Sr. PASQUAL MARAGALL, Moltes gràcies, Molt Honorable senyor President, senyors Consellers, senyor Tinent d'Alcalde, senyor President del Comitè Executiu de la Fira, senyor President del Saló, estimats amics. Assistir a la inauguració de CONSTRUMAT és tan interessant pel que promet com a visita física a uns estands, contacte personal amb unes persones com vostès que porten aquest sector tan fonamental per a la nostra economia ï molt particularment el de la nostra ciutat, com ho és també per sentir quins són els posicionaments del sector des del punt de vista de les seves necessitats i des de el punt de vista de la seva política. Es fa dificil de triar entre una part i una altra de l'acte d'inauguració perquè les paraules que aquí s'han dit en suggereixen moltes d'altres que podrien fer enormement vàlida aquesta sessió -i, sens dubte, enormement interessant també- però que impedirien que després féssim la visita que hem de fer. Segons les dades que jo tinc relatives a la ciutat de Barcelona, en efecte, la construcció ha donat en els darrers anys (en els darrers tres anys, concretament), més de 4 milions 28 �de metres quadrats construïts; 4,5 milions, sastre total concedit (no construït) entre nava planta, reforma i ampliació i reforma; el nombre d'habitatges concedit ha estat de 10.520 dintre de la ciutat, amb una baixada, lleugera, pera una baixada, d,'habitatges de nova planta, en l'any 90 -no així en les reformes, que augmenten- i també dos elements que cal considerar: el nombre d'aparcaments i el nombre de places hoteleres, 42.000 en el primer cas 8.804 en el segon. Són xifres molt considerables. Si ens parem a analitzar el futur -que és el que aquí, jo creo, potser té més interés, i ho faré molt breument-, haurem de dir que pel que fa a la política de construcció, no és cert que el futur no tingui, no contingui precisament, moltes necessitats i moltes possibilitats de desenvolupament. Segons el "Pla Estrategia 2000" de la ciutat de Barcelona, aprovat per més de 200 entitats d'aquesta ciutat, tenim una colla de projectes que s'han de realitzar, alguns d'ells, aquí mencionats en parlaments anteriors, que tenen a veure amb la mobilitat, tenen a veure amb l'aigua i el seu sanejament, tenen a veure amb els transports en general. I jo vull mencionar-los aqui. Es preveu que per arribar als 120 Km. de Metro i de conne; xions regionals a la Regió Metropolitana de Barcelona, s'haurien d'invertir fins l'any 2.000 uns 120.000 milions 29; �de pessetes d'acord amb el cost d'inversió en kilòmetre de Metro. I això, deixant a banda la famosa Línia II de Badalona a Montjuïc. A més d'aquesta línia hauríem de ser ca- paços d'arribar a l'objectiu que ens hem marcat d'invertir entre totes les administracions 120.000 milions. Sanejament i abastament d'aigüa només per mantenir l'actual situació d'equilibri precari -ja sabeu que l'any passat vam tenir alguna dificultat; aquest any afortunadament no, però les dificultats es podrien tornar a reproduir segons la climatologia-, dic, per mantenir aquesta situació, (que representa senzillament incrementar en un 1% anual la nostra oferta d'aigua bevible), s'haurien d'invertir d'aquí a l'any 2000 90.000 milions de pessetes, a finançar amb els cànons de sanejament i d'obra d'abastament que aquest any incrementen de forma molt singular el preu de l'aigua que bevem i que utilitzem. Per tant, un altre paquet important de demanda per a la indústria de la construcció en aquests anys que seguiran. haguéssim de fer cas també al Pla Estratègic, al qual la Fira evidentment hi està Í representada, construir s'haurien de a 1'Area Metropolitana de l'ordre de 8.000 habitatges/any de caràcter protegit, social o assequible. 30 �Es ben cert que la inversió en colílectors, per exemple, a la ciutat de Barcelona després de l'enorme despesa que s'hi ha fet (uns 20.000 milions en els darrers tres anys) baixarà. Però també és cert que el seu manteniment i l'aplicació de sistemes més intel.ligents de la seva gestió representaran una inversió afegida. Es ben cert que la inversió en cinturons haurà disminuit. Però queda Garraf, queden les dues autovies de Mataró, la de Malgrat i la de Granollers, queda l'autovia de la marge dreta del baix Llobregat, queda el TGV -TGV que vol dir Barcelona-frontera, i també Barcelona-Madrid: es parla d'un bilió de cost. En fi, queden, doncs,en l'horitzó un calaix de demandes enormement important dintre del que és obra civil, construcció en el sentit d'obra pública. Si parlem de política d'habitatge, en canvi, haurem de constatar que les coses són més difícils de preveure en el sentit positiu en quant a la quantitat de treball. Pel que fa a la ciutat estricta de Barcelona, municipi de Barcelona, haig de de començar per dir això no és ignorat per vostés- que amb les lleis actuals de protecció de l'habitatge es fa pràcticament impossible que en el terme municipal de Barcelona n'hi hagi d'habitatge social. Les lleis diuen tant les catalanes com les espanyoles- que 110.000 pessetes 31 �per metre quadrat és el cost de construcció (inclòs el sòl) que s'ha de poder acreditar per obtenir els ajuts que les polítiques respectives tenen previstes. Es el mateix que dir a la gent que vol habitatge protegit que marxin del terme municipal perquè dins el terme municipal de Barcelona no hi ha possibilitat física ni material d'obtenir aquests costos a no ser que regaléssim el terreny, cosa que sí que seria possible si en tinguéssim (que no en tenim) o el compréssim (la qual cosa obligaria aleshores a augmentar la pressió fiscal d'una forma considerable). Seria molt onorós pel contribuent la quota de sòl pràcticament gratuïta que caldria afegir perquè aquests paràmetres fossin realment practicables a la nostra ciutat. Resultat: no se'n fa. No hi ha pràcticament habitatge social que es pugui fer a la ciutat de Barcelona. I l'Ajuntament ha formulat una política nova, que anomena política d'habitatge assequible, que tracta, amb més modèstia, d'anar a cobrir aquest segment de la demanda que anys enrere, vint anys enrere, cobrien justament les caixes d'estalvis. Aquests fills de la classe mitja que s'havien de casar, d'instal.lar, de canviar i que buscaven un pis de lloguer, un pis de propietat però amb uns preus que no fossin els que el marge mig del mercat demanava, perquè no se'l podien permetre, que és el que passa exactament avui. 32' �Per tant jo m'afegeixo a le consideracions que aquí s'han fet, però n'hi afegeixo una altra: crec que s'ha d'aconseguir que les polítiques d'habitatge, les lleis d'habitatge, els plans d'habitatge, tinguin aquest interval de possibles variacions en els costos máxims, per tenir en compte que no és el mateix un petit ajuntament d'Extremadura o inclús de Catalunya que una gran ciutat o, inclús, una ciutat mitjana, en la qual és molt difícil que es puguin assolir aquests preus unitaris. Si nosaltres diem que renunciem a que hi hagi habitatge social a les ciutats grans o mitjanes, aleshores estaríem tots d'acord en qué el que s l está fent és alguna cosa sólida i interessant. Però és que em temo que pràcticament aquests costos unitaris ja fan impossible no només la construcció social en termes municipals com el que estem, sinó també inclús en els veïns de l'Area Metropolitana de Barcelona. El resultat, de tota manera, el cantó positiu, és el fet de la renovació de les iniciatives públiques i mixtes, públicoprivades, de rehabilitació 1 d'utilització d'aquells solars que encara teníem. Sól que teníem en el fons amagat per l'existència o bé d'indústries obsoletes o bé de magatzems que treballaven per sota de la seva productivitat, (com és 33 �el cas del Poblenou), o bé la gran quantitat d'habitatge antic i molt deteriorat (com és el cas de la nostra Ciutat Vella). A la Ciutat Vella hi hem hagut d'invertir 20.000 milions de pessetes. 20.000 milions de pessetes en sanejament, en urbanisme, en adquisició de habitatges -inclosa la indemnització dels ocupants-, i en equipaments culturals, per poder convertir el sòl de la Ciutat Vella de no-mercat en mercat. Això és el que s'està pretenent. Crec que es podrà aconseguir, amb uns costos molt elevats, però evidentment el benefici que es podrà obtenir és enormement alt, de la mateixa manera que el benefici econòmic i social que es podrà obtenir pel fet de la renovació del Poblenou també és enormement important. á Crec, com el senyor Blanchart, que la qüestió del preu de l'habitatge només es pot estabilitzar sobre la base de l'existència de noves centralitats i d'un sistema de transports públics. De la mateixa manera que ell ha dit que era partidari que l'hab.itatg1 no formés part dels estris de la política conjuntural, -ésluna càrrega que té el sector de l'habitage-, de la mateixa manera jo diria que -com deia fa molt poc el Director d'un mitjà de comunicació molt important de Barcelona- que mentre la gasolina estigui dintre de l'Index de Preus al Consum, serà molt difícil que compleixi 34 �una altra missió que també ha de complir: la de posar un preu a la mobilitat privada que sigui la que realment volem que tingui per recollir els costos que genera. En aquest sentit, m'afegeixo a la reflexió que ha fet el senyor Blanchart sobre la política de construcció. Diria el mateix de la política de transport i , molt en concret, del preu dels carburants. La mobilitat en la nostra ciutat, en la nostra àrea, és encara, barata respecte del cost , tant la privada com la pública, i això és difícil d'explicar, però per un públic com aquest és més fàcil d'entendre perquè és un públic entenedor. Es barata la mobilitat privada i és relativament barata la pública. Suposem que un litre de gasolina normalment a Europa, costa el mateix que aquí, a l'entorn d'un dòlar. Es és molt fàcil trobar bitllets de Metro o d'autobus a Europa, a Oslo, a Londres o a París que valguin dues vegades això. En el nostre cas el litre de gasòlina està a l'entorn del dòlar i el bitllet de Metro i el d'autobús està a la meitat. Per tant, nosaltres tenim una mobilitat pública molt barata i una mobilitat privada que jo considero que s'ha d'encarir més. S'ha d'encarir més en el sentit, no de fer les coses 35 �dificils a la gent, sinó de fer que la gent pagui les conseqüències econòmiques de les seves decisions d'una forma correcta. Només quan siguem capaços d'explicar aquesta relativa complexitat crec que arribarem a aconseguir el finançament d'un sistema de Metro i de transport públic en general. A la llarga és l'única solució perquè el propi mercat de l'habitatge pugui créixer i, al mateix temps, mantingui una certa estabilitat. Abans d'ahir, i acabo, vaig tenir l'ocasió, tornant d'Avila amb helicòpter, en passar per sobre de Madrid, de veure el creixement d'una nova ïnstallació molt important, IFEMA, al voltant de 100.000 m2, que s'inaugurarà aquest estiu. Avui, en arribar aquí, el meu pensament se n'ha anat ràpidament a aquella visió, perquè he pogut comprovar el que és un factor d'èxit i una prova de vitalitat que vostès aporten en aquesta ciutat i en aquest país, que és la immensitat dels estands i la vitalitat que té aquest Saló que demostren dues coses: una, vostès són un sector molt viu; dues, aquí no s'hi cap. Per tant, jo el que desitjo en acabar la meva intervenció és que d'aquí a dos anys siguem capaços de disposar d'un nou recinte complementari que permeti que CONSTRUMAT sigui el 36 �que realment ja és en potència, perquè, ara ho comentàvem a l'entrada, tots plegats, si aquest espai ja hi fos ara estaríem parlant d'un Saló de 130.000 m2., i no de 100.000 m2, i ens equipararíem, segurament, al "Bátimant" de París i al semblant de Dusserldorf. Per tant, jo desitjo fermament que aquesta ampliació es produeixi. Hi ha una reunió el dimecres que ve de la Comissió d'obres de la Fira que és clau per adjudicar el projecte d'enginyeria; penso que hem: de seguir aquest procés molt de prop i que hem d'aconseguir que realment la Fira de Barcelona estigui a l'alçada del que els sectors econòmics barcelonins i catalans estan demostrant que poden arribar a ser.
