Tenim un patrimoni arquitectònic únic que cal preservar com a senyal d'identitat i orgull de la ciutat. Pera tenim també altres senyals que identifiquen la nostra quot idi an ei tat que cal així mateix recuperar: una façana restaurada, una paret mitgera convertida en un element estètic, un espai on la natura torna a florir, i els vitralls, les persianes, les reixes, els jardins, tots els valors que enricueixen i donen qualitat a la imatge urbana. Aquest és el sentit de la Campanya. Pensada amb una visió integradora de la ciutat, amb sensibilitat cultural, oberta a tothom i ben vista pels ciutadans. Al llarg de l'història, els barcelonins hem demostrat amb escreix la capacitat cretariva i realitzadora; ara que l'esdeveniment del '92 ha encetat noves possibilitats i ha mobilitzat una gran il.lusió compartida, la posem al servei de la dignificació del nostre espai urbà. La Barcelona que rebi els Jocs Olímpics serà una ciutat diferent. No només gràcies als nous equipaments sinó també per la recuperaci® progressiva de tots els aspectes que configuren la seva imatge. �L'ALCALDE DE BARCELONA Els primers resultats ja son aquí. En ella se inicio la Revolución Industrial y en siempre se ha mantenido extraordinariamente atenta los negocios internacionales. Desde hace algunos aElos, el Ayuntamiento que presido, ',nto con otras entidades aquí representadas (como la Asociación de Empresarios de Catalurla, la Cámara de Comercio de la ciudad, o la Feria de Barcelona), ha desarrollado un notable esfuerzo de promoción económica a nivel internacional. Ni qué decir tiene que la reciente nominación de Barcelona como Sede Organizadora de los Juegos Olímpicos de Verano de 1992 nos ha ayudado notablemente en este esfuerzo. Ha contribuido a colocar Barcelona en mente el mapa para muchos ciudadanos del mundo. Dentro de este esfuerzo de promoción, el "Consorcio dr. la Zona Franca", que c^ la Agencia de Desarrollo Económico de Barcelona, ha empezado a organizar reuniones entre empresas locales y empresas extranjeras, con el objetivo de intentar facilitar el establecimiento de " . 3oirt-ventures" tan amplias Como sear,r` pu- sible^. L a primera experiencia se celYi.>ró en mayo de] aiïo pasado entre 13 empresas de Milán y 13 de Barcelona, con un gran i.xito. Ello nos ha llevado a hora a repetir el intento con las empresas de Düsseldorf. Nuestra intención es repetir, esta experiencia en octubre próximo en Tokio, y, en ulteriores ocanronc,s con otras ciudades como Amsterdam, Lyon o Birmingham. �2.• La organización de este tipo de encuentros requiere, para que sean fructíferas, un lento y laborioso trabajo de selección e intercambio de empresas. Desde aqui quiero agradecer el excelente trabajo realizado por los equipos que han trabajado, desde Düsteldorf y desde Barcelona, para hacer posible esta Jeunión. Yo quisiera caT 1,an sólo, a modo de introducción, desta- diez razones que me parece que tienen.suficiente peso para jutificar la consideración de .7. "Opción Barcelona". Veamos„-p~T estas diez razones. Primera. El crecimiento actual de la economía espallelai El crecimiento del Pro'Jucto Nacional Bruto Espa¿lel ha sido --t en 1987 del 4,5%, bien por encina de .a Teflia de los paises �2. IJv de la CEE. Por otra pe te el diferencial de inflación de España respecto al res o de paises de la CEE se ha reducido deforma muy notable: el 5% de inflación del año 87, significa qu la lucha contra la inflación está consiguiendo en Espaha éxitos muy notables. Como decía recientemente John Philipsborn, Viepresidente del Chase Manhattan Bank, en el "Wall Sreet JoUrnal" del 11 de noviembre de 1987: "España es uno de los pocos paises en Europa que merece ser considerado en términos de crecimiento a largo plazo", Segunda. Barcelona es la puerta de entrada a un mercado de 3;5 millones de consumidores. Barcelona, por SU uhicaoilm gegráfiea, cercana a la frontera con Francia, con excelentes ao0sos por tierra, mar y aire, es la puerta ideal a un mercado de 35 millones de consumidores esparloles, en franca expansión. Es asimismo, una puerta al mercado norteafricano, del Medio Orlente y de América Latina. Cataluï1a es, por otra parte, una de las zonas de España de mayor nivel de renta y de mayor consurho tanto doméstico corno industrial. Tercera. Barcelona cuenta con una potente infraestructura inliustrial, y buenas comunicaciones con Europa y el resto del muhdo. El área económica de Barcelona se halla a hora y media en automóvil, por autopIsta, de la frontera francesa. Posee 1 un aeropuerto internacional conectado a las principales metró1 polis del mundo, que esta siendo en estos momentos ampliado y fflodernizado. El puerto de Barcelona compite per el primer puesto del área mediterránea, está en plena expansión, y cuenta con una interesante Zona Aduanera Exenta. En 12 horas un camión lleva sus productos de Barcelona a Frankfurt por un precio aO'oximado de 1,6G: dólares ame canos. Por otro lado, existe suelo industrial disponible, bien urbanizado, para la ubicación de nus industrias. Los ayunta- �milntos del área ^de Barcelona están desarrollando un gran es- fuerzo por ampliar constantemente esta oferta. Destaca, en este sentido, la puesta en marcha, dentro de meses, del Parqut Tecnológico del Vallés en el que, además de ur p a (a 30 Kms del centro de Barcelona) excelente ubicación, se ofrecen a ia$ empresas de tecnología avanzada toda una serie de servicios entre los que destacan un Instituto de Transferencia de Tec_noloifa y un Centro de Empresas para la instalación de nuevas o pequeñas empresas, con asesoramiento y actividades de forma- ein incluidas. Y lo que es más importante: la enorme red de empresas industriales ya existentes, que puedan convertirse en suministrvdores, subcontratistas o en eficaces auxiliares de su empresa; Barcelona es el corazón de la industrialización de Espada. HaCc 200 a n os que existe una industria diversificada y eficaz, en nuestra área: prácticamente todos los sectores industriales se:hallan representados. Cuarta. La gente. Las personas que puede necesitar su empresa, desde cl trabajador manual hasta el director do fábrica, están disponibles , a^^ser contratadas, a un salario razonable y i on altos niveles de cualificación y formación profesional: a) Están disponibles, puesto que el problema del desempleo motivado por la crisis, ha creado una situación en la que no existe, como en otros países, escasez de mano de obra cualificada. b) El coste del trabajo es en Espaíia, todavía hoy, inferior al de la práctica totalidad de paises europeos (excepto Portugal y Grecia), e inferior a los de Japón y Estados Unidos. c) El grado de cualificación es elevado. Barcelona concentra tres Universidades ron un elevado número de estudi antes y con un importante nivel. El esfuerzo realizado en investigación es, asimismo, notable, con la reciente creación de �4. centros de investigaci ón aplicada en nuestra área (Micrueletrónica, Nuevos Materiales, Centro de CAD/CAM, Instituto de Diseño Textil, etc.). d) Finalmente, existe en Barcelona una cultura y una ética del trabajo muy arraigada en una historia orientada hacia el trabajo industrial y la mentalidad empresarial. Como resultado, la productividad es la más elevada de España. Quinta. Una fiscali dad razonable. Los impuestos que pagan lar, empresas nacionales y extranjeras en España y, _ecv, -i Lré en nuestra área, resisten bien la competencia con otros p aises de Europa (Nuestro 35%, de Impuesto de Sociedades es, todavía hoy, inferior al tipo aplicado en la mayoría de paises de la CEE). Por otra parte, ci Impuesto sobre la Renta de las Per s onas Físicas, que grava la renta individual, es, asimismo, menos importante que en la mayoría de paises del centro y del norte de Europa. Sexto. Los Servicios a las empresas. La ciudad de Barcelona es una gran metrópoli de casi 2 millones de habitantes y de basta millones si consideramos el área metropolitana Lla estado siempre abierta a los negocios internacionales. De ahí que cuenta con todos los servicios que pueda necesitar su empresa: bancos nacionales y extranjeros, una activa bolsa de- valores, empresas consultoras, auditoras y de ingeniería, aseguradoras, una centenaria Cámara de Comercio y una Feria de Muestras que concentra, a través de sus 40 salones a más de' 2.296.764 visitantes al año. Séptimo. Incentivos a ]a inversión. Barcelona y su área de influencia gozan de una serie de incentivos a la inversión industrial que se hallan por encima de la media europea; a) Puede obtener subvenciones de hasta un 30% de su inversión en activos fijos si su empresa se ubica en una dr. las numerosas Zonas de Urgen- �te Pei ndustralizacióra del área de Harcelona. b) Puede obtener deducciones fiscales de importanc i a por creación de lugares de trabajo (0, b millones de Atas por empleado) o por inversiones en activo fijo (hasta el 15%). e) Puede obtener créditos subvencionados, a bajo interés, a trav6s del Banco de Crédi to Indus- trial. d) ruede beneficiarse de numerosas ayudas a la investigación y desarrollo, así como a la implantación de nuevas tecnologías. Octava. La calidad de vida. Cataluña es la California de Europa, en tárminos de calidad de vida. Barcelona es hoy, desde el punto de vista cultural, un punto de referencia mundial. Y vivir en nuestra ciudad le puede garantizar todas las comodidades de una gran metrópolis moderna. Novena. Los Juegos Ol mpi.cos de 1992. Como ocurrió en el pasado en dos Exposiciones Universales (la de 1889 la de 1929), Barcelona vibra en estos momentos corc ya y el impulso de la organización de los Juegos Olímpicos de Verano de 1992. A ESTE CUADRO HABRíA QUE AÑADIR EL ESTRANGULANTE PESO DE LA DEUDA EXTERIOR DE LOS PAÍSES EN VIAS DE DESARROLLO, QUE RESTA ASIMISMO FLUIDEZ A LOS INTERCAMBIOS MUNDIALES POR LA FUERTE REDUCCIóN DE LA CAPACIDAD IMPORTADORA DE LOS PAISES ALTAMENTE ENDEUDADOS. �POR LO QUE RESPECTA A LA ECONOMÍA ESPAÑOLA, HAY QUE DESTACAR QUE LOS RESULTADOS DE LOS DOS úLTITvOS AÑOS HAN SIGNIFICADO UNA RECUPERACI6N ESPECTACULAR DE ALGUNOS DE LOS INDICADORES MáS SIGNIFICATIVOS. LA DEMANDA EFECTIVA SE HA SITUADO EN TASAS SUPERIORES AL 6% ANUAL, RITMO QUE DUPLICA PRáCTICAMENTE AL REGISTRADO EN LA CEE. EL DATO MáS SOBRESALIENTE DE LA DEMANDA INTERNA HA SIDO EL CRECIMIENTO DE LA INVERSIoN, QUE HA ALCANZADO UNA TASA REAL DEL 14%, FRENTE AL 5,2% DE EUROPA EN 1987. EL OTRO FACTOR QUE HA IMPULSADO A LA DEMANDA INTERNA ES EL CONSUMO FAMILIAR, CUYO CRECIMIENTO HA SIDO EN 1987 DE 4,1%QUE DUPLICA LA TASA DE DESARROLLO EN LA CEE. �EN CAMBIO, EL SECTOR EXTERIOR HA DADO UNA APORTACIóN NEGATIVA AL CRECIMIENTO DEL PIB. EL GASTO INTERNO DE LA ECONOMÍA ESPAÑOLA ESTE BENEFICIANDO EN UNA CUANTÍA IMPORTANTE A OTRAS ECONOMIAS, A TRAVÉS DEL AUMENTO DE LAS IMPORTACIONES DE BIENES Y SERVICIOS,NO COMPENSADAS POR LAS EXPORTACIONES. I HONESTLY B1LIEVE THAT WE CAN EXCHANGE OUR EXPERIENCES IN SOME OF THESE MATTERS. NE FEEL VERY INTERESTED BECAUSE WE ARE SURE WE CAN LEARN MUCH FROM TORONTO. AS YOU KNOW, BARCELONA IS GOING THROUGH AN EP.'THUSIASTIC STAGE IN ITS PROGRESS. WE HAVE GREAT EXPECTATIONS IN FRONT OF THE 1992 OLYMPIC GAMES WIiICI-I WE ARE ORGANISING. WE KNOW, THOUGH, THAT THIS IS ALSO AN IMPORTANT COMMITMENT . IT IS A GREAT CHANCE FOR BARCELONA TO DO NEARLY EVERYTHING IT HAD BEWI LEFT TO DO AND WE EXPECT TO DO IT • RI G H T . �BUT PIE ARE ALREADY THINKING ABOUT THE DAY AFTER TIIE GAMES BECAUSE WE WANT TO KEEP ON 47ORKING WITH THE SAME DRIVE THAT :';E HAVE NOW . CITIES ARE CENTERS OF VITALITY AND CREATIVITY. THERE ARE COMMERC IAL CENTERS BY DEFINITION. IN MOST CASES FROM THEIR BLGINNINGS IN THE OLD MARKETS AS IT WAS THE CASE OF TORONTO AND BARCELONA. THEY ARE SPOTS OF FREEDOM FOR COMPARING IDEAS AND FOR PPRTICIPATION. CITIES IIAVE COMMON PROBLEMS BUT NOT DIRECT DIFFERENCES BECAUSE THEY DO NOT HAVE BORDERS TO DEFEND OR SOVEREIGNTIES TO BE RESPECTED. THAT IS THE REASON WHY CITIES CAN UNDERSTAND ONE ANOTHER SO WELL. �I AM CONVINCED OF THE FACT THAT CITIES WILL PROGRESSIVELY INCREASE THEIR RELATIONSHIPS. THIS WILL IMPROVE THE ATMOMPHERE OF INTERNATIONAL RELATIONSHIPS AND WILL BE A CONCRET CONTRIBUTION FROM THE CITIES TO INTERNATIONAL PEACE AND COOPERATION.
