pensable. ¿Por qué? Hasta 1993 no se había agotado ni el crédito del Gobierno para gobernar ni el de la oposición para controlar. A partir de junio del 93, el Gobierno debía cambiar inmediatamente y la oposición debía impedirlo. Y lo decisivo es que la oposición podía impedirlo: le bastaba con apretar las tuercas mediáticas y morales de las que disponía. Sin embargo, esa casi inevitable media vuelta de más a la presión de la olla política madrileña podía hacer saltar el puchero por los aires, y no es seguro que ello no haya sucedido incluso sin que nos hayamos dado cuenta del todo. Algunos hechos parecen corroborarlo: los asesinatos de ETA, la pérdida de la presunción de que la calle es de todos, al menos en Euskadi, pero no sólo en Euskadi; ¿hay que recordar que tampoco los tranquilos despachos de la Universidad de Madrid son seguros? ¿Que Tomás y Valiente no era cualquiera sino uno que había dicho: o ustedes o nosotros? ¿Que Tomás y Valiente andaba por la estrecha senda de la "España, nación de naciones", la única que puede salvarnos juntos? Es más: el éxito espontáneo y masivo del "no pasarán" en el mitin del Palau Sant Jordi; el de las menciones a Franco de Raphael en los mítines del PP; el canto de "La Internacional" en la cena de fin de campaña de los socialistas de Cuenca; la alusión de una diputada a la permanencia de González en el escaño "mientras la justicia lo permita"; la de una concejala al "cerdo de Setién"; la imagen de los folklóricos de HB disparando salvas al aire ante 30.000 personas en Anoeta, y sobre todo, sobre todo, el "si me miras te mato", del asesino de Múgica a la mujer que lo vio todo y frases aún peores que se han oído en San Sebastián... Todo esto ¿no nos está diciendo que el puchero estalló y que es hora de ponernos todos de acuerdo, haya ganado quien haya ganado, en hacer que el lenguaje democrático se fortalezca de modo que el de la intolerancia y el odio, e incluso el de la amenazante nostalgia, sea progresivamente imposible, impensable? Y es que todo esto nos ocurre justo cuando tenemos a tocar de dedos la solución. Cuando estamos bien en Europa, como querían Azorín y Baroja, Cambó y Macià, Blas Infante y Cunqueiro; cuando la España permanentemente haciéndose que Tomás y Valiente citaba de nuestros exiliados en México (Bosch i Gimpera) se acepta bien como tal proyecto y se consagra ya en una Europa multiidentitaria y unida en la moneda; cuando parecía, a partir del fracaso de ETA en el 92 y de la fuerza manifiesta de los gestos por la paz y el diálogo, que éstos se 87 de 204 �Articles de Pasqual Maragall a LA VANGUARDIA imponían en Euskadi; cuando los sucesivos pequeños retoques de la Constitución podían comenzar sin sobresalto, como sucede en países de larga tradición democrática; cuando, en fin, la economía no va mal... En los días preelectorales he leído artículos preocupados de Alberto Oliart ("Al día siguiente") y Miquel Roca ("Gane quien gane"), artículos certeros de Herrero de Miñón y un artículo espléndido de Ramón Jáuregui sobre el reparto del trabajo a pesar del poco caso que se le hacía en la campaña. Coincido con ellos en tratar de saber, más que lo que realmente ha ocurrido, lo que debería suceder tras las elecciones. Lo primero es un gran acuerdo sobre el poder judicial, para dotarlo de prestigio renovado, sobre la base de un consenso político profundo -no de un corporativismo respetable- que mire más allá de intereses partidarios y consagre a personalidades judiciales con criterio propio, discreción probada y profesionalidad indiscutible. Un juez o un fiscal indiscretos deberían considerarse el peor enemigo de la sociedad. Sin eso, los demás pasos serán imposibles. Porque el segundo paso es un tratamiento radicalmente distinto del terrorismo, sobre el cual los políticos y aún más los jueces harían bien en no hablar demasiado y en juzgar más deprisa. Los pactos (Ajuria Enea y Madrid) han de respetarse sin gran discusión ni publicidad. El tercer paso es el tratamiento progresivamente transparente de la financiación de los partidos, la disminución de los gastos electorales y de la publicidad, la obligatoriedad de los debates cara a cara entre los candidatos mejor situados, la prohibición de la financiación empresarial de los partidos y la progresiva dependencia de los mismos de las cuotas de sus afiliados y simpatizantes. Se trataría de reducir el peso de la política -publicitariamente hablando- en la sociedad. Como en Suiza, donde una elección es difícilmente perceptible en la calle. En ambos casos (terrorismo y corrupción política) hemos sufrido más por lentitud que por injusticia. Ya en el monólogo de Hamlet la parsimonia de la justicia se equiparaba a la insolencia del funcionario entre los males de la sociedad. Por otra parte la única forma de igualar las oportunidades entre partidos de empresarios y partidos de trabajadores, o que defienden mayormente los intereses de unos u otros, es limitar el peso del dinero en la política. Esto traerá consigo también una menor influencia de la política en el manejo del dinero. Quizá también habría que limitar la arrogancia de unos y otros en la defensa de lo privado y lo público, pero eso es tema para otro día. Y llega el tema más difícil de tratar: la relación entre medios, política y dinero. Sin una especie de código no escrito de los grandes medios relativo a sus propios límites a la hora de influir en el desarrollo de los acontecimientos "no farem res", como decimos en Cataluña: no haremos nada, no se conseguirá nada. Aunque el espectáculo del canibalismo mediático madrileño no es fácil de comprender desde la periferia, no quiero que esto se interprete como una defensa de la "omertà", del silencio cómplice o cómodo. No creo que Cataluña haya sido un ejemplo en este terreno, aunque se ha hablado muchas veces en esta línea. (La política y los políticos locales hemos tenido que ver algo en ello, y los empresarios también.) Por fin, sin una reforma del Senado a la alemana, para sustanciar el debate entre territorios, no podríamos entrar en la era de la estabilidad y la efectiva europeización. 88 de 204 �Articles de Pasqual Maragall a LA VANGUARDIA El compromiso por la subsidiariedad que se inscribe entre los principios fundamentales del tratado de la Unión es imprescindible para navegar en la política del siglo XXI, es decir, dentro de cuatro años. Es el efectivo cemento constitucional, el punto de encuentro de las tradiciones federalista y liberal que han hecho Europa, de las pulsiones diferenciales y las solidarias. Pero todo esto, que tenemos al alcance de la mano, se nos puede estar escapando como el agua entre los dedos. Hemos construido entre todos un escenario infernal en el cual, si el PSOE sigue gobernando, la amenaza de una reacción furibunda de la derecha ha sido tan virtual, ha estado tan presente, que, aparte de haber amedrentado a algunos y condicionado curiosamente su voto (no votemos a éstos no sea que los otros se lo tomen rematadamente mal y nos condenen a cuatro años más de tertulias sin freno), aparte de eso, que es inadmisible, puede haber influido en la cerrazón en banda de los socialistas, más allá de lo conveniente para el país. Y si ha ganado el PP, además de felicitarle democráticamente, debemos advertirle de que lo habrá hecho al precio, altísimo, de inducir a la mayoría a pensar que todo está permitido y a los que le han apoyado desde la democracia y la decencia, a concluir que ese nuevo gobierno será su rehén. Mal si han ganado unos, mal si han ganado los otros: nada sería reprochable en un caso, todo estaría permitido en el otro. Y si se ha impuesto el "quinto votante", el voto en blanco, o los pequeños partidos que harían cualquier mayoría estable imposible o precaria e interesada, la conclusión no es mucho mejor: no nos habíamos atrevido a hincarle el diente a los dilemas del país y lo pagaríamos caro, quizá con unas elecciones más como castigo. España tiene la oportunidad de ser el primer país europeo en afrontar sus demonios mirándoles a los ojos: terrorismo, contraterrorismo, corrupción, insolidaridad o intolerancia ante la diversidad. Contra lo que se ha dicho, poco tenemos que aprender en estos terrenos de la Alemania de los Baader-Meinhof, la Gran Bretaña de los IRA asesinados en Gibraltar, la Francia de Mururoa y los suicidios políticos, la Italia de Craxi, Berlusconi y la Mafia invicta. Admitamos que esto sería mérito que compartir y apresurémonos a crear las condiciones -ya dichas con toda modestia, otras pueden faltar o mejorar las aquí aventuradas- y a pedir al líder de la mayoría y al de la minoría, o al del Gobierno y al de la oposición, a poner en común ante todo lo que haga falta para recrear un diálogo entre unos y otros. Todas las fuerzas con influencia y responsabilidad (política, bancaria, sindical o eclesiástica, o mediática) respaldarían ese espíritu. El año pasado les dijo a sus escolares que no se preocuparan, que aún podían ganar las elecciones, porque, textualmente, dijo, 'el voto anticatalán ya no irá al PSC'. En ese momento CiU y PP acababan de acordar en Madrid la no agresión mutua: Piqué no vendría a Catalunya y el PP se dedicaría a arrancar voto socialista haciendo españolismo en el área metropolitana de Barcelona. Pero seis meses más tarde todo cambió. A esas alturas nada hacía presagiar la veracidad de los grandes éxitos que Pujol había imaginado para el PP en los barrios obreros. Y llegó la OPA amigable de Aznar, que invitó a CiU a entrar en el Gobierno español. Aznar optaba por sacar votos de CiU y dejarse de aventuras extrañas. Algunos empresarios catalanes, ya un tanto incómodos con las filigranas de CiU, se alegraron. Y el acuerdo CiUPP para pelearse educadamente ha terminado en una pelea sobre el acuerdo. Encima, desde octubre para acá, la intención de voto favorable a CiU no ha dejado de separarse, a la baja, de la tendencia del voto socialista. Yo no creo en las encuestas una por una, pero sí creo en las tendencias cuando todas las prospecciones concuerdan en señalarlas, cada cual desde su particular muestra y su particular serie de preguntas. Resultado: Pujol ha cambiado de tono. La escuela de verano de 2002 tenía que ser distinta. Esta vez sería 'tenderos contra intelectuales'. Todavía podemos sorprender, afirmó esta vez. Esos intelectuales refinados de la izquierda no podrán con nuestros tenderos. Pero la verdad es otra: los tenderos de hoy, los espabilados, los innovadores, los de los ejes comerciales, no se reconocen en la imagen patética que Pujol hace de ellos, ni tienen a san Pancracio en la estantería. Y los intelectuales se han resabiado. A fuerza de tortas se han hecho más políticos. Algunos superan a Pujol por su izquierda y se hacen soberanistas de verdad. Otros pasan de todo por el otro lado y se van al constitucionalismo puro y duro. Pero los más están en el constitucionalismo evolutivo y en el deseo de cambio de verdad: cambio en Barcelona y en Madrid. El cambio de Gobierno de Aznar es teatralmente preelectoral. No es el cambio que esperamos. Lo más importante del cambio de Gobierno es la dimisión del presidente de la Comunidad Autónoma de Madrid y del presidente de la de Valencia. Y la marcha de Piqué no se sabe hacia dónde. Adivinen. Todo ello tiene que ver con la preparación de dos cosas: las elecciones del próximo año y la retirada de Aznar y su intento de saltar a Europa. Para que no decaiga la ilusión. Y para intentar frenar una victoria socialista en Madrid a cualquier precio. ¿Y en Catalunya? En Catalunya la batalla no será entre tenderos y poetas, sino entre aduladores y creativos, entre falsos tenderos y comerciantes modernos, entre los embabiados con el empresario modelo que está siendo juzgado y los industriales de verdad, entre los hijos del régimen y los jóvenes autónomos y emprendedores. ¿Nos sorprenderán los convergentes? ¡Ya nos han sorprendido! Mandan sin ganar del todo y, lo que es más dificil, sin gobernar casi nada. 'Hay que tener más votos', les dice Pujol siempre a ERC y a IC-Verdes. 'Hay que tener más votos para poderlo decir', se le podría contestar. Incluso para gobernar hay que tener más votos. Sobre todo cuando los votos del PP van a su aire. No sé cuánto tardaremos en percatarnos del tiempo perdido en la lenta transición que vivimos. Será un momento de interrogación: '¿Cómo nos pudo ocurrir?', nos diremos. Pero sobre todo se lo preguntarán los gobernantes: ¿por qué nos han votado tanto y ahora nos abandonan? Ya se lo digo: a lo primero, porque nunca desde el último de los descendientes de Jaime I, nunca desde que Catalunya empezó a perder pie, habíamos tenido la oportunidad de sostener a un Gobierno pleno y con todas las de la ley. Y a lo segundo, porque durar ha sido importante, pero nos hemos empezado a dar cuenta de que sólo durar no basta. Sólo durar nos lleva de nuevo, si no a la decadencia histórica, sí a la marcha lenta. Y no están los tiempos como para dormirse. Post scriptum. Han pasado un par de semanas y un par de cosas han cambiado. Una: no hace falta que adivinen que hará Piqué. Ya lo ha hecho: se ha proclamado presidente del Partido Popular en Catalunya y será �candidato en las elecciones autonómicas. Dos: Pujol ha ido a otra escuela de verano. Cataluña no quiere ser como Cuenca, ha dicho. Si Piqué viene a Catalunya a ganar votos en la burguesía catalana, olvidando que se trata de un juego de suma cero, que no beneficia al conjunto de la derecha, ¡ah!... entonces el pacto constitucional peligra. Pujol no lo ha dicho así, pero les aseguro que lo piensa así. Lo conozco como si lo hubiera parido. 'No queremos ser como Cuenca' quiere decir: 'Os vais a enterar'. Se acabó el Pujol manso y gran estadista que la derecha madrileña descubre cada dos o tres años, en la confianza de que ya han amansado la fiera del catalanismo que tanto temen. Pues no se apuren, más mansa no puede estar. El Gobierno de Catalunya necesita los votos populares, no para el presupuesto - prefieren una prórroga indolora-, sino para no alarmar a los empresarios, poco amigos de aventuras, y para tratar de recordar a los populares que el auténtico adversario es la izquierda y que 'si se pierde Catalunya, España vendrá después'. Todo muy romántico. Épica es lo que hace falta, se ha dicho en la escuela de verano convergente. Menuda épica.
