CATALANA PER A
LA RENOVACIÓ
DE LA CULTURA POLÍTICA
Barcelona, 1997-1998
El punt de partida
Catalunya Segle XX! ha congregat en els seus tres anys de vida a més de tres cents
socis i a gairebé un miler d' amics, procedents de medis professionals, acadèmics
o socioeconòmics molt diversos. Ha desenvolupat una sèrie de debats -tant
interns com públics-, que malgrat la seva modèstia, han situat a Catalunya Segle
XX! entre els punts de referència dels qui aspiren a una renovació de la cultura
política, econòmica i social del nostre temps.
Un pas més: la CONVENCIÓ CÍVICA
En aquest moment, Catalunya Segle XX! vol donar un pas més. Considera que és
necessari prosseguir la seva reflexió col·lectiva sobre bases més sistemàtiques i en
un procés orientat a un resultat concret. Amb aquest motiu, ha posat en marxa la
Convenció Cívica Catalana per a la Renovació de la Cultura Política. Els
treballs preparatoris, iniciats el març de 1997, es desplegaran fins a la tardor de
1998.

�Des de Catalunya i més enllà
Som conscients de que aquesta tasca i aquest procés tenen un horitzó que va
molt més enllà de Catalunya i d'Espanya. Però arrenquem d'un punt de partida i
d'una experiència històrica col·lectiva, d'un territori i d'una societat, que han
tingut i tenen la vocació de lloc de trobada. La Convenció, doncs, s'ha de
celebrar en una Catalunya que entenem com a àgora oberta i no com a
temple enclaustrat.
Una convocatòria oberta
Catalunya Segle XXI entén que la Convenció és, per vocació, un procés obert a
la participació dels ciutadans i col·lectius que -situats en diferents latituds del
paisatge polític- comparteixen la preocupació per a renovar alguns elements
caducats de la cultura democràtica, en les seves dimensions social, econòmica i
política. Catalanisme obert, afirmació de les llibertats polítiques i reivindicació de
les solidaritats socials constitueixen les seves referències inexcusables.
Per aquestes raons, Catalunya Segle XXI està disposada a compartir el seu treball
amb altres entitats -fundacions, organitzacions no governamentals, departaments
universitaris, associacions professionals i socioeconòmiques, empreses i entitats
del camp cultural o informatiu- en la forma més adequada a la seva naturalesa i
voluntat, ja sigui en la fase preparatòria, ja sigui en la fase plenària final.
Un esforç d'interpretació
polític
reflexió. Però no un programa
El producte de la reflexió generada per la Convenció no ha de ser un conjunt
de polítiques públiques sectorials, pròpies dels programes de partit. Però sí té
l'ambició de que els partits -igual que altres actors socials, econòmics o políticspuguin comptar amb la nostra reflexió quan portin a terme les seves tasques
específiques.
Per això, Catalunya Segle XXI considera que la Convenció -com a procés en
marxa i com a material documental produït- pot ser útil a les forces polítiques,
contribuïnt a la tasca comuna de repensar les maneres d'analitzar la política
democràtica i d'intervenir en ella. Recíprocament, Catalunya Segle XXI accepta i
acull els comentaris i observacions que sorgeixin dels partits i d'altres actors
col.lectius, en la mesura en que encaixin en la naturalesa del seu projecte.

�Tres eixos de reflexió per a tres Àmbits Temàtics
La Convenció pretén contribuir a l'elaboració de noves formes d'interpretar la
realitat política democràtica i a la definició de noves maneres d'actuar eficaçment
sobre la mateixa.
Amb aquest objectiu s'han delimitat tres grans àmbits temàtics:
Àmbit 1. Ciutadania, comunitat, territori.Una cultura política renovada ha de replantejar les relacions entre espai
(territori), comunitat i ciutadania. Es perfila una nova concepció de la
proximitat i de la distància com a eixos de participació: globalització vs.
identitat. En aquest marc, les ciutats emergeixen com a ferment, els
Estats com a garants i guardians del trànsit cap a una nova distribució
de la ciutadania, i no necessàriament com a productors de serveis. La
subsidiarietat apareix com a fil conductor. Quina aportació es pot fer
des de Catalunya?
Àmbit 2. Una economia al servei de la societat: els nous reptes.Són clars els signes d'esgotament de les formes socials i econòmiques
que hem conegut, basades en el ple treball, el consum, el benestar.
Amenacen els riscos del no-treball, del desastre ecològic o de la
dualització de l'accés a la informació i al coneixement. Com fer
compatible la creació de riquesa, la conservació del medi i una cohesió
social, basada en l'equitat? Com donar a aquesta tasca la dimensió
global, que tenen ja els intercanvis econòmics o mediàtics? Quins límits i
quines potencialitats presenta la societat catalana?
Àmbit 3. Poder i participació ciutadana: noves regles de joc.La complexitat i l'escala dels problemes han debilitat -a vegades han
anul.lat-l'efectivitat de l'acció política tradicional. Algunes pretensions
polítiques reequilibradores o igualitàries són titllades d'inútils i fins i tot
contraproduents. S'ha de confiar només en l'intercanvi mercantil o en
la cooperació voluntària? Quin paper pot reservar-se a les institucions
polítiques formals? Com es relacionen i equilibren aquestes institucions
amb els nous -i no tan nous- poders fàctics locals i globals, dels diners i
de la informació? S'ha de pensar en un nou Montesquieu per a
compensar determinats desequilibris?
Cada Àmbit Temàtic compta amb un Comité Assessor. La seva tasca consisteix
en definir el contingut dels Àmbits, l'estructura dels Grups de Treball i la seva
supervisió dels textos elaborats.

�Els Grups de Treball de cada Àmbit
Correspón a una vintena de Grups de Treball -que consten en la relació
adjunta- el tractament dels interrogants i problemes que s'enquadren en els
Àmbits Temàtics descrits. A partir d'un document inicial, cada Grup ha de
formular -amb el concurs d'experts o testimonis qualificats, espanyols i estrangersun text o document, que serà considerat en la fase plenària final de la
Convenció.
El calendari
El procés es desenvolupa en dues fases.
En la fase preparatòria (febrer 1997-setembre 1998), els Grups de Treball
examinen els documents inicials i el sotmeten a revisió, fins a produir un text final
cada Grup.
En la fase plenària (octubre-novembre 1998), es produirà la discussió dels textos
anteriors i la seva elaboració final.
El resultat final de la Convenció
La Convenció, per tant, ha de concloure amb l'examen i l'aprovació eventual
de la Col.lecció de Textos preparats pels Grups de Treball. Aquests textos -i tot el
material complementari generat durant el procés- seran editats i difosos, després
de la corresponent selecció i integració.

Corazón sí, no un instrumento

Como suele ocurrir cada cuatro años, Barcelona ha vuelto a ser presentada como lo que no es.
Y desde luego, me sabe mal. Le sabe mal al alcalde pero, sobre todo, al ciudadano Maragall, a
la persona que ama con pasión esta ciudad que fue y es la de las libertades, que fue invitada a
ser la del perdón, que ha sido lo que el presidente Pujol dijo hace ya mucho tiempo: la "force de
frappe" de Cataluña.
Ahora, como suele ocurrir cuando se acercan momentos de distinción de ideas, cuando toca
presentar limpiamente las diversas opciones según diferentes principios, Pujol se ha referido a
la ciudad, nuestra ciudad, la ciudad de todos, como un instrumento. Concretamente, un
instrumento de su proyecto nacional para Cataluña.
De ahí, se pasa fácilmente al discurso según el cual Barcelona es sólo medio catalana, como si
fuera un poco medio no se sabe qué. ¿Qué puede decirse? ¿Hay que repasar de nuevo la historia
del país, marcada desde los orígenes por la presencia y papel de Barcelona? ¿Hay que recordar
la importancia social, económica, política y cultural de la concentración urbana en Barcelona y
su área metropolitana? ¿Hay que discutir lo que es obvio, nuevamente, por la simple razón de
que han pasado otros cuatro años? Me disgusta enormemente y no acierto a comprenderlo. Si
solamente es un estilo de combate político, ¿qué indica? ¿Que Barcelona sólo puede ser
catalana si un grupo político determinado la gobierna? Creía que los tiempos del exclusivismo
de una corriente del catalanismo ya habían pasado; estaba convencido de que la actual situación
de comprensiones mutuas y acercamientos entre diversos grupos iba a acabar con todas esas
estridencias antiguas... y me siento decepcionado. Tendré que repetir otra vez lo que ya creía
sabido por todos: Barcelona y Cataluña laten al unísono, aunque la expresión de la ciudad no
sea siempre la que le apetecería al Gobierno de CiU. ¡Qué se le va a hacer!
No es lícito jugar a negarle la capitalidad a Barcelona ni es justo que la ciudad pague ella sola
el precio de ésta: museos, escuelas y otros servicios se sufragan con los ingresos municipales,
cuando es evidente que se trata del llamado coste de capitalidad, aquel que Madrid tiene pagado
por el Estado y que Barcelona aspira a ver compensado por una aportación equilibrada de los
dineros autonómicos.
Cuando se niega a Barcelona la capitalidad se suele mezclar con intentos de disminuir su papel.
Es entonces cuando aparecen los argumentos minimizantes, a menudo basados en un supuesto
decrecimiento de la ciudad. Fue en este mismo periódico donde leí la afirmación siguiente:
"Los demógrafos desmitifican la despoblación de Barcelona y anuncian una ciudad-región".
Que nadie interprete esto en clave de voluntades políticas de asimilación. Más bien me parece
el resultado lógico de los estudios científicos que ahora confirman lo que muchos defendemos
desde siempre: Barcelona no puede sustraerse de la realidad metropolitana.
Las rondas, los equipamientos concretos (hoteles, museos, auditorios, centros comerciales, las
administraciones) generan movimiento hacia la ciudad y en parte sustituyen algo del total de
residencia. Barcelona tiene cuatro millones de habitantes funcionales durante el día. Ante esa
realidad tan contundente, ¿cómo puede alguien imaginar una Barcelona que no tenga en cuenta
el país? ¿A quién puede ocurrírsele que Barcelona no sea parte indiscutible del país? ¿Quién

puede creer que es posible seccionar el territorio y el alma alrededor de la ciudad con el bisturí
del antibarcelonismo? Seguro que nadie con juicio político.
Aunque ha habido tentaciones y ha parecido que se intentaba trasladar la capital al otro lado de
Collserola (después del Laboratori d'Assaig y del Arxiu Nacional, hubo quien pensó en situar
en esta zona la estación "barcelonesa" del AVE), estoy convencido de que los tiempos de la
minimización de Barcelona ya han pasado. Pertenecen a discursos en desuso. Por eso me supo
mal que se tildara a la ciudad de simple instrumento para un proyecto nacional concreto, el de
CiU. Barcelona es liberal y progresista y tiene su propia visión del proyecto nacional. Que sea
propia no menoscaba que sea nacional. Y estoy seguro -lo pido solemnemente como alcalde de
la capital de Cataluña- que no volveremos a oír estas afirmaciones, que no volverá a decirse
que somos un instrumento. Que no se repita. Que no nos regateen lo que somos: gente
orgullosa de la ciudad en que vivimos, el corazón del país. Y contra esta pasión sincera, no vale
instrumento alguno.
