Los oradores que me han precedido se han referido con gran solvencia y conocimiento a la trayectoria personal y académica del Dr. Robert. Corresponde al Alcalde de Barcelona glosar aquéllos aspectos de la personalidad del Doctor Robert que lo convirtieron en una gran figura pública; en el Alcalde de Barcelona por excelencia, a pesar de la corta duración de su mandato; en el gran lider moraL de. una. Barcelona que intentaba recuperarse del profundo schok producido por el desastre del 98; en el "Gran sembrador de la idea catalanista ", como lo calificó Prat de la Riba; en el político respetado en toda España. Son conocidos los hechos públicos más notorios del mandato del Doctor Robert como Alcalde de Barcelona, como sería el caso de los incidentes del "T an cament de Caixes ". De hecho el saneamiento del censo electoral y un cierto número de medidas depuradoras y racionalizadoras de la Administración Municipal son los puntosmás sólidos y concretos de su actuación de esta casa. Estos elementos constituyen la base de un inmenso prestigio popular que se construyó sobre el que ya se había ganado como Médico. No es casualidad, en consecuencia, que la sabiduri`a de la calle, el buen sentido popular, ligase pronto la reconocida solvencia médica del Doctor Robert con las exigencias de su responsabilidad pública. �Los ciudadanos veian al Ayuntamiento de Barcelona, a la ciudad entera, como un enfermo que precisaba de un buen médico: Y es significativo el diagnóstico que, según. los dichos populares, hizo inmediatamente el gran médico sobre la enfermedad de la ciudad: "Desadministracionitis Aguda". Ha sido glosada reiteradamente la significación catalinista del Doctor Robert. Es una fama que surgió como consecuencia de su firme actuación al frente del Ayuntamiento, de su compromiso con la política regionalista , de la +,1íga y de su actividad parlamentaria en Madrid. Es tambien.importante remarcar dos elementos cruciales en la trayectoria política del Doctor Robert que, ochenta años más tarde vuelven a estar de gran actualidad. La actuación del Doctor Robert como Alcalde de Barcelona y Diputado en Madrid se enmarca en la interpretación catalana del fenómeno regeneracionista que se desespereza penosamente en España tras el gran desastre del 98. Son los momentos de la duda entre el "Adeu Esp anya" y la alternativa de la intervención activa en la política española que finalmente se decanta como estrategia del regionalismo conservador de Catalunya. Es una política que se plantea la necesidad de dirigir el proceso de modernización de España más que de establecer una barrera contra algún peligro. Es un programa positivo que conecta plenamente con las ideas puestas en pract ica por Robert en el Ayuntamiento de Barcelona: crear una administración, racionalizar la máquina fiscal y replantear su objetivos . . Robert es uno de los principales dirigentes de una política que no es coyuntural ni pensada para cerrar el paso a ninguna fuerza política que también esté planteándose la necesidad de empujar toda España para adelante. Es una política que se fija el objetivo de dirigir España) �de hacer el papel de la locomotora. Me quiero referir también a la consolidación que se registra con Robert de un fenómeno puntual en la Catalunya Moderna: el de la capitalidad de Barcelona como símbolo y motor de Catalunya. En la Catalunya de inicios de siglo, la regeneración nacional,la construcción de un pais moderno se plantea desde Barcelona. Los promotores de la nueva política regionalista, incluso por razones tácticas, ven la conveniencia de concentrar los esfuerzos electorales en la capital por el hecho de que la maquinaria caciquista es demasiado eficiente en las comarcas. Las aspiraciones nacionalistas se conducirán, por tanto, a través de los cuatro diputados regionalistas de la candidatura de los "Quatre ?residents" que es elegida en 1901 y de la que él Dr. Robert es máximo exponente. Pero la conexión del Dr. Robert con esta Casa,ccn la "Casa Gran" de Barcelona, no es estrictamente política. El Dr. Robert, como el gran médico de Barcelona que fue durante toda su carrera profesional, mantuvo unas relaciones de gran cordialidad con un cuerpo médico municipal donde no faltaron iniciativas innovadoras. De hecho, Robert murió muy cerca de esta Casa, en la calle de Fernando, en el momento en que se levantaba para pronunciar un brindis en el banquete anual de la "Academia del Cos Mèdic Municipal". Unas últimas palabras para registrar la conciencia que sobre la mejicanidad de Robert per.:vivió en todo momento y casi siempre como un argumento de sus adversarios polí ticos para desautorizar su intervención en la política espa ñola. En un ataque que se le dirige desde un diario de Madrid, inmediatamente después de su nombramiento como Alcalde y de una famosa intervención . en el Ateneo barcelonés, se puede leer: "El Dr. Robert (...)es, desde anteanoche, el Máximo Gómez de Cataluña. Y para que sea mayor la semejanza, no es español, ni catalán siquiera. El ardiente regionalista, Alcalde de Barcelona, es mejicano". Esta afirmación, que pre- �tendía desprestigiarle, no hacía más que añadir un punto de gloria a su figura y a su vida. Intermediaris: Joan Tàpia i Rafel Suñol, val a dir, un ex-MSC i un ex-FOC. Assistents: Pallach, Isidre Molas i jo mateix. Antecedents: els pitjors que es puguin imaginar. Pallach havia trencat amb Reventós i Obiols una mica per culpa nostra. Nosaltres (els del FOC) tiràvem del braç de l'MSC a la universitat, on vam crear junts el fantàstic Moviment Febrer 62 (MF62), i en el camp obrer, en les comissions d'empresa o de fàbrica -que així es deien les comissions obreres al principi-. Ells tenien la de Montesa (amb en Josep Pujol) i nosaltres teníem la de Maquinista (amb Antoni Tomàs Pineda, Daniel Cando i companyia). A l'SPD alemany d'aquell moment aquests contactes presindicals amb comunistes no agradaven. Al mateix Pallach, que havia vist la cara negra del comunisme català durant la guerra, tampoc. Per a nosaltres les diferències amb els comunistes catalans de la postguerra eren menys radicals; eren companys de lluita, eren els més forts. Discutíem la interpretació de la Guerra Civil, nosaltres érem sentimentalment i intel·lectualment més poumistes, i sobretot havíem nascut en la política tot just després dels tancs russos a Budapest, vacuna decisiva. Però anàvem junts amb els del PSUC per la democràcia i per l'autonomia. Aquesta era una primera barrera amb Pallach. Però ell sabia que el FOC havia arribat a dominar la Comissió Obrera del Metall, que era la més important, i finalment la Comissió Obrera de Barcelona -qüestió que va tenir la seva incidència en la creació de la Comissió Obrera Nacional de Catalunya-. La CONC tenia majoria PSUC, gràcies als obrers de Mataró i en Torres de Tortosa. A Terrassa empatàvem; Cipriano vs Muñoz. Però nosaltres teníem, a més a més, universitaris com en Royes i en Magí Cadevall. A Sabadell el PSUC era més fort, tot i que nosaltres, en l'època en què van coincidir Manel Garriga i Toni Farrés, també ho érem. A l'exili totes aquestes coses les coneixien perfectament. Tant és així que la fusió que preteníem a mitjan anys 60 entre FOC i MSC, i també amb l'FSF de Xavier Muñoz, Carles Munné i Joan Bosch, va fracassar per algunes intervencions de l'exterior. Pallach i la parella Reventós-Obiols van veure les seves relacions empitjorades quan el mític Enric Ferrer, del FOC (i fa poc encara afiliat a CDC!), després d'assistir a un congrés de la UGT de l'exili a Tolosa, va tornar amb un informe crític, molt crític, en què dibuixava amb tintes ben negres la distància psicològica entre exiliats i realitat interior. No estic segur que tot això no arribés d'alguna manera a mans del president Tarradellas i de Pallach. El cas és que la fusió no va reeixir i el PSC va haver d'esperar 10 o 12 anys més a néixer. La reunió de Sarrià es preparava, doncs, sucosa i difícil alhora. Però no va ser difícil. L'entesa va ser molt ràpida, la química va funcionar des del primer moment. En Molas, que té per a aquestes coses més retentiva que no pas jo, ho hauria de certificar i donar-ne els detalls. Més tard va venir la mort insospitada, absurda, de Josep Pallach. I el seu partit, després de fer costat a Pujol en les primeres eleccions (i del fracàs del Pacte Democràtic entre CDC, el Reagrupament de Pallach i l'esquerra democràtica de Trias), va bascular majoritàriament amb Verde Aldea cap al socialisme del PSC, amb excepcions inicials o tardanes de certa significació. La seva família (vídua i filla) s'ha mantigut neutral des d'aleshores dins el catalanisme progressista i fidel a la memòria de Pallach, que la seva filla ha documentat millor ningú des de la Universitat de Tolosa. Teresa Juvé ha tingut intervencions de gran qualitat. Recordo especialment les seves paraules en l'acte d'inauguració del carrer Josep Pallach a la Vila Olímpica de la Vall d'Hebron. La seva trajectòria, lligada en part a la Institución Libre de Enseñanza, és un dels delicats fils vermells que uneixen el passat meravellós però fràgil de la nostra regeneració amb les esperances cada cop més robustes d'un futur digne d'aquell inici. A la seva casa d'Esclanyà, a quatre passes d'on està enterrat el seu home, hi trobareu una de les pistes més interessants del nostre itinerari col·lectiu. Pasqual Maragall.
