Quan els catalans no ens refiem, ens malfiem. Ens n'han fet tantes al llarg dels anys i dels segles, que hem de comprovar la qualitat del producte una i dues vegades abans d'acceptar-lo. Aquesta és la base del no a l'Estatut. D'un determinat no que ve de la malfiança. I és una base molt acreditada. Té solera. Té tradició. El "peix al cove" pujolià també és fill de la malfiança. Puix que no pots convèncer ni ser convençut, esgarrapa el que puguis. El "peix al cove" i el "no ens enredaran pas" són fills de la mateixa síndrome. El que ara estem predicant, doncs, va contra corrent, per no dir contra natura. Estem predicant entendre'ns amb Espanya, no solament suportar-nos mútuament amb resignació. Entendre's equival a modificar-se mútuament. "Jo em deixo tocar (o modificar o si més no aconsellar) si tu et deixes tocar o aconsellar". Però, és clar, si Espanya és el tot i Catalunya la part, diuen alguns des de Madrid, ¿per quins set sous la part li ha de dir al tot com ha de ser (o si més no com han de conviure la part i el tot)? Justament sí. Un sistema federal és un sistema en el qual la part té veu en el tot i no solament a la inversa. Però la necessitat compulsiva de tancar escletxes i evitar eventualitats, descrita en el dret com a imperatiu de seguretat jurídica i considerada en psicologia com a patològica aversió al risc, impedeix sovint aquesta relació entre la part i el tot. Els sistemes unitaris obeeixen a aquest tipus de reaccions. O Espanya es deixa interpretar -també- per Catalunya, o, com diu Rubert, Catalunya preferirà ser Montenegro. Segurament hi sortiríem perdent. I no sé com quedaria l'autoestima, perquè la malfiança és una manera barata de mantenir-la alta. La culpa és dels altres. Això va de debò. Espanya reconeix que els fluxos econòmics en els dos sentits han de canviar, que s'han d'objectivar: Catalunya no pot contribuir més del que cal per igualar la qualitat dels serveis bàsics (a igualtat d'esforç fiscal relatiu) i ha de rebre un percentatge del total de les inversions estatals equivalent al pes del PNB català en el global espanyol. Això va de debò. Espanya ha decidit jugar fort a la devolució de competències. És a dir: Catalunya ha convençut Espanya que havia de jugar fort o no hi hauria altra cosa que un respecte mutu educat i basat en una desconfiança entre atàvica i raonable. És cert que la desconfiança és a la base de la democràcia. Però també és cert que la relació educada entre dos nacionalismes (l'espanyol del PP i el català de CiU) que vam viure del 1995 al 2003 ni és òptim econòmicament i competencialment ni ens permetia la reforma de l'Estatut. L'Estatut s'ha fet perquè les esquerres han volgut. Perquè han arribat al govern i l'han tirat endavant. Que després ERC trobi l'Estatut insuficient és perfectament legítim des de l'independentisme radical, però no des de la interpretació gradualista que n'havien fet els seus dirigents. �L'habilitat del centredreta català per fer-se un lloc en l'escenari de l'Estatut que no havia volgut reformar és solament comparable a la manca de perspicàcia dels qui des de l'esquerra van creure de debò que aquest rol de la dreta en el procés havia estat realment significatiu. Ara ens trobem doncs en la necessitat de convèncer una part dels votants progressistes del 2003 que s'ha de referendar l'Estatut que els seus vots ja van fer possible contra els vots de la dreta. I fer-los entendre que votar no és reconèixer a la dreta catalana un mèrit excessiu i fer a la dreta espanyola el regal de tenir uns companys de viatge inesperats. Sabent que aquesta dreta carregarà la seva artilleria dialèctica contra l'Espanya plural amb tots els no que surtin de les urnes. El Periódico | 9.8.2006 Catalunya viu avui una jornada difícilment oblidable. Avui entra en vigor el nou Estatut de Catalunya. El dia 9 d'agost és també una data històrica. Per primera vegada els catalans podem veure com un Estatut és derogat sense sublevacions militars ni ruptura i és substituït per un de millor per efectes de la voluntat popular. Sense temps de silenci, amb l'eficàcia immediata de la continuïtat institucional. El vell Estatut de l'any 1979 passa amb tots els honors a formar part del nostre patrimoni col.lectiu i el país disposa d'una nova llei fonamental adequada a les exigències del seu temps. El nou Estatut ja és una llei efectiva i cap de les profecies apocalíptiques que van ser proclamades per l'espanyolisme més ranci s'hauran complert. L'Estat espanyol segueix constituint una realitat política amb futur, i Catalunya, la nació catalana, disposa d'un Estatut que li confereix la màxima sobirania possible a Europa. Catalunya i tota l'Espanya plural estan avui d'enhorabona. Tots els intents de fer descarrilar el projecte, tota la crispació fomentada per la dreta per impedir l'ambició dels catalans quedarà registrada en la història com a literatura vulgar i catastrofista. El darrer intent davant el Tribunal Constitucional no serà més que el signe d'una estratègia errònia. Avui Catalunya és més Catalunya que ahir. Hem entrat de ple en un moment de present i futur que es correspon amb l'aspiració de la societat catalana de disposar del màxim poder de decisió per gestionar els propis interessos, especialment en aquelles matèries que determinen directament la seva qualitat de vida. Una aspiració lligada inseparablement a la de controlar al màxim els recursos generats per la mateixa societat catalana. Totes aquestes aspiracions comporten la capacitat d'intervenir --directament o indirectament-- en totes les decisions polítiques que afecten els drets, els interessos i recursos dels ciutadans de Catalunya. El nou Estatut és l'instrument polític i jurídic del qual ens hem dotat per satisfer-les. Un instrument que proporciona a Catalunya el màxim reconeixement de la pròpia identitat, en el marc que avui permeten la realitat del país i la internacionalització. No en tinguin cap dubte, comptem amb l'Estatut més ambiciós i potent que Catalunya ha tingut en dos segles. AMB UNA carta de drets i deures digna dels països més avançats políticament i socialment; amb unes competències ampliades i reforçades i uns recursos autònoms i suficients que permeten la plena governació de Catalunya des de les institucions catalanes. El nostre futur és a les nostres pròpies mans com mai ho havia estat. Hem de poder enterrar, confiem que per sempre, el sentiment de victimisme, el recurs a "la culpa la té Madrid" --entenent per "Madrid" el centralisme habitual al llarg dels segles--. D'ara endavant, farem i tindrem el que siguem capaços d'aconseguir amb la nostra capacitat i eficiència. Tenir un culpable exterior no solament ens ha fet mal perquè efectivament ens feia la guitza, sinó perquè ens permetia fer passar per alienes les pròpies deficiències, sense massa cost. �D'ençà la trobada de totes les forces polítiques a Miravet, la tardor del 2004, el camí ha estat llarg i a voltes desconcertant, però l'empresa de dotar el país d'un instrument de govern adequat a les exigències del segle XXI pagava la pena. No tots els partits polítics que van empènyer el projecte fins a l'últim moment van acceptar el text final aprovat per les Corts espanyoles. La duresa d'una negociació feta a partir de la proposta aprovada pel Parlament català amb el conjunt dels grups parlamentaris del Congrés i del Senat va ser exemplar en la seva profunditat i transparent en el mètode. És clar que no tots els continguts concrets als quals aspiràvem van ser finalment recollits en el text. ¡El pacte és això! La conjunció d'ambició i realisme, de fortalesa i flexibilitat. És indiscutible que les vies són obertes per recuperar terreny en la negociació de les lleis i les mesures de desplegament. L'aeroport del Prat n'és el cas més conegut i urgent de solucionar. Personalment, dono per bones totes les energies que hem dedicat i totes les exigències que hem d'assumir per portar a bon port el vaixell d'aquestes esperances col.lectives. AVUI, L'ESTATUT ja és de tots. Dels que van votar sí i dels que van votar no; dels que van participar en el referèndum i dels que van optar per abstenir-se'n; dels que n'estan plenament satisfets, i d'aquells a qui els sembla poc, i també de qui els sembla massa. La meva aspiració és que aquesta obra política del conjunt de les forces polítiques catalanes i espanyoles sigui vàlida per a més d'una generació. Unes generacions que hauran d'evitar caure en la hipotètica paradoxa d'una Catalunya ben armada políticament i jurídicament amb el nou Estatut, però mancada d'un paradigma cultural que expressés la seva vocació col.lectiva a l'Espanya, l'Europa i el món d'avui. Necessitem un nou paradigma que ens permeti passar decididament de la normalització a la normalitat, de la ficció d'una Europa i d'un món fets a mida a la realitat d'un món cada vegada més obert i d'una Europa encara impotent per aprovar la seva pròpia Constitució i mantenir la pau i el desenvolupament al Mediterrani i a una Unió Europea digna i eficaç. El potencial d'autogovern que hem obtingut reclama, ara, com a objectiu prioritari, la creació d'unes noves condicions polítiques que superin la divisió amb la qual vàrem arribar al referèndum estatutari. Unes noves condicions que permetin reconstruir el màxim consens polític a Catalunya per al desenvolupament legislatiu del nou Estatut i per a la negociació amb el Govern i l'Administració centrals. Hem acordat amb el president del Govern espanyol endegar immediatament els treballs per desenvolupar el text aprovat en referèndum el 18 de juny passat i convocar les comissions mixtes previstes. L'experiència de l'Estatut del 79 ens ensenya el caràcter decisiu de les primeres passes. Per això és tan important que el conjunt de les administracions visualitzin al més aviat possible la vigència, i en conseqüència l'obligatorietat, de la lletra de �l'Estatut del 2006. Com a llei espanyola que és, afecta des d'avui mateix tots els actes administratius i totes les iniciatives legislatives que considerin qüestions recollides en la nostra primera llei nacional. Tan bon punt comenci el nou curs polític, dissoldré el Parlament i convocaré les primeres eleccions amb el nou Estatut per al dia 1 de novembre, diada de Tots Sants. D'aquesta convocatòria --en la qual, com ja he anunciat, no participaré com a candidat a la reelecció--, espero que en surti un govern amb la màxima determinació política per garantir la màxima fermesa i diligència en aquesta negociació del desplegament i el màxim rigor tècnic en la seva aplicació. Avui, però, Catalunya estrena Estatut. ¡Per molts anys, Catalunya!
