Sr. Alcalde a "The 1986 Top Management Forum" Barcelona, 13 maig de 1986 �Ladies and Gentlemen: One of the purposes of this conference is to exchange experiences and analyse the strategies that will permit Europe to meet the changos and challenges of tomorrow. I intend to expose, from the point of view of a local Government executive, what Spanish local Governments have made to adapt themselves to u future that we can see at hand. In the iast ten years Spain has been subjected to radical changos, as 7ou well know. We have evolved from a personal dictato-rshin tu a political decentralized Parlamentary Monarchy with a socialist Government, and we have joined the EEC. Among the processes of those changes, we had local Government elections for the first since time the Civil War in 1979 and again in 1983. In Spain we have discussed largely on the effects of Spain's entry into the Comm•m Market on Spanish Economy. We know that our industry was built partly under strong protectionism and therefore it is not competitive in European terms. But tnere has not been a similar discussion on the competitiveness of our public administration. I have always thought that Spanish nublic administration is the less �competiti qe area of the whole Spanish economy. Nevertheless from 1979 the new elected local Governments had led the movement to reform public administration. And often this movement has done beyond the boundaries of public sector. Local Governments have reacted in front of the crisis in a more dynamic way than mane prívate agents. Public Administration in Spain is organized in three main levels: Central Government, Autonomous Regions and Local Governments or Municipalities. Barcelona, 1 think, is a good example of what local qovernment can do, provided an apropiate political will. The City of Barcelona is the centre of an urban metropolitan �area formed by 27 councils with a common urban authority: The Metropolitan Corporation of Barcelona. The central city has a population of around 1,7 milion people, which has been stabilized for the last 15 years. The metropolitan area has a total population of 3,1 minan, that is the 52 per cent of the total Catalan population. The Barcelona Local Government, the Ajuntament de Barcelona, has an administration manned by 13.050 civil servants. But this administration denendin g directly from the city council is only a narcel of the whole nunicipality. There are also 22 autonomous agencies with diferent legal structures from private corporation to local government agency. The total municipal conglomerate has a consolidate budget of 140.000 milion pts. -that is to say a thousand millón dollarsand employs 24.000 people. The estimate weight of the Ajuntament de Barcelona on the local economy is about the 6,7 per cent of the Gross local product. In 1979 the Ajuntament de Barcelona started an administrative and financial reform that became a model for the rest of Snanish p ublic administration. The first democratic elected council realísed as soon as it �took office that it was almost impossible to isolate the problems and attack them according to a priority ordenation. We found in Barcelona up tu 230 especific services, most of them wíthout any hierarchy of objectifs. The financial situation was not any better. The deficit was enormous. It carne from an obsolete local structure and from the fínantial habits of the sixties, when an accelerate growth allowed tu pay for the deficit of one year with the incoming increases of the followinç years. The managment reforms began by expenditure control. And that control liad to begin with staff expenditure. In just nine rnonthsze made a census of civil servants, we enlarged and unfied the hours of work and we implemented a computerised Control. We reduced the staff categories from 260 to 71. We acknowledged the representativity of unions and we achieved an agreement on labour conditions. As a result, our administration increased its qualification and without íncreasing the real cost. In 1985 there are a thousand employes less than in 1979. The anount of peonle with technical, skilled jobs has increased a 17%, whereas clerical, and subaltern jobs have decreased a 16%. �After 6 years of management we can show an increase in the quantity and a hetter quality of the municipal services without an increase of the real expenditure. That means of course an increase of the productivity of inputs. There are two reasons for this increase of productivity. The first one comes from taking advantage of the productive stimuli that went along the democratization of local governments: a transparent system of salary, and labour conditions, a hiqher par icipation of citizens. The second reason is that Barcelona municipality has been the first administration to question the old hureaucratic model of managment and organization. have just seen some examples of the managment mesures we have ap plied to our administrations. 1 would like to talk now about how the local governments can help the economic recovery effort. The crisis has touched Barcelona Metropolitan area very hard. The development rate is around 20% in the central city and 20% in the rest of the metropolitan area. Industrial reconversion has been done in a "savage" way, as an outcome of a "economic mortality process". Local Governments, even in big cities, have not the means �the State has to act on economic policy. But in my opinion, the whole of the Local Governments of Spain are apt to generate through saving and investment policies a change of the economic expectations more important that an increase of the quantity of money would do. On the other hand we have seen througout the crisis the limitations of global effective demand regulation polioles. We can exnect then an increase of attention on complementary approaches as industrial, scientific and technoloqical research and innovation nolicies. Here a g ain local governments can play an important part. They can prenote investment and innovation appart from accomplishing their tradítional functions. They can act as uniformity dreakers, they can change the polarization of pessimist exnectations that are behind crises. The cíty of Barcelona and the Metropolitan Area have developed economic animation activities, reasonable and feasible mensures against the causes and effects of economic crisis and for economic recovery. Doth Local Governments, the City and the Aren, as well as the rest of the councils of the Area, are usinq all the available means to develop a climate that favorises stablíshing new enterprises. In fact, Barcelona local government acts as an �innovator public entrepreneur -an specimen Schumpeter had not foreseen. It acts in two ways: 1) as an innovator institut ion and 2) as an agent that creates innovating institutions. 1) - Barcelona's bidding for the 1992 Olympic Ganes - The Industrial Hotel for small business. It offers them space and facilities for a limited time. - Economic promotion at the Porough level. - A pilot o p tical fibre net linking three municipal buildings. 2) In 1985 was created Iniciatives S.A., a private corporation municipally owned ,dhose objectíve is to promote innovating activities of public interest, in cooperation with private capitals and followind the pattern of a capital company. It starts with a capital of 1000 milion pts. For each project a specific company will be created, where Iniciatives is to be a minority partner. The first projects in evaluation include a telecomunication tower and a cable TV net for the whole citv. The Cit y Council nlays also an important part as an active speaker with other institutions, such as: - The Zona Franca (Free Zone) �-9- - The Harbour - The Fair - The Airoort All of them are developing transformation and promotion strategies. The Zona Franca is a public consortium. It is an area of 600 Ha, 6 milíon square metres, beside the Port, and from the sixties on has become a privileged site for motor industries to settle. The pioneer fin m was Seat, a former FIAT partner, now linked to Volkswagen. The Zona Franca is launchinq now actions to promote industrial land. The Autonomous Port of Barcelona is an autonomous public authority from the MPU, the Central Government Public Works Denartment. It is responsible for management and Development of Barcelona Harbour, the third Medíterranean Port after Marseilles and Genova. The port authority has recently developed rationalisation and expansion plans to adapt the port to the new hinterland created by Spain's joining the CEE. Barcelona Pair is a public institution in charge of economic promotion through fairs, either general or s p ecific exhibitions. Their activíties are based mostly on Montjuïc Park and held a varied range of exhibitions, from automobile through electronic, �including public works machinery, photographic and video industry, building technology and others. Barcelona Airport La managed by a public authority from the Central Government Transport Department. Its terminal facilities are rather obsolete and there is a lack of international direct connexions, which amounts to a negative factor for the localization in Barcelona Area of economic activity working within an international setup. Land nolicv Barcelona has a high population density. That is why urban renewal and economic development must (o alonq with an active land policy. The city has created new public spaces of a high urban quality, oven or especially in marginal districts. The previous condition of this nolicv was of course land availability which very often has come from disaffected industrial facilities. The Metropolitan Area is developing a very active industrial nolicy providing urban facilities and services to available land. They are alreadv working three management organisations for the three following areas. a) L'HospitaletCornell á ' , b) Casteildefels-GavI-Sant Boi and e) Molins de ReiSant Feliu de Llobregat. Two more areas will be working soon: a) �Barcelona-Nord and b) Valls, where the Business and Technology centre is develoning. The most ambicious program under way is the Poblenou district urban renewal project. Its goal, is the urban development of a half-empty old industrial area and opening the city to the sea. It calls for supressing a railway branch and redesign partly the Barcelona railway system. In this area we intend to build the Olympic Village, if Barcelona is charged with the 1992 cames organization. It we do not get the Games the redevelopment program will qo on, but with different timíng. ,e lee ar eeo initially affected extends to 100 Ha, a milion square metres, and includes many industrial and vacant lots. The industries still on operaton whose land is affected are offered alternativo locations in industrial areas owned by the Metropolítan Area. Beyond the urban aspects of the project there will be also important economic by effects. The scheme will give a stronq thrust, te investment, which will affect not onlv the central city but also the whole area and further. All this policv is being supported by a set of tools different to the traditional measures of municipal policy, though �these are also beina put into practice. Thus, Iniciatives S.A. corporation is meant to use a bigger power to absorb and reduce the uncertainess associated with innovation processes, especially in a context of crisis- postcrisis. The corporation will operate in a capital risk way. It will partici p ate in investments and will leave then when the project succeed. 4 There is a Municipal Division to manage non municipal resources intended to fight unemployment. The city assignes then to temperary jobs for unemployed workers. This program is completed by Munici p al resources for public works. The Metronolitan Area and other institutions are promoting a Science Park , The Park is designed for high-tech enterprises, especiallv those that may constitue complementary grouns and enterprises that need a good accessibility to research centres. The Park will offer technical services of consulting, technology transfer and others which are essential to medium and little small business. The 1992 Olympic Games candidature is intended to generate sound expectations involving the private sector. How does it work hefore the IOC decission on the Games, in October 1986? The Candidature acts as a project catalyzer. Thus, we have �reached an agreement with the National Railway Company, RENFE, on the rail branch surrounding the Poble Nou area that could not have been achieved without the idea of the Games. It also enforces the power of negotiation of the City with other institutions, and it accelerates the negotiation processes, too. As for traditional mesures of municipal government inplemented by the City of Barcelona, they have been acting as a stabilizers of building and civil engineering demand. The real investment of the City Council has been as follows: real investmcnts (milion r)ts) 1980-83 1984 1985 1986 24.623 10.854 17.326 14.838 The City of Barcelona has made use of different organization patterns to promote new enterprises, considerate oid ones and impose their structures: 1) Direct activities by local bodies: Public works, infraestructure promotion, etc, executed by brivate enterorises. �2) Agreements with other governments: Central Government, Regional government, National Railways. 3) Agreements with public enterprises: National Telephone Company. 4) Agreements with private enterprises: Hewlett Packard, Olivetti. The budget of the whole municipal activity, 140.000 milion pts., i F dístributed acordinq to the form of management as follows: direct management 37% Municipal companies specific agencies 44% Purchases and service contracts 13% Mixed organisations 6% (Including Mercabarna and Tersa, CZF excluded) Finally, I have to undeline two secundary though important conditions: 1) The opportunities created by three Universíties in the Metropolitan Area, 2) The location of the Metropolitan Area in relation to the rest �of Europe makes Barcelona the capital of a EEC economic regim that surprises political borders, that creates important opportunities of control and economic polarization and facilitates hígh level service generation. have to recall also some weakness conditions: 1) Insufficient develonment of engineering enterprises with anility for technology integration, from feasability studies te detailed design. 2) Insufficíent develonment of an urban system te cope, with liqht or heavy traffic. 3) Financial insufficiency coming from a local tax system very límitated and rigid. I have tried to explain how there are possible wavs for local authorities te promote and imp ulse economic recovery. I have intended to show how Spanish local Governments in general and Barcelona in narticular are concious of their possibilities. Dar la bienvenida a personas que ostentan tan altas dignidades en el gobierno de la ciudad hermana de Montevideo es tarea sumamente grata. Barcelona os acoge con los brazos abiertos y la mano tendida que la ciudad siempre tiene para sus amigos. Y estas palabras me llevan a vocar muy brevemente el fraterno sentimiento humano de hombre bueno en el sentido cabal de la nalahra, del Dr. Aquiles Lanza, con._rui.en.tuve el honor de firmar el acta de hermanamiento entre nuestras ciudades. Si ardua es la. tarea de regir - el gobierno de una capital como lo es Montevideo, mucho más lo es rara usted, 'mi estimado Intendente, teniendo tan cercano el ejemplo de civismo y sensibilidad de Aquiles Lanza que tanto me imriresionó y cuya desaparición física me conmovió profundamente �Con todo, aquí estamos, como el hubiera querido, puesto que su ejemplo generoso nos convoca y compromete. Hoy, aqui, debo repetir algo que ya dije en Montevideo y es que los avatares de la historia han llevado a nuestros pueblos de una a otra orilla en busca de la dignidad y la libertad que regímenes autoritarios les negaban en uno u otro período de su vida. Fue en la bella ciudad de Montevideo, de la que tanto envidio sus amplios espacios verdes y arboledas, donde tuve la oportunidad de pasar unas horas memorables con nuestros compatriotas acogidos en el histórico Casal Català de aquella, ciudad. Donde, de entre los homenajes que recibimos en aquellas jornadas, me llegó al corazón la sesión que nos dedicó la Junta Departamental de Montevideo, presidida por usted, Dr. Grauert, el equivalente a nuestro consistorio municipal. Fue en esa sesión, que en el turno de saludos de los representantes de las distintas fuerzas políticas, tomó la palabra úna joven edil, Carmen Alonso, quien nos refirió sus años de exilio vividos entre nosotros, en Barcelona, terminando su �alocución expresándose correctamente en catalán y haciendo propio el sentimiento de hermandad que presidió todos aquellos dias luminosos del mes de abril del pasado año. Bien supo tocar esa persona nuestras fibras más sensibles; o al igual como ocurrió en otro de los actos más emotivos: nuestro sentido homenaje al pie del monumento al Presidente Mártir de Catalunya, Lluís Companys, que fuera erigido en Montevideo el año 1944 y que hasta que no se alcanzó la democracia en nuestro país, fuera el único en el mundo entero. -4 Zo p O J^ El Intendente de Montevideo, i4s. a — a , pronunció en ese acto unas palabras que hicieron revivir en mi, y en todos quienes me acompañaban, el sentimiento y el fervor hondamente democrático que hicieron posible el reconocimiento público de quien encarnaba, entonces y siempre, nuestra voluntad de pueblo con decidida vocación de autogobierno. Al pie de ese monumento, ambas ciudades, Montevideo y Barcelona, se reencontraban, en palabras de nuestro poeta, en un "alçament de llum en les tenebres ". �Este afán de nuestros pueblos por reunirse y conocerse más y mejor tiene una primera explicación en la trama que se ha tejido entre los hombres y mujeres del Uruguay y de Catalunya, como primer resultado del éxodo a que se han visto lanzados ambos pueblos con muy pocas décadas de diferencia. Pero también quiero señalar que esta necesidad imperiosa por conocer más y mejor, viene impuesta por la realidad que supone la presencia de un mundo cada vez más pequeño, donde los países son cada vez más interdependientes. `( No podemos permanecer impasibles ante situaciones políticas, económicas y sociales que gravitan sobre países, geográficamente lejanos, pero, en realidad, cada vez más próx Es por eso que imos. nuestra decisión de hermanar nuestras ciudades supone el compromiso cierto de profundizar en la búsqueda de soluciones a problemas que, quiérase o no, a todos nos atañen. En este sentido, creo oportuno reiterar mi deseo de que se establezca un Barcelona. Q' ,Q ^^^0^ 0 ^ vc^1^'Z ^^^^^X , ^ 11T.1:11:15,...,4ou e^ ,a - á 4 ;-¿ « l ; al< 11 r^u'^rt^s �-6- financiero del mundo actual y, en primer término, por la incidencia de la Comunidad Económica Europea en el desarrollo y el cómercio de los pueblos latinoamericanos y por lo mismo, estamos convencidos que Barcelona puede ser perfectamente la puerta de acceso de la economía latinoamericana ante la realidad de la CEE. Por la calle mayor de Europa, en la que Barcelona se encuentra, puede y debe transitar el comercio del Uruguay y de todos los países hermanos de aquel continente. El desafío es una magnitud considerable, pero estoy seguro que podemos afrontarlo con confianza. Pero mi estimado Intendente, el hermanamiento entre nuestras dos ciudades tiene una honda dimensión cultural. Barcelona vibra con profunda sensibilidad ante todo tipo de manifestación artística y es por eso mismo que aguardamos con ilusión el momento de abrir a nuestros conciudadanos la exposición de Rafael Barradas, pintor que presidiera el Ateneíllo de L'Hospitalet en la época de las vanguardias y de ahí que tenga un lugar merecidísimo en la historia del arte catalán. �-7- Como recientemente hemos acogido aquí, en Barcelona, una antología de Torres Garcia, tan catalán, como uruguayo; universal al fin, que tantas muestras de su arte dejó entre nosotros. Y también queremos que nuestra ciudad conozca a Pedro Figari, de la misma manera que ofrecemos lo mejor de nuestros artistas a los ciudadanos de Montevideo y de todo el Uruguay. Por último. Sr. ;Intendente, deseo referirme a la personalidad que os acompaña en esta visita. Mi presencia en vuestro país acompañado del Jefe de la Oposición de este Ayuntamiento, el Teniente de Alcalde, Don Ramón Trias Fargas, a quien, con vuestro exquisito saber político supisteis otorgar los mismos honores con que os dignasteis honrarme a mi como Alcalde y. en consecuencia, en nuestras dos personas rendisteis un alto .homenaje de cariño y bienvenida a la ciudad de Barcelona. El Presidente de la Junta Departamental de Montevideo, Dr. Hector Grauert, probado amigo de los demócratas catalanes y españoles, merece nuestro más calido recibimiento entre nosotros, por cuanto en su ya larga andadura política ha dado muestras suficientes 3r^c-aèa de su valentía y convicción al enfrentarse �-8- • a las fuerzas que protagonizaron las más duras etapas de la reciente historia uuguaya. Su gesto repetía el memorable de su hermano Julio César, quien cayera en 1933 abatido en el cruce de una carretera solitaria en un eitecrame asesinato político. Dentro del Partido Colorado, los hermanos Grauert han sido siempre intérpretes generosos y avanzados del pensamiento renovador y progresista de Batlle, junto a Domingo Arena, Luis Batlle Berres y otros. Por todo ello me congratulo de su posición al frente de que en la revolución dé Mayo de 1810 se dibujó como los Cabildos, embrión de las posteriores Juntas de Vecinos donde estos se reunían exclamando, simple y claramente, que "el pueblo quiere saber de qué se trata". Ese es el lugar donde se tratan los negocios de los vecinos, la Junta Departamental que, como dije, equivale a nuestro consistorio municipal. Y por último, mi estimado Intendente, quiero manifestarle mi total convencimiento de que el hermano pueblo uruguayo realizará �el sueño del Padre Artigas, a quien nuestra ciudad reafirma el compromiso de honrar justamente, al desear una República regida por la divisa que adoptó la Intendencia Municipal de Montevideo y que nos dice a todos: "CON LIBERTAD NI OFENDO, NI TEMO". EL AREA DE SERVICIOS SOCIALES DESDE 1979 VIENE DESARROLLANDO UN PROGRAMA DE ATENCI5N DE DROGODEPENDENCIAS, UNA COMUNIDAD TERAPÉUTICA ("LA GRANJA"), UN PISO TERAPÉUTICO, UNOS TALLERES DE TERAPIA OCUPACIONAL Y UN CENTRO DE DOCUMENTACIóN, INFORMACI6N Y PREVENCI6N. FINALMENTE, LA COMISI6N TÉCNICA DE SEGURIDAD CIUDADANA, FORMADA POR EL GOBIERNO CIVIL Y EL AYUNTAMIENTO, HA ESTABLECIDO UNOS CONSEJOS DE SEGURIDAD DE DISTRITO Y CONSEGUIDO LA NECESARIA COORDINACI6N ENTRE DIFERENTES CUERPOS DE SEGURIDAD PARA DISMINUIR LA OFERTA DE DROGA. La Feria de Barcelona, cuyo Consejo General presido, ha desarrolla• do una serie de Salones monográficos, cada vez más competitivos en sus sectores correspondientes y, ha contribuido y debe seguir contribuyendo a la mejora del marco físico incomparable en que se alo ja, enriquecido desde la semana pasada con el maravilloso Pabellón Aleman de Barcelona de 1929, que por st sólo va a atraer al recinto de Montjuich a miles de profesionales y estudiosos de la Arqui tectura y el Urbanismo de todo el mundo. En primer lugar quiero agradecer a los expositores su fidelidad. a la Feria y su confianza en la capacidad de atracción de la Feria de Muestras como símbolo y como colofón de todas las actividades que en este marco se realizan a.lo largo del año, y que son hijas, en buena medida, de la vieja Feria de Muestras. La Feria de Barcelona, cuyo Consejo General presido, ha desarrollado una. serie de Salones monográficos, cada vez más competitivos en sus sectores correspondientes y, ha contribuido y debe seguir contribuyendo a la mejora del marco físico incomparable en que se alo ja, enriquecido desde la semana pasada con el maravilloso Pabellón Aleman de Barcelona de 1929, que por sí sólo va a atraer al recinto de Montjuich a miles de profesionales y estudiosos de la Arqui tectura y el Urbanismo de todo el mundo. Al propio tiempo, la Ciudad de Barcelona está rehaciendo el Palacio Nacional que simboliza con su silueta a la Feria, traslada su parque móvil para permitir un nuevo espacio ferial que nos apro xime al objetivo de los 100.000 m2, concursa el vecino Pueblo Es pañol para su remodelación y explotación privadas, sitúa en Miramar un hotel de primerísima categoría en los viejos estudios de Tele-' lt 1ón c la Fundación Miró, pone visión Española, co° •-mrala la en marcha con éxito total el Nuevo Teatro del Mercado de las Flo res y, en fin, corona la Montaña con la remodelación del Estadio olímpico - gracias a la ayuda del Estado - y con la construcción de un nuevo Palacio de Deportes y espectáculos capaz. para 17.000 wspectadores - gracias a la ayuda de la Diputación de Barcelona.Arte, deporte, turismo : y comercio se dan la mano en este Montjuïc, �2. que hoy les acoge con sus mejores galas, como cada año. Por si fuera poco, en el mismo recinto ferial, en el Pabellón recientemente devuelto a la ciudad por el INI, gesto que quiero agradecer publicamente porque significa un adelantamiento de la fecha de caducidad de la concesión, en ese Pabellón, se han ubicado los trabajos de promoción de nuestros deseos de ser la sede de verano de la XXVa. Olimpiada en 1992. En Montjuïc,. en la Feria y junto a la Feria, están pues situadas buena parte de las mejores celebraciones y esperanzas de Barcelona. Están situadas y deben seguir ahí, sin que ello sea obstáculo paraq que la Feria salte a otras as ubicaciones complementarias si los recursos y las necesidades lo permiten y lo exigen, como ocurrió con el Salón Cosmos en Gerona y hubiera ocurrido con la ubicación de nuevas instalaciones de la Feria en el Area Metropolitana, de no haber faltado los recursos que la próxima re visión del sistema financiero autònómico - y quiero esperar-:tam bien para el sistema financiero local - sin duda aportarán en breve. El esfuerzo constante por mejorar y la grandeza del marco ciudadano de la Feria. de Barcelona la han situado históricamente en primer lugar entre las Ferias españolas. Debemos trabajar , Sr. Ministro, Sr. Presidente , para que esta trayectoria no se quieb r e. Y debemos hacerlo con generosidad y grandeza de miras,sin proteccionismos excesivos, sin proteccionismos tampoco para Madrid u otras Ferias, con sensibilidad hacia las Ferias comarcales pero sin querer contraponerlas al rol de la Feria Internacional de Barcelona, que es otro bien distinto, fiando en la capacidad organizativa del colectivo humano que es la Feria,dès de el Director general hasta los servicios administrativos y las brigadas que en unas horas són capaces de construir un escenario totalmente nuevo. La trayectoria y los resultados de 1985 avalan lo bien fundado de esta necesaria confianza en la capacidad de la Feria para �3. :renovarse, crecer y proyectarse internacionalmente. Sería hora quizás de que nuestra entrada en Europa nos llevara a aprender de nuestros vecinos también en este campoy convendría recordar aquí como, por ejemplo, el Gobierno Alemán encarga a sus Ferias ciudadanas la presencia nacional de determinados certImenes internacionales,de acuerdo con la especialización sectorial de cada una. Estoy convencido-de que en el marco de la Feria de Barcelona, la Feria de Muestras de junio debe ir encontrando un nue yo papel a medida que los Salones monográficos vayan absor«,biendcGéI:curso de las operaciones propiamente comerciales. La presencia consciente de comunidades autónomas y de "stands" institucionales debe ir convirtiendo a la.Feria de Muestras en el auténtico muestrario de nuestros grandes proyectos 'portuarios, infraestructurales, industriales y tecnológicos, e incluso artísticos y deportivos. La feria de junio puede llegar a ser el lugar de confluencia donde se midan los grandes afanes colectivos de Barcelona, de Cataluña:y de los.pueblos de España y atn de los palSes. que quieran presentar o mantener bien alto su prestigia productivo y emprendedor. A mi me gustaría que el año próximo, si la suerte y el acierto acompañan a nuestra ciudad en la cita de octubre en Lausan ne, ver en la Feria de junio todos los proyectos elaborados con este motivo, o mejor dicho, en torno a ese hilo conductor: no sólo los de la Montaña de Montjulc, sino los de la recuperación de las playas del"Poble Nou" y la villa olímpica costera;,el Polideportivo de L'Hospitalet y el nuevo parque entre el Polo y la carretera de Collblanc, en una de esas zonas grises del área metropolitana, ocupadas por instalaciones eléc tricas impropias del tejido urbano y que vamos poco a poco re cuperando; la zona del velódromo del Valle de Hebrón; el pro- �4. yecto de cobertura de la ciudad y el Area por cable de fibra óptica, que permitirá la teledistribución al inicio de la década de los 90's y la comunicación inter activa media década más tarde; la Torre de comunicaciones de Coliseròla con el Mirador de Cataluña en lo alto ... en fin, todos los proyectos que sin ser directamente motivados por nuestra Candidatura, se han acelerado en torno a esa ilusión. Porque la Feria de Muestras tiene que seguir siendo la de la ilusión creativa y las instituciones tenemos mucho que aportar en ese sentido: no nos avergoncemos de decirlo. El nuevo Pont Vell de Barcelona; la remodelación del Aeropuerto; el r parque tecnológico del Vallés , con su inmejorable ubicación física y cultural, junto a la Universidad Autóno ma ; el segundo Cinturón -vergüenza de nuestra Ciudad, que lo planeó hace 20 áños y asiste impotente a su tímida realidad inicial, terminada en un barranco-; el Cinturón Lito ral; el Museo de Arte Contemporáneo; de la Casa de Caridad; el Teatro Nacional de Cataluña. ¿Veremos todos esos proyectos en la próxima Feria de junio?. ;Se está trabajando en ellos. En todos ellos: no son fantasías. Son proyectos que Barcelona necesita, que. ilusionan a los barceloneses, que pueden'hacerse y que deben hacerse. Para culminarlos va a hacer falta una intensa colaboración institucional. Casi nada importante puede hacerse sin la colaboración entre Estado, Autonomía y Ciudad. Pido la máxima disponibilidad para esa colaboración, una vez apagadas las altas voces de la contienda electoral y ofrezco la disponibilidad de Barcelona, que es ya conocida, para la materialización de estas obras y servicios que harán de nues tra Ciudad una ciudad agradable y eficiente, la capital potente y la punta de lanza de España en la entrada a Europa. Espero que la Feria de Muestras del 87, como la del 86 ya ha comenzado a ser, será la de la eclosión de nuestra voluntad de futuro. 7.6.86.
