Brussel·les | 07/02/2006 Estimats amics, senyora ambaixadora, senyor comissari, senyors diputats, senyores diputades, estimats amics. És ja una obligació aquesta cita que es va repetint i que ens permet fer arribar el que s'està fent a Catalunya i també saber, efectivament, com està anant la nostra representació aquí, com està defensant els interessos, els nostres interessos. Jo crec que estem aprenent, que Europa és un procés d'aprenentatge amb tota sinceritat, que ho és per tothom, ho és per nosaltres, però ho és també pels països europeus. Aprenentatge que no sempre està desproveït d'algunes lliçons de militars com les que darrerament hem tingut amb les conseqüències del referèndum francès, i la comprovació de que el procés no era tan lineal, tan senzill, tan optimista, tan fàcil com s'havia previst, però, no per això, més exempt d'interès i d'obligacions per tots nosaltres. Ha passat un any des que es va commemorar que Espanya feia vint anys que era membre de ple dret de la Unió Europea, i el proper mes de novembre celebrarem els 20 anys d'aquesta Oficina a Europa. Oficina que, des de juny de 2004, va passar de ser una Delegació del Patronat Català pro Europa a ser una Delegació del Govern català, tancant així el període d'afermament de les relacions entre Catalunya i la Unió. Què ha passat en aquests vint anys? Europa ha doblat els Estats membres de la Unió; dels dotze n'ha passat a vint-i-cinc. Espanya ha passat de ser un país receptor a ser un país dinamitzador, que aprofita les oportunitats del mercat únic, i a començar una nova situació en la qual haurà de ser país contribuent. Catalunya ha pogut normalitzar i institucionalitzar les seves relacions amb Europa, amb una embranzida recent important en matèria de reconeixement del català a Europa, que per nosaltres ha estat, ho diré clarament, una comprovació de que efectivament el reconeixement de Catalunya com a nació era un fet, no només a Espanya sinó a Europa. Ens plantegem doncs, a partir d'aquí i del projecte de l'Euroregió, del qual ha fet menció la delegada del govern d'aquí, una presència cada cop més important per nosaltres, i cada cop més valuosa, en una Unió Europea entesa com a unió de pobles. A nivell català, l'atenció està fixada sobre el nou Estatut. Un nou Estatut que obre una etapa nova de governabilitat catalana, que també s'ha d'entendre en clau del conjunt d' Espanya, dels pobles d' Espanya, i que tindrà un efecte, que està tenint, ja ho veiem, sobre el conjunt dels pobles d'Espanya i també en clau europea. És un Estatut que ens dota d'instruments que faran possible que Catalunya jugui a fons el seu paper allà on li toca, per exemple. en el camp de l'Euroregió; per exemple, en el camp dels eixos infraestructurals. No ens enganyem, l'existència d'Europa és cada vegada més un futur que implica canvis en la manera com enfoquem les nostres polítiques a nivell estrictament polític, però també a nivell econòmic i a nivell estratègic. Crec amb tota sinceritat que en el futur, gairebé per definició, Europa té una responsabilitat enormement clara i important, i està en les nostres mans fer-la possible. Europa té l'oportunitat de convertir-se en un referent en el món, en un país amb una dimensió que està adequada a les que ens obliguen a tenir, per dir-ho d'alguna manera, a les nacions clàssiques, les nacions més grans, Espanya, França, Alemanya..., al mercat mundial, al mercat econòmic i al mercat polític. És evident que l'existència dels Estats Units d'Amèrica i dels grans països asiàtics ens obliguen d'alguna forma a posar en comú elements de la nostra economia i, en definitiva, també elements polítics per poder ser políticament i econòmicament competitius. Vull dir-vos en aquest sentit, clarament, que l' existència de la Unió Europea i la seva ampliació ha canviat profundament la relació entre Catalunya i Espanya. Com ha canviat segurament la relació 1 �entre Baviera i la República Federal, potser una mica menys, però també dic menys perquè allà el caràcter federal de la República era més i discutit. Perquè d'alguna forma Europa substitueix a Espanya; fa coses que abans feia Espanya, en matèria de moneda, i, en el futur, segurament en matèria de defensa, però no substitueix en canvi les coses que fan aquelles unitats que estan per sota de la unitat d'Estat, no substitueix Catalunya per dir-ho d'alguna manera. I en aquesta mesura, Catalunya s'ha de relacionar directament amb Europa. De vegades, quan dic aquestes coses, se m'entén malament. Una vegada vaig dir "Catalunya és Estat" i, quan deia que Catalunya era Estat, estava afirmant que Catalunya era lleial a la construcció d'un Estat de caràcter plural, de l' Espanya plural. I molts van interpretar que jo estava dient que Catalunya era un Estat. Bé, si nosaltres fóssim una unió de caràcter federal probablement ho seríem, però no es tracta d'això; jo el que estava dient era que Catalunya formava part, i d'una manera fonamental, del que era l' Estat Espanyol. I dic el mateix respecte d'Europa. Catalunya s'ha de relacionar doncs amb la Unió; potser no ha de tenir o no tindrà les competències que té, per exemple, la regió de Brussel·les, de la qual se'n parla aquí més, però a Espanya i a Europa potser menys que a Catalunya, perquè jo recordo ja fa temps sentir al president de la regió de Brussel·les dir-me que havia firmat un tractat comercial amb la Unió Soviètica en aquell moment. A això no hi arribarem, però per descomptat que si no arribem a les competències que tenen les regions belgues, o que la regió de Brussel·les tenia en aquell moment, és evident que en tenim i de molt importants, que en tenen un camp de realització que és europeu. Per Catalunya tot això, aquest canvi de dimensions, el fet que l'Estat que tenim al damunt no sigui només l' Estat Espanyol sinó la Unió, representa l'obertura d'una sèrie de prospectives enormement interessants. Crec que a Europa també l'hi és interessant el fet que hi hagin unitats que no són les estrictament estatals tradicionals, que juguin al joc d' Europa. Perquè Europa, a través d'aquesta presència de les regions, comitè de les quals vaig poder presidir com saben vostès durant un parell d'anys i del qual vaig ser vicepresident dos anys més, obté el feeling real. Les regions europees li donen a Europa el feeling real de la seva diversitat d'alguna forma. Pensin que cada dia la globalització representa més la desaparició de la diversitat. Ens deia un expert gal·lès, a Barcelona, amb motiu del Fòrum, que cada any desapareixia un nombre important de llengües al món; és a dir, hi ha un nombre determinat de llengües al món que es pot anar comptant i cada any se'n perden. Podríem anar quasi quantificant la pèrdua de diversitat en el món a través de la globalització. I bé, d'alguna manera, el fet que Europa es relacioni amb les seves regions, amb les seves comunitats autònomes..., dóna a Europa un feeling de la seva diversitat, una profunditat a la seva existència com a unió, enormement més profund i més interessant. Això que passa amb les llengües passa també amb l'economia. Si un govern, regional o autonòmic, vol ajudar l'economia del seu territori, en el marc de l'economia europea, per descomptat que ha de comptar que la dimensió de les seves empreses probablement hauria de ser més gran. Ho dic perquè a vegades, quan es discuteixen temes com alguns dels que han aparegut en els diaris aquests dies respecte la mida de determinades empreses o fusions d'empreses, es tendeix a polititzar aquesta qüestió com si fos un tema de rivalitat entre regions, i no, és que Espanya necessita tenir empreses que tinguin la mida europea, i si no les té, no serà important en el mercat real, que és el mercat comú. De manera que podem esperar que no sempre en la mateixa direcció, des del punt de vista geogràfic, potser és el de menys des d'aquest punt de vista que estic parlant ara, el que hi haurà d'haver són fusions d'empreses importants a Espanya, perquè les empreses espanyoles puguin ser de la mida que Europa està exigint per ser competitius. De manera que menys discussions respecte de la paternitat, del nom o de la comunitat autònoma en la qual això es produeix, respectant totes les regles de la competitivitat i de les comissions que es dediquen a vigilar que tot això no sigui una concentració de poder excessiu. Però que vol dir 2 �concentració de poder econòmic a Espanya quan on estem és en un mercat europeu? Vol dir simplement que hauríem de tenir i tindrem, i estem començant a tenir, empreses de mida europea. Aquesta empresa que s'està creant per exemple en el camp energètic, serà una empresa que estarà en el segon lloc europeu i en el cinquè del món suposem. És que ens hem de privar que Espanya tingui aquestes empreses? És que pel fet que tinguin una certa coloració autonòmica no és bo per Espanya que això sigui així? Vostès que estan aquí entendran perfectament el que vull dir quan dic això. Mireu, en tot aquest escenari, Catalunya vol formar ella mateixa una empresa, vol fusionar-se també com a empresa amb unes altres regions europees, algunes d'elles espanyoles i altres no, amb l' Aragó, amb les Illes Balears, amb la Comunitat Valenciana. Inicialment havíem pensat que podia ser, però actualment és una mica difícil, amb Midi Pyrénées i Languedoc- Roussillon. Estem parlant d'un conjunt de quinze milions d'habitants; estem parlant d'una regió europea que ja té també, com les empreses, la mida que es necessita per ser competitiu políticament, per dirho així, a Europa. El procés és lent, i aquests processos, per descomptat que s'han d'enfocar amb modèstia, però al mateix temps amb ambició. Aquesta ambició hi és, farem una reunió d'aquí a pocs dies, anualment ens anem reunint, i en aquesta reunió evidentment parlarem de coses que són interessants per cadascuna de les regions, però que progressivament van interessant a les altres, no solament a aquella en la qual s'ubica una determinada infraestructura. Som conscients també a Catalunya, també a l'Aragó, també al Midi Pyrénées i al Languedoc Roussillon, i a les Balears, que ens uneix una colla de factors que fan que Europa pugui tenir una centralitat, per dir-ho així, de segon ordre si vostès volen, que pugui ser competitiva amb les grans centralitats europees que ja coneixem. Deixi'm acabar dient que és un plaer estar aquí amb vostès, que cada vegada que he vingut aquí m'he sentit perfectament a casa per raons molt diverses; primer, perquè hi havia passat molt de temps, però també perquè en aquí veure tants catalans, per una banda, tants ciutadans espanyols també, representant a Catalunya i Espanya a la UE em fa sentir que realment estem en allò que hem d'estar i que estem parlant a persones que estan justament en el lloc, i donen per entès el que jo els hi estic dient, cosa que, a vegades, a Catalunya i a Espanya, és molt més difícil d'aconseguir, que t'entenguin. Sr. Alcalde - Salutació de benvinguda a tots els assistents a l'assemblea anual de la Secció Europea de lai Comissió Trilateral. Agraïment per haver triat Barcelona com a seu d'aquesta reunió. La ciutat s'ha esforçat mol en aquests darrers anys per a poder acoliir reunions d'aquestes característiques. La ciutat comenca a sentir reconegut el seu esforç. - Després deis Jocs Olímpics, que han consagrat internacionalment el renaixement de Barcelona, glie avui és reconeguda com una de les ciutats mes dinàmiques d'Európa, ens hem marcat un nou objectiu. La Barcelona de 1993 es proposa ser un pol económic i estratègic important de la nova Europa, 1 la Porta del Sud d'Europa. En la situació general de criSi de l'economia internacional, Barcelona no ha deixat de banda el llenguatge de l'optimisme. No volem ser pessimistes. babem que per anar endavant cal començar per proclamar-ne la confiança. - Jo creo que aquest és l'espeirit actual de les ciutats i les regions d'Europa, que els dies 20-23 d'octubre, la setmana en; �trant, celebrarem a Estrasburg els XIX Estats Generals deis Municipis i les Regions d'Europa. Barcelona, a través del seu alcalde, presideix el CMRE i nosaltres ho interpretem com un reconeixement de l'impuls que la nostra ciutat ha donat al projecte europeu de les ciutats. El lobby de les ciutats és important avui a Europa: el grup Eurociutats, la col.laboració entre Ciutats i Empreses, la col- / y.,s2, vgr)( r \*k P a,,k,...)k-eij - Deis XIX Estats Generals dels Municipis i les Regions d'Europa, que celebrarem ciutats regions la setmana que ve a Estrasburg, n'ha de sortir, ben probablement, un nou impuls per la unió d'Europa. Els meus predecessors a la presidencia del CMRE solen recordar, sovint, com la col.laboració entre les ciutats i les col.lectivitats locals var ser en l'origen de l'esperit europeista. A mi m'agrada dir que l'Europa de les ciutats és la xarxa de seguretat de la unió europea. Europa és una xarxa de ciutats, antiga i potent, decisiva en la formació de la nostra civilització, del nostre sistema polític i de la revolució económica que és en l'origen de l'Edat Contemporánia. 1 Les ciutats s'ofereixen als Governs i a les empreses per a posar-se a col.laborar en el procés de ressorgiment econòmic. 2 �Les ciutats també poden fer una certa política económica i in dustrial, poden ser motors morals i materials de la reactivació i de la renovació. Amb el Tractat de la Unió Europea, que incorpora el principi de la subsidiarietat, les ciutats 1 les regions han vist reconegut el seu rol en la construcció europea. - Els reitero la benvinguda, l'agraïment i l'interés de la ciutat per la seva presència a Barcelona. Celebero especialment poder-me adreçar a vostès en el lloc on som. Aquest Gran Saló Oval del Palau Nacional que avui ens acull és un símbol de l'esperit de Barcelona. Hem convertit el Palau Macional, que és una herència de l'Exposició Universal de 1929, en una de les peces importants de la ciutat postolimpica, com a seu del Museu Nacional d'Art de Catalunya. Aquest edifici alberga mostres excepcionals de l'art románic i gótic, que constitueixen una de les nostres aportacions més significatives a la història de la cultura europea. - Els Jocs Olímpics varen ser el nostre gran pretext per encarar ! el futur. D'aquell éxit en feM una carta de presentació a les institucions internacionals, als governs i a les empreses. 1 Després dels Jocs Olímpics, Barcelona ha mantingut un alt nivell d'activitat económica i han continuat endavant la majoria �de projectes d'inversió pública i privada, malgrat que alguns problemes aguts ens preocupen de manera important (al.lusió a la crisi de Seat) Creiem que Barcelona està en condicions d'ajudar a empènyer la sortida de la crisis. LA PROPUESTA HISPANO-ITALIANA DE UNA CONFERENCIA DE COOPERACIÓN SE VIO FRUSTRADA, TEMPORALMENTE, POR LA GUERRA DEL GOLFO, UN CONFLICTO QUE PONIA DE RELIEVE "LA AUSENCIA DE UN SISTEMA EN ESTA REGIÓN PARA PREVENIR Y HACER 3 �Ajuntament de Barcelona GABINET DE L'ALCALDIA FRENTE A LAS CRISIS" A LA QUE FERNANDEZ ORDOÑEZ HABIA HECHO REFERENCIA. LA CONFERENCIA EUROMEDITERRÁNEA SUPONE, PUES, UN RELANZAMIENTO DE ESTA IDEA . UN PRIMER PASO HACIA EL ESTABLECIMIENTO DE VÍNCULOS FUERTES Y ESTABLES ENTRE LAS RIBERAS NORTE Y SUR DEL MEDITERRÁNEO. QUE LA CONFERENCIA SE PRODUCE EN UN MOMENTO OPORTUNO, QUE HAY UNA ENORME RECEPTIVIDAD Y UN ANSIA DE DIALOGO SE DEMUESTRA POR LA MULTITUD DE INICIATIVAS PARALELAS QUE HAN SURGIDO. INSTITUCIONES PUBLICAS REGIONALES Y LOCALES, ENTIDADES PRIVADAS, ORGANIZACIONES NO GUBERNAMENTALES HAN PUESTO EN MARCHA MULTITUD DE ACTIVIDADES. UN EJEMPLO DE ESA ILUSION ES LA CONFERENCIA DE CIUDADES DEL MEDITERRÁNEO QUE SE CELEBRA ESTOS MISMOS DÍAS ENTRE NOSOTROS. LAS CIUDADES SON ESPACIOS PRIVILEGIADOS PARA EL DIÁLOGO, PARA EL COMERCIO DE LAS COSAS Y DE LAS IDEAS.
