DISCURSO ALCALDE
Es un hecho que la Administración Local ha estado respondiendo, a sus responsabiliades y competencias sanitarias,
más desde el voluntarismo que desde la suficiencia de recursos, y no obstante nadie duda que su atención ha sido muy
positiva. Las dificultades financieras, de personal y de medios técnicos son considerables en las areas municipales de
sanidad.
Cabe considerar el papel atribuido a la Administración
Local, Ayuntamientos y Diputaciones, en el ejercicio de las
competencias sanitarias.
Ello, porque las competencias actuales son herencia de
un pasado, en el cual no se reconocía el derecho de todos los
españoles a la protección de la salud y a un trato de igualdad. Sólo así se puede entender la existencia de un grupo
marginal, y marginado, de población que, como pobres, tenian
derecho a la asistencia benéfica prestada por los Ayuntamientos y las Diputaciones, y no a la atención general a la que
accedía más del 80ó de la población.
La nueva realidad española, requiere mejores soluciones
y no la continuidad de esquemas ya caducados y poco útiles
socialmente. La sanidad es un aspecto siempre presente en la
vida de las personas. Diría que es un aspecto muy sentido y
padecido por la población. La gestión de los servicios sanitarios, la prestación asistencial o de salud pública, debe
trasladarse lo más cerca posible del ciudadano que siente la
necesidad de estar atendido sanitariamente.
�Desde esta óptica debe darse la participación directa de
la Administración Local, de los Ayuntamientos, en la gestión
de los servicios, pueden y deben responsabilizarse de la
atención de salud de su población.
Así y pues, y para mejorar la atención de la salud de
los ciudadanos, es preciso que se cree un único sistema sanitario descentralizado, democrático en su funcionamiento y
abierto a toda la población. Este nuevo sistema, sin duda
debe estructurarse con la participación de la Administración
Local.
Los Ayuntamientos son el marco político y representativo
idóneo para garantizar a la vez, la descentralización de los
servicios sanitarios y la democratización de las estructuras
asistenciales, ejerciendo el control y la gestión como representantes directos y legitimados de la población.
Estas consideraciones deben reflejarse en la legislación
sanitaria, como de hecho ya se reflejan en la Ley de Régimen
Local. Los Ayuntamientos, con la ayuda de las Diputaciones,
han de asumir las competencias propias en el campo de la salud pública colectiva, del saneamiento ambiental, del control
de alimentos y otros productos de consumo. Por otra parte,
han de participar directamente en la dirección de las Areas
Sanitarias. Ser elementos activos de la planificación, gestión y control de los servicios sanitarios que se encuentran
en sus municipios, y participar en las Juntas de Gobierno que
a niveles inferiores del Area Sanitaria se creen para la gestión de los servicios de atención primaria y hospitalaria.
�La reforma sanitaria precisará de buenas ideas y proyectos para optimizar los recursos hoy disponibles, en muchos
casos suficientes, aunque mal usados y dificilmente ampliables.
Requerirá un periodo largo de aplicación, durante el
cual la concreción de la legislación dependerá principalmente
de voluntad política que quiera ejecutar e implantar la reforma sanitaria.
Del correcto ejercicio de ello depende que se consiga el
derecho a la salud de todos los ciudadanos españoles y se
obtenga la protección del mismo, en un sentido integral, con
la prevención, asistencia y rehabilitación, debe realizar la
Administración Pública del Estado, en sus distintos niveles
de gobierno, el centra', '_os autónomos y la administración
local.
Como Ayuntamientos y Diputaciones queremos estar al lado
de la Administración Central y de la Autonómica en el reto
del cambio/reforma sanitario.

SOBRE LA JOVENTUT/DE GRENOBLE A BARCELONA.-
1.- ANY INTERNACIONAL ACOSTAT A LA REALITAT
A vegades els Anys Internacionals esdevenen una superestructura allunyada de
la realjtat.
Ben segur que en aquest cas,tothom está fent l'esforç per a que l'Any Inter
nacional de la Joventut ens ajudi a reflexionar i proposar respostes globals
i concretes alo problemes deis joves.
2.- UN MON PLURAL, UNA CIUTAT PLURAL,
En el món hi ha diferents realitats juvenils amb una diversitat i riquesa
molt granA la Clutat també es donen moltes situacions 1 grups de joves diferents que
requereixen eespostes adequades a cada realitat i a cada col.lectiu.
3.- UN CONGRES QUE TRACTARA TEMES IMPORTANTS PELS JOVES,
En el Congrés treballereu temes cabda.Ls pels joves del món.

Joventut, educació i treball.
Comissió II. Joventut i desenvolupament cultural.
Comissie III, Joventut, Comprensió mutua i Cooperació Internacional.
4.- EL PROJECTE JOVE DE BARCELONA.
Barcelona aporta al Congrés de la UNESCO una proposta rigorosa i treballada,
que va ésser aprovada per l'Ajuntament de la Ciutat;: El Projecte Jove de Bar
celona.
Consisteix en un conjunt de línies d'actuació que hauran d'aplicar tots els
departaments municipals.
�Es fruit de dos anys d / eotudio i consultes a la reuljtnt juvenil de Barce
lnoa.Coprotagooisme del Consell de la Joventut de Barcelona que ha col.laborat
en tot el procés.
Ara ve el moment d'aplicar-ho gradualment.

Bienvenidos a Barcelona,a esta ciudad que siem p re ha sido
una ciudad abierta.
Be -leido atentamente,Sr.Director General,el documento "De Grenoble a Barcelona",en el que se basan los debates que van a tener
lugar a p artir de ahora,y tengo que decir cue he quedado fuertemente
impresionado por la amp litud v el contenido equilibrado de este documento y por las, posibilidades que abre para un debate internacional
sobre la juventud,especialmente por el hecho de haber Puesto de relieve de una forma muy grSfioa como la humanidad está cambiando,como
en el afio 2.000 mas de mil miIloneá de jóvenes van a poblar nuestra
tierra,y como en este momento además se va a dar no una situación
hmnmgénea,sloo una una situación dual,en la cual en algunos paises
la juventud va ganar más y más oeso,mientros que en otros el envejecimiento de la poblaoiúú va a ser la ouracteristica dominante.Y como
esto de algdb modo va a plantear nuevos retos a la *realización de un
diálogo Norte-Sur,ya de por si cargado de enormes dificultades.

afirmar con la misma fé lo que se acaba de afirmar ahora aouf,que las
cosas han cambiado,y que son,que somos todos,feliceo.
Me ha impresionado también de este documento el énfasis en el
análisis del modelo educacional,como un modelo que hay que cuestionar,
desde el punto de vista del realismo que imponen las encuestas aue
aquí se presentan,y que no puede ser solucionado sobre la base de una
hipótesis de trabajo muy comün hace 10 aloo,baoe 5 añoo,de exoauaionismo,oin mds,del sistema educacional.
Dice el documento,que me parece que es una base ooe yo,00mo
Alralde,teuqo que decir,he qprendido a experimentar en la - vida cotidiana del gobierno local,dice el documento que lo ioe se im pone es
una reforma cualtitativa del sistema educacional,y un nuevo enfoque
de los temas,del contenido y de la forma de la edocacióo ' Por último,
el énfasis en la partioipacióo,éofaais que me p arece que está en el
centro y en el corazón de las p reocupaciones de los jóveues,eu la
medida en que ser joven es en todo caso una edad en la cual el mundo
politico me parece como algo que tiene que ser explicado,que tiene
que ser mejor entendido y que tiene que ser, pues,mi's participado.
En el Ayuntamiento de Barcelona ha habido,bay,exiote un intento en marcha,de "Proyecto Joveu",que se ve no tanto como la creacían de un departamento eapecial,como concentrado sólo en los temas
de la juventud,sino como un esfuerzo por poner en oomuh todos los
trabajos,las lineas de actuaoióh que tienen que ver con la juventud, @
independientemente del área o de p artamento de la cual oarten,sanidad,
servicios sociales,e6ucacidn,deoorte.

Creo que esta es una linea que queda refrendada en este documento,
y pienso que de abi han de partir las emselanzas del futuro y las mejoras
que puedan haber en el sistema v el modelo poI/ticos en adelante.Y estoy
oegoro,Sr.Directoz General,que en el año 2,000 se estara discutiendo aleo
que hoy es todavia una utooía,gue se emtarádiscutiendo,si es que no existe
ya,un modelo de participación,arriba y abajo,en el cual p osiblemente además
de camaras territoriales,de senados reqionales,o de las reoiones,habr'

M.C. Buenas noches desde Barcelona,en Telediario Puno y Aparte en
directo desde nuestros estudios en San Cugat,vamos hablar
hoy con un economista,vamos hablar por tanto de
economia,nero tambien de empresas,y no se trata de un
empresario,
Vds. se sor p renderán,pero vamos hablar de
empresas,vamos hablar de futuro y de revolución técnologica
con un Alcaide,con el Alcalde de Barcelona D. Pasqual
Maragall; ! Buenas noches Sr. Alcalde!

M.C. Hace un nar: de horas se firmaba en el Ayuntamiento de
Barcelona, la escritura de constitución de una Empresa que
se llama Iniciativas S.A., una Empresa oue al menos por nues
tras noticias es la Primera ciudad espaola que la constiuye
para tratar de fomentar el empleo, y sodretodo cara dar una
res p uesta al reto tecnológico a nuestra entrada a la Comuni
dad Euronea y en definitiva de siglo XXI que esta a quince
anos vista,alguna persona p uede preguntarse inmediatamente
¿ que nasa ? ¿ que es que el Alcalde de Barcelona o el
Alcalde (e Esna:nla cine tenga esa misma idea , q uieren ahora
crearnos un IIEM municipal?
P.M. Mo,No, de nin g ún modo, de algún modo es al contrario,porque
lo que se p retende precisamente es de que existan empresas
p rivadas / cosa nue la Ley permite, la nueva Ley
Local,narticipadas por el Ayuntamiento para producir/no
sevicios públicos,sino bienes y sevicios privados,pero que
son de interés para la ciudad,entonces ahí el Ayuntamiento
esta.al princípio,impulsa,y luego se retira,la idea no es
estar orecisamente,sino que existan estas empresas.
M.P. ¿ Sr. Maragall,en estas iniciativas empresariales que el
Ayuntamiento
va
a tomar,puede
participar
cualquier
emp resario? ¿ cualquier empresario que tenga una idea puede
ir al Ayuntamiento y decir: ¿ oiga Uds. me van ayudar a
montar mi empresa? o simplemente aquellas empresas que el
Ayuntamiento considere que son necesarias para la ciudad?

Mire Ud. en la génesis,la idea está ,unos años de
experiencia mía en la casa, a través de los cuales he visto
como encima de la mesa del Alcalde ,se van amontonando ideas
�efectivamente iniciativas q ue muchos ciudadanos le vienen a
explicar al Alcalde que serla bueno que existieran,un Hotel
en Montjuich,una Torre de Comunicaciones,un sistema de cable
una empresa de promoción musical,una empresa de promoción
internacional,supongamos del diseño de Barcelona et.c°.,hay
mil ideas que han pasado por mi mesa,pocas de ellas se han
realizado , en muchos casos por falta,sequramente de
capacidad organizativa por ambas partes,por p arte de aquella
persona que podía haber sido empresario de eso y por parte
tambien del Ayuntamiento que no tiene agilidad,muchas veces
para acoger estas iniciativas; ¿ qué vamos hacer ahora? p rimero,quince ideas que ya se han ido definiendo con el tiempo
explicarlas 7 poner las bases de esa iniciativa a la luz
publica y esperar que vengan empresarios para ver si las
quieren hacer,yo supongo que van haber,porque habían venido
con anterioridad O sea que yo supongo que en estas primeras
q uince ideas,digo un numero como p odían ser doce,yo creo que
van haber efectivamente iniciativas y que de ellas
supongamos en el p rimer ano se ruedan materializar cuatro o
cinco,¿ en el futuro q ue va ocurrir? en el futuro va ocurrir
que a medida que se vayan agotando por decirlo así estas
posibilidades, porque se hagan,o bien porque se demuestre
q ue son ideas inviables, entonces haya que borrarlas de la
lista,evidentemente nosotros estaremos abiertos a que
ciudadanos de acc o de fuera nos vengan p ara decirnos que
hay cosas que faltan en Barcelona que sería bueno que
existieran y q ue convendría un emnujón,en definitiva es lo
que a uno Le vienen a pedir,ese empujón,lo vamos a dar
siempre que la idea este estudiada,y parezca viable que sea
útil mara la ciudad v que de alguna forma se compruebe que
esté bien elaborada,es decir, q ue el Aventamiento pueda
estar ahí durante algíln tiempo,pueda estar tres años,pueda
estar cinco ano..,olleda estar alomejor diez anos, luego
recu p erar su canLtal,su dinero invertido y en definitiva
haber ayudado a croe la ciudad tenga unas iniciatïvas,unas
emp resas q ue antes no existïan,de modo que hasta ahora son
ideas q ue hemos estudiado a fondo en los últimos meses en la
medida q ue las conocíamos c ue nos habían p ro p uesto ya, a
p artir de ahora sera. cuestion dentro del a^o nue_ entraremos
ensequida, ser 1 .° esti(Sn de ver que nuevas ideas aparecen.
M.C. Al hilo de lo q ue p lanteaba nuestra companera Merce
Remoli,r, Alcalde hemos de recoger,que algunos empresarios
catalanes se han mostrado disconformes con esa creaci.ón,en
concreto
del Fondo del Trabajo que es
la
Patronal
Catalana, decía en una nota mu y dura, que esa iniciativa
q ue im p ulsan Uds. contituye: " un error,una intromisión y un
inadecuado desembolso de ca p itales de todos los ciudadanos"
y añadía: " sino tambien un p eligroso precedente " porque
temen (q ue otros A y untamientos de Esnaña tengan la misma
iniciativa,
esto no le suena Sr. Alcalde como una especie
de zapatero a tus remata.?
P.M. Pues ya lo lamento, Porque suena algo así,desde luego, pero
yo lo lamento porque la intención nuestra era invitar a
�Fomento, y vamos ,así lo dije además en el Consejo Plenario
en que se aprobó la idea, lo que ocurrió es que simplemente
no hubo quizá el tiempo material de formular esta invitación
quizá esto ha provocado una reacción un poco demasiado
violenta,yo creo que a la larga,como empresarios los hay,Vd.
lo sabe, en el Consejo de Administración,cuatro o cinco o
seis empresarios....
M.C. Y sindicalistas incluso.
P.M. Sindicalistas de U.G.T., de C.C.0.0., un representante de
cada,esta Justo Domínguez y Gómez Acosta,yo creo que Fomento
finalmente vera la iniciativa con mejores ojos que al
principio.
M.7. Sr. Maragall,todo el mundo sabe que el Ayuntamiento de
solo
el de Barcelona sino
Darcelona,no
todos
los
Ayuntamientos de EspaEa tienen muchos problemas de
financiación,este ano agravados, Uds. dicen que el avío que
viene van a dedicar mil millones de pesetas nara estas
iniciativas em p resariales ¿ de donde van a salir?
P.M. Mire Ud. el Ayuntamiento de Barcelona,invierte anualmente
entre doce y quince mil millones de pesetas, la ecuación mía
ta sido,la de decir vamos a sustraer quiza de esta cantidad
una q uinceava parte nara ponerla en una línea que si va
bien va a producir mucho tras que la cantidad inicial,de modo
que yo crea q ue a la larca,si esto funciona,que confío que
si, tendremos un total de inversión p ública destinada al
ciudadano,mavoe, y con un coste menor para el contribuyente,
esta es la idea, porque estos mil millones se pueden
convertir a la laraa,si son participaciones,digamos en un
tercio,nues en tres mil sunongamos, de modo cue tenemos un
conjunto de inversiones totales mayor, sin que hayamos
tenido atoe recurrir a una mayor carga fiscal.
E C. Dis p onemos de poco tiempo Sr.Maragall,pero querríamos salir
del caso de Barcelona y ver si esto es exportable p ara otras
ciudades esnaEolas,nor ejem p lo existen casos, la Junta de
Extremadura a traves de la Sociedad Soviecs en Caceras, una
empresa junto con la Diputacinn de
microprocesadores, tambien el Gobierno Vasco, e1 GoOlerno
Autónomo tiene una Sociedad de Promoción y Reconversin,eso
son iniciativas que ya existen, lo que tal vez no eseistía
ahora,
hasta
eran
Ayuntamientos que tuvieran
estas
iniciativas
sigue Ud. la línea en este sentido del
Ayuntamiento de Londres ?
Bueno,no creo que sea la misma linea del Ayuntamiento de
Londres,allí
de
„ el tema es distinto,sería muy largo
,
comentarlo, si q ue me ha interesado la empresa del )ais
Vasco de Euskadi,tiene la virtud, que yo creo que hay que
estudiar,que es la p osibilidad de captar ahorro,otra manera
de
hacer
mas
inversiones cuando
se
tienen
nonos
recursos precisamente,en el caso del País Vasco
�MC, Participan las Cajas de Ahorro..
P.M. Participan las Cajas , Ud. sabe que ya hay Cajas
Municipales muy fuertes y muy unidas a este tipo de
iniciativas,yo creo que es una cuestión a estudiar por
todos,y lo que ya les puedo decir eso sí, es que es muy bien
recibida, he recibido una avalancha de comunicaciones desde
que se anunció esto,hace una semana, desde la O.N.C.E. que
se ha mostrado enormemente dispuesta,pues incluso a enviar
un pequeño donativo.
M.C. ¿ La Organización Nacional de Ciegos ?
P.M. Si,hasta infinidad de personas que han visto en esto un
revulsivo y una cosa eminentemente popular.
M.R. El objetivo de
los Juegos Olímpicos está de una forma
,
inmediata ahi delante de nosotros,esas iniciativas
municipales-empresariales ¿ van a contribuir a conseguir ese
objetivo? ¿cree Ud, que pueden contribuir?
P,M. Pueden contribuir por supuesto y tengo que decirle,que
resultan en Parte del hecho de que hay ciudadanos de
Barcelona q ue ahn querido contribuir a preparar nuestra
ciudad p ara el año 1.992, sobre la base de hechar andar
algunas iniciativas que no son del sector pliblico,edificar
un Hotel en Nontjuich para la familia Olimpica, p ues no es
algo que normalmente tenga que hacer el Ayuntamiento de
Barcelona y sin embargo el Ayuntamiento puede a y udar a que
unos hoteleros Privados lo hagan, q ue es lo ene va a suceder.

M.C. Es esta una iniciativa polemica,una iniciativa de futuro, en
cualquier caso,hemos querido en Telediario Punto y
Aearte,contar con su Presencia en directo hov,desde nuestros
Estudios de :-',ant Cugat, p ara poder acercarla de este modo al
resto de EsraF,a,probablemente a partir de mañana esto se
comentará en muchos Ayuntamientos ,porque se trata de una
iniciativa

Discurs de l'Excm. Sr. Alcalde a la signatura del Pacte Cultural

Molt Honorable President,
Honorable Conseller,
Senyores i
Senyors:
Vull expressar la meva satisfacció per haver arribat al
pacte que avui rubriquem.
No em costaria gaire deixar -me anar per l'entusiasme i glosar
el caràcter històric de l'ocasió. Es molt possible que avui sigui
un dia històric.
Tanmateix vull contenir aquest impuls i sintonitzar amb
l'esperit del pacte, amb allo que l'Ignasi Riera qualificava
aquest matí com "l'inici socràtic de pobresa confessada".
I en aquest sentit vull celebrar el pacte com a símptoma
positiu de la recuperació d'un ambient de diàleg i d'entesa que ha
estat sempre associat al tarannà del nostre poble.
Em complau especialment la referència explícita al respecte
al pluralisme ideològic i artístic, que espero que serveixi per
allunyar per sempre més l'espectre d'una visió unitarista de
Catalunya. Aquest pacte posa les condicions per a l'exercici del
pluralisme.
Com també em felicito per la renúncia explícita que fa el
document aprovat al dirigisme polític de la cultura.

Aquesta és la millor manera per refermar la identitat
nacional de Catalunya. Només des de la tolerancia i de la
confrontació entre les idees pot neixer l'impuls creador que
mantingui
viva una cultura.
La missió dels
que
tenim
responsabilitats públiques és promoure un ambient que faciliti
l'aparició d'aquests impulsos.
No puc deixar de fer esment a un aspecte del pacte que, com
alcalde, em satisfà especialment. I és el reconeixement de
l'autonomia dels ajuntaments, de la seva capacitat gestora i de
la idoneitat del sector local per a gestionar els serveis
culturals.
Això és del tot coherent amb la voluntat manifestada al
pacte de millorar el servei públic cultural, i recull una de les
idees que des dels ajuntaments hem manifestat més vegades: la
visió de l'Administració com a productora de serveis i la millor
qualificació del sector local per a la gestió d'aquests.
Senyor President, senyor Conseller, senyores i senyors: crec
que aquest pacte ha de ser un estímul per continuar per aquesta
via. Penso, per exemple, que ja hauriem de començar a considerar
l'ampliació del pacte als mitjans de comunicació, a la premsa
escrita.
Es un terreny en el que caldria definir per a les
administracions uns objectius de consens que podrien situar-se,
molt probablement, en torn a la defensa i la promoció del
pluralisme.

I potser trobarien algun altre àmbit en el que el consens
institucional donaria fruïts positius per a Catalunya. Penso, per
exemple, en la projecció internacional del pais, que compta amb
el precedent de la promoció de la candidatura olímpica.
Encara queden crees de la nostra vida cultural i social amb
residus d'intolerància. Portem l'esperit d'aquest pacte a tots
els àmbits de la nostra societat.
