Jo crec que hi ha hagut un gir en la relació Generalitat-Ajuntaments, tot i que, de segur, encara no som allà on hauríem de ser. I reconec ja d'entrada que aquest nou Govern, de caràcter progressista, s'ha vist d'alguna forma envaït de la necessitat obsessiva de respondre de la seva catalanitat i de la seva devoció, dedicació, a la millora de país com a país i a la creació de la seva nova llei, l'Estatut. I és probablement cert que aquesta necessitat imperiosa, quasi obsessiva, ha centrat en bona mesura el que han estat aquests tres anys, difícils però al mateix temps apassionants i engrescadors, per a tots aquells que hi hem pogut participar. Jo crec que el gir s'ha començat a fer i que, evidentment, s'ha de continuar, i possiblement a aquest gir cap al local, cap als ajuntaments, li ha arribat l'hora. Crec que aquí a Girona, que d'alguna forma és símbol de l'empremta dels ajuntaments, que ha tingut dos grans alcaldes, un alcalde i una alcaldessa -també president de la Federació de Municipis de Catalunya-, està bé que sigui el lloc on us heu reunit, president de la Federació i estimats amics, per fer una mica de repàs de tot allò que queda per fer i de la constatació de tot allò que s'ha fet. Aquí, el maig passat vam inaugurar aquest auditori com a suma i resultat dels esforços de les diverses administracions intervinents, i en aquest auditori s'hi han donat els Premis Nacionals de Cultura. No és casual tot plegat. Marca d'alguna forma la línia central de la història recent de Catalunya, que és la cultura i la devolució, encara insuficient, encara incompleta, però decidida. Crec que aquesta ciutat i el seu ajuntament representen, d'una forma molt vàlida, el que van ser les nostres aspiracions. I les nostres aspiracions no són altres que aquelles que fa cent anys el catalanisme naixent aleshores va formular, primer, en modernista, i després en noucentista. D'alguna forma aquells anys van ser els anys en què es va dibuixar el que Catalunya havia de ser en el futur i no va poder ser. Avui he estat a Brussel·les i he anat a posar un ram de flors a l'estàtua de Ferrer i Guàrdia, perquè l'any 1909 va ser afusellat sense que pràcticament ningú aixequés la veu per dir que allò era una revenja de la societat benestant, dels poders que en aquell moment estaven actuant per una revolta del poble que no havia estat conduïda per ningú. Penso que el que aleshores es va començar a somniar, amb enormes dificultats, amb violència, amb revoltes, amb reaccions exagerades i injustes dels poders que hi havia en aquell moment, ara estem en condicions de ferho. I ho dic amb tota la modèstia, perquè és veritat que dir això és dir molt, segurament pel jovent no tant perquè el que fan és mirar cap al futur i no tenen tanta relació amb el passat i la nostra herència segurament ens pesa més a nosaltres que a ells que miren, com és lògic, més endavant. Però està bé que en aquest moment puguem fer aquesta paradeta i pensar en el que ha passat, on som i cap on anem. Jo crec que ha tornat l'empenta del 1906 i el 1907, amb les escoles municipals aleshores. Ja sabeu que Catalunya va ser segurament el primer lloc d'Europa on es va començar a llançar una idea que només a l'Amèrica del Nord havia tingut una puixança important, que és que les escoles són dels pobles, dels municipis. Aquí no hi hem arribat i haig de dir que no tots els alcaldes estarien d'acord que això fos així, sobretot perquè no hi ha la confiança que hi hagués els recursos quan no n'hi ha de suficients, tot i no tenir l'educació, evidentment. Però crec que aquesta és una assignatura pendent. Mireu, Barcelona, que va viure aquella etapa amb il·lusió, amb entusiasme, però també pràcticament tocant la tragèdia, és la quarta regió d'Europa, segons els informes internacionals sobre quines són les ciutats amb més capacitat empresarial. Però recordeu, el 1994, l'oposició de l'Ajuntament de Barcelona va boicotejar l'aprovació de la carta municipal de Barcelona i van haver de passar quatre anys més fins que no van venir uns altres opositors, del mateix partit però d'un altre caràcter, que ho van fer possible. L'àrea metropolitana de Barcelona va ser desfeta el 1986 per un decret de la Generalitat i ara s'ha de refer, s'ha de tornar a fer l'àrea metropolitana perquè és un instrument útil per a Barcelona, 1 �però també per a Catalunya. Per què ha passat tot això? Perquè hi ha hagut una confusió gran entre el que és la nació i la representació de la nació. D'alguna forma, la representació de la nació va voler substituir la nació, però la nació és formada per ciutats, per pobles, per ajuntaments i per àrees metropolitanes. El camí enfilat en aquesta legislatura -s'haurà arribat més lluny o no tant-, però és irreversible. Les entitats municipalistes hi hauran de jugar un paper clar. Manifesto abans d'acabar un desig i una certesa: que la relació Generalitat-Ajuntaments ha encetat un camí que no té volta enrere i que ha de seguir avançant. Arribarem a Espanya al 30%-50%-20% de la despesa, Estat, autonomies i ajuntaments, respectivament; però a Catalunya al 20%-60%-30%, per dues raons: tenim més competències aquí, per tant el pes del sector autonòmic és més gran que no pas a la resta d'Espanya, i perquè som més devolucionistes. Jo sóc partidari que les oficines de benestar social vagin als ajuntaments i la consellera també. No s'entén com hi pot haver partits que diguin que això és una pèrdua de competències, en el sentit fort de la paraula, i de poder de la Generalitat de Catalunya. Això és un enfortiment de Catalunya i de la Generalitat. Si els ajuntaments finalment poden tenir una possibilitat de canalitzar serveis, d'informar els ciutadans, de vetllar perquè els drets dels ciutadans siguin respectats, jo crec que haurem fet un pas endavant en el camí de la reconciliació de la gent amb la política, que és un camí que no s'acaba de transcórrer mai, perquè és bo que la gent desconfiï de la política. La democràcia és un sistema de desconfiança regular, civilitzat. Ho és i ho ha de ser. I crec que una de les formes amb què aquesta desconfiança democràtica, que és positiva, pot anar trobant maneres de ser resolta positivament, és justament la devolució de competències a la proximitat. I aquí a Catalunya ho farem. Mireu, la Llei de barris de Joaquim Nadal; la nova empenta de la salut de Marina Geli; els mossos de la consellera Tura; les escoles del conseller Del Pozo, i abans de la consellera Marta Cid. Tot això és una bona representació de l'inici del que podem arribar a fer. El ressorgiment de Tortosa, de la Seu, de Manresa... no em vull deixar ciutats, n'hi ha tantes que han passat moments difícils i que en aquest moment esclaten d'empenta, d’il·lusió, de capacitat de donar serveis. La revolució de Badalona, que està aconseguint obrir un braç de mar dins de la ciutat, i de Santa Coloma i de Cornellà, i de tantes altres ciutats. Els canvis que s'han produït al trist Sabadell de la meva època -quan anaven a conspirar a Merinals i altres barriades en una ciutat trista-, i de la Terrassa de les manifestacions dramàtiques, algunes d'elles molt violentes, la Girona humida i negra. Qui es recorda d'això? Doncs ho hem de recordar perquè si no és així no sabrem el camí que hem recorregut. I si no sabem el camí que hem recorregut, no sabrem on hem d'anar. Per tant, recordem el que era, recordem el camí fet. Recordem que en aquest camí hi han comptat moltíssim unes determinades forces polítiques. Ja sé que aquí no és el lloc de parlar de forces polítiques perquè estem parlant de president, alcaldes, alcaldesses, regidors i regidores, però jo vull que se sàpiga clarament que tot el camí recorregut no hauria estat possible si persones com l'Antoni Gutiérrez Díaz no ens haguessin ensenyat en el moment en què van fer-ho per on s'havia d'anar. Totes aquelles ciutats tristes d'aquella època, són en aquest moment ciutats amb esperança, ciutats que saben el que han de fer, són municipis que saben perfectament el que els fa falta. I crec i espero que, a més a més, saben fins a quin punt poden fer-se responsables de noves competències: demanant els diners però, al mateix temps, demostrant que són capaços de gastarlos millor que no pas la Generalitat i no diguem l'Estat.
