Esta cludadlia sido siempre europeista, ha sabido siempre-lie-sTilugarc sé encuentra en Europa. Y ha sido y es una ciudad progresista, abierta, dinámica y tolerante, que os recibe con todo su afecto. Quiero, en particular, dedicar un es-p-édal saludo a los parlamentarios socialistas de Austria, Finlandia y Suecia, los nuevos socios comigiitaifos, ¿fue se reunen por vez primera con los demás companeros fflera de las sedes habitualesdel Parlamento Europeo. _ La Barcelona con que os habéis encontrado es una ciudad que ha sabido renovarse en profundidad, y que, al renovarse, ha podido reencontrarse a sí misma. A lo largo de este proceso de transformación, Barcelona ha demostrado que es capaz, que las ciudades son capaces. Que tienen futuro. Y que el futuro de Europa pasa por las ciudades, porque las ciudades son su alma. Barcelona se siente legitimada hoy a ser portavoz de las ciudades europeas. Europa es im-sistenia--de ciudades, es el4ontinente urbano por excelencia" £n el proceso de 'construcción europea, las,eiudades tenemos muchoAue decir. Barcelona reclama, al lado de las demás fuerzas Municipalistas y 'regionálaiséüopeaS, una Europa de los ciudadanos. Y se ofrece a co— nfribuir a ella desde la convicción que hay que ver en la ciudadanía, y en el poder local, que es el más próximo al piudadano, una de las claves que harán posible esta nueva Europa. En su primer año de funcionamiento, el Comité sé-Fia-ifíslifiTcionalizado y se ha puesto en marcha, no sin algunas 1 �dificultades, unas de orden práctico, otras, no hay que ocultarlo, de orden político. Todos trabajamos para la Europa de los ciudadanos. Las instituctone son instrumentos, no fines en sí mismos. El Parlamento Europeo y el Comité de las Regiones, cada uno en su lugar, son complementarios, y no se excluyen como algunos pretenden. En este sentido, quiero brindaros toda la colaboración del Comité de las Regiones para trabajar conjuntamente en la revisión del Tratado de la Unión que deberá abordar la conferencia intergubernamental de 1996. Creo que sería importante establecer una lista de posiciones comunes en cuanto a esta cuestión se refiere y, en este sentido, puede ser positivo el intercambio de los trabajos que sobre la revisión se vayan realizando En esa perspectiva, Barcelona quiere Ilamaros la atención sobre dos cuestiones que constituyen los ejes de su reflexión y de su actuación como ciudad europea. En primer lugar, quiero reiterar nuestra convicción que la Europa de los ciudadanos sólo se podrá construir con garantías si también se construye desde las ciudades, contando con las ciudades, aplicando el principio de la subsidíariedad que prevé el Tratado de Maastricht (y que nosotros preferimos llamar por el nombre más transparente de principio de proximidad) no sólo del nivel comunitario al de los estados, sino también, del nivel de los estados al de las regiones y los poderes locales. En segundo lugar, quiero subrayar nuestra convicción que Europa debe mirar cada vez más hacia el área mediterránea. Ayer mismo tuvimos una 2 �muestra palpable de este interés en las palabras de nuestro nuevo presidente del PSE, Rudolf Scharping, y del presidente del gobierno español, Felipe González. Este mediodía, en el Ayuntamiento, hemos inaugurado una Conferencia de Ciudades del Mediterráneo, que servirá de excelente prólogo a la Conferencia Intergubernamental Euromediterránea que se celebrará a mediados de noviembre en Barcelona, convocada por la presidencia española de la UE. Barcelona renueva así su ofrecimiento como plataforma para el diálogo y la cooperación en el área mediterránea, donde ejerce progresivamente una capitalidad económica, cultural e incluso, cada vez más, política. Nuestra voluntad es también contribuir a la formación de la identidad europea. Es por ello que, en nuestra apuesta para que Barcelona sea designada Capital Cultural Europea en el año 2001 -candidatura para la cual os pido vuestro apoyo-, hemos puesto el énfasis no en mostrar nuestra propia identidad al resto de los europeos, sino precisamente en reflexionar, a partir de nuestra situación, sobre los elementos que deberán definir la nueva identidad europea. No quisiera terminar mi intervención sin reconocer el liderazgo que Pauline Green ejerce sobre el Grupo socialista y socialdemócrata del PE, ni la buena labor que lleva a cabo mi amigo y compañero Joan Cornet como secretario general. Estoy seguro que su condición de antiguo alcalde puede ayudarnos a reforzar los lazos entre el Comité de las Regiones y el Parlamento Europeo, y que aportará esa sensibilidad municipalista a quienes defendemos con ardor una Europa de las ciudades, una Europa de los ciudadanos. Las críticas han venido no sólo desde las filas de la oposición, sino desde el propio partido socialista y, más discretas, desde el Gobierno. El presidente andaluz, Manuel Chaves, en conferencia de prensa, señaló el pasado viernes que el reconocimiento de los hechos diferenciales "no debe ser excusa para la discriminación o el privilegio de unas comunidades frente a otras". Por el interés que ha suscitado la conferencia del presidente catalán, publicamos una versión reducida de su intervención en El Escorial. Soplan en los pueblos de España vientos de cambio PASQUAL MARAGALL Se acabó el "no mojarse", el wait and see, el "se mira pero no se toca" de la Catalunya de la era Pujol con respecto a España. Esa actitud contribuyó al tránsito de la dictadura a la democracia, y de la uniformidad a la variedad, pero tocó techo hace ya unos años. Todos sabemos en Catalunya que la desaparición de fronteras con Europa, concretamente con Francia, significa también que no hay frontera imaginable con Castilla y no digamos con Aragón. Los independentistas también lo saben. La desaparición de las fronteras estatales en Europa significa también que Lisboa sufre tanto o más que Barcelona la deslocalización de empresas y profesionales hacia Madrid, mientras que la Euro región Oporto-Vigo sube como la espuma. Catalunya no "pasa" de lo que sucede en otros territorios de la España plural. Deseamos que cambie la singladura del proyecto vasco de modificación de la relación con el Estado, tras las elecciones de abril en Euskadi. Frontera con Castilla no habrá tampoco. Pero la del Bidasoa perderá sentido en gran medida. Eso sí. Y su Euro región vasca será imparable. Hay euro regiones entre Alemania y Holanda, entre Alemania, Francia y Suiza (la "Regio"), entre Nord Pas de Calais, el sur de Bélgica y el South East inglés, entre Copenhague y Malmoe, unidas por un puente sobre el mar, la hay en ciernes entre Catalunya, Aragón, Languedoc Roussillon, Midi Pyrenées y eventualmente Aragón y Comunidad Valenciana, y la hay entre el Norte de Portugal y Galicia. ¿Cómo no va a haber una euro región vasca a los dos lados de la frontera? ¿Saben Vds. qué regiones europeas crecen más deprisa, descontando el factor nacional de crecimiento? Las fronterizas, porque allí donde hubo barrera, al quitarla, acuden las aguas a fecundar lo que en realidad es un cauce. Pero volvamos a lo nuestro. Volvamos a cómo se organiza nuestra diversidad interior, cosa que por cierto se hace más sencilla a medida que Europa deslegitima la correspondencia biunívoca entre Estado y Nación, entre "vivencia en" y "pertenencia a" un territorio dado. He mencionado Euskadi. Consideremos ahora, siempre con el respeto debido por parte de un observador apasionado, implicado, pero observador al cabo, el caso de Andalucía. Andalucía tiene razones para postular un tratamiento diferenciado entre las Comunidades autónomas, puesto que posee, si no lengua propia, sí una cultura robusta y singular, y porque entró en la autonomía por la vía rápida del art. 151 de la Constitución. No tendría las mismas razones en cambio, a no ser a través de un cambio constitucional importante, para postularse como nacionalidad, puesto que la 103 �Articles de Pasqual Maragall a Constitución del 78 las limitaba implícitamente a las autonomías que "en el pasado", por no mencionar a la 2ª República, hubieran plebiscitado su Estatuto, es decir, Catalunya, Euskadi y Galicia. Sin embargo, si del último de los Estatutos republicanos (el gallego, 1939) a la Constitución van 39 años, de la Constitución hasta hoy han pasado 25. No hay por qué pensar que "el pasado" se terminó en 1978: sigue creciendo, sigue "pasando". Eso, ese registro de "lo que va pasando", es precisamente lo que los cambios constitucionales verifican, deben verificar. Me cuento entre los que entendieron y votaron la Constitución en tanto que reconocía, entre otras cosas, la nacionalidad catalana: no había que ser muy astuto para leer la Carta Magna en esos términos. Para mí no hay duda de que la Constitución consagraba a las tres nacionalidades históricas como tales nacionalidades, y no a ninguna otra, pero otros, no creo que el Tribunal Constitucional, pero sí ciudadanos como Vds. y como yo, pudieron entenderlo de otro modo. Dejemos ya la historia y volvamos al presente. No es sólo que los andaluces se metieran ya desde buen principio en la vía prevista para las nacionalidades en el momento de acceder a la autonomía, la del artículo 151. Es que además, como he dicho, su singularidad cultural es innegable. Catalunya obtuvo su Estatuto en 1932, Euskadi en el 36 y Galicia en el 39. ¿Qué hubiera ocurrido si el proceso político de entonces hubiera proseguido, sin guerra civil? ¿Hubiera Andalucía pedido y obtenido su Estatuto? ¿Quién puede saberlo, quién puede descartarlo? Alguien podría objetar: es que precisamente la guerra civil demuestra que aquel camino no era sostenible. Pero, como Vds. comprenderán, eso sería tanto como resolver de mala manera lo que la Constitución tiene de ambigüedad calculada. Sería resolverla con un carpetazo al pasado que no haría justicia a las concesiones que los artífices de la transición se hicieron entre ellos. Mejor dicho, sería vulnerar aquel acuerdo. Lo que tenemos que hacer ahora es mejorarlo poniéndolo al día. ¿Quién dijo que las Constituciones cuánto más breves y más confusas mejor? Los británicos no tienen Constitución y no les va mal. Han montado no ya un sistema asimétrico sino varios sistemas de autonomía. Uno para Escocia, uno para Gales y otro, complicadísimo y de momento eficaz, para Irlanda del Norte, que tenía un conflicto vivo más antiguo y tan virulento como el vasco. Hasta tiene equipos de fútbol internacionales para cada uno de sus territorios, incluyendo por supuesto Inglaterra. Volvamos a España. Aquí el traje a medida que estamos haciendo va a depender crucialmente de lo que haga o diga Andalucía. Andalucía está ante una disyuntiva: o busca y obtiene un reconocimiento de su singularidad o se conforma con una actitud de rechazo a toda singularidad y se postula como garante de una cohesión basada en la negación de pretendidos privilegios. Lo segundo sería un error dramático. Se trata más bien de diseñar las reglas del juego excluyendo todo privilegio, no de borrar las distinciones realmente existentes para que quede claro que no hay privilegios. Eso sería tanto como echar el niño con el agua del baño, como dicen los anglosajones. Muerto el perro muerta la rabia, decimos aquí. Yo he sido el primero en defender la singularidad foral y fiscal vasca, en descartar el concierto para Catalunya por innecesario, mimético y falto de base histórica, y en 104 �Articles de Pasqual Maragall a señalar que sin embargo Catalunya difícilmente aceptará contribuir fiscalmente al pago de los servicios públicos de comunidades con renta per cápita superior a la media española, cosa que está ocurriendo: sólo cuatro comunidades son hoy por hoy contribuyentes en términos netos, Madrid (con un "efecto sedes" incorporado que habría que descontar), Catalunya, Baleares y Navarra, ésta última en muy menor medida. He hablado de fijar las reglas. Andaluces y catalanes nos hemos puesto de acuerdo en pagar por renta y recibir por población. Ésta es una regla clara, que la gente entiende, cuestión ésta de la "comprensión pública" absolutamente crucial. Hay que abandonar los tecnicismos en la explicación del sistema fiscal y financiero del Estado de las Autonomías. Todo el mundo comprende que es justo que los que tienen más porcentaje de renta que de población, los que tienen más y son menos, ayuden a los que tienen menos y son más. También porque, seamos claros, con ello se ponen puertas al campo de los excesos de generosidad que siempre acaban en resentimientos cruzados. Y porque así las economías y las rentas per cápita convergen y los mercados se ensanchan. Que es lo que hoy está ocurriendo. Y añado aún más a lo dicho antes: andaluces y catalanes nos entendemos porque muchos andaluces han hecho Catalunya con sus manos y su ingenio. Por tanto, nos conviene a unos y otros entendernos, pero sobre todo lo que ocurre es que lo queremos y que es fácil entenderse. Más por querer y poder, pues, que por convenir. Lo esencial son tres cosas. La primera es la Constitución y los estatutos y su dibujo de la España plural. La segunda es el Senado. La tercera, Europa. Voy a referirme con cierta extensión a la primera cuestión, que es la que centra la temática de la conferencia, y brevemente a las otras dos, por bien que son imprescindibles para completar la primera. Tiempo habrá para hablar de ellas. Cualquier niño sabe en Catalunya y en Euskadi, y muchos en Galicia saben que esas regiones no son exactamente regiones sino nacionalidades. La Constitución española también lo sabe. Aunque, como he dicho, no lo precisa explícitamente, porque las autonomías -hay quien no lo recuerda- no existían cuando se hizo la Constitución. Se hizo para que existieran, pero no existían. Los Estatutos introdujeron cierta confusión, sin duda. Ciertas regiones, en sus estatutos, se autodefinieron "nacionalidades", y las cosas se complicaron. Quizás se entiende que la Comunidad Valenciana y Aragón son nacionalidades en tanto que antiguos miembros de la Corona de Aragón. Habrá que ver cómo se restablece ese espíritu en la nueva letra que quiere escribirse ahora. Nombrar las autonomías en la Constitución es obligado -lo era ya probablemente hace quince años-. Pero no denominarlas con precisión (nacionalidades, regiones, archipiélagos quizás) sería decepcionante. Catalunya no es fácil que viese con buenos ojos una Constitución que no la denominara a más de nombrarla, sobre todo porque aquí siempre entendimos que en 1978 se nos denominaba nacionalidad sin nombrarnos. Si ahora se nos nombra sin denominarnos habríamos perdido más de lo ganado. Y ya se sabe que los catalanes en cuestión de ganancias somos muy mirados. Es un tema que nos importa mucho. Como en general ocurre en todo el mundo. La gente cuenta, suma y resta. Y decide. Creo que el presidente del Consejo de Estado cuando sugirió en el 25º aniversario de la Constitución que los Estatutos de Catalunya, Galicia y Euskadi (y Navarra, añade) 105 �Articles de Pasqual Maragall a fuesen aprobados con los quórums de la Carta Magna, estaba reparando en la necesidad de poner las cosas en su sitio, y sugirió para ello un camino entre los varios posibles. Pero quizás baste, como él mismo sugiere, incluir en la Constitución reformada la especificidad de esos territorios para evitar a sus Estatutos el tener que someterse a quórums exorbitantes. En todo caso el profesor Rubio Llorente puso el dedo en la llaga. La secuencia temporal de la reforma estatutaria en Catalunya y la Constitución plantea algunos problemas. Pero no problemas insolubles. Existen dos salidas. La primera y más práctica es la sugerida por un ex presidente del Tribunal Constitucional: las transitorias del Estatuto, que convertirían en interinos determinados cambios que pudiesen ser vistos como poco compatibles con la Constitución actual hasta tanto la reforma constitucional proveyese lo que tenga que proveer. La segunda es que iniciativa para la reforma constitucional la tienen también indirectamente los Parlamentos autonómicos. Termino. Los socialistas catalanes no es fácil que aplaudan una Constitución que no denomine correctamente las autonomías o que no convierta el Senado en la cámara en que esas autonomías se reúnen. Lo mismo ocurriría si no se previera la citada representación europea de España en materias transferidas. Pero tengo la convicción de que esos requisitos serán ampliamente compartidos. No sin debate, por supuesto. Hay una gran confusión todavía sobre estas cuestiones. Mientras no exista ese Senado o no se comprometa su efectiva existencia, tampoco será fácil que renunciemos a ninguna de las opciones abiertas para defender todos esos puntos. Entramos en un periodo decisivo. Todas las precauciones son pocas. Pero quiero que se sepa que esas precauciones no obstan para que acudamos a la cita estatutaria y constitucional con entusiasmo y confianza. La España que no pudo ser, puede ser. Será. El socialismo catalán ha contribuido sin regatear esfuerzo a hacer llegar el barco de España hasta aquí. Y no piensa cejar hasta conseguir el objetivo de una España plural, reconciliada con su diversidad, y en condiciones subjetivas de afrontar la reforma de la sociedad y de la economía que harán de este país un adelantado de Europa, cosa que la derecha no ha conseguido. No estoy hablando de la macroeconomía, estoy hablando de la calidad de vida, de la educación, de la seguridad en los barrios y de la salud. De la transparencia y de la ética política. De la capacidad de integrar a los inmigrantes sin perjuicio para los residentes. Del mapa de la España en red. A ver si llega el día en que debamos hablar menos de patriotismo y de la patria y más de lo que hace que los ciudadanos se sientan a gusto en ella. Quizás soy un ingenuo. Quizás toda esta pretensión de que España se sienta plural y Catalunya libre, es decir, formando libremente parte de ella, sea una ilusión vana y haya que volver al agnosticismo catalán de los pasados 25 años, al "se mira y no se toca" y a la simple cortesía entre gentes bien educadas.
