No fiscals volia dir les potser menys importants, i remirant aquelles ordenances, aquell Tinent d'Alcalde va trobar que hi havia una que deia que estarien exemptes de l'impost d'edificacions o de constriccions aquells propietaris que netejessin la façana del seu edifici durant la Festa Major. Aquesta era l'ordenança vigent encara l'any 1979, tot com si fòssim un poble d'Andalusia del segle passat. Regirant aquesta ordenança va ser com, primer a través d'una campanya de neteja, que si no recordo malament va protagonitzar l'enyorada Mary Santpere -amb una escombra escombrava les Rambles, alguns de vosaltres to recordareu-, en Ferrer Viana hi va començar. Després, vam canviar l'ordenança de forma que es va dir als ciutadans i es va anunciar en els diaris, que podien fer façanes sense pagar cap mena deimpost. La sorpresa del pobre ciutadà que va intentar-ho va ser que immediatament li va caure al damunt una inspecció i un impost que no havia estat percebut per aquell encara inexpert Tinent d'Alcalde. Així li va caure a l damunt en forma, sinó de sanció, sí en tot cas d'avis per part de l'administració, que estava faltant a una de les seves obligacions; tenia que pagar, no l'impost de construccions, però si l'impost de tanques i valles. Aquell home va escriure al Tinent d'Alcalde i li va dir "aixó que vosté diu al diari no és veritat perqué jo he de pagar". I tenia tota la raó. I aleshores va ser quan es va ¡començar a aprofundir, i és així com les coses es fan. Quan realment es desenpellega tot el mecanisme que fa que les coseses paralitzin per convertir-lo en mecanismes que facin que les coses siguin possibles. �Aquí va comparèixer aleshores ten personatge absolutament crucial, en Josep Maria Serra i Martí. Recordo, perquè ara és el moment de recordar-ho i de dir-ho, que s'havia oposat fermament a aquella campanya de neteja, perquè li va semblar que no era prou adient amb l'organigrama que existia. Era un home de geni, no era només un home de passió i de sensibilitat; també era un home de geni, i sense aquell geni no hagués fel tot el que va fer. De fet, la campanya haurà estat una de les millors expresions de participació ciutadana en allò;que la cultura urbana té com a més genuí, que és el paisatge urbà. La campanya ha significat una mobilització formidable d'energies ciutadanes, traduïda en la recuperació del paisatge urbà,í i que ha produït l'admiració dels visitants de la ciutat. Ellsihan descobert el que nosaltres hem redescobert. S"ha creat un ambient i s'ha arrelat una cultura de la conservació. Després dels Jocs olímpics continuen les realitzacions, Barcelona segueix posant-se guapa. La campanya no acaba, cont.nuarà sota altres fórmules. La il.lusió per la ciutat que, la campanya tant ha ajudat a desvetllar ara ja té un impuls propi i va endavant. Aquella il.lusió que va esmerçar-hi Serra i Martí quan deia, i el cito textualment perquè són unes paraules encantadores, diu, "he hagut d'inventar paraules noves i recórrer en ocasiona al bagul dels records més íntima i personals per posar-me a l'alçada de la il.lusió amb què ens han ofertIcada patrocini." Vull, amb el record d'aquesteÓ paraules, agrair la col.laboració de tots: professionals, mitjans de comunicació, patrocinadors, regidora, empreses, funcionaris -molt particularment els nostres funcionaria, tantes vegades oblidats-, per la feina que han fet. Si vostès veiessin l'espectacle que molts estan veient, que jo veig des d'aquí i del que vostès formen part, entendrien perquè aquesta ciutat, enmig d'una circumstància econòmica difícil, continua essent optimista. La millor força que hi ha, la"més important, la imbatible, és la complicitat. Quan en una ciutat hi ha complicitat, totes les coses són possibles, i Barcelona ho ha demostrat i ho seguirà demostrant. El^ paper de motor corresponsable, de punta de llan^a i suma i compendi de tot el país. Avui, peró, en la solemnitat que revesteix l'acte de presentació de les conclusions dcl Pla Estratègic de Barcelona, vull fer explícit aquest compromís i aquest oferiment de la ciutat al conjunt dcl país i a totes les ciutats i pobles del territori: El Pla Estratègic ho és d`una ciutat que té plena consciència de ser capital de Catalunya. Es un pla pensat per donar resposta als grans reptcs que té com a ciutat. Peró, a més, és un Pla per una ciutat que s'ofercix al país, conscient de ser-ne el motor i l'aparador davant del món. Des de l`Ajuntament de Barcelona, institució que ha impulsat el Pla Estratègic, estem conven^uts que aquest instrument, la seva selecció d`objectius i les seves possibilitats de mobilització d'esfor^os, constitueix un factor d'equiIibri per al conjunt del país. `, ^J No pot ser d'alt^a manera. Des de l'Ajuntament de Barcelona ensés impossible concebre una actuació de govern de la ciutat que fomenti els desequilibris ° de Catalunya. Pensem en les grans actuacions en marxa i en alguns dels projectes que té la ciutat. Compor en ' ^sistemàticament un efecte de difusió, un efecte d'extensió de les possibilitats, una millora de les oportunitats per a altres parts del territori. No cal posar massa exemples per veure-ho: La gran operació dels Jocs, l'extensió de la Fira, la xarxa de metro, les localitzacions industrials (podriem destacar aquík el cas dc Gates Rubber...). Barcelona aprofita, per tant, aquesta ocasió per reiterar amb tota solemnitat que persisteix en el seu esfor^ de creativitat i d'impuls. 8arcelona demana només que aquest^ actitud d'oferiment sigui no solament entesa sinó potenciada. I davant d'aquesta generositat, el país només pot reaccionar de dues maneres: o bé reconeixent aquest cor, aquest motor com a pro ^ i i ^aprofitant els beneficis qued'aquest impu1s se'n desprenen o bé amb malfian^a i recel. Barcelona sap que la reacció serà positiva. Que de l'impuls de la capital en prenen benefici i exemple moltes altres ciutats del país . Recentment n'hem tingutexemples com el Pla de Santa Coloma, o el Pla estratègic Bages 2000, tots dos confegits amb la ^ol^laboració dels responsables del Pla Estratègic Óe Uarce^ona. Peró no es tracta només de beneficiar-se dels plantejaments que la capital fa sinó de les realitats que se'n desprendran: si la ca^ital millora les se^es infraestructures de comunicació, les culturals, la s^^a oferta lúdica, la seva capacitat ó'innovació tecnológica, etc. ho fa per a tot el país. Ja durant els Jocs Olímpics vaig anunciar el meu desig en el sentit qu els voluntaris olímpics i paralímpics segissin treballant per la ciutat un cop finalit ats els Jocs. D'aleshores ençà han anat sorgint diferents iniciatives, moltes d'el es deis voluntaris, que confirmen q propis no anàvem errats quan dèiem que la voluntat d4 participació en la ciutat dels voluntaris no s'acabava a l'estiu del 92. L'Ajuntament no ha deixat de col.laborar, com no podía ser d'altra ma era, en totes aquestes iniciatives, que, al capdavall, són en benefici de la ciutat. I també ha ajudat a les entitats de voluntariat les recuperar per a seves activitats boña part de voluntàries i voluntàris olí ics. A més, com sabeu, vam voler que una plaga la ciutat estigués dedicada vam convidar als voluntari les als de voluntaris, dels Jocs a la festa de l'estació del Nord del passat dia 2 �de novembre, quan es va celebrar el día internacional del voluntaria A partir relacionades d'ara, amb totes les iniciatives la c ntinuïtat dels voluntaris olímpics i paralí pics les canalitzarem a través de l'Oficina de Dinamització deis Voluntaris Olímpics, qUe dirigeix el Sr. Jordi Serra, i que passarà a formar part de la Fundació Barcelona Olímpica, fundació que les diferents institucions co sorciades en el COOB-92 van decidir de crear Aquesta oficina realitzarà ttsques de formació i motivació dels voluntaris, publicació i seguirá fent editará una pont amb les entitats de voluntariat actualment existents. Per a coordinar el treball de l'oficina hi haurà un Consell Assessor, el qual formaran part la Gep ralitae Catenya, el govern espanyol i les Comunitats Autònomes.
