El temps de la imaginació" (Annex del Palau Sant Jordi, 21 d'abril, 19:15 h) Conseller, autoritats, amics, Ara fa gairebé tres anys, Barcelona tancava amb els Jocs Olímpics una etapa de profunda renovació urbanística. Una renovació que va permetre dinamitzar una ciutat que durant massa anys havia estat castigada per la manca d'un poder democràtic i autònom, per la falta d'ambició i de projecte, per l'especulació i la desigualtat, per la negligència i la descurança . A partir de 1979, entre tots, vam saber fer una transformació que va situar Barcelona al mapa i que, alhora, va permetre que la ciutat renovada fos també, finalment, la ciutat que es retrobava ella mateixa. Ara són les millors ciutats europees les que es retroben a Barcelona, les que redescobreixen Barcelona í les que la prenen com un dels punts de referència. Quan vam cloure els Jocs, vaig dir que havia arribat l'hora de la cultura. De "farcir el gall", d'omplir les infrastructures que havíem creat. De passar de posar l'accent en l'urbanisme a la ciutat de la urbanitat ï del civisme. Civisme i cultura són els dos grans atots amb què Barcelona ha d'afrontar aquest fi de segle i començar, amb una esperança renovada, el segle XXI que s'inicia l'any 2001. La presentació de la candidatura de Barce ona com a Ciutat Europea de la Cultura per a l'any 2001 s'adiu molt bé aquesta voluntat, perquè reuneix en un sol projecte dues dimensions que, de fet, han caracteritzat històricament Barcelona: la cultura i Europa. La idea de designar anualment una ciutat que representés la cultura europea va ser de Melina Mercouri , una dona d'idees progressistes i una dona profundament grega i, al mateix temps, profundament europea. 4 �Per a nosaltres, esdevenir oficialment la capital cultural europea l'any 2001 significarà la ratificació, el corol•lari d'un model de ciutat que en els darrers anys ha mostrat les seves virtuts. Un model de ciutat que integra, que no segrega, que es reconeix en la pluralitat i len la tolerància, en la diversitat però també en la cohesió i en el consens. Barcelona, que és una ciutat de ciutats, s també la capital d'un país de ciutats. Catalunya, com Europa, és una xarxa de ciutats. I Barcelona n'és la capital indiscutible i indiscutida. La seva capitalitat no es limita al territori estricte de Catalunya, sinó que s'estén, generosament, més enllà. En primer lloc a la resta de l'àmbit cultural propi: de l'Alcoi de l'Ovidi al Vinaròs de Caries Santos, de la Xàtiva de Raimon a la València d'Alfaro i Calatrava, del Felanitx de Miquel Barceló al Perpinyà que es proclama ciutat de l'àrea metropolitana de Barcelona. I encara més enllà, fins a cobrir tot l'àmbit de l'antiga Corona d'Aragó, fins a Tolosa de Llenguadoc, Montpeller i Saragossa, i cap al nord d'Itàlia, que ens és tan proper culturalment. I Barcelona és, indiscutiblement, l'altra capital cultural d'Espanya -i n'és la capdavantera en el pla editorial, líric, teatral i artístic-, malgrat que els valors de la pluralitat cultural costin, com hem vist aquests darrers dies, d'arrelar. I és també, i aquesta és la nostra altra dimensió, la capital cultural de la Mediterrània. És aquesta dimensió, la dels quinze milions d'habitants (un cinc per cent de la població europea) de la xarxa C-6, la de l'altra capital d'Espanya, la de capital mediterrània, la que ens permet ser forts, la que ens permet tenir unes infrastructures potents i vitals: un Liceu, un Auditori, un Centre de Cultura Contemporània i un Museu d'Art Contemporani. I és aquesta crítica suficient perquè la dimensió, també, la que ens permet tenir la : creativitat, el soft que deia Ferran Mascarejl, faci funcionar el hard. L'any 2001 Barcelona tindrà en ple funcionament les infrastructures culturals -aquell ambiciós pla de 16 (setze!I) equipaments culturals que vam endegar arran dels Jocs- que li permetran ser una autèntica capital cultural europea: el MNAC reobert, el Liceu reconstruït i ampliat, el MACBa, l'Auditori i el Teatre Nacional, la Ciutat del Teatre a Montjuïc. Mentrestant, amb l'ajut dels promotors privats i dels diversos agents de la cultura, hem sabut crear un públic. Un públic cada dia més nombrós i cada dia més exigent: s'ha creat un cercle virtuós, en què la qualitat del teatre, de les exposicions, dels concerts atreu cada dia més públic, i en què aquest públic es torna cada vegada més entès i més exigent. �Crear això, els contenidors i el públic, no ha estat fácil, però ens n'hem sortit. I ara comenca una etapa en qué les idees són més importants que els diners, en qué la creativitat pot fer més que el pressupost. I les idees hi són. Són en aquest dossier que s'ha fet sota l'égida de la imaginació. Són en les ments i en les obres deis creadors d'aquesta ciutat, que ha estat sempre una ciutat que ha sabut que havia de caminar, tota sola, sense poder refiar-se totalment d'unes institucions que en moltl moments de la nostra història moderna no hem tingut, i que, per tant, ha hagut de fer-se una mica ella sola. Barcelona s'ha destacat sempre i ha de continuar destacant-se ara per la força, la inventiva i l'originalitat deis seus creadors, que són la garantia que Pedifici institucional que hem creat sera sòlid i tindrà vida. La imaginació al poder, deja un vell lema. Fem-lo realitati Ferran Mascaren, en qui jo vull personalitzar el meu agraïment a tots aquells que heu treballat amb entusiasme i rigor per confeccionar aquest dossier de candidatura, ha dit al final !de la seva intervenció que si continuem treballant com fins ara, unitáriainent i convençuts del valor de la cultura, guanyarem. Jo voldria corregir-lo: 1a hem guanyat. Amb aquest dossier ja hem guanyat. Perq4 aquí hi ha el projecte cultural per a la Barcelona del 2001. I el farem. La ciutat el farà, perquè surt de la ciutat, deis ciutadans que integreu aquest Senat nombrossísim i deis qui malden, amb la seva feílla de cada dia, per fer realitat el nostre somni: contribuir, des de la identitat a1 la construcció d'una identitat europea comuna que deixi enrera el segle dels extrems i iniciï, amb passa ferma, el segle XXI del civisme, de l'entesa, de la tolerancia, de la proximitat: l'Europa, en definitiva, deis ciutadans. Barcelona va demostrar al món, durant els dies màgics deis Jocs Olímpics, la seva creativitat, la seva capacitat d'imaginar, de somiar i de fer somiar. L'any 2001, constitituïda en una veritable ciutat europea de la cultura, Barcelona tornará a demostrar la força de la seva creativitat, la força de la seva imaginació, la força de la seva cultura'. Doncs que el Dossier que hem preparat per guanyar la nominació aplega el talent d'una gran part de les dones i els homes que fan cultura a Barcelona i a tot Catalunya. Un talent que emergeix dels creadors, dels artistes, també dels promotors i dels diversos agents que fan cultura. És a dir, de tots els qui donen{ carácter a Barcelona, a la nostra ciutat corn a ciutat de cultura, cultura entesa com a creativitat, innovació i recerca, capacitat per idear i imaginar. El dossier de Candidatura s'la mirada fet entre tots, des d'una respectuosa amb la nostra memò ri a col.lectiva, des d'una mirada inquisitiva sobre els reptes culturals del nostre temps, des d'una convicció absoluta sobre els atributs de la identitat cultural catalana, des d'una radical afirmació virtuts de la pluralitat cultural; des de les d'una fe profunda en la �20/04 '95 13:25 $4873369 Z 004 2001 BARNA 2014195---14:20---3 cultura com una eina essencial per millorar la nostra vida espiritual í material. Si em permeten els assenyalaré el que crec que és la segona diferència important de la candidatura de Barcelona. Barcelona ha considerat, precisament perquè estan inscrites en la seva ànima més profunda, Itotes les dimensions reals de la cultura del nou segle: Cultura són idees i són valors. Un ciutat cultural ha de ser capàç de contribuir a la distinció entre idees estructurals i idees de temporada, entre valors descolorits i valors valuosos i positius. La cultura és creativitat. Barcelona es proposa reivindicar la creativitat d'aquells que experimenten amb les paraules, amb les imatges i els sons. Cultura és comunicació. La cultura s'universalitza, és cort. Cultura es diàleg. I més que mai caldrà posar en primer pla aquesta dimensió del fet cultural. L'acceptació de l`altre serà un fonament essencial de la cultura del nou segle. Cultura és memòria. És a dir, la cultura també és mantenir una relació intensa, activa, reflexiva i generosa amb el pasat. Cultura és participació. Òbviament. S'han acabat els temps de les tecnocràcies que pensaven ï feien pels altres. Amb el canvi de segle, la cultura serà com mai l'espai de la preséncia activa dels ciutadans, ja sigui com a creadors, ja sigui com a espectadors compromesos. �20/04 '95 13:26 $`-18ï3369 2001 BARNA ZI 006 2014195---14:20---5 Valors, creativitat, comunicació, diàleg, memòria, R participació: aquestes seran les cliimensions que la cultura del tombant del segle considerarà. ot fa pensar, en canvi, que els anys vinents veurem defallir la cultura com a sinònim d'evasió. Veurem emergir, don cs, una nova cultura més i i més útil socialment. I específicament entre nosaltres veurem emergir, a més, la relació profunda entre la cultura i els altres dos fonaments claus de la candidatura de Barcelona: Europa i la imaginació. LA CAMPAÑA DE VERANO HA SIDO TAMBIÉN MUY POSITIVA. 7 �EL PANORAMA DE LA ACTIVIDAD CONGRESUAL ES TODAVIA MEJOR. EN 1992, BARCELONA FUE LA 7 1 CIUDAD DEL MUNDO EN ORGANIZACION DE CONGRESOS Y CERTAMENES NTERNACIONALES. PUES BIEN, EL PRESENTE AÑO, 1993, VAMOS A! CERRARLO CON EL DOBLE DE CONGRESISTAS QUE EL AÑO 1992, LA MITAD DE LOS CUALES SON EXTRANJEROS. �6. UN GRAN POTENCIAL DE CRECIMIENTO TODO ELLO CONFIGURA UN PANORAMA MUY FAVORABLE PARA EL CRECIMIENTO FUTURO DE NUESTRA CIUDAD. RECIENTEMENTE EL EUROPEAN ECONOMIC RESEARCH AND ADVISORY CONSORTIUM, ANALIZÓ LA EVOLUCION DE LAS 30 PRINCIPALES CIUDADES DE EUROPA Y CONCLUYÓ QUE BARCELONA ERA LA QUE TENíA UN MAYOR POTENCIAL DE CRECIMIENTO ECONOMICO EN LA PROXIMA DÉCADA. BARCELONA CRECERA, SEGUN DICHO ESTUDIO, A UN RITMO DE UN 3,4% ANUAL, MUY POR ENCIMA DE LAS CIUDADES TRADICIONALMENTE "ESTRELLAS" DE EUROPA COMO LONDRES (1,2 %), FRANKFURT (2,6 %). 9 PARIS (2,6 %) O �7. MUCHAS GRACIAS. �INTRODUCCION Dar la bienvenida a todos los presentes, presentar al Alcalde de Barcelona CONTENIDO: Barcelona ciudad capital de Catalunya ha asumido siempre más responsabilidades que los propios de una ciudad. Se ha considerado parte al tiempo que impulsora de los cambios y acontecimientos. Hechos como las exposiciones universalesi de 1888, 1929, etc. y más recientemente y ya en la democracia española, en 1981 su Alcalde Narcís Serra y su Teniente de alcalde Pasqual Maragall deciden proponer un nuevo impulso y un objetivo colectivo que compense la depresión producida en nuestro país por la larga crisis económica del petróleo (1975-1980) y además, el 23-f (y en Barcelona el asalto al Banco Central). Este objetivo tuvo un nombre: los Juegos Olímpicos. Barcelona 92. La ciudad de Barcelona fue un elemento decisivo para romper el pesimismo nacional de la crisis y las reconversiones (1980-1985). Por su lado la ciudad, tenía un doble objetivo recuperar su atraso histórico en inversiones en infraestructuras, y a la vez sanear unas cuentas que venían castigadas por el gasto público de la transición democrática. En la década de los años 80, además del esfuerzo de la preparación de los JJ.00. y de la consecuente transformación de la ciudad, Barcelona tuvo que afrontar el esfuerzo de equilibrar sus cuentas. A ello ayudaron tres elementos fundamentales: 1. la Ley de Saneamiento de las Haciendas locales, que en parte cubrió el desequilibrio histórico derivado de la transición. 2. La Ley de Haciendas locales que dio un nuevo marco fiscal a la Administración local y al Ayuntamiento de Barcelona. 3. Un esfuerzo de rigor, con un modelo del gestión propio, en definitiva, con un plan de racionalización que hiciera compatible el doble reto: el más visible, el de los JJ.00, y el de equilibrar sus cuentas. Para hablarnos en primer lugar de estos te as va a dirigirles la palabra el Sr. Joan Clos, Teniente de Alcalde de Economia. De biografia un tanto alejada incialmente ce los temas económicos, ya que es médico, pero que se acercó a los temas públicos a través de la gestión �Mayo 1992 PASQUAL MARAGALL i MIRA Nació el 13 de enero de 1941 y es el tercer hijo de una familia de ocho hermanos. Nieto del poeta Joan Maragall e hijo del senador Jordi Maragall. Está casado con Diana Garrigosa. Tiene dos hijas y un hijo. Es licenciado en Derecho y an Ciencias Económicas y Master por la New School for Social Research (New York). Se doctoró en Ciencias Económicas por la Universidad de Barcelona en 1979 con el estudio "Los pracios del suelo". También fue becado para un "stage" de seis meses en París. Entre 1965 y 1976 fue func ionario del Gabinete de Programación del Ayuntamiento de Barcelona. Ha sido profesor adjunto de Economía Urbana y Economía Internacional en la Universidad Autónoma de B rcelona y fue profesor de la Universidad Johns Hopkins de Baltimore (USA) durante el otoño de 1978. En 1979 se presenta en segun para las elecciones municip de alcalde de Organización y cabo una importante reforma o lugar en la lista socialista les en Barcelona. Como teniente Reforma Administrativa, llevó a dministrativa. Fue elegido Alcalde de Barcetlona el 2 de diciembre de 1982, en sustitución de Narcís S ra y fue confirmado en su cargo en las elecciones municipalles de 1983. Posteriormente ha sido sucesivamente reelegido en las elecciones municipales del 10 de junio de 1987 y del 26 de mayo de 1991. Durante su mandato se ha producido una renovación urbanística de la ciudad, reequilibrándose el centro y la periferia. El 17 de octubre de 1986 Barcelona consiguió la nominación para la celebración de los Juegos Olímpicos de verano en 1992. En estos últimos años, Barcelona se ha proyectado internacionalmente y se ha consolidado como una de las más importantes ciudades europeas. Es presidente del Comité Or ganizador Olímpico Barcelona'92 (COOB'92). En 1988, y nu evamente en 1992, fue elegido diputado al Parlament de Cat aluña. Maragall, delivered at the Congress "The City, the Engine behind Economic recovery" in Rotterdam , 30 Sept. - 2nd Oct. 1986. Mister Chairman, it is a real pleasure for me to be here in Rotterdam. Not for the first time, but to be here together with with ten other cities to, as I understand, talk about economic recovery. For me, cities have no borders, cities have no armies. They are simply different from each other. And they compete with each other peaceftil.ly on the basis of that difference and by means of wit, economy and effort. That is why a conference among cities tends to be a much more sincere framework for conversation than conferences between nations. Cities do not think in terms of survival, they do not act in terms of defense (this is not the role humanity has laid on them); so they intend to be comnpetitive by means of peaceful commpetition, imagination and creative factors. I tend to think about Europe which is, I understand, a framewark of this conference, as being mainly a system of cities. Two weeks ago I was in Vienna,in Austria, and I realized that we were about 300 km from Budapest and also 300 km or so from Prague and also 300 km fran Munich. And you can state, when you are there, or when you are in Ranstad in Rotterdam or when you are in the north of Italy or in the north of Spain, for that case, that there is no other continent that has such a structure of urban settings which makes it very particular. And I think this ís the best definition of Europe. That far more than being a system of nations or homelands or regions it ácts as a system of cities. Each of these cities is a jewel. But as poited out rightly, Mr. Chairman, they are very expensive to maintain. I think that we can ask ourselves if this fact is a liability or an asset. Of course I tend to think that assets are higher than liabilities. Let's reckon with the fact that cur agriculture in Europe is not productive in terms of comparison with agriculture of other continents. Let's reckon with the fact that we spend a lot of money to protect this agriculture. Around 50% of European Commnunity budget i s devoted to that purpose: protecting our food p roduction and raw material production. Why? Because, I think, and I hope that everybody will agree with me, there is a preconception dcxninating in Europe that food is safety. That in crisis one should take care of two basic things, that is, Load and armny. Of course this preconception can be discussed fresn an econcinid standpoint because armnies are not any longer those labour - intensive artifacts we were used to in history. It is not clear anymore that preconceptions made for the present political framework in Europe and in the wnrld are sound. Both in terms of a come -back to reality and in termns of priorities in public budgets. The fact i s that a lot could be said against reality where half of public funds are chanelled to protect agriculture. Why not protect cities? Why not admit that one of the assets of Europe is precisely the fact that we live in cities which have history, capacity to innovate, which are costly-of course-but can give back a lot. Why not admit that that in economnic thinking there is, of course, a school that says that basic production is first and agriculture is first and that humanity has gane forward every time there was an innovation in basic production. As a reference you can take such a thinker as J.Jacobs. He says that we should study the amount of influence that cities and urban concentration, people living together, have had precisely on agricultural revolution. She said that we should think about the agricultural revolution in the XVIII cent. which was responsible for our demx3raphical growth in a way. Being influenced isot only by the fact that some special discovery was made, say in Central Massive or in agriculture, but think of the influence of the fact that in Versailles some mixing of seeds was made that pernitted agricultural production to grow. Think also about Carl Kautíky at the turn of the century talking about "the agrarian question" which is not solved in Europe yet. �He also said at that tire, very optimistically, that new schools of agrarian technology in cities were going to provoke revolution in German agriculture. So we have plenty of examples of people who thought that cities and urban culture, urban technologies and urban assets should have more attehtion on the part of nations, on the part of humanity. Why not to think that Europe, I come back again to my main theme, should protect cities more than it does. Our constitutions and our electoral laws are biased in favour of the countryside. This is known to everybody. Therefore nobody should be surprised by the fact that our parliaments are more traditional than our people and vote laws which are more traditional than regular, popular thinking. That is due to the fact that fathers of our homeland have always thought, when writing constitutuins or basic laws, in terms of survival. Othsraise nations would not exist. Now the history id already there. In Europe they are established as nations. Why not to think of that factor as one influencing the amount of resources that voted to one side of the balance. Protection of agriculture, which I think has to be maintained, is probably going beyond the mark. I think, for example, of the fact that my city - Barcelonahas issued a small amount of 3 billion yen on the private market in Japan. That was the moment when dollar was going up and everybody was thinking of other sources of finance. Then Japanese market was offering fixed interest rates and even with the risk of a change that was convenient. And we tried. We did not go to the private market, to the samurai market, which is much more difficult to get in but we went into the public market for 3 billion yen which is not much. I was told by a Japanese agency that the nroney which was going to come up to this market to buy up my bons was the money from agrarian saving banks in Japan. The reason for that was that the price of rice was protected in Japan at that moment. Because there was no eminent quantity of crops that year those savings were devoted to finance, for exanple, highways in Barcelona or urban investment in Barcelona. I think that this is not a bad way. But I would like to stress that it is a long, cumbersome and conplicated way of financing which should not be forgottedn, which should exist, but should exist tcigether with more straightforward ones directing savings in the country to the cities . Some people think that there is a lot to be discussed in this sense in Europe. But sane of our friends, out of Europe, think the same. When I was in Niontevideo,one and a half year ago, to sister my city with Montevideo, President Sanginetti told me that I was entering the market which is discriminating them. Because European market is pioducing meat for about a hundred and fifty and Europe is selling meat in Urugway for ninety. So that we are ruining their agriculture and and we are ruining ourselves because we have to subsidize those agricultural producers selling to his country. So the agricultural protection in Europe is not only a problem for cities in Europe but also a problem for other countries as well. I am not sure if the fact that Europe should cease exporting those surpluses would be a solution for a while or a solution for the rest of the countries producing cheap food. It is not that . I think rather that this solution could not come out of export from countries with their present standard. It is not sensible that Argentina, Urugway, Mexico, for that matter, can export a lot of stuff to finance their industrial imports. Probably the solution is in another li.ne. In the line that the Baker plan or others have thought in terms of sending capitals to those count"ri.es to make real assets into production. I do not thil,k that we should suppress agricultural protection. ESpeciAlly when only main agricultures in Europe are already in, and I am thinking of Spain and Portugal as well.So now when we are together and no more of these camplicated questions have to be asked we could think about limiting the power or the dinension of those agricultures on European budget or else the European assets, our assets, will not be profitable as much as they could be. The come back to the role of cities and local governments in Europe in a more practical way will be, I guess, the subje^^ tter of your discussions frean now on. We know that the current mood, left and right, is that of the regulation and one of the free cotmpetition. Cities are midway between state and a citizen. Between general and particular. They are markets one way or the other. I would like to explain how I undrestand it. I do not agree with those who talk about the state as thé "bad one" and about individual initiative as the "good one". Initíative �is very important but one should not forget that between individ»al s and the state there are other things as well. It is not eniplty there. There are cities, other regional and local governments and this is not olear that all irka governmPnts share the same characteristics and that one can apply the same dictum to various states or cities. First of all, people buy and sell by moving and staying or coming back.I will always renrember my staying in the US for three years and studying urban econcanics there. I was learning about the traditional American problem which is of a central city being poor and suburb being rich - which is the cohtrary of my country in the origin. I came back and visited Rotterdam about 10 years ago and noticed that the American dilemna has arrived in Europe too. Then Rotterdam was facing the problem of people going away to the suburbs or even beyond the borders of the metropolitan area. I remeber ver well a survey made by two Dutch (?) in which they made a very specialists: Pieter de Vonk and Patrick good measurment what rretropolitan areas were. I think that we are now very poor '. in this kind of information. Ccxriparisons between cities on the international level are not developed. There is no statistics about it. It seems incredible but this is a fact. The reason for that is that political borders falsify all comparisons so that there is no cammon language to talk about these cities statistically and which were in a meaningful way. The Dutch specialists made a few attempts . very succesful. They compared metropolitan areas in central cities in the US and in Europe and they came to a conclusion that, also in Europe at that time, central cities were going down, metropolitan areas stagnating and outer rings growing. (Data were from the period 1970-1975). So already at that time. However not in all areas in Europe.Southern countries like France or Soain were not in that rriood. yet. They are now. Barcelona is losing population in the central city while the metropolitan are of 3 million people does not change.It is growing a little bit but not much. So 10 to 12 years ago we enteréd the American dilema. Even in Meditterranean countries where,as you can imagine, the centre has a tremendous attraction sociologically speaking. Everybody tends te go to the centre. Much more than in America. This is the problem with whi.ch we are faded. One of recoverïng cities. And there is another problem, which is the title of this conference, namely cities as a tool ofrecovery of the nation or of Europe if you want. And this is not impossible to tackle at the same time. The only thing we have to do, to begin with, is to reckon with problems wehave and the framework we are in. And one is a political franework about which I was talking at the beginning, the second is the lack of statistical tools of analysis. Fortunately enough at a conference held in Barcelona in May, and sponsored by the UN Fund for Population, the decision was made to conduct the world urban survey, which is being done now. It regards cities in three levels. "C" is centre or central city, "M" is strictly metropoiitan area in the sense of some existing political arrangements which ,nnre or less, exist at the planning or at the government level everywhere. The third level is "R" far region: broader metropolitan area With all the hinterland. This is being conducted right now. After the research we will be able to talk about cities in the world and of the meaningful phenomena like those of density and congestion cost. And, of course, benefits.We cannot taik meaningfully about these phenonena if we do not have the units of analysis well defined. And this is what we will achieve after this research. I think, to end, that in this conference we should claim for an increase in the share of cities and local governments in European public expenditure. As well at the national level as at the European level itself. That would be the first thing. The second proposal is to gain confidence and trust in cities acting as efficient innovators, helping economic recovery and acting as uniformity breakers as I would like to call them. It has been agreed that the good array of systems of local governments acting in this way has effects which can be compared to those of the amount of money growing. I believe that. I believe that local governments act on a level of consciousness which is that of expectations and real day-to-day �life. So they can create different psychological moods in a society. Not always, but they are able to do this. So I would emphasize again the idea Of gaining confidence and trust for cities acting as efficient innovators and uniformity breakers. In this sense they are acting like prívate firms. They are not big bureaucraciés and they can be campared with each other. The public sees the effect and the cost of the production of local goods, so they can act in the way of creating confidence. Third suggestion is that we should admit risk taking. Wé should admit that cities can take risks and should undertake them and participate along with private agents in risk taking ventures. This is the way we do it in Barcelona as you will know from the follow-up of this conference. We do it through an array of various devices, one of them being a private firm which is called Initiatives Inc. which capital is owned by the city. The firm mixes with private capitalists temporarily to help them to solve their uncertainty problems and the beginning problems and then to quit. This is going to be the role of the city in this sector. To do and to accomplish this cities, let's be frank, should create a lobby in Europe. Why not a cities'lobby in Europe?. Let's think of a lobby in very practical terms - in European Parliament in Brussels. Why not? Why should we allow the fact that half otEuropean budget goes to agriculture and then to social fund, which I am not against, decided by centre and by nation states. Then th regional policies decided by, again, national governments and the centre in Brussels. Why not let European cities do their 'lob? And have a little bit more of resources of that European budget. The lobby is possible. On the other hand we have more and more mayors being European Parliamentaries as the case in Milan. Tognoli is not here but others are coming probably so the voice of cities can be heard in European Parliament and in European bureaucracy if you want. Let's think about urban renewal and urban technology fund. Why not? It does not exist. Of course sane cities have got sane money out of Brussels, to speak that way, by knowing complexities of those lobbies and corridors. But this is not the kind of language I am taiking about. I am talking about the decision of Europe to take the advantage of the fact that it has the best system of cities in the world. So why not to talk about urban renewal and urban technology fund?
