On a par in per capita inc'ome, and in almost everything. I n point of fact, Europe has greater equality. What I mean by this is, that the disparity in income is lesser in Europe than in America. I n order t o amass great wealth, Americans have harbored great poverty, in a manner of speaking. A little over a century ago, there were still slaves; with the end of slavery, there were still immigrants, arriving in droves, impelled by the misery behind them and the American Dream ahead of them. Let m e open a parenthesis: for a century, establishing order in the world has been the task of Americans. Perhaps these things are related. Europeans used t o have more borders, more fiefdoms, more states, and they were all aiming at one another. Now, an ever-more united Europeand in this way more similar t o the United States-has fewer borders, and hence fewer weapons, while the United States has more weapons, and more soldiers. �Lately, they have served not order, but disorder. The 'E pluribus unum" that cements the United States has been matched-perhaps the " replicated- by ' of Europe. We have more languages, and more cultures, and we no longer fight over them. I n order to create median wealth, Europeans do not have to debase salaries as much as Americans. And so, we can invest in our diversity-though perhaps Europe needs also to value not only the diversity of its states, but also of its regions, be they lander, cantons, or autonomous communities-, and we can invest in universal health care, and the safety net that produces the social cohesion of greater equality. So, there is more equality here, and indeed there is more diversity. There are many languages, even if we all end up speaking English, the Latin of modernity, which the whole world knows, more or less, with the exception of a few Spanish politicians. I a m European to the core. I attribute this, to a large extent, to the diversity of my progenitors: �English, Catalan, Valencian, Andalusian ... But it is also by reason of m y own vocation, inclinations, and experience, A t 17, I was already at large in Paris. At 24, the day after m y marriage, I went with m y wife Diana, graduate of the Lycee Fransais, to spend six months in Paris. Then we went back home, had two daughters, and soon after came here, to spend two years in New York. I say this t o put into context my American experience. Everyone has his or her own, if indeed he or she has one... And we all have one, even if it is only through the movies that populate our imagination. My particular experience goes like this: in New York, we studied at t h e New School, founded by t h e Germans who fled Nazism, many of them Jewish: Heilbronner, Horkheimer, Adorno, Marcuse... even Schonberg, who, by the way, had lived in Barcelona until Franco took over. They came here, b u t New York was too cold for them and they moved on t o California ... [maybe nostalgic for Catatonia?] �Joking aside, we, too, froze here in the winter and suffered the heat in the summer, b u t nevertheless, after a difficult start, we ended up falling in love with the city, whether this b e t o the advantage or disadvantage of the equanimity of m y commentaries regarding America. I must add that North America is not just New York, and that perhaps New York is the antithesis of t h e United States, and of America in general. This is the only city, or almost the only one, with a European density. My doctoral dissertation, on land values, was based on the contrast between America and Europe in this sense: Europe is dense in inhabitants and narrow in territory, and America, proportionally, is the exact opposite. Europeans went t o America, both North and South, in search of precious metals, but what they found, above all, was open space. "Go West" was t h e motto of the Europeans who crossed the pond in the hope of finding those precious metals and t h a t open space. Chaplin �portrayed this, pressed up against hundreds of British and Irish immigrants in the ship that carried him to New York. Take pictures like "The Kid," where he vividly painted the adventures and misadventures of those people. America was El Dorado for them, as Latin America was for the Spanish; there precious metals indeed were available in abundance, more than in the North. Maybe this is why the North is now richer. Because one had to work hard, be clever, be inventive, and, with luck, get it right, in order to get ahead. The Spanish were looking for gold. And they found resistence, and civilizations that were more complex in great measure than those in the north. The Spanish were, in part, seduced by the indigenous peoples, whom they mistreated, beyond any doubt, and on occasion exterminated. But they learned thousands of things from them. And apprehended a thousand more. With La Malinche, Cortes was able to understand the native language, and Cortes carried off to Europe the gold that enriched Spain, first, and then England, as it ended up in the hands of the British pirates whom Queen Elizabeth immediately �converted into nobleman: Francis Drake became Sir Francis thanks to the gold he pirated from the Spanish in the Bay of Biscay. John Maynard Keynes, whose ideas are now coming back into fashion, explained it to perfection in an article titled "The Spanish Booty": "One is a conqueror when one cannot be a pirate," was the operative phrase. With all these antecedents, i t is understandable that we should feel a certain compassion as the Spanish government tried to corner a seat on the G20, the group of the most powerful countries in the world; not the G7, who have traditionally held sway, but the G20! Good thing that Sarkozy gave us a hand. Although in these summits, during the breaks, when leaders engage in informal -and hence serious!-conversations, tu a tu,if one doesn't have a modicum of English, i t can't be much fun. Still, Spain, perhaps more than any other European country, has its reasons for not loving the United States of America-It has the War of 1898, manipulated, as you all know, by William �Randolph Hearst to sell newspapers; i t has the betrayal of Roosevelt, Truman, and Eisenhower, none of whom saw fit to intervene on behalf of the legitimately-elected government of the Spanish Republic. Eisenhower is responsible for the admission of the dictatorial government of Spain to the UN. Did you know that Nehru visited Barcelona in 1937 and said he had never seen a city so bent on defending its freedom under bombardment? And American leaders have their conscience, too. Arthur Miller wrote, in "On Politics and the Art of Acting" -a brutal critique of politics as stagecraft, inspired by George Bush-that he once asked Franklin Roosevelt what political act or omission he most regretted. Roosevelt replied that it was not intervening in the Spanish Civil War, for he felt that might have averted the Second World War. And yet, and yet ... I n Spain, we have always loved the beauty of America, in spite of i t all. When Kennedy proclaimed Ich bin ein Berliner!, we felt the pull of America on Europe. The heroes of m y childhood were the internationalists, the liberals, �the Keynes who understood that reparations are only the seed of new wars, the Europeans who turned the page on the sterile Empires of old: De Gaulle, De Gasperi, Adenauer ... And then came Jacques Rueff, Jacques Delors. The Treaty of Rome finally creates the European Union. All of these things also leave Spain behind, until finally we, too, took our place in the community of European nations, with Franco safely in his grave. Our local heroes, the unsuspected Adolfo Suarez, the long-awaited Tarradellas, the constitutionalists, Miquel Roca and Sole-Tura, Felipe Gonzalez who dragged us kicking and screaming into NATO, the prelude to our entry into the European Union... And now, I would add Sarkozy, Merkel, Prodi and Rutelli, who pushed ahead the Barcelona Process, born in 1995, to heal the rift of inequality between the rich Northern and the poor Southern Mediterranean, into the Union for the Mediterranean, whose headquarters will now be located in Barcelona. �To the point: Europe and America are doomed to get along, t o understand each other, if indeed at meetings with 6 or 7 more, along with Russia, China, Mercosur, etc. Spain would do well to try to do its homework, with some humility, to begin from below, without arrogance, forgetting an imperial past that holds no appeal, forging serious alliances, without patronizing the Iberoamericans, finding common ground with their most respected figures, with Allende's successors, with the leaders of Uruguay, Brazil, and Argentina, with the cultural world of Latin America that has so enriched us, from Garcia Mcirquez and Vargas Llosa, to Roberto Bolafios, Chilean novelist and honorary Catalan; by recovering and respecting the figure of the Venezuelan Liberator, Simon Bolivar, whose effigy appears walking by the sea in Barcelona. I f for no other reason than the hospitality and affection with which these countries received our exiles when Francoism expelled them from Spain: when Jimenez de Asua, the Trias family, Anselrno Carretero and the Leonese federalists, found their way t o Argentina and Mexico; when Bergamin and �Soria, Bosch Gimpera [President of the University in Barcelona and then in Mexico] and so many more, arrived on the American coasts, now neither conquering nor defeating, but themselves defeated. This is why the Galician Carlos Vela made a beautiful film on the death of Lazaro Cardenas-because no world leader stretched out a firmer hand t o the refugees of the Spanish Republic than the Mexican President, Cardenas, It seems as if Europe and the two Americas, in the era of Obama, have an opportunity to celebrate a new encounter. The 200,000 Europeans who acclaimed Obama in Berlin were something more than a# prophecy. "Hoy siento odio -dijo- porque una persona ha sido privada de la vida por mano humana. Dejo para mañana el desprecio y la pena." Pero nosotros no podemos sentir odio, aunque sea momentáneo, porque ese es el sentimiento que anima a los que matan y en ningún caso nos podemos igualar a ellos. Sentimos pena y desprecio. Pena por Fernando y sus próximos, y desprecio no sólo por los que lo mataron, sino por los que no saben impedirlo, por nosotros mismos, en definitiva. Hoy miramos al suelo porque no podemos mirarnos unos a otros sin sentir una enorme vergüenza. Hasta aquí, los sentimientos. Pero todos sabemos que podemos llegar a una mejor comprensión de la situación actual si tenemos en cuenta los antecedentes de la historia. Releía estos días el mensaje que el lehendakari en el exilio, José Antonio Aguirre, envió al pueblo vasco con motivo de la Navidad de 1947. En aquel mensaje, Aguirre pedía a la juventud de Euskadi, con palabras muy fundamentadas, que se rebelara contra el olvido de la realidad del pueblo vasco, aunque añadía que si fuera necesario habría que "reaccionar violentamente si queremos contar el día de mañana con un pueblo civilmente digno". Aguirre hoy pediría lo mismo en cuanto a luchar por los derechos vascos, pero condenaría la violencia. Estoy seguro. En 1947 todavía no hacía diez años de la abolición por decreto de Franco de los fueros de "las provincias traidoras de Vizcaya y Guipúzcoa". Esta abolición fue la causa de gran parte de lo que ha pasado. Se sembró el odio, y ahí está. Las organizaciones clandestinas demócratas, partidarias de la no violencia para acabar con el régimen de Franco, no siempre condenaron, sino a veces todo lo contrario, los atentados de ETA durante la dictadura. Hay que tener en cuenta los antecedentes, pero, precisamente por esos antecedentes, hoy sólo podemos levantar la vista del suelo para mirar al mañana. El mañana guarda la solución que puede nacer hoy de nuestra vergüenza y de nuestra pena. Y mirando al mañana, les decimos hoy a los nacionalistas vascos que dibujen, como hizo el miércoles pasado el portavoz del Gobierno vasco, Josu Jon Imaz, un objetivo que pueda ser compartido por la gran mayoría del pueblo de Euskadi en el horizonte de quince años. Y que lo hagan dialogando con todas las fuerzas democráticas. Que este objetivo, tal como él dijo, excluye la separación o secesión, si bien puede necesitar reformas en los términos previstos por la Constitución. (Todos deseamos que llegue el día en que la Constitución española sea refrendada también por la mayoría del pueblo vasco.) Y, por último, pedimos a los nacionalistas que se sumen a la propuesta de Fernando Buesa del pasado 18 de febrero en el Parlamento vasco. La propuesta de Fernando de hace tan sólo una semana ponía énfasis en la necesidad de perseguir con diligencia y eficacia a los autores de las acciones violentas. Fue aprobada. El PNV se quedó en minoría. Es el momento de rectificar si la muerte brutal de Buesa tiene el mismo significado para todos. Quien estuviera en los 139 de 204 �Articles de Pasqual Maragall a LA VANGUARDIA funerales de Vitoria con todas las consecuencias no puede dejar de votar la proposición no de ley que precedió a la muerte de quien la propuso. Volviendo al principio. Empecemos hoy para llegar al mañana. Si nos ponemos a trabajar ahora, dentro de dos años podremos tener soluciones. Soluciones no sólo para Euskadi: soluciones para todos. Hace más de 20 años de la Constitución. Una generación. Es el tiempo justo. Los que votamos la Constitución ya no somos la mitad del cuerpo electoral porque los que hoy son más jóvenes no pudieron pronunciarse. Nos toca preparar el futuro con la nueva generación que ya está aquí. Sólo así avanzaremos. Electoralment, estem vivint de la disposició transitòria de l´Estatut, del 79, calculada sobre la base del cens del 76. La disposició, a més, diu que això només valia per a les eleccions que s´havien de convocar en el termini de quinze dies des de l´aprovació de l´Estatut. Per tant, no es compleix el que hi diu, perquè no els interessa.» - Si ERC és clau, després de les eleccions al Parlament, cap on creu que es decantarà? - «No sé què farà. No tinc cap dubte que és tan culpable el silenci protector del terrorisme com el terrorisme. Una altra cosa és si es pot prohibir la no-condemna. En això, no hi entro, tot i que només es justifica haver-ho fet si simultàniament hi ha una iniciativa política.» - El govern de Madrid continua bel·ligerant amb el basc. - «Em semblaria desastrós que, després que l´Ertzaintza compleix la llei, el govern i l´oposició a Madrid no aplaudissin l´acció de l´executiu basc, donant-li suport, davant la pressió que tindrà per l´altra banda. Els que haurien de dir chapeau al senyor Ibarretxe, no ho han fet. Jo sí que ho he fet, però, a Madrid, no he sentit ningú. Per això, començo a dubtar que el que s´ha fet tingui sentit. Si tenia algun sentit era deixar clar que estem per la via legal i democràtica. I immediatament, demanar als que compleixen aquest sistema què volen, què necessiten. No se li pot dir a l´Ibarretxe que està pensant en el seu interès electoral. No et pots barallar amb aquell altre demòcrata que li ha tocat la part més difícil. La fotografia que ha donat la volta al món de la policia basca tancant les seus de Batasuna -en virtut d´una llei molt discutida i discutible-, per rigor democràtic, és el fet més important des del trencament de la treva. Que l´endemà, no hagin corregut tots, la gent del PP i la del PSOE, a felicitar-lo, no ho entenc. De vegades és, per mi, un misteri saber per què s´ha tirat això endavant.» - El paper del PSOE en aquest cas és incòmode, doncs. - «En un tema com aquest, l´únic que pot parlar és el govern. Simplemente dar la bienvenida a todos los que estan aquí, las gracias a los pintores que ha venido de Nicaragua i de París, Armando Morales, Embajador de la Unesco i Carlos (?) Montenegro. Los otros tres pintores no han podido venir, pero también están aquí representados. Gracias a las Instituciones que han apoyado y gracias a las personas. Tendríamos que hacer una larguísima lista y no quiero olvidarme a nadie. Todos saben como han colaborado, como esto ha sido posible gracias al esfuerzo de todos. Pero quiero resaltar especialmente a un equipo, a unas personas, la Regiduria de Publicaciones del Ayuntamiento, que lo han hecho posible i como todo ha sido una dura batalla. No sé si porqué está marcado dentro del problema de Nicaragua ha sido como una guerra, pero aquí está, porqué esto se queda i como dicen en Nicaragua la guerra se va, pero la revolución se queda. esto es la expresión del arte, de la cultura �EI. A mi me gustaria subrayar con agradecimiento al señor Embajador, a sus colegas y al pueblo de Nicaragua el hecho de que hayan sido capaces, en un momento duro de su país, en un momento difícil desde el punto de vista económico, desde el punto de vista político, que hayan sabido tener la tranquilidad de ánimo de saber crear, de saber, no sólo producir para la supervivencia, que es un imperativo fundamental, sinó al mismo tiempo tener esas reservas, ese excedente para poder crear artísticamente, que en definitiva es un alimento también para el alma y para el pueblo. Nicaragua está pasando una etapa histórica decisiva para su futuro. Saben los nicaragüenses, saben el señor Cónsul, saben estos amigos de Nicaragua que desde aquí se sigue, como muy bien ha olfateado el senyor Embajador y pintor en nuestras calles, desde aquí se sigue con curiosidad, con pasión a veces lo que allí ocurre, esperamos lo mejor de los cambios que sin duda se han de producir en el futuro en la política americana, en su conjunto. Estamos confiados de que las mejoras se tienen que suceder en todo caso a nivel más modesto de las relaciones entre ciudades, que es un nivel no de gran política, pero sí más cercano a la relación entre los pueblos. Sepan que igual como existe ahora una colaboración entre la Universidad de León y la Universidad de Barcelona, Barcelona está siempre dispuesta a ir ampliando esta colaboración en los campos Lo que nos impresiona saber es que en el continente americano, junto a situaciones de retraso, a situaciones de avance, y junto a gente pasiva y gente activa que mira por la transformación de la realidad social, nos van a tener a su lado siempre, esta es una ciudad, como ha dicho el Embajador, no solo partidaria sinó amante de la libertat, es una ciudad libertaria, lo ha sido históricamente, lo va a seguir siendo en el futuro, confien pues ustedes en que nuestra modestia, también, que no es el nivel de la gran política pero desde la modestia de lo que es una ciudad podran contar con nosotros, les felicito como artistas y les felicito como país. � Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
