Em dona la impressió que en Raimon i jo -també la Marta Mata, també tots vosaltres- que en Raimon i jo ens ha tocat una mica estar en aquell punt de la història i de l'espai -penseu com una creu del temps i el lloc- en el qual aquells que passàvem per allà, que érem ell i jo, i uns quants més, ens havia tocat fer coses que segurament serien decisives pel país. Però no serien decisives perquè nosaltres ens ho haguéssim inventat, sinó perquè nosaltres passàvem per allà en aquell moment i perquè nosaltres vam recollir la tradició política de la qual en Raimon ha parlat, que era la bona, perquè aquesta tradició política era probablement l'única que podia conjuminar dues coses que difícilment es conjuminen: que són la pàtria i la societat, és a dir el país, el sentiment de país i el sentiment de justícia . Aquest capvespre m'ha semblat entendre que una vegada més aquestes idees matrius del nostre pensament i de la nostre missió -per dir-lo així- política -i aquesta paraula no m'agrada molt-, han estat ben explicades i cada any quan venim en aquí, d'alguna forma, fugim del que és el batec diari de la política, d'allò que estem fent cada dia per entendre que allò que estem fent cada dia respon a alguna cosa més que purament a l'esma o l'anar seguint. Sí, aquestes són les dues idees matrius del nostre pensament i de la nostra acció, de les nostres generacions, del que estem fent en aquest país i en aquest moment. I és una certa idea de pàtria, i és també una certa idea de la gent, de la solidaritat, de l'estimació i de la justícia. Jo crec que, si haguéssim de fer un frontispici a l'Estatut, si haguéssim de dir en deu, en onze mots què és el que aquest Estatut vol, perquè, efectivament, ha arribat el moment en que Catalunya ha de poder dir la seva, no només fer la seva, és a dir, posar lletra, gairebé diria música, posar forma a allò que Catalunya ha volgut sempre des de fa molts anys, la Catalunya moderna en tot cas, i allò que està en condicions de fer.....I si hagués de resumir què és el que Catalunya diu avui amb l'Estatut diria en 11 proverbis: - Primer, Catalunya és una nació, i això que va ser un clam en un camp de futbol, avui serà en l'article primer del nou Estatut de Catalunya. Catalunya és una nació dintre de l'Estat espanyol, en l'Estat espanyol, no ens enganyéssim sobre això, perquè a nosaltres també ens toca, no solament expressar els nostres sentiments, sinó descriure les nostres realitats - Segon. Catalunya ha viscut durant aquests últims vint-i-cinc anys la primera etapa històrica llarga i sense entrebancs d'autonomia, democràcia i de progrés. És la primera vegada en la història moderna que això succeeix amb aquesta durada i amb aquesta intensitat. - Tres. Tanmateix, la Generalitat restablerta l'any 31 mai no va deixar d'existir, en terra pròpia o en l'exili, gràcies a la tenacitat del nostre poble i també a la fidelitat dels seus presidents: Macià, Companys, Irla i després Tarradellas, i després Jordi Pujol. I gràcies a les personalitats com Carles Pi i Sunyer, Joan Reventós i tants altres... Voldria també citar a l'Antoni Gutiérrez Díaz i al PSUC, perquè crec, amb tota franquesa, que dintre de la nostra tradició, els nostres germans de lluita, han quedat una mica preterits i oblidada la lluita d'aquella època més difícil. Podria també parlar del José Ignacio Urenda i tants d'altres. 1 �- Quart. Catalunya considera Espanya una nació de nacions, no és només que Catalunya és una nació dintre de l'Estat espanyol, és que Catalunya té un cert pensament del què Espanya és. Espanya no és el que creiem els catalans, molts catalans, el que alguns espanyols, molts espanyols creuen. Espanya és una nació de nacions i l'Estat espanyol un estat de caràcter federal. Pot proclamar-ho l'Estatut de Catalunya, pot dir l'Estatut de Catalunya a Espanya el què és? Probablement, no, probablement no li toqui, però s'ha de saber que quan nosaltres fem l'Estatut i diem el que diem, el que estem també és prefigurant una Espanya que és la que és, la que pot arribar a ser: una nació de nacions, amb un Estatut, amb una Constitució de caràcter federal -que arribarà amics meus!, arribarà, amb aquest nom o sense-. - Cinquè. En cas de conflicte entre el dret general espanyol i el particular català s'aplicarà el principi que de vegades molt còmodament diem de subsidiarietat, perquè així no l'entén ningú, però que vol dir de proximitat; és a dir, que entre la llei general i la llei particular, en aquest cas, prima la més propera, priva la particular. - Sisè. Catalunya ha estat i és una nació solidària amb els pobles d'Espanya, als quals transfereix una part dels impostos pagats pels catalans en funció d'un sistema fiscal general regit pel principi d'obtenir un nivell de serveis similars per un esforç fiscal similar. Ens hem trencat el cap en buscar la fórmula que fos al mateix temps la fórmula de la nostra autonomia, de la nostra suficiència financera i també del nostre punt de solidaritat, profundament solidari, ni més ençà ni més enllà. - Setè. Catalunya ha desenvolupat i regirà per sistemes propis de prestació i regulació de serveis en els camps de la llengua, la cultura, el dret civil i de la organització territorial. Aquests són sistemes propis de Catalunya, ho han estat sempre d'alguna forma, no és una cosa que ens haguem inventat ara, ni és que ara s'inventin raons per veure si podem tenir una mica més autonomia en alguns aspectes. No, és que, què va ser l'any set, què va ser la solidaritat, què va ser la renovació, què van ser les escoles de l'ajuntament de Barcelona què van ser les primeres escoles no estatals d'aquest país, d'aquest estat?; Què eren escoles municipals, què eren les escoles de la Mancomunitat? Què era tot això ... era l'intent de Catalunya de fugir, de superar un marc massa estret per anar aconseguint la qualitat de serveis que els seus ciutadans volien i que podien, efectivament, aconseguir. - Vuitè. En la tradició política democràtica a Catalunya s'ha subratllat sempre la importància del saber, de l'educació i de la igualtat de drets, i avui en especial, de la igualtat entre l'home i la dona - Novè. Tant com el manteniment de les lleis pròpies serà decisiu pels catalans, l'accés als sistemes universals de comunicació, d'innovació i tecnologia, seran definitius, seran absolutament aquells que decidiran si el país es col·loca o no entre els països capdavanters en la millora social i la millora política. - Desè. A través de l'Estat pertanyem a la Unió Europea, amb la qual compartim moneda i fronteres exteriors i progressivament la fiscalitat i la defensa. I és molt oportú que en aquest moment diem quin és el paper que Catalunya pot tenir. I que Catalunya sigui la capdavantera amb una colla de polítiques europees que la crisi europea momentània ha deixat una mica en segon pla. - Onzè. I finalment, que en el marc de la Unió Europea, Catalunya ofereix la seva amistat i la seva col·laboració a les Comunitats i les Regions veïnes per tal de formar amb elles una Euroregió útil per progrés dels interessos comuns en el marc de les seves competències. Mireu, en la mesura en que no hi ha fronteres i passem a ser la part d'un tot més gran, ens hem d'ajuntar amb uns quants més per ser el que érem abans, per mantenir la proporció significativa. Jo crec que amb les regions de l'Euroregió, a les dues bandes del Pirineu, podrem aconseguir, no solament governar millor aquest espai que hi ha entre dues grans 2 �capitals, com poden ser Madrid i Paris, o tres, Madrid, París i Frankurt, o Milà...aquest espai que hi ha al mig el podem nuclear nosaltres, sinó, a més, aconseguir aquella talla mínima, aquella talla que s'ha de tenir per poder ser un actor amb personalitat pròpia en el conjunt d'Europa, que és la nova pàtria gran en la qual vivim. I amb tot això no us he parlat ni d'immigració, ni de joventut, ni de precarietat, ni d'inseguretat, ni us he parlat de les edats difícils. Quan jo penso en tot això què hem avançat i en tot això què ara he dit, on som? Som en el punt zero, en el punt de partida per resoldre i atacar els temes que profundament ens preocupen, ens interessen, les edats difícils. Quines són les edats difícils? Els zero a tres anys. Ahir vaig estar visitant escoles en obres i guarderies. Tot comença aquí, l'esforç que s'ha de fer en aquest terreny és infinit, molt gran, però l'estem encetant. Els catorze a setze anys? Què passa? Doncs que molts nois i noies de l'escola no saben ben bé per què hi són, perquè estan gairebé segurs que el lloc en què estan en aquest moment no els servirà per res, perquè saben que la seva vocació no és la de seguir els estudis fins a la Universitat i més enllà, sinó de guanyar-se la vida i, probablement, el que estan aprenent en aquell moment no els sembla que els interessi per res. I això destarota el sistema escolar en el seu conjunt en aquestes edats. I una altra edat crítica és dels divuit als vint-i-cinc o els trenta, que és el període en que nosaltres, per bé o malament, sabíem que començàvem una carrera amb la qual milloraríem una mica, no és que la situació d'entrada fos molt bona, però sabíem que normalment aniríem progressant, econòmicament, culturalment, intel·lectualment, com a persones .... això no passa ara. Els nanos que surten del sistema d'estudis passen ben bé deu anys que no saben ben bé què faran i moltes vegades el seu sou no puja sinó que baixa, després torna a pujar o no n'hi ha, o estan en situació d'atur, són autònoms que van buscant d'alguna forma un lloc en la societat. I finalment, evidentment aquesta edat, la més llarga de totes, que va dels cinquanta als noranta, que és una edat per la qual la societat no tenia previst ben bé res més que un sistema de pensions, quan la gent està perfectament en condicions en aquestes edats de fer alguna cosa més que cobrar el subsidi. A mi quan la gent em diu, ja tinc la pensió, penso: però escolta, què faràs amb aquesta pensió, viuràs només? és que no treballaràs, no pencaràs, no influiràs? no votaràs? no faràs partits? no tindràs activitat social i política, i personal profunda? Evidentment que sí, i en canvi ens hem conformat en saber que ens tocarà una pensió i que el sistema, més o menys, amb unes grans dificultats, des del punt de vista de seu finançament, però que el sistema està previst que ens ho pugui pagar. M'ha agradat molt sentir parlar de la cultura política del tripartit. I després del pensament compartit, i després d'esperit comú. N'ha parlat també l'Antoni Castells. Quin descans haver-lo sentit dir, perquè durant tot l'any l'únic que he sentit és a uns parlar malament dels altres i els altres parlar malament dels uns i pràcticament a ningú parlar bé de tots, de tots junts. Era lògic que això passés així perquè les coses han anat com han anat i han arribat com han arribat; però em reconforta saber que aquí al Nou Cicle hi ha gent que pensa en termes de la creació de la cultura del tripartit; perquè finalment això és el que existirà. Us ben asseguro que això existirà. Ara ens ho creiem molt poquet encara, però bé, aquí sou colla i ja és important, i molt important, que hagi un grup com aquest que s'ho pensi. Jo us dic amb tota sinceritat amb en Bargalló i amb en Saura treballem bé, i em diran però bé és el mateix que dir que amb IC, ERC i PSC es treballa bé?, possiblement no és encara el 3 �mateix, però acabarà sent el mateix, perquè hi ha un sentiment compartit, amb moltes dificultats, és cert, amb una prima altíssima per aquells que se'n surtin d'aquest esperit comú, d'aquest esperit compartit, perquè ven més allò altre, hi ha més a guanyar o individualment si aposta per la discrepància o per la singularitat que no pas per l'esperit compartit, però aquest serà finalment qui anirà endavant i triomfarà. Amics, se'ns ha girat feina. Se'ns ha girat molta feina i trobo que això que ens veiem només una vegada a l'any és possiblement insuficient, però em conformo si és veritat que això continua i sí, com aquí s'ha dit, les coses comencen no solament a anar bé, sinó que s'entengui que hi van. Tinc la impressió que mai havíem tingut tants anys de bonança política i tinc també la impressió que insensiblement perdem pistonada en el sentit que fins ara a Catalunya havíem deixat, i el socialisme, havíem deixat de fer la història i la vivíem, però no la duiem, ens duia, i avui en canvi tinc el consol que això no és exactament així, és que també la portem. MUCHAS GRACIAS. 6 �• Presentación Desde los años 80, la Planificación Estratégica Urbana se ha venido afirmando como uno de los instrumentos más idóneos para definir la posición de las ciudades en un entorno de cambio constante. La previsión controlada de los cambios supone una positiva evolución hacia una cultura de la anticipación que pretende el dominio de los problemas y situaciones, en contraposición a la cultura de la improvisación en la que los problemas son los que dominan las situaciones. En la medida en que la Planificación Estratégica Urbana se apoya metodológicamente en la participación y consenso de los ciudadanos se contribuye a avanzar por la vía de una democracia directa, de mayor eficacia para el gobierno y la gestión de la ciudad ante el cambio. Son numerosas las ciudades americanas y europeas que en la actualidad han adoptado la técnica de la Planificación Estratégica Urbana para establecer sus líneas de futuro. Parece oportuno, pues, una reflexión sobre dicho instrumento, sus problemas y resultados. Analizar y valorar metodologías, propuestas estratégicas, problemas y soluciones de la Planificación Estratégica Urbana constituye, por tanto, un objetivo fundamental de este Encuentro que propone el Comité Ejecutivo del Plan Estratégico Barcelona 2000. En el transcurso del Encuentro, del 1 al 3 de diciembre, se debatirán las experiencias concretas de ciudades europeas y de ciudades americanas, así como las políticas de apoyo al desarrollo urbano de la Comunidad Europea, el Banco Interamericano de Desarrollo, el Instituto de Cooperación Iberoamericana y el Banco Mundial. La constitución del Centro Iberoamericano de Desarrollo Estratégico Urbano (CIDEU), como asociación de veinte ciudades de este ámbito geográfico, seguirá al Encuentro y, en cierta manera, constituirá la manifestación expresa de la voluntad de dichas ciudades para progresar conjuntamente en la definición de sus mejores estrategias ante el futuro.
