Casa de la Caritat, 16 de setemb e de 1994. 12:00 hores. �L'ALCALDE DE BARCELONA Benvolguts amics, Malgrat no poder ser avui aquí amb vosaltres, en la clausura d'Interacció 94, no he volgut deixar passar l'ocasió per manifestar-vos l'agraïment de la ciutat per la vostra feina de reflexió a la recerca de nous àmbits d'actuació dins el marc de la cooperació cultural. Cooperació cultural, intercanvi, que es fa necessari per administrar adequadament els recursos que les administracions públiques dediquem en aquest camp, i que, cada dia més, sobrepassen l'ámbit estrictament de ciutat, de Comunitat Autónoma, d' Estat, per arribar, a la fi, a Europa. Barcelona ha estat sovint qualificada cota la ciutat de la memòria, una memória rebel, inquieta i obstinada, que s'ha traduït en activisme polític, económic i cultural. I ho ha fet amb fidelitat a un estil, inmutable: obrint la seva casa a tothom® Com ara s'ha fet amb Interacció 94. La Universitat d'Estiu sobre Polítiques i Gestió Cultural, la major trobada de responsables culturals de tot l'Estat en aquest decenni. L'obsessió deis barcelonins per la cultura només és comparable a la seva obsessió per compartir-la. I aixó, és el que la Diputació de Barcelona ha volgut proposar en realitzar una nova edició d'Interacció. Una ocasió per compartir sistemes de gestió, de finançament, de participació i d'avaluació de programes i projectes culturals. Els participants, professors i visitants a Interacció 94, constituïu un deis col.lectius que tenen més influència en les sensibilitats col.lectives. Els més de 200 participants d'altres indrets d'Espanya que coneixen el nostre art, les nostres institucions culturals, la nostra gent més creativa, teniu en aquests moments de complexes relacions culturals, una oportunitat d'explicar, en retornar a les vostres ciutats, la nostra realitat cívica i cultural. C'est un sentiment personel, mais aussi, c'est une satisfaction qui vient de la constatation que le maire de Barcelone fait de la bonne allure des rapports entre Montpellier et Barcelone. Je veux rendre hommage a mon cher collègue et ami, M. Georges FrPche, dont l'imagination et l'esprit entrepeneur a été le détonant qui a permis à un jumellage à peu pres symbolique devenir une relation comblée de possibilités. Au mois de juin de 1984, celle du maire de Montpellier fut la premiare voix du Midi qui approuva publiquement l'entrée de 1'Espagne au Marché Commun. Et ce fut dès Barcelone, qu'il parla ainsi. Au mois de novembre suivant, lors de ma visite a Montpellier, on a engagé les premiers contacts pour etablir un relais aerien entre les deux villes. La présence de Montpellier à la Foire de Barcelone est aussi un signe de la volonté de cette ville de donner à notre relation un contenu eminemment practique. Nous sommes fiers d'avoir ete aussi presents a l'occasion de milenaire Montpellier. L'exposition performances de - notre Orchestre et la Joan Miró, les participation au Seminaire d'Histoire de la Couronne d'Aragon touchent la part de notre histoire, de notre culture que nous est la plus chère. Les activités d'hier et d'aujourd'hi sontun bon exemple de la solidité du relancement du jumellage. Les rencontres avec les delegations de la CMB, du port et de la Zona Franca aboutiront sans doute à des propositions de coopération et développement. Le jumellage medical, que etudient des docteurs Lamarque et Clos elargiront les possibilités de recherche de nos institutions médicales. Le bilan est donc très positif. Il est remarquable l'extraordinaire développememt qui a eu lieu dans un temps si court. Je crois que la cause de cette magnifique evolution c'est que les rapports ont eté retablis sur de liens reels, sur l'évidence de la connection des deux cotes des Pyrenées au moment de l'entree de l'Espagne a la Communauté Européenne. Et ce fut encore le maire de Montpellier qui vit les transformations que cette région subira aprés de l'integration de 1'Espagne. M. Fréche a su prévoir le changement de la Région qui deviendra région couloir au lieu de règion frontière. Et cela exigeait un rap. rochement avec Barcelone, avec la Catalogne. Je me rejouis maintenant du succés de ce raprochement. Le jumellage des nos villes a relié la dimension practique, efficace avec la tradition historique. Ce fut un prince de Montpellier, Jaume, le plus grand roi d'Aragon, le plus grand comte de Barcelone. Je ne veux pas envahir le champ de nos amis les historiens. Mais je ne peux pas me passer de rapeller ce passé commun que nous unit. Et, tout en nous rapellant du passe, nous pouvons regarder l'avenir avec optimisme. Je vois unes relations économiques entre nos deux villes, entre nos deux régions, plus consolidées, plus permanentes. Aujourd'hui nous envisageons cooperation de nouvelles perspectives de sur le chemin des agréements au niveau de la cooperation sectorielle. Et cela est un signe clair de qu'on progresse, qu'on est sorti de 1'étape des declarations generales. Ciutat, 4. 5é. planta Socials Tel. 301 88 61 PROGRAMA DONA LA DONA JOVE AVUI Tots i cada un dels problemes que afecten a la joventut del nostre país (fracàs escolar, droggadicció, delinqüencia, carència de capacitat d'iniciativa, etc.) presenten un mateix comú denominador: l'altissim index d'atur, el més alt, de tota l'àrea econòmica internacional. Aquesta alta taxa d'atur juvenil no està repartida per igual entre tota la joventut, sinó que incideix molt més en les noies; les adolescents d'entre 16 i 19 anys pateixen una taxa d'atur superior a la dels nois, en un 14%. Entre 20 i 24 anys la diferència també és del 9% més d'atur per les noies. Des del 1976 fins a l'actualitat s'esta reduïnt enormement el percentatge de noies que treballen. La crisi econòmica, al reduir el nombre de llocs de treball disponibles, ha escursat de manera molt acusada, el calendari ocupacional (laboral o professional) de tota la població. Es retrassa l'edad eb que es produeix la incorporació a l'empleo i s'adelanta l'edat en que es produeix la definitiva retirada. Aïxó ha provocat l'augment espectacular de les taxes d'escolaritat i la búsqueda del primer treball. Resumint podriem assenyalar les principals conseqüències d'aquesta situació de crisi, per a la noia jove; els problemes més destacats: - L'atur juvenil femení ha experimentat els més alts increments de tota la crisi. �Ajuntament Ciutat, 4, 5e. planta Àrea de Serveis de Barcelona Socials Tel. 301 88 61 PROGRAMA DONA 2. 2 - La taxa d'activitat de les noies segueix essent la més baixa d'Europa. Malgrat la devallada de la fecunditat i els canvis socialsd'aquesta darrera dècada, les noies del nostre país no han aconseguit, o molt poc, reduir les altes taxes de dedicació a les ta •.-s •e la llar. - El nivell d'ingressos de les noies ha baixat bruscament. Els pares financien en major mesura ellleure dels nois que el de les noies, i per tant les noies tenen més dependencia econòmica de pares o marits. 4 -- La dependència familiar de les noies creix. Com a conseqüència de la crisi, l'edat d _'entrada al matrimoni es produeix més tard. 5 - La marginació social de les noies creix. El retràs en el calendari laboral i matrimonial és compensat mitjançant la perllongació del seu calendari escolar. Però hi ha un sector de "desanimades" que no inicia cap classe de carrera ocupacional ni familiar. Aquesta situa- ció de desànim afecta més a les noies que als nois. 6 - La discriminació del treball domèstic continua. La nostra societat s'ha modernitzat i hi ha realment actituds •ro•ressiste • • • - - • • • . re•ercutit en la igualtat en el treball domèstic. Les noies han d'ajudar a casa en una proporció del 12% enfront al 1% que hi dediquen els nois. 7 - El comportament depenent persisteix entre les noies. La discriminació no afecta a totes les noies per un igual sinó que afecta al sector concret de noies que simultàniament estan excluïdes de l'empleo i l'escolaritat, i que la seva trajectòria estarà marcada per a .-•- • = ncia pa- terna i desprès del marit ocompany. Aquest és un dels col.lectius que des de l'Administració s'ha de dedicar més atenció. Mesures a prendre . Facilitar orientació professional individualitzada. . Articular Programes de Transició al Treball. . Formar a les noies en professions punta (noves tecnologies). . Diversificar l'accés a les professions. Trencar amb l'esquema de professions o carreres "femenines ". . Promoure i ajudar a l'autoocupació de les noies joves. . Augmentar la Formació Compensatòria. . Informar de les possibilitats d'inserció laboral existents: Plans d'ocupació, Escoles-taller, Plans FIP, etc. . Articular mesures d'Acció Positiva per la incorporació laboral de la noia.
