Marroc | 16/01/2006 Monsieur le ministre de la Présidence; monsieur le Ministre de l'Aménagement du Territoire, de l'Eau et de l'Environnement; messieurs les Présidents des régions européennes, monsieur le Président de la Chambre de Commerce, señor embajador, consellers de la Generalitat. Je souhaite d'abord remercier chaleureusement le Gouvernement du Maroc, ainsi que la région de Rabat Salé, de leur accueil et de leur précieuse collaboration dans l'organisation de cette rencontre. Beaucoup d'entre vous connaissent déjà la Catalogne, pays traditionnellement attaché aux échanges et à l'ouverture sur le monde. Le Gouvernement de la Catalogne a traditionnellement montré une claire vocation méditerranéenne dans son action quotidienne et extérieure, en considérant cet espace comme le cadre naturel de ses relations économiques et culturelles. Et au sein de cette dimension méditerranéenne, le Maroc revêt une importance particulière, étant donné les rapports étroits, aussi bien commerciaux qu'institutionnels que la Catalogne maintient avec ce Royaume, c'est qui fait aussi les diverses régions et comités autonomes d'Espagne. En effet, la Catalogne est le principal partenaire commercial du Maroc au sein de l'État espagnol, comme en témoignent les échanges commerciaux entre nos deux pays et les nombreuses initiatives de coopération économique existantes, comme par exemple la Fondation CatalogneMaroc, dont le lancement a été donné lors de ma visite du mois de mai 2004 au Maroc. Mais les liens entre nos deux pays ne se limitent pas aux aspects économiques, puisque les mouvements migratoires ont souligné la dimension humaine de ces rapports, comme le démontrent l'attention portée au bien-être des citoyens marocains qui vivent aujourd'hui dans les provinces catalanes, et au développement croissant des contacts entre les populations des deux côtés de la Méditerranée. La coopération entre la Catalogne et le Maroc n'est donc pas nouvelle. La nouveauté aujourd'hui, réside dans notre présence ici, à Rabat Salé, en compagnie de nos partenaires des Quatre Moteurs pour l'Europe, ainsi que la Flandre et nous espérons avec le Pays de Galles. Notre rencontre d'aujourd'hui peut être comprise comme un projet pilote, dont le but est d'encourager une collaboration plus étroite au niveau régional, afin de partager des connaissances et d'échanger des expériences dans le domaine du développement durable et des technologies environnementales dans le bassin méditerranéen. Permettez-moi d'insister sur l'importance d'arriver à un réel rapprochement entre les collectivités régionales européennes et marocaines. En effet, les autorités locales et régionales représentent l'échelon les plus proche pour comprendre les besoins réels des citoyens, y compris en matière environnementale. C'est pour cela que les régions européennes ici représentées sont prêtes à partager leurs expériences et connaissances sur les processus de décentralisation de leurs états respectifs, comme moyen de garantir la bonne gouvernance de leurs territoires et atteindre une participation accrue des citoyens dans les affaires publiques. C'est ainsi que la Catalogne vit actuellement un processus de réforme de son statut d'autonomie, qui permettra à notre régions d'améliorer la qualité de vie de sa population. Nous aurons l'occasion de revenir autres fois sur cette idée, mais avant cela, c'est avec plaisir que je cède la parole à mes collègues ici présents, auxquels j'adresse ma profonde gratitude pour leur coopération tout au long de la présidence catalane des Quatre Moteurs pour l'Europe, et plus précisément pour leur travail dans l'organisation de notre rencontre ici au Maroc. 1 �Permettez-moi, Mesdames, Messieurs de vous présenter M. En primer lugar quiero agradecer a los expositores su fidelidad. a la Feria y su confianza en la capacidad de atracción de la Feria de Muestras como símbolo y como colofón de todas las actividades que en este marco se realizan a.lo largo del año, y que son hijas, en buena medida, de la vieja Feria de Muestras. La Feria de Barcelona, cuyo Consejo General presido, ha desarrollado una. serie de Salones monográficos, cada vez más competitivos en sus sectores correspondientes y, ha contribuido y debe seguir contribuyendo a la mejora del marco físico incomparable en que se alo ja, enriquecido desde la semana pasada con el maravilloso Pabellón Aleman de Barcelona de 1929, que por sí sólo va a atraer al recinto de Montjuich a miles de profesionales y estudiosos de la Arqui tectura y el Urbanismo de todo el mundo. Al propio tiempo, la Ciudad de Barcelona está rehaciendo el Palacio Nacional que simboliza con su silueta a la Feria, traslada su parque móvil para permitir un nuevo espacio ferial que nos apro xime al objetivo de los 100.000 m2, concursa el vecino Pueblo Es pañol para su remodelación y explotación privadas, sitúa en Miramar un hotel de primerísima categoría en los viejos estudios de Tele-' lt 1ón c la Fundación Miró, pone visión Española, co° •-mrala la en marcha con éxito total el Nuevo Teatro del Mercado de las Flo res y, en fin, corona la Montaña con la remodelación del Estadio olímpico - gracias a la ayuda del Estado - y con la construcción de un nuevo Palacio de Deportes y espectáculos capaz. para 17.000 wspectadores - gracias a la ayuda de la Diputación de Barcelona.Arte, deporte, turismo : y comercio se dan la mano en este Montjuïc, �2. que hoy les acoge con sus mejores galas, como cada año. Por si fuera poco, en el mismo recinto ferial, en el Pabellón recientemente devuelto a la ciudad por el INI, gesto que quiero agradecer publicamente porque significa un adelantamiento de la fecha de caducidad de la concesión, en ese Pabellón, se han ubicado los trabajos de promoción de nuestros deseos de ser la sede de verano de la XXVa. Olimpiada en 1992. En Montjuïc,. en la Feria y junto a la Feria, están pues situadas buena parte de las mejores celebraciones y esperanzas de Barcelona. Están situadas y deben seguir ahí, sin que ello sea obstáculo paraq que la Feria salte a otras as ubicaciones complementarias si los recursos y las necesidades lo permiten y lo exigen, como ocurrió con el Salón Cosmos en Gerona y hubiera ocurrido con la ubicación de nuevas instalaciones de la Feria en el Area Metropolitana, de no haber faltado los recursos que la próxima re visión del sistema financiero autònómico - y quiero esperar-:tam bien para el sistema financiero local - sin duda aportarán en breve. El esfuerzo constante por mejorar y la grandeza del marco ciudadano de la Feria. de Barcelona la han situado históricamente en primer lugar entre las Ferias españolas. Debemos trabajar , Sr. Ministro, Sr. Presidente , para que esta trayectoria no se quieb r e. Y debemos hacerlo con generosidad y grandeza de miras,sin proteccionismos excesivos, sin proteccionismos tampoco para Madrid u otras Ferias, con sensibilidad hacia las Ferias comarcales pero sin querer contraponerlas al rol de la Feria Internacional de Barcelona, que es otro bien distinto, fiando en la capacidad organizativa del colectivo humano que es la Feria,dès de el Director general hasta los servicios administrativos y las brigadas que en unas horas són capaces de construir un escenario totalmente nuevo. La trayectoria y los resultados de 1985 avalan lo bien fundado de esta necesaria confianza en la capacidad de la Feria para �3. :renovarse, crecer y proyectarse internacionalmente. Estoy convencido-de que en el marco de la Feria de Barcelona, la Feria de Muestras de junio debe ir encontrando un nue yo papel a medida que los Salones monográficos vayan absor«,biendcGéI:curso de las operaciones propiamente comerciales. La presencia consciente de comunidades autónomas y de "stands" institucionales debe ir convirtiendo a la.Feria de Muestras en el auténtico muestrario de nuestros grandes proyectos 'portuarios, infraestructurales, industriales y tecnológicos, e incluso artísticos y deportivos. La feria de junio puede llegar a ser el lugar de confluencia donde se midan los grandes afanes colectivos de Barcelona, de Cataluña:y de los.pueblos de España y atn de los palSes. que quieran presentar o mantener bien alto su prestigia productivo y emprendedor. A mi me gustaría que el año próximo, si la suerte y el acierto acompañan a nuestra ciudad en la cita de octubre en Lausan ne, ver en la Feria de junio todos los proyectos elaborados con este motivo, o mejor dicho, en torno a ese hilo conductor: no sólo los de la Montaña de Montjulc, sino los de la recuperación de las playas del"Poble Nou" y la villa olímpica costera;,el Polideportivo de L'Hospitalet y el nuevo parque entre el Polo y la carretera de Collblanc, en una de esas zonas grises del área metropolitana, ocupadas por instalaciones eléc tricas impropias del tejido urbano y que vamos poco a poco re cuperando; la zona del velódromo del Valle de Hebrón; el pro- �4. yecto de cobertura de la ciudad y el Area por cable de fibra óptica, que permitirá la teledistribución al inicio de la década de los 90's y la comunicación inter activa media década más tarde; la Torre de comunicaciones de Coliseròla con el Mirador de Cataluña en lo alto ... en fin, todos los proyectos que sin ser directamente motivados por nuestra Candidatura, se han acelerado en torno a esa ilusión. Porque la Feria de Muestras tiene que seguir siendo la de la ilusión creativa y las instituciones tenemos mucho que aportar en ese sentido: no nos avergoncemos de decirlo. El nuevo Pont Vell de Barcelona; la remodelación del Aeropuerto; el r parque tecnológico del Vallés , con su inmejorable ubicación física y cultural, junto a la Universidad Autóno ma ; el segundo Cinturón -vergüenza de nuestra Ciudad, que lo planeó hace 20 áños y asiste impotente a su tímida realidad inicial, terminada en un barranco-; el Cinturón Lito ral; el Museo de Arte Contemporáneo; de la Casa de Caridad; el Teatro Nacional de Cataluña. ¿Veremos todos esos proyectos en la próxima Feria de junio?. ;Se está trabajando en ellos. En todos ellos: no son fantasías. Son proyectos que Barcelona necesita, que. ilusionan a los barceloneses, que pueden'hacerse y que deben hacerse. Para culminarlos va a hacer falta una intensa colaboración institucional. Casi nada importante puede hacerse sin la colaboración entre Estado, Autonomía y Ciudad. Pido la máxima disponibilidad para esa colaboración, una vez apagadas las altas voces de la contienda electoral y ofrezco la disponibilidad de Barcelona, que es ya conocida, para la materialización de estas obras y servicios que harán de nues tra Ciudad una ciudad agradable y eficiente, la capital potente y la punta de lanza de España en la entrada a Europa. Aznar. Luego la endemoniada historia de este país nos enfrentó más allá de lo razonable en democracia. Pero vayamos a lo que aquí nos reúne gracias a la buena gestión de Casa Asia. Reencuentro a viejos amigos y entro en contacto con una civilización que ha descubierto que todos tenemos una segunda vida, cosa que nos permite, en ésta, ser más libres. En primer lugar quiero expresar mi más calurosa bienvenida a la delegación india que nos honra con su presencia aquí, por el alto nivel de sus miembros compuesta por rectores, académicos, miembros de prestigiosas fundaciones culturales y representantes de cámaras de comercio entre otros. Es para mí un honor presidir, junto con el embajador Chatwal, la 3a edición de la Tribuna España-India que desde su origen en el año 2005 va fortaleciendo su singladura con más participantes y ámbitos de discusión para responder así al creciente interés que la India despierta en nuestro país. Efectivamente, la India se ha situado en la última década en un punto de mira de enorme interés internacional. Su gran democracia, consolidada, su extraordinario desarrollo 1 �tecnológico, su potente proyección cultural, tanto en literatura como en cine, música y en tantas otras facetas, ha impactado y fascinado al mundo. En España, el interés creciente por la India se manifiesta en el gran aumento en la demanda de su música, cine y danza, y en la creación de nuevos cursos, estudios y publicaciones sobre este país. Sin embargo, el renovado descubrimiento de la India por parte de España no debe hacernos olvidar que las relaciones entre los dos países vienen de muy lejos. Ya en el siglo I d.C., el cordobés Séneca mencionaba en un libro suyo a la India (cuyas tierras nunca visitó), y afirmaba que si una nave partía desde la costa occidental de Hispania podría arribar a la costa oriental de la India, siendo a su modo un precursor de Cristóbal Colón. Las relaciones entre España y la India han estado condicionadas por imperativos históricos de diversa índole durante siglos. Pero la expansión de España por el Atlántico limitó enormemente las posibilidades de establecer contactos fluidos con el subcontinente indio. No obstante hubo una serie de encuentros singulares entre los que destaca el del jesuita Antoni Monserrate con el emperador Mogol Akbar. Ahora el padre Vicens Ferrer en Andhra Pradesh retoma el hilo. Monserrate, nacido en Vic en 1536, llegó a la India a mediados del siglo XVI y formó parte del círculo de eruditos religiosos que deliberaban con el emperador mogol sobre la verdad de las distintas religiones, en un diálogo interreligioso ilustrado. El jesuita recogió sus impresiones de la India en un relato escrito el año 1582. 2 �Cita del presidente indio Jawaharlal Nehru, cuando visitó Barcelona en 1938, en plena guerra civil: “I entered into this Europe of conflict by flying straight to Barcelona, There I remained for five days and watched the bombs fall nightly from the air. There I saw much else that impressed me powerfully; and there, in the midst of want and destruction and ever-impending disaster, I felt more at peace with myself than anywhere else in Europe. There was light there, the light of courage and determination and of doing something worth while?” España estableció relaciones diplomáticas plenas con la India en 1956, tres años después de su entrada en la ONU. Y fue precisamente el embajador Chatwal el encargado de llevar a cabo esta tarea. Mucho ha cambiado España desde entonces, de modo que difícilmente habrá reconocido el señor Chatwal el país de hace casi cincuenta años. En enero de 1982, SS MM los Reyes realizaron una visita a la India a invitación del presidente Sanjiva Reddy, y fue ésta la primera visita que realizaba un jefe de Estado español al subcontinente indio. En 2005 el Alcalde de Barcelona, Joan Clos, hoy ministro de Industria y Comercio, visitó la India en compañía de empresarios y universitarios catalanes. También el exministro de Exteriores, Josep Piqué, tuvo un interés manifiesto en estrechar las relaciones hispano-indias. Ahora, la tercera edición de la tribuna España-India busca estrechar los lazos de colaboración institucional entre ambos países, pero también responde a la creciente necesidad que, como hemos visto, tienen nuestras sociedades de acercarse mutuamente, de colaborar y conocerse. Por este motivo la actual tribuna ha buscado 3 �abrirse a la sociedad civil, e incluir en sus mesas a representantes de los sectores públicos y privados que comparten el interés de este acercamiento. Durante estos dos días se expondrán opiniones, análisis e informes en las áreas de geoestrategia y relaciones internacionales, economía y sociedad, y cultura y educación y se debatirá sobre experiencias pasadas, situaciones presentes y posibilidades futuras. La Tribuna España-India se plantea cubrir las nuevas necesidades sociales, institucionales culturales y económicas del siglo XXI en los dos países y analizar las relaciones mutuas en los ámbitos mencionados. Se plantearán líneas de acción a seguir, y cuando haya concluido se habrá avanzado un paso más en la dirección deseada, pero por encima de todo, queremos que vibre con fuerza la voluntad de estrechar los lazos que nos han de unir en un futuro exigente para todos. Por todo ello me felicito de tener la oportunidad de abrir la Tribuna España-India de 2007 gracias a la iniciativa de Casa Asia, Casa de la India y el Indian Council of World Affairs y de la colaboración del Ministerio de Asuntos Exteriores de la India, el de España, y de sus respectivas embajadas. Quiero agradecer de forma muy especial al Ayuntamiento de Valladolid por su generosidad y hospitalidad, a la Universidad de Valladolid por el gran encuentro de rectores indios y españoles y a Casa de la India por acogernos en su sede.
