Estimats amics, Les meves primeres paraules han de ser de salutació a tots i a totes, a tots i cadascun els Alcaldes que representeu els municipis que durant la Ba xa Edat Mitjana volgueren ser i foren carrers de Barcelona, gran període de Catalunya abans d'entrar en una davallada de la nostra història que no es va refer fins al segle XVIII. Per això diem a vegades que aquest país té Romànic, té Gòtic i després ja només torna a enir la Il.lustració i el Modernisme, passant tot un periode difícil, que és el període del Barroc, aquell en què tants altres països de tot Europa i altres regions o altres nacionalitats dintre de l'Estat Espanyol, van tenir el moment, la gran eclosió, però nosaltres no, per raons que els historiadors expliquen. Però bé, nosaltres ens podem retrotreure en aquella Baixa Edat Mitjana, perquè hi vàrem tenir un moment de gran esplendor, en què Barcelona ;i Catalunya es van estendre per tot el Mediterrani i van plantar més de 60 consolats, des de Sardenya fins a Neopàtria. I es deia que els peixos duien les quatre barres que representaven el comtat de Barcelona i el regne de Catalunya i Aragó. Per un municipi, en aquellImoment, esdevenir jurídicament carrer de Barcelona volia dir ser lliure, volia dir no estar sotmesos, ni el municipi rii els seus habitants, com aquí s'ha dit, al poder feudal n a l'arbitri del Rei. Molts municipis compraven la seva llibertat acollint-se a la protecció del Rei; Mollet ho va fer, així com molts altres. Però sovint aquest els torlava a vendre als senyors feudals quan necessitava diners. II eren diners que no eren per consum, sinó per fer les guerres: la guerra de València, la guerra de Mallorca. Però quan el Rei reunia els Montcades i els Recasens i els demanava diners a les Corts per poder anar endavant, s'arribava alun límit a partir del qual no en tenia prou. I aleshores els havia de demanar al Consell de Cent. Passava a l'altre cantó de la ciutat ï demanava als burgesos, als artesans, a s manufacturers, als artistes i �als ciutadans honrats, que eren el tercer braç de les Corts juntament amb els eclesiàctics i els nobles, els demanava el seu ajut i ells ho discutien i regatejaven. En definitiva veieu aquí una Catalunya configurada per rei, noblesa i esglèsia, i per altra banda, ciutadans. Hi havia ciutadans que volien ser lliures dels nobles i havia ciutats que eren prou fortes pel seu comerç, per la per la seva per la seva indústria, seva artesania, il.lustració; eren prou for es per dir que no al seu senyor, i que conduïa un senyor que jutjava, que cobrava impostos, també els seus ciutadans a combat quan s'havien de defensar. Les Corts Catalanes es reuhien quan el Rei venia i cridava els tres braços. Això no era gaire sovint: un cop l'any, o cada dos o tres anys. Per/ mentre hi havia una Diputació permanent (com passa avui én dia per vacances d'estiu i per Nadal). Cadascun dels braços tenia l seu paper: l'eclesiàstic presidia. Tots els Presidents e la Generalitat fins a en Macià van ser clergues. Macià và ser el primer President civil. Hem tingut només quatre o cinc Presidents que no han estat capellans. Els nobles eren els guerrers, els que controlaven el territori, a Mollet, a Parets, i arreu de Catalunya. I feien respectar la seva ll0i, la llei de senyors, pactant amb el Rei la seva relació de guerrers i de poder sobre el territori. Però hi havia burgesos, artesans, treballadors, artistes, manufacturadors, menestral... eren gent que no en tenien prou d'estar reunits en un poble sota el poder d'un senyor, sinó que volien ser lliures; I aleshores tenien dues possibilitats: se n'anaven al Rei i compraven la seva llibertat amb els seus diners i esdevenien vila reial (per això hi ha tantes Vila-reals esteses pl món), la qual cosa volia dir que depenien directament del Rei a través del batlle, que era la representació de la ustícia del Rei. Però a vegades el Rei volialanar més enllà, i no trobant en el braç noble tots els recursos que necessitava, o bé demanava diners al Consell de Cent o bé es revenia aquella ciutat al senyor feudal que pagava però tornava a tenir poder territorial. El Consell de Cent tenia 1' vantatge que era una institució que no havia de fer guerres que només s'havia de defensar i mantenir dintre de les muralles de Barcelona, primer romanes i després gòtique i dintre del que va ser el �Consell de Cent, que anava de Castelldefels a Montgat, però que a més a més s'estenia per tot Catalunya, per aquestes seixanta o setanta viles que pagaven la seva contribució al Consell de Cent per ser deFensades i per no ser revenudes. Precisament aquesta era una de les clàusules del carreratge: quan una vila era carrer de Barcelona volia dir que els seus ciutadans eren habitants del Consell de Cent. Convertir-se en carrer de Barcelona fou, doncs, la garantia plena de la llibertat del municipis i dels seus ciutadans. Evidentment estem parlant del segle XIV, però això va durar temps. A la Baixa Edat Mitjana Barcelona gaudia d'un gran prestigi i mai no va vendre ni va cedir cap dels seus territoris. Els habitants dels municipis que esdevenien carrers de Barcelona tenien el dret de se= defensats pels consellers de la ciutat en els seves vides i en les seves hisendes. L'acte que avui celebrem, per tant, uneix els nostres municipis en la història de la llibertat dels catalans i de la llibertat de Catalunya. Jo crec, sincerament, que és en aquell moment, ara fa 600 anys, que Barcelona va comènçar a ser de debò la capital de Catalunya. Quan acull sota la seva protecció la llibertat dels municipis i dels ciutadans, quan el seu escut de dues creus i quatre barres es cpnverteix en l'escut de tantes i tantes ciutats i tants pobles de tot Catalunya, que esdevenen lliures. I això només es perd el 174-1716, quan el Decret de Nova Planta aboleix les Constit4icions Catalanes i el Consell de Cent. A partir d'aquí van aparèixer el que pròpiament es diu Ajuntaments, que és un nom Emportat de Castella. Però avui hem retrobat la llibertat, l'autonomia i l'orgull de ser municipis lliures. I avui hem d'agrair a l'Alcaldessa de Mollet, Montserrat Tura, que ens hagi convocat a celebrar aquest 600 aniversari del seu carreratge, i que ens hagi donat l'oportunitat de trobar-nos tots aquí, de trobar els nostres municipis en l'espeit del carreratge. Esperit que es va renovar pèrquè, com ella ha dit, en altres moments històrics posteriors, com ara els Jocs Olímpics, amb els seus voluntaris que van tenir un paper tan important, sobretot aquí a Mollet, els vam retrobar fent el mateix: reconstruint un honor col. ectiu, un sentit de llibertat i d'expressió davant de tot el món, gràcies a la unió de pobles i ciutats de tot Cat lunya. �Mollet és, avui, un del$ més grans entre els municipis carrers de Barcelona. I potser ho és dues vegades, si pensem que el gran creixement d'aquesta ciutat i de les més properes a Barcelona ha tingut molt a veure també aquests darrers anys, per a bé i per a mal, amb el creixement propi de la capital. Ha estat aquest creixement desordenat dels 60s i els 70s que l'Alcaldessa ha mencionat. És cert que dels 72 municipis-carrers comptabilitzats en la recent Història de Barcel na n'hi ha força que ja no són municipis, començant per Va lvidrera, que ho era però va ser annexionada per Sarrià, i Sarrià per Barcelona, i ha tornat a ser Barcelona. Però sens dubte, en aquesta reunió d'avui hi ha una bona mostra del que és aquella diversitat. Penseu que eren municipis-carrers de Barcelona des de Corçà i Cruïlles al capdamunt de 'Empordà, fins a Sant Sadurní, Moià o Igualada, els Alca des de les quals poblacions són avui aquí presents. L'esperit del carreratge, 4loncs, és un esperit perfectament modern. És l'esperit de la col.laboració entre els municipis, que avui tornem a tenir motius per a continuar promovent. Aquest esperit ens referma en la importància que els municipis han tingut en la histò'ia de Catalunya i en la que han de continuar tenint. Permeteu-me, doncs, que féliciti, en nom de tots, l'alcaldessa de Mollet per aquesta iniciativa i que us manifesti, també, la bona disposició de la ciutat de Barcelona a mantenir i recrear l'esperit del carreratge com a esperit de llibertat i de col.laboració entre viles i ciutats. Units per aquella vella llibertat compartida. Units per la nova llibertat que construïm dia a dia amb el municipalisme. Aquest és també l'esperit de l'Europa que anem construint també des de cada ajuntamen... En el Tractat de la Unió _E uropea, el municipi ha sortit reforçat com el nivell més idoni per recollir les aspiracions dels ciutadans. Ja ho sabeu. Hi ha aquell'principi de nom tan estrany però tan clar, que es diu la subsidiarietat, que vol dir proximitat, que vol dir que tot ellpoder s'ha de posar el més avall possible, mentres no es demostri que s'ha de posar més amunt, però s'ha de demostrar. �L'esperit de la subsidiarietat d'Europa és precisament que tot allò que es pugui tenir ben avall, ben a prop del poble, no s'ha d'aixecar més amunt S'ha de tenir a prop, perquè a prop es pot controlar. La subsidiarietat, en aquest sentit, no és altra cosa que capacitar els municipis per resoldre els seus problemes per ells mateixos i per tant els problemes dels ciutadans. Continua sent l'esperit del carreratge. Una Catalunya forta necessita uns municipis ta, a més a més, mirar enfora i ser capaç només ella mateixa sinó strènyer llaços pobles d'Espanya i arreu d'Europa, i tots regions i Estats que la conformen. forts. Necesside no mirar-se amb els altres els municipis, Prenguem aquest exemple de modernitat de fa 600 anys, i fem de nou dels municipis 1'àmbfLt primer de la llibertat.
