El modelo policial de un país está condicionado por sus instituciones básicas. Hoy estamos empoMmdos en reformar ese modelo para adaptarlo a la realidad del Estado de las Autonomías, atendiendo a la salvaguarda de la propia autonomía de los municipios y de acuerdo con las obligaciones constitu cionales del Gobierno central. Es una tarea compleja y difícil, sin duda alguna, pero alcanzaremos el objetivo que nos hemos propuesto. El acto de hoy, los actos de estos días, son unos hitos simbólicos. Lo fundamental es el trabajo cotidiano, dentro de la perspectiva de nuestros objetivos. Quiero referirme a las tareas de coordinación que ya hemos iniciado. Los trabajos de la Junta de Seguridad, de la Comisión de Seguridad Urbana, de la Comisión de Coordinación Policial, de la Comisión de Coordinación de Policías Locales de la Generalitat – en la que participamos muy activamente los hit) ezfrOs. -~ son esfuerzos aparentemente dispersos pero que convergen hacia aquel objetivo de mejorar el servicio que se presta a los ciudadanos en el terreno de la seguridad pública. �En el marco de este esfuerzo de coordinación y cooperación, que constituye la base de todas las posibilidades de éxito, promoveremos el encuentro a todos los niveles entre las administraciones implicadas: desde las jefaturas a la demarcación ^ el barrio, pasando por el Li& distrito. o La mejora del servicio que prestamos a los ciudadanos pasa también, desde luego, por la actualización de las condiciones profesionales y de trabajo de los funcionarios, la adecuación de su formación, y la modernización de instalaciones y Mi& medios, de los que aquí hemos visto una pequeña muestra. somos conscientes de las dificultades con las que nos vamos a enfrentar. Prefiero no leerlo aún. Iba a ser el penúltimo acto de un diálogo sostenido, aunque ni mucho menos continuo, a lo largo de los años. Manolo faltará a la cita que teníamos concertada en la casa barcelonesa de EL PAÍS el próximo martes para seguir coincidiendo y discrepando -más lo primero que lo segundo-, esta vez delante del público. Pienso que la generosidad parca del hombre crítico vale más que el halago fanfarrón. Pero la generosidad de Manolo era un regalo raro, un metal precioso. Confieso que conversar con Manolo, pudiendo ser apasionante, para mí no ha sido siempre fácil. Una persona que no habla si no es estrictamente necesario no es una persona cómoda. Manolo no ha sido exactamente así, pero ha sido hombre de silencios sabiamente administrados. Manolo ha formado parte del paisaje colectivo de Barcelona, de Cataluña y de España, que se ha ido haciendo con el acicate de su mirada crítica, irónica, pero nunca agnóstica: arriesgada. La Barcelona de hoy -la Barcelona que ha socializado el mar, según sus palabras- no existiría sin su crónica. O no la veríamos igual. Del mismo modo, la educación sentimental de la izquierda española está teñida del recuerdo de la crónica que empezó a trenzar Manolo en la revista Triunfo, con la obsesión de reconstruir la razón democrática. Fue fiel durante toda su vida a su compromiso político, con una difícil mezcla de confianza ciega en las personas que encarnaban lo mejor de la utopía del comunismo y una distancia crítica que le permitió reconocer que se trataba de una utopía mortalmente herida. ¿Cuesta imaginar la Cataluña de mañana sin la presencia de Manolo? En realidad estará presente. Porque su interrogación lúcida la hemos aprendido. Porque nos vamos a estar preguntando todo el tiempo qué hubiera dicho Manolo. Lo que nunca sabremos son los giros que hubiera podido dar a sus interrogantes. Y nos duele en el alma quedar con esa duda. Manolo, te debemos algo más que la nostalgia de la revolución que no fue. Te debemos el haber levantado sin frases huecas la utopía posible de la Cataluña del pueblo y la España plural. ¡No te fallaremos!
