Aquí, en canvi, aquests dies de març seran recordats com els dies d'una nova esperança. Una esperança que té molt a veure amb el camí que Catalunya està enfilant ara mateix. Com a President de Catalunya, com a amic, com a fill d'un país que va patir la repressió i la dictadura, m'he sentit honorat de ser a Xile amb motiu de la presa de possessió de Michelle Bachelet. La primera dona cap d'Estat i govern que té Xile. Ara fa exactament dos anys i mig que vaig celebrar amb vosaltres, en aquest mateix escenari, la Diada Nacional de Catalunya del 2003. Varem tenir ocasió, llavors, de rememorar allò que uneix Barcelona, Santiago i Nova York. Tres fites de dolor per a la història d'aquestes tres ciutats... ... Però d'un dolor que totes tres han sabut transformar en energia positiva, força creadora, i potència emprenedora... I d'aquí sis mesos el Casal Català de Santiago celebrarà els cent anys de la seva constitució formal. En la meva anterior visita, us vaig portar un missatge d'esperança i d'ambició per al futur de Catalunya. Ara us puc dir que aquell desig és avui una realitat en marxa. El nou Estatut que obrirà una nova etapa de la historia de Catalunya i Espanya és a punt de ser aprovat, espero que amb el vot d'ERC! L'oportunitat ens l'hem treballada durant 2 anys i no es pot esguerrar. És cert que l'acord del govern espanyol amb el nacionalisme moderat va ser desconcertant: però perquè no entenem que va ser un intent de tenir un cert protagonisme per part del nacionalisme moderat en un Estatut que no havien fet i de tractar de malmetre segurament la claredat del projecte. Bé, en definitiva ha arribat l'hora de les decisions. I l'hora de les decisions està marcada per dues realitats. Primer, l'Estatut és bo, és potent. Tan potent i tan bo que tots aquells que ara el critiquen vindran al darrera d'aquesta porta que nosaltres obrirem. No tingueu cap mena de dubte. Ara hi ha moltes veus que s'aixequen a Espanya i a diverses autonomies espanyoles i al centre també, i per descomptat a Madrid, que diuen això és massa o això no ens agrada. Jo us dic que el dia que s'aprovi l'Estatut de Catalunya, que no està pas tan lluny, aquell dia, tots aquells que ara diuen això, vindran al darrera per fer des de les seves autonomies exactament el mateix plantejament. Perquè Catalunya haurà obert el pas a una segona etapa de l'Espanya de les autonomies que ha sigut un èxit fabulós. En un país que en els darrers 100 anys no ha tingut mai un període de tanta durada de democràcia, de creixement, de respecte internacional com ara té. I bé, ara estem començant una segona etapa d'aquest període, d'aquesta realitat. Estem començant un segon període del que és l'Espanya plural, l'Espanya democràtica, la Catalunya autònoma i totes les demés autonomies. L'Estatut és bo, el govern governa i estem invertint el 50% més que fa 2 anys. D'això no se'n parla i fins que l'Estatut estigui per aprovar no se'n parlarà. Serà el dia després que s'aprovi que tothom preguntarà que és el que s'ha fet i es començarà a veure una realitat que fins ara no s'ha vist. Fa cent anys, Catalunya iniciava el segle XX amb un projecte regenerador de país: 1 �Un projecte que recuperés les institucions d'autogovern; que impulsés la regeneració democràtica i la fi del caciquisme a Espanya; que donés cobertura a l'expansió econòmica catalana, que ja en aquell moment havia superat les fronteres de la Península Ibèrica i havia permès una presència sòlida en aquest continent. La constitució d'aquest Casal fou un exponent del caràcter emprenedor que va fer possible l'enlairament de la Catalunya del 1906. Cent anys després, malgrat períodes convulsos i foscos que ha hagut de patir Catalunya, podem estar molt orgullosos dels resultats assolits per aquella embranzida històrica. Hem reconstruït una autonomia robusta, de la qual la Generalitat n'és emblema i columna central. La nostra capacitat econòmica i la nostra presència al món han esdevingut prou fortes i esperançadores, en plena sintonia amb la nova drecera que marca la globalització del món contemporani. No per tancar-nos sinó justament per obrir-nos. I Espanya en el seu conjunt ha aconseguit, definitivament, pujar al carro de les democràcies parlamentàries més importants. De manera que avui ha esdevingut un membre destacat de la Unió Europea i un actor significatiu novament a Amèrica Llatina. En aquest escenari positiu i francament optimista, resultava imprescindible que fóssim capaços de construir un nou paradigma, amb noves i velles sensibilitats, amb noves ambicions. Volíem, en definitiva, confegir una nova manera de pensar i explicar el present i el futur de Catalunya. De no fer-ho, corríem el risc de quedar-nos estancats, extenuats després del ritme frenètic -i de vegades dramàtic- que varem experimentar durant gran part del segle passat. Aquesta era la meva preocupació i, en conseqüència, la proposta de futur que us vaig exposar quan vaig visitar aquest casal el setembre de l'any 2003. Doncs bé, avui podem dir que estem a punt de culminar el vell somni i d'iniciar-ne un de nou. El somni de la Catalunya plena i de l'Espanya plural. Estem a punt d'aprovar un Estatut que reconeix explícitament la realitat dels catalans de l'exterior. Tal com vaig dir-vos que faríem. Un Estatut que incorpora un millor finançament, més competències i un títol de drets i deures que reforcen el nostre concepte de ciutadania. I vosaltres haureu de ratificar-lo ben aviat. Perquè aquest Estatut només serà si vosaltres voleu i perquè vosaltres voldreu. S'haurà de refrendar pel poble de Catalunya, allà i aquí. Mireu, Enguany, l'any del centenari del Casal Català de Santiago, també és l'any del centenari d'un dels moments més brillants de la societat catalana: de les seves lletres, del seu art, de la seva música, de la seva arquitectura, de la seva política,... A Catalunya, entre l'any 6 i l'any 7 del segle passat, va esclatar una força creadora d'una intensitat com cap altre, potser, n'ha vist al nostre país: Carner i Maragall, Domènech i Muntaner, Picasso, Eugeni d'Ors, Raimon Casellas, la Solidaritat Catalana, l'Institut d'Estudis Catalans, la Biblioteca de Catalunya, l'Hospital Clínic, ... no acabaríem mai! I bé, doncs, què us vull dir amb tot això? 2 �Doncs senzillament que, ara, quan d'aquí uns mesos Catalunya aprovi el nou Estatut, quan tinguem la millor, més completa i garantida eina per governar-nos, la millor que hem tingut en tres-cents anys, la més avançada, ambiciosa i raonable, penso reclamar del conjunt de la societat catalana un compromís constructiu per al nostre futur. Penso esforçar-me incansablement a fer que tota l'energia que durant anys s'ha esmerçat en la reivindicació els catalans i les catalanes l'orientin a construir un país que esdevingui exemple per a la resta de pobles d'Espanya i per tota Europa. Ja ho comença a ser. Vosaltres amics, sou una mica el paradigma del que demano: que els catalans sense deixar de ser-ho, mirin cap enfora, projectin la seva personalitat individual i la seva ambició col·lectiva més enllà d'ells mateixos, creant una regió europea important. I que tinguin una presència important en el món. Catalunya ha de superar l'obsessió introspectiva. Som el que som, som els que som, som on som. I tenim molt futur per davant. El futur que van imaginar els que fa 100 anys van dibuixar el catalanisme, el modernisme, el noucentisme, l'escola catalana i en definitiva el projecte nacional de Catalunya que ara, finalment, després de guerres i dictadures, estem fent.
