LOS SIMBOLOS DE NUESTROS JUEGOS
Hoy, al caer la tarde, empezará algo nuevo. Barcelona
será el centro de las miradas del mundo entero, que asistirá
por televisión a la inauguració4 de los Juegos Olímpicos de
Barcelona. Miles de millones de espectadores descubrirán
nuestra ciudad, que dará la bienvenida a 15.000 atletas y
directivos, con una ceremonia inaugural que conjugará sabiamente nuestro arte y nuestros símbolos, en un gran espectáculo de comunicación.
La ilusión de esa presentaclón de Barcelona al mundo se
ha visto distorsionada por una aittificiosa polémica sobre la
"catalanidad" de los Juegos Olímpicos. El surgimiento de la
campaña mal llamada de "catalanilación" de nuestros Juegos,
al calor de una contienda electo#al vició la recta final de
preparación de los Juegos y le dió un tono inevitable de
politización partidista.
Esta campaña intentó introd4cir una semilla de división
en el proyecto contemporáneo de este país que ha contado, y
cuenta, -en Catalunya y en toda España- con el apoyo más
amplio entre los ciudadanos. No renuncio a analizar públicamente, después de los Juegos, como en esta ocasión han
dañado la imagen de Cataluña quienes se ufanan de amarla más
que nadie.
Entre los promotores de la polémica sobre la presencia
de los símbolos de Catalunya e los Juegos ha habido dos
posiciones, diferenciadas básidamente en el grado: la de
sectores nacionalistas radicales muy minoritarios y la de
otros sectores nacionalistas pretendidamente moderados, que
no se sienten huérfanos del apoyo de la propia Presidencia
de la Generalitat de Catalunya.
Las actitudes que en algún momento ha mantenido el
propio presidente -sus afirmaciones sobre la necesidad de
catalanizar" los Juegos, su apoyo y comprensión recientes
a nuevas campañas y las afirmaciones aún más recientes
atribuyendo la catalanización a la presión ejercida sobre
el COOB- me han disgustado persdnalmente y han dolido en el
Ayuntamiento de Barcelona, por las acusaciones que implicaban, absolutamente falsas. Acciones posteriores del partido
que gobierna en la Generalitat promoviendo que los ciudadanos sólo cuelguen en sus fachadas la bandera catalana han
tenido un carácter de confrontación gratuita que ha
�incomodado a muchos ciudadanos.
A pocas horas de la ceremonia inaugural de los Juegos
Olímpicos, creo preciso que la Opinión pública conozca algún aspecto significativo de las relaciones institucionales
sobre la presencia de nuestros smbolos en los Juegos.
A principios del pasado curse político, inmediatamente
después de las vacaciones de verano, visité al President de
la Generalitat para plantearle uPa larga serie de cuestiones
de gran relevancia para Barcelong en la que era necesaria la
colaboración o, como mínimo, la !coordinación con la Generalitat de Catalunya.
En aquella reunión, una de esas reuniones que el President y el Alcalde de Barcelona mantienen con una frecuencia
lamentablemente menor que la que sería de desear, planteé a
Jordi Pujol con la formalidad yola solemnidad que la cuestión requería una revisión del conjunto de cuestiones relativas a la dimensión político-representativa de los Juegos
con la intención de completar - y quizás corregir -, al más
alto nivel, la labor de coordinación que se mantiene en el
seno del Consorcio que es el COOB.
Pedí en esa ocasión la opinión del Presidente de la
Generalitat sobre dos asuntos de la mayor importancia: las
ceremonias principales de los Juegos y la intervención que
el Alcalde de Barcelona, como P r esidente del COOB, había de
realizar el dia de la inauguración de los mismos.
Sobre la primera de las cuestiones, obtuve una respuesta
positiva del Presidente de la Generalitat que me hizo participe de su impresión optimista` sobre la solemnidad, el
relieve institucional y la atmós f era general de satisfacción
ciudadana que era previsible que reinara en las ceremonias
olímpicas. La confianza con que expresó su previsión sobre
la ausencia de protestas radicales en el Estadio Olímpico
contrastó con un cierto temor sobre otro tipo de incidentes
en la calle.
Me extendí en mi consulta sobre el contenido que, a su
juicio, podía tener la intervención del Alcalde de Barcelona. Era, a mi juicio, muy relevaste que el Presidente de la
Generalitat pudiera expresar supopinión sobre lo que creía
que ha de decirse en una oportunidad en que tres mil quinientos millones de personas estalrán siguiendo desde todo el
mundo lo que sucede en Barcelona.!
Como ya he dicho, obtuve del Presidente de la Generali-
tat una impresión de satisfacción explícita con el plantea-
�miento y diseño de las ceremonia olímpicas acordados en el
seno del COOB, que no ha sido corregida ni matizada por
ninguna comunicación posterior.
Por lo que respecta a la seg nda cuestión, el contenido
de la prevista intervención del Alcalde de Barcelona en la
ceremonia inaugural, el Presidente me indicó que me contestaría posteriormente. Esta resptlesta, casi un año después,
todavía no se ha producido.

Sea éste el inicio de una paz duradera

Ciudadanos del mundo:
Hace 56 años tenía que celebrarse una Olimpiada Popular en este Estadio de
Montjuïc.
El nombre del presidente de la Olimpiada Popular está grabado en la antigua puerta
de Marathon. Se llamaba Lluís Companys y era el presidente de la Generalitat de
Cataluña.
Hoy el estadio ha sido renovado y la ciudad también, con la ayuda de todos vosotros,
que yo agradezco.
Tengo el honor de saludaros a todos y daros la bienvenida a Barcelona, a los que
estáis aquí y a los miles de millones que nos estáis escuchando o viendo desde
cualquier parte del mundo.
Y lo hago en nombre del actual presidente de la Generalitat y en nombre del
presidente del Gobierno español, a quienes tengo el honor de representar. Sin su
intervención y la del vicepresidente Narcís Serra este momento nunca hubiera llegado.
Nuestra ciudad, esta ciudad abierta que es Barcelona, es hoy vuestra ciudad, la ciudad
del mundo entero.
Quisiera citar una carta que he recibido del secretario general de las Naciones Unidas
en la que me pide haga un llamamiento público para que se cumpla el acuerdo del 17
de julio relativo a una tregua olímpica que quizás signifique el comienzo del
restablecimiento del sentido común y del comportamiento cívico.
Hoy nuestra ciudad representa a Cataluña, a las 16 ciudades subsede, a toda España,
al amplio mundo iberoamericano que se encuentra aquí y muy especialmente a
Europa, nuestra nueva gran patria.
Y lo hace gracias al esfuerzo de 60.000 trabajadores, la mitad de ellos voluntarios,
bajo el mandato de Josep Miquel Abad, a quienes agradezco su entrega y dedicación.
Barcelona, que junto con Albertville ha hecho del 92 el año europeo de los Juegos,
quiere ser, por encima de todo, una ciudad europea, orgullosa de Coubertin y sus
amigos, de su espíritu internacionalista que ha permitido a nuestro siglo, el siglo del
progreso y de las guerras, de la arrogancia de las palabras y de la impotencia de los
corazones, encontrarse periódicamente para hacer deporte, para luchar sin violencia y
para hablar un lenguaje común.
Que esta fiesta sea también la de los hombres y mujeres, de las naciones y ciudades
de todo el mundo, y que signifique el inicio de una paz duradera que la juventud
merece y conseguirá.
¡Vivan los Juegos Olímpicos!

Nos habéis hecho felices
PASQUAL MARAGALL
Barcelona ha vivido unos días irrepetibles gracias al deporte y a los deportistas,
gracias a los voluntarios, gracias a los patrocinadores y gracias a los funcionarios que
han velado por la buena marcha de todo. Pero también gracias al genio creativo de
sus ciudadanos y de la presencia de los que barceloneses o forasteros, han llenado de
vida los magníficos escenarios de la ciudad.
Los Juegos son como una gran fiesta mayor del mundo. Hemos sido, por unos días,
una ciudad feliz. Una ciudad orgullosa de acoger gente de razas, lenguas y creencias
diversas. Hasta hemos tenido que ver la muerte de un bombero voluntario jubilado, el
amigo Ballesteros; de un buen ministro, Paco Fernández Ordóñez; y de un buen
ciudadano, el amigo Octavi Pellissa.
Hemos sido una ciudad ilusionada y solidaria en un mundo que no nos ha ahorrado su
cara turbulenta y desequilibrada. La guerra no ha querido saber nada de la tregua
olímpica. Ni los acuerdos de Londres han sido aplicados, ni las esperanzas de paz del
Papa en su mensaje a los Juegos se han cumplido. El espíritu de Abraham, el espíritu
del diálogo entre religiones, se ha vivido en Barcelona, pero no es todavía el espíritu
del mundo.
Los Juegos de Barcelona han demostrado que es posible que los pueblos compitan
entre sí y formen un mundo sin otros símbolos ni otras banderas que las libremente
compartidas, las que aceptan mezclarse democráticamente con otras y admiten que,
por encima de todas, está la bandera blanca de la paz, la que resulta de la síntesis de
todos los colores olímpicos, que son los del arco iris, los de los cinco continentes.
Pedimos en nombre de los Juegos de Barcelona y de su espíritu especial, único,
irrepetible, que los próximos sean mejores, que el deporte no tenga que sufrir la
arrogancia de la cultura, ni la cultura la del dinero, ni las ciudades la del comercialismo.
Nos habéis hecho totalmente felices durante 16 días. Procuraremos ser un poco más
felices durante muchos años y ayudar a otras ciudades de Europa y del mundo a
afirmar su protagonismo y sus ambiciones.
Somos la capital de Cataluña, una antigua ciudad de la nueva España plural y de la
nueva Europa que se une y se amplía. Una ciudad iluminada por la llama de Olimpia y
de Empúries, que ahora traspasaremos a los Juegos Paralímpicos.
Aquí habéis encontrado miles de amigos. Aquí habéis encontrado muchos voluntarios
de Barcelona, que seguirán luchando para mejorar la ciudad. El civismo y la urbanidad
serán nuestras banderas.
Vosotros, los que habéis venido de fuera, sois los nuevos amigos de Barcelona.
Ayudadnos a explicar que las ciudades tienen futuro. En octubre en Praga, y a finales
de año en Río de Janeiro, las ciudades de Europa y del mundo harán sentir su voz.
En Barcelona tenéis amigos para siempre.

invitació i se'ls dirigirà cap al punt d'accés principal de
la Vila Paralímpica.
Les personalitats que tingul..n privilegi d'aparcament se'ls
rebrà a l'accés del pàrquing i se'ls acompanyarà al punt
d'accés principal de la Vila Paralímpica.
Els fotògrafs acreditats podran accedir a la Vila dues hores
abans de l'acte.
Inici de l'acte:
El director de la Vila Paral_ mpica rebrà l'Alcalde i altres
convidats a la porta d'entr e da de la Vila i els guiarà fins
a la Plaça de Cerimònies.
Execució d'una fanfara pre-enregistrada anunciant l'inici de
l'acte.

El Director de la Vila entrega la bandera a una parella de
voluntaris que es dirigiran a l'asta d'honor on s'hissarà
amb els acords de l'himne paralímpic.
Visita guiada per la Vila Paralímpica:
Visita en comitiva per tal de veure les instal.lacions
especifiques Paralímpiques, acabant a la Plaça de Cerimònies
on l'Alcalde oferirà un aperitiu als convidants, donant
l'acte per finalitzat.

PRESIDENT OF THE BARCELONA '92 PARALYMPIC COUNCIL,
PRESIDENT OF THE ICC,
DISTINGUISHED LADIS AND GENTLEMEN,
I WOULD LIKE TO SiPART WITH A FEW WORDS IN A FAMI-

LIAR AND CONFIDENT AL TONE. WHEN THE OLYMPIC GAMES
WERE AWARDED TO BitIRCELONA, SOME YEARS AGO, WE
WONDERED FOR A TIME WHETHER THE PARALYMPIC GAMES
SHOULD BE HELD IN bUR TOWN.
OUR NOMINATION CONTRACT DID NOT ESTABLISH SUCH A
COMMITMENT, AND WE WERE ANXIOUS TO ASSESS IF OUR
ORGANISATION, OUR CITY, WOULD BE PREPARED TO HOST
A SECOND EVENT 0r SUCH PROPORTIONS IN A SHORT
PERIOD OF TIME.
�WE CAREFULLY CONpIDERED ALL PROS AND CONS, AND
EAGERLY DECIDED TO ASK FOR THE PARALYMPIC GAMES.
TO BE HONEST, W
HAD SOME PRACTICAL REASONS
-EXCELLENT FACILITXES, EXPERTISE, EFFORT-SHARING-,
BUT THE MAIN MOTIfiJES WERE PURELY STRATEGICAL FOR
THE FUTURE OF OUR bITY.
FIRST, THE CELEBRIIITION WOULD NOT BE COMPLETE AND
TRULY UNIVERSAL W THOUT THE PARALYMPICS. SECOND,
OUR PEOPLE WERE ASKING FOR THEM,
BOTH FROM
ASSOCIATIONS AND GROUPS FOR THE DISABLED AS WITHIN
SOCIETY IN GENERAL.
FINALLY, WE REACHED THE
CONCLUSION THAT WE NEEDED THE PARALYMPIC GAMES.
EL TIEMPO NOS HA CONFIRMADO QUE BARCELONA Y EL
PAíS ENTERO NECESITAN LOS JUEGOS PARALíMPICOS. ES
NUESTRA GRAN OCASLóN PARA SITUARNOS AL MáS ALTO
NIVEL EN UN TERRENO QUE, POR DESGRACIA, SIGUE
PADECIENDO NOTABLES DEFICIENCIAS. EN LOS ÚLTIMOS
AÑOS HEMOS AVANZADO DE FORMA CONSTANTE, PERO NOS
QUEDA AúN UN LARGO CAMINO POR RECORRER.
�NUNCA SE HABíA AFRpNTADO, EN NUESTRO PAíS, UN RETO
SIMILAR AL DE LOS JUEGOS PARALíMPICOS. ES UNA
OPORTUNIDAD IDEAL, PUES, PARA ENTRAR POR LA PUERTA
GRANDE EN EL DEPORTE DE ALTA COMPETICIÓN PARA
PERSONAS CON MINUSVALíAS. PERO ES MUCHO MáS QUE
ESO: ES EL MOMENTO óPTIMO PARA IMPULSAR EL GRAN
SUEÑO DE DEVENIR UNA CIUDAD AUTÉNTICAMENTE
HABITABLE, DE ACAB1R CON LOS OBSTáCULOS FÍSICOS Y
DE HACER POSIBLEIY FáCIL LA MOBILIDAD DE TODOS,
REPITO TODOS, SUS HABITANTES.
