Ahir vàrem presentar la proposta de Barcelona, i ara hi ha les deliberacions que se celebren a porta tancada. Ja fa ben bé cinc anys que avançàrem la sol.licitud de Barcelona, i tenim raons fonamentades per suposar que la nostra ciutat té grans possibilitats d'esdevenir seu olímpica. Una trajectòria constant d'il.lusió, de rigor i esperances. Avui, a unes hores escasses de la resolució final, podem recordar amb nitidesa els principis bàsics que ens impulsaren a demanar els Jocs i que, sobretot, ens han mogut a seguir-hi treballant intensament. Per que, doncs, hem presentat la Candidatura de Barcelona ? En quatre paraules, perque estem convençuts que és bo per a Barcelona i per a Catalunya, també per a tot Espanya. Els Jocs Olímpics, d'acord amb el projecte que hem anat polint al llarg d'aquests cinc anys, poden ser extraordinàriament beneficiosos per a tothom. Les grans fites de les Exposicions Universals de 1888 i 1929 marcaren la culminació de la Barcelona industrial. En l'actualitat, la nova Barcelona requereix alguna altra fita que consagri el dinamisme que ja s'insinua tot acostant-nos a l'any 2000. - La postulació olímpica ha servit per a encarrilar i accelerar una remodelaciq urbanística que la ciutat exigia des de feia molts anys. S'ha avançat molt en la remodelació de l'Estadi de Montjuïc i en la construcció del nou Palau d'Esports, que constituïen veritables exigències històriques de tots els ciutadans. Al mateix temps, s'han engegat un conjunt d'actuacions en matèria de planificació tecnològica, de renovació hotelera, o de rellançament econòmic, que progressaran encara que els Jocs no siguien concedits a Barcelona. Aixó contribuirá a construir una ciutat més activa, una ciutat moderna, a l'alçada de qualsevol capital occidental. Vull insistir molt especialment en el fet que totes aquestes operacions, acoblades però no condicionades a la Candidatura Olímpica, actuaran també com a revulsiu per a tot Catalunya. L'energia que irradia Barcelona, la seva capacitat receptora i alhora creativa, són elements que ajuden a fer de Catalunya, precisament, un país innovador i cosmopolita. - 86 - IMPREMTA MUNICIPAL �Departament de Premsa n+. Jaume, s/n 08002 Barcelona Telèfon: (93) 302 15 78 301 45 34 Tèlex: 54519 Laye E A part, és evident que la possibilitat de celebrar uns Jocs Olímpics a casa nostra representan una ocasió inigu alable per a donar a conéixer_la nostra llengua, la nostra cultura, la nostra mentalitat, en resum, la nostra identitat, tal com és, arreu del món. Resulta realment difícil trobar cap altra celebració puntual que desperti tal capacitat de projecció i difusió d'imatge. No cal dir que la catalanitat dels Jocs, l'any 1992, serà un dels factors distintius en relació a altres edicions olímpiques. I ho serà molt més que, per exemple, arran de les Exposicions Universals de 1888 i de 1929. Al llarg dels anys, el que perdura és la feina feta. El que es preveu per als Jocs Olímpics, el que s'ha emprès ja en etapa de Candidatura, quedarà com a patrimoni de tots els ciutadans. Voldria ressaltar, finalment, la significació que poden adquirir els Jocs, també per Espanya, en una societat que, decididament, ha pres el camí de la concòrdia i de la modernització. Les llibertats democràtiques, el procés autonòmic, la plena integració a Europa, han creat les condicions òptimes per a celebrar un esdeveniment de les" característiques d'uns Jocs Olímpics, que fomentin la convivència i el sentiment universal a través de l'esport. I la unanimitat no sols a Catalunya sino, que s'ha respirat a la resta d'Espanya, en relació amb la proposta barcelonina, és potser el màxim exponent d'aquest fenomen. Així, de fet, feia temps que no s'advertia un entusiasme, a tot l'Estat, per projectes nascuts a Catalunya. Aquell lema promocional, "Barcelona '92, un objectiu de tothom", ha esdevingut una realitat ben palpable. La gent que ha donat el seu suport a la Candidatura, des dels 70.000 voluntaris de totes les edats i condicions, fins al. Rei Joan Carles I -primer entusiasta del projecte olímpic-, s'han mobilitzat com un sol home per a reclzar les aspiracions de Barcelona. No hi ha dubte que la nostra capacitat de convocatòria i el nostre prestigi com a ciutat va en augment. La Candidatura de Barcelona, per tant, ja ha donat el seu rendiment. S'ha procurat tirar endavant tots els projectes d'interés general associats als Jocs. S'ha treballat amb tenacitat i amb encert. S'ha aconseguit desvetllar el fervor de' tota la ciutadania. S'ha fet, en definitiva, tot el que ha estat necessari i encara més. Aquesta ha estat la nostra primera victòria. Avui pot ser un gran dia. Però independentment que la nostra ciutat sigui escollida o no, estic segur que, col.lectivament, ja hem escollit la millor via: la via del progrés, de l'optimisme, dels ideals constructius. Estimats conciutadans, Quan llegiu aquestes ratlles, em trobaré a Lausanne esperant el resultat d'una votació. Sé les esperances que heu depositat en el resultat de la votació d'avui. Sé, conec, la vostra il.lusió per assolir la seu dels Jocs del 1992, però, ara, abans de conéixer aquest resultat, voldria fer-vos arribar les meves esperances i les meves il.lusions. Quan ens Tarem decidir a presentar la Candidatura, ara farà ja cinc anys, ens van inspirar tres motius bffisics. *Motius urbanístics. La meva Ciutat, la nostra, de feia masses anys, estava poc menys que oblidada des del punt de vista de les grans actuacions urbanístiques. Actuacions que no pot afrontar l'Ajuntament com a tal. A la nostra Ciutat i arreu del món, les obres dels cinturons, les obres d'etz, etz, les afronten les administracions centrals. En el nostre cas, el Govern de Madrid i la Generalitat són els responsables d'endegar aquest tipus d'actuacions. I vull recordar aquí el Segon Cinturó, el Tunel de Vallvidrera i com no, la desviació del Poble Nou de les vies del tren per tal de poder-hi construir la Vila Olímpica. I si em permeteu sobre aquest tema voldria encara afegir-hi alguna cosa. De vegades un es para i es diu: "senyor Alcade, quina diferencia hi ha entre el túnel del Sr. Porcioles i el túnel del Sr. Maragall?" o "quina diferencia hi ha entre el Plà de la Rivera i el Pla de la Façana Marítima?". Ai,b , evidentment, s' em diu com un retret i se m' esta acusant de fer "porciolisme". És evident que des del punt de vista físic, el Túnel de Vallvidrera és el mateix en un cas que en un altre, i és evident que des d'aquest mateix punt de vista l'espai ocupat pel PI a de la Rivera i el de la Vila Olímpica és exactament el mateix. Ara bé, hi ha un diferència fonamental. I la diferència fonamental consisteix en que nosaltres controlem l'urbanisme de l'altra banda del Tunel de Vallvidrera i que nosaltres controlem i controlarem l'urbanisme de la Zona de la Vila Olímpica. Aquesta és la diferencia fonamental, no ,evidentment, en l'espai físic en el qual es vol construir tant en un cas com en l'altre. Fixeu-vos que historicament això ha succeït a Barcelona, com tants rebulsius urbanístics es varen donar amb motiu de 1' exposició del 88 i després a 1' exposició del 29; buscavem un tercer rebulsiu urbanístic que permetes.remodelar en una part important zones decisives de la nostra Ciutat. Un segon motiu que ens va portar a tirar endavant amb la Candidatura va ser que consideravem que la meva Ciutat, la nostra, necessitava una injecció d'optimisme econòmic. Les �empreses o no s' en creaven o com a mínim no invertien, els grans empresaris quan es plantejaven una inversió important o la instal.lació d'una nova indústria, dubtaven poc en escollir entre Madrid i Barcelona. En tercer lloc, des del punt de vista turístic i de capacitat receptora, ens trobavem amb una ciutat amb manca de places hoteleres, una manca important, hi ha moments de l'any en qu'e és absolutament impossible trobar una plaça hotelera i que es necessitava un motiu, una ocasió per tal de qu'e la iniciativa privada prengués la seva responsabilitat i posés en marxa la construcció de nous hotels. Una altra de les preocupacions importants de l'equip que en aquell moment va decidir d'endegar la Candidatura va ser la problem atica de la juventut i de la pfactica esportiva. Créiem, creiem, que la practica generalitzada de l'esport és un bé per sí mateixa i pel qu'e significa d'ocupació del temps de lleure. Criem, creiem que la celebració d'uns Jocs Olímpics de la nostra Ciutat afavorirà d'' una manera important, d'una manera decisiva la qualitat i la quantitat de la pfactica esportiva. Finalment, veiem, veiem que la meva Ciutat, que la nostra ciutat, que Barcelona de feia uns anys estava com triste; realment li faltava una dosi d'optimisme que únicament es podia aconseguir cercant un objectiu comú, un objectiu que fós atractiu per joves i grans, un objectiu que pugués ser compartit per conservadors i progressistes, per dretes i esquerres, per homes i dones, en una paraula per tota la societat. Aquest objectiu va cristalitzar amb els Jocs Olímpics. I avui, després d' aquests anys, sis anys, us vull dir ciutadans de Barcelona que des del meu punt de vista no ens varem equivocar. Quan aquestes ratlles apareixin impreses, no coneixerém encara la decisió del C.O.I. Tindrem els collons per corbatí . Però, alguns dels objectius que ens varem proposar en el moment de plantejar la Candidatura s'hauran assolit. Haurem conseguit que l'estat de les obres sigui irreversible, haurem assolit el disposar d'un estadi d'atletisme en condicions. Era realment vergonyós l'estat en que es trobava l'Estadi de Montjuïc. Cada vegada que venia un foraster, i em refereixo a un foraster per qu'e els de casa estavem o i estem tan acostumats que no en feiem ni cas, i passavem pel davant de l'Estadi de Montjuïc, havíem de desviar la mirada cap una altra banda perqúe no el veiés. I això sense comptar el perill que comportava. Haurem assolit disposar d'un Palau d'Esports gran, modern, bonic, tecnicament perfecte, com el que ara es mereix una ciutat i una conurbació com la de la Corporació Metropolitana de Barcelona; haurem assolit desfer el dogall que significaven �les vies del tren i conseguir que la Ciutat arribi al mar; haurem aconseguit que en una part important gracies a l'impuls que ha generat els Jocs Olímpics; haurem assolit signar pel Ministeri d'Obres Públiques totes les obres necess'aries per la defensa de la costa del Poble Nou; haurem assolit la signatura dels pactes per acabar el Tunel de Vallvidrera o les obres del Segon Cinturó; haurem assolit preparar un projecte per la Barcelona tecnològica de l'any 2000; haurem assolit que diferents cadenes hoteleres es plantegin instal.lar-se a Barcelona i algunes d'elles ja ho hagin fet; i sobretot, haurem assolit que tu i tu i tu i el de més entra sentiu la Ciutat com a propia, us sentiu com a participants d'un projecte, us sentiu orgullosos davant del món de dir, de proclamar que sou barcelonins. El resultat de la votació és incert encara. Si aquesta no fos positiva per la nostra ciutat tindrieu, tindriem un gran desengany. Pefo us vull dir en aquest moment abans de saber-ho que si aquest projecte no arriba a cuallar una Ciutat que té, que demostra l'entusiasma que ha demostrat a la Ciutat de Barcelona, haufa d'inventar, ens veurem obligats a trobar un altre projecte de característiques similars des del punt de vista participatiu als JJ.00. BOTH CHICAGO AND BARCELONA SHARE THE MEMORY OF THE GREAT ARCHITECT MIES VAN DER ROHE WHOSE CENTENNIAL YEAR IS ENDING NOW. THE BARCELONA PAVILION AND THE BARCELONA CHAIR WERE HIS FIRST WORLD WIDE KNOWN WORKS, AND IT WAS IN CHICAGO WHEN HE GAVE THE BEST OF HIS CREATIVE MATURITY. I WOULD NOT BE FAIR HAD I NOT RECALLED HIM IN MY FIRST VISIT TO CHICAGO. NOW I WOULD LIKE TO TELL SOME WORDS ABOUT BARCELONA'S PRESENT SITUATION AND FUTURE GOALS. I HOPE THAT WHAT YOU WILL BE HEARING HERE TODAY WILL BE OF RELEVANCE TO YOUR INVESTMENT LOCATION DECISION -MAKING PROCESS. TO BEGIN WITH, I THINK IT IS WORTH BRIEFLY MENTIONING SOMETHING ABOUT THE PRESENT ECONOMIC AND POLITICAL SITUATION OF SPAIN, AS A WHOLE, TO SET THE CONTEXT OF THE DOMESTIC ENVIRONMENT FACING BARCELONA. SPAIN HAS EUROPE'S FIFTH LARGEST ECONOMY, WITH A DOMESTIC MARKET OF ALMOST 39 MILION NATIVE CONSUMERS �-3TOGETHER WITH 43 MILLION VISITORS A YEAR WHO SPEND IN EXCESS OF 7 BILLION U.S. DOLLARS. THE COUNTRY'S GDP IN 1985 WAS APPROXIMATELY 190 BILLON U.S. DOLLARS. ECONOMIC GROWTH OVER THE LAST 3 YEARS HAS BEEN IN EXCESS OF 2% PER ANNUM, AND INFLATION IS RUNNING AT 8%. BOTH OF THESE MEASURES BEING EXPECTED TO SHOW FURTHER IMPROVEMENT IN THE NEAR FUTURE. WITHIN THE CONTEXT OF SPAIN'S ECONOMY, THAT OF CATALONIA HAS CONSISTENTLY BEEN SUPERIOR TO HER 16% SHARE OF THE COUNTRY'S ACTIVE POPULATION AND 6% SHARE OF TERRITORIAL AREA. CATALONIA ACTUALLY REPRESENTS 20% OF THE TOTAL SPANISH GDP, AND ITS ECONOMIC SECTOR DISTRIBUTION IS SIMILAR TO THAT OF A MAJOR INDUSTRIAL POWER SUCH AS GERMANY. IN TURN, BARCELONA'S SHARE OF CATALONIA'S INDUSTRY IS VERY SIGNIFICANT WITH SOME 80% OF INDUSTRIAL GROSS VALUE ADDED AND INDUSTRIAL JOBS IN CATALONIA CONCENTRATED IN THE AREA OF BARCELONA. IN OTHER WORDS, BARCELONA IS SPAIN'S ECONOMIC CENTRE. THIS SITUATION IS MOST LIKELY TO BE ENHANCED BY SPAIN'S MEMBERSHIP OF THE EEC, AS THE COUNTRY FURTHER �-4° STRENGTHENS ITS ECONOMIC TIES WITH ITS NORTHERN PARTNERS, GIVEN BARCELONA'S LOCATION IN THE NORTH EASTERN CORNER OF SPAIN ON THE BORDER WITH FRANCE. CATALONIA'S EXPORTS BEFORE JOINING THE EEC WERE ALREADY ORIENTED TOWARDS THE REST OF EUROPE. 55% OF ITS EXPORTS WENT TO EUROPEAN COUNTRIES, THE REMAINDER BEING EVENLY SPLIT BETWEEN AFRICA, ASIA AND THE AMERICAS. FROM A POLITICAL VIEWPOINT, SPAIN HAS NOW EXPERIENCED ALMOST TEN YEARS OF DEMOCRACY. SINCE THE DEATH OF GENERAL FRANCO IN 1975, THE COUNTRY HAS HAD FOUR GENERAL ELECTIONS, THE LAST HELD ON JUNE 22ND OF THIS YEAR. DURING THESE TEN YEARS, SPAIN'S CONSTITUTIONAL MONARCHY HAS BEEN FIRMLY ESTABLISHED, AS HAS ITS COMMITMENT TO WESTERN EUROPEAN UNION AND NORTH ATALANTIC DEFENCE. CATALONIA, LIKE 16 OTHER REGIONS IN SPAIN, HAS WITH THE ADVENT OF DEMOCRACY ACHIEVED AN IMPORTANT DEGREE OF AUTONOMY, WITH SPECIFIC JURISDICTIONS IN INDUSTRY, COMMERCE, SOCIAL SERVICES AND CIVIL LAW BEING DEVOLVED TO THE CATALAN GOVERNMENT OR GENERALITAT. �-5THE CITY OF BARCELONA IS THE CENTRE OF AN URBAN METROPOLITAN AREA MADE UP OF 27 MUNICIPAL COUNCILS WITH A COMMON URBAN AUTHORITY: THE METROPOLITAN CORPORATION OF BARCELONA. THE CITY CENTRE HAS A POPULATION OF ABOUT 1,7 MILION INHABITANTS, WHICH HAS BEEN STABLE FOR THE LAST 15 YEARS. THE METROPOLITAN AREA, AS A WHOLE, HAS A TOTAL POPULATION OF 3,1 MILION, WHICH REPRESENTS 52 PER CENT OF THE TOTAL CATALAN POPULATION. THE INFLUENCE OF BARCELONA AS A LABOUR MARKET, HOWEVER, EXCEEDS THE STRICT METROPOLITAN AREA TERRITORY AND COVERS UP TO 50 MUNICIPALITIES WITH A POPULATION OF 4,2 MILION PEOPLE. I WOULD NOW LIKE TO SAY SOMETHING ABOUT THE ROLE PLAYED BY BARCELONA'S MUNICIPAL GOVERNMENT IN PROMOTING INVESTMENT. THE ECONOMIC CRISIS OF THE LAST DECADE HAS BADLY AFFECTED BARCELONA'S METROPOLITAN AREA. THE UNEMPLOYMENT RATE TODAY IS AROUND 20% IN THE CITY CENTRE AND 28% IN THE REST OF THE METROPOLITAN AREA. INDUSTRIAL ADJUSTMENT HAS BEEN CARRIED OUT ON A MASSIVE SCALE AS PART OF THE ACCELERATED DOWN-SIDE OF AN "ECONOMIC LIFE-CYCLE PROCESS ". �-6- HOWEVER, LOCAL GOVERNMENTS, EVEN IN LARGE CITIES, SUCH AS BARCELONA, DO NOT HAVE THE MEANS CENTRAL GOVERNMENTS DO TO ATTEMPT TO OFF-SET EXTREME ECONOMIC CONDITIONS. NEVERTHELESS, IN MY OPINION, THE UNITED ACTION OF SPANISH LOCAL GOVERNMENTS IS CAPABLE OF GENERATING, THROUGH SAVING AND INVESTMENT POLICIES, A SIGNIFICANT POSITIVE SHIFT IN THE COUNTRY'S ECONOMIC EXPECTATIONS. LOCAL GOVERNMENTS CAN PROMOTE INVESTMENT AND INNOVATION, BESIDES ACCOMPLISHING THEIR TRADITIONAL FUNCTIONS. THEY CAN ACT AS UNIFORMITY BREAKERS, THAT IS TO SAY, THEY CAN CHANGE THE UNIFORM POLARIZATION OF PESSIMISTIC EXPECTATIONS THAT ARE BEHIND THE ECONOMIC CRISIS. THE CITY OF BARCELONA AND THE METROPOLITAN AREA, AS WELL AS THE REST OF THE MUNICIPAL COUNCILS OF THE AREA, ARE USING ALL THE AVAILABLE MEANS TO DEVELOP A CLIMATE THAT IS APPROPIATE TO THE ESTABLISHMENT OF NEW ENTERPRISES. IN FACT, BARCELONA'S LOCAL GOVERNMENT IS ACTING AS AN INNOVATIVE PUBLIC ENTREPRENEUR -A SPECIMEN SCHUMPETER DID NOT FORESEE. �-7BARELY FOUR WEEKS AGO BARCELONA WON THE RACE FOR THE 1992 OLYMPIC GAMES. APPART FROM MY IMMENSE PERSONAL SATISFACTION AND THE FORMIDABLE EXPLOTION OF JOY THAT BARCELONA SAW, THAT DAY MARKED THE END OF A STAGE WHERE THE ROLE OF BARCELONA LOCAL GOVERNMENT AS UNIFORMITY BREAKER HAS BEEN SHOWN CLEARLY. I WOULD LIKE TO QUOTE SOME LINES FROM A REPORT BY THE CATALAN CHAMBER OF PUBLIC WORKS BUILDERS TO ILLUSTRATE MY WORDS. THIS REPORT POINTED A DECREASE IN PUBLIC INVESTMENT IN SPAIN EXCEPT FOR LOCAL GOVERNMENTS. AND CONCLUDED: "DISREGARDING WHATEVER MAY HAPPEN NEXT 17 IN LAUSANNE (THAT WAS THE DAY AND CITY WHERE THE OLYMPIC DECISION HAD TO BE TAKEN), THE MERE FACT OF THE CANDIDATURE HAS GIVEN THREE POSITIVE EFFECTS: 1. IT HAS MEANT A THRUST TO CATALAN ETREPENEURSHIP 2. IT HAS STARTED A SET OF PUBLIC WORKS AND EQUIPEMENT PROJECTS THAT CANNOT BE STOPPED 3. IT HAS MADE PUBLIC OPINION SENSITIVE TO EXISTING LACK OF PUBLIC WORKS AND EQUIPMENT. �-8- IT IS HARDLY POSSIBLE THAT THIS THRUST IS LOST. THE CLIMATE FOR THE RECOVERY OF BUILDING SECTOR IS ALREADY ESTABLISHED ". I THINK THESE LINES ARE EXPRESSIVE ENOUGH. I CAN ONLY UNDERLINE THAT THEY WERE WRITTEN BEFORE BARCELONA GOT THE OLYMPIC GAMES ORGANIZATION. AFTER BARCELONA'S NOMINATION, AS YOU CAN EXPECT, THE CLIMATE IS STILL BETTER. FROM STOCK EXCHANGE TO BUILDING ACTIVITY INDEXES ALL THE ECONOMIC INDICATORS CONFIRM OUR BEST HOPES. THE OLYMPIC BIDDING HAS BEEN OUR BIGGEST CONCERN FOR THE LAST COUPLE OF YEARS. BUT THE BARCELONA MUNICIPALITY HAS NOT PUT ALL ITS ECONOMIC RECOVERY BET ON IT. IT HAS ALSO ACTED AS AN AGENT CREATING INNOVATIVE INSTITUTIONS. THE CITY FOUNDED LAST YEAR INICIATIVES S.A., A MUNICIPALLY OWNED CORPORATION. AS MR FRANCESC RAVENTOS, �-9MANAGING DIRECTOR, CAN EXPLAIN, ITS OBJECTIVE IS TO PROMOTE INNOVATIVE ACTIVITIES OF PUBLIC INTEREST, IN COOPERATION WITH PRIVATE CAPITAL AND FOLLOWING THE PATTERN OF A VENTURE CAPITAL COMPANY. FOR EACH PROJECT A SPECIFIC COMPANY WILL BE CREATED, WHERE THE MUNICIPAL COMPANY IS TO BE A MINORITY PARTNER. THE FIRST PROJECTS EVALUED INCLUDED A TELECOMUNICATIONS TOWER AND A CABLE TV NETWORK FOR THE WHOLE CITY. WE ARE SPECIALLY CONCERNED WITH ATTRACTING FOREIGN INVESTMENT, AND OUR JOB IS MADE EASIER BY THE FACT THAT WE ARE SURE THAT OUR LOCATION OFFERS A SERIES OF SUBSTANTIAL ADVANTATGES. THIS L,AST POINT IS AMPLY PROVEN BY THE INCREASING VOLUME OF FOREIGN INVESTMENT ATTRACTED TO SPAIN, AND BY THE QUALITY NAMES THAT HAVE SET UP FACILITIES IN BARCELONA. AMERICAN INVESTORS HAVE CONSISTENTLY BEEN AMONG CATALONIA'S TOP FIVE FOREIGN INVESTMENT SOURCES AND THEIR PRESENCE HAS BEEN VERY POSITIVE. �-10- NOW, MORE THAN EVER, INVESTING IN BARCELONA MAKES SENSE. LOCATING IN BARCELONA DOES NOT ONLY PROVIDE ACCESS TO A LARGE AND RELATIVELY UNTAPPED DOMESTIC ECONOMY, BUT ALSO BENEFITS FROM A LOW -COST PRODUCTION LOCATION FROM WICH TO SUPPLY THE REST OF EUROPE. THE METROPOLITAN AREA IS DEVELOPING A VERY ACTIVE INDUSTRIAL POLICY PROVIDING SUITABLE LAND WITH THE NECESSARY URBAN FACILITIES AND SERVICES. THREE INDUSTRIAL LAND MANAGING BODIES HAVE ALREADY BEEN PUT IN PLACE AROUND BARCELONA AND TWO MORE WILL BE OPERATIVE VERY SOON, INCLUDING A TECHNOLOGICAL PARK. THE PARK IS DESIGNED FOR HIGH-TECH ENTERPRISES, ESPECIALLY THOSE THAT MAY CONSTITUTE COMPLEMENTARY GROUPS AND ENTERPRISES THAT NEED READY ACCESS TO SUITABLE RESEARCH CENTRES. THE PARK WILL OFFER TECHNICAL CONSULTING SERVICES, TECHNOLOGY TRANSFER AND BUSINESS FACILITIES WHICH ARE ESSENTIAL TO MEDIUM AND SMALL SIZE BUSINESSES. ONE OF THE MAIN ATTRACTIONS OF THIS TYPE OF DEVELOPMENT IS THE PROXIMITY OF LOCATION OF MANY �DIFFERENT COMPANIES AND RESEARCH ENTITIES THUS ALLOWING FOR EASIER CROSS-FERTILIZATION AND MUTUAL INTEREST SYNERGIES. OLIVETTI HAS ALREADY ANNOUNCED ITS SETTING UP A PERSONAL COMPUTER PRODUCTION PLANT ON THIS SITE. HEWLETT PACKARD WILL BE INVESTING IN A FACILITY OF ITS OWN ON A NEARBY LOCATION. AND SO WILL SIEMENS. A SECOND INITIATIVE IS THE COORDINATING ROLE THAT THE CONSORCIO DE LA ZONA FRANCA DE BARCELONA IS TAKING WITH RESPECT TO THE DEVELOPMENT OF INVESTMENT AND THE CONTINUED UPDATING OF A RECENTLY COMPLETED INVENTORY OF AVAILABLE INDUSTRIAL LAND. WHERE SPECIFIC TYPES OF URBANIZED INDUSTRIAL LAND ARE FOUND TO BE LACKING, WE HAVE MADE SURE THAT THESE ARE DEVELOPED AND MADE AVAILAt3LE. THE MOST AMBITIOUS PROGRAM UNDER WAY IS THE POBLENOU DISTRICT URBAN RENEWAL PROJECT. ITS GOAL IS THE URBAN DEVELOPMENT OF A HALF-EMPTY OLD INDUSTRIAL AREA AND THE CONNECTION OF CENTRAL BARCELONA WITH ITS WATERFRONT. IN THIS AREA WE INTEND TO BUILD THE OLYMPIC VILLAGE. �-12- THE AREA INITIALLY AFFECTED EXTENDS TO 250 ACRES, AND INCLUDES MANY INDUSTRIAL AND VACANT LOTS. THE INDUSTRIES STILL IN OPERATION WHOSE LAND IS AFFECTED, ARE OFFERED ALTERNATIVE LOCATIONS IN INDUSTRIAL AREAS OWNED BY THE METROPOLITAN CORPORATION. BEYOND THE URBAN ASPECTS OF THE PROJECT THERE WILL ALSO BE IMPORTANT ECONOMIC SIDE -EFFECTS. THE SCHEME IS EXPECTED TO GIVE A STRONG IMPULSE TO INVESTMENT, WHICH WILL AFFECT NOT ONLY THE CITY CENTER BUT ALSO THE WHOLE AREA AND BEYOND. SO, WHAT ABOUT BARCELONA'S FUTURE? AS A GENERAL COMMENT WE EXPECT TO SEE BARCELONA'S ECONOMY INCREASINGLY LINKED TO THOSE OF THE OTHER ECC COUNTRIES AS MUCH AS CONTINUING TO PROVIDE A MAJOR PORTION OF SPAIN'S DOMESTIC INDUSTRIAL REQUERIMENTS. SIMILARLY, AS IN THE PAST, WE EXPECT TO SEE BARCELONA IN THE FOREFRONT OF INNOVATION AND INDUSTRIAL DEVELOPMENT WITHIN SPAIN. OUR IMMEDIATE INTEREST IN THIS SENSE IS TO HELP CHANNEL THESE EFFORTS TOWARDS CONTINUED DEVELOPMENT OF A DIVERSE AND BALANCED INDUSTRIAL BASE THAT IS AT THE SAME �-13TIME TECHNICALLY INNOVATIVE, PROVIDES SUITABLE EMPLOYMENT LEVELS, AND IS DIVERSIFIED TO AN EXTEND THAT WILL HELP AMELIORATE THE EFFECTS OF THE MORE EXTREME CYCLICAL ECONOMIC MOVEMENTS. TO CONCLUDE, WE ARE EXTREMELY OPTIMISTIC OF BARCELONA'S FUTURE BOTH WITHIN SPAIN AND EUROPE. WE WOULD LIKE YOU AND OTHER FOREINGN INVESTORS TO HELP DEVELOP AND BENEFIT FROM THIS PROCESS OF CHANGE.
