Aquest dinamisme, amb els seus avantatges d'il.lusió i amb tots els seus inconvenients d'activitat frenètica, l'estem vivint molt especialment en aquests mesos i e viurem amb intensitat continuada fins al 92. l La ciutat es troba en un d'aquells moments delicats en què és molt important saber exactament on es va i de tenir molt present en cada moment el projecte global de ciutat en el qual estem treballant. Serà també d'una importància cabdal, en els propers anys, explicitar al màxim, davant els ciutadans, les característiques d'aquest projecte; quina és la raó firal i positiva de tot l'enrenou que viu la Barcelona d'avui. I ésigualment necessari ser summament sensibles als problemes que genera la dinàmica quotidiana de la societat barcelonina. M'heu sentit parlar amb molta in$istència, darrerament, de la necessitat de vetllar per un millorament progressiu de la qualitat de vida a Barcelona. Voldria que aquesta fos una preocupació permanentment posada al dia per part de tots aquells qui, en major o menor grau, tenim la responsabilitat de la bona marxa de la ciutat. Un dels problemes que ens hem d'esforçar amb més valor i voluntat per resoldre és el de la contaminació, tant ambiental com acústica. El problema del trànsit és unas manifestació concreta, potser la més punyent, d'aquesta necessitat. Per afrontar-lo caldrà prendre una sèrie de mesures però també caldrà incentivar i estimular el sorgiment de certs hàbits entre la població. �Ajuntament de Barcelona Alcaldia - Presidència Es en aquest sentit que vull exhortar-vos que utilitzeu, tant com sigui possible, el transport públic urbà en els vostres desplaçaments per la ciutat. Per tal motiu s'habilitaran els mecanismes necessaris (taxicard, abonaments,...), peró és necessària la vostra voluntat decidida a fomentar obertament l'ús dels transports públics. I no voldria que aquest fos un gest temporal ;i d'imatge sinó una assumpció plena de la filosofia de comportament públic que implica. Amb aixà s'hauria d'aconseguir un doble efecte positiu: per una banda es posaria en pràctica un petit exemple de la lluita contra la contaminació i els problemes de la circulació i, per l'altra, tindríeu una excel.lent oportunitat de ser testimonis directes i atents del bategar diari de la ciutat. Es molt important que els representants de la ciutat tinguin la preocupació permanent d'exercir la seva autoritat, la seva autoritat moral, en el marc natural de la seva actuació política: entre els ciutadans, en el seu propi medi, en el carrer. El millorament progressiu de la qualitat de vida vindrà, com us deia, no només per la transformació profunda que estem imprimint al conjunt de Barcelona, sinó també i en primera instància per una atenció molt especial als petits problemes amb què topen els ciutadans dia rere dia i que per l a cadascun d'ells són, no ho dubteu, d'una importància incomparable. Alfonso Comín fue para muchos de nosotros, muchos de los que estamos en esta sala Sr. Rector, como para usted también, un amigo y al mismo tiempo un ejemplo, ustedes y el Profesor Faus, antes han hablado de autoridad y razón, y razón y fuerza, yo creo que en Alfonso Comín se dio esta mezcla de razón y de autoridad que hace que la razón convenza, usted ha dicho en algún momento que quizá la persona humana no es totalmente racional, o lo ha dicho quien le ha precedido en el uso de la palabra, en todo caso sí es cierto que la razón muchas veces no se impone puramente por métodos racionales sino que necesita seguramente de una magia, de algo que se dirige a lo irracional en nosotros, y que realmente nos impele a aceptarla, y en Alfonso Comín había este "algo", yo tengo que decir que para mí entonces estudiante, algo más joven, la imagen, la palabra y el ejemplo de Alfonso Comín repitiendo cosas que yo sabía, lo hacía de un modo singular, con una magia que estaba seguramente en su mirada y en su palabra y en su perfil que convencía de aquella razón que ya conocíamos pero que no habíamos admitido. Quiero pensar que en El Salvador se va a imponer la razón también, y muy en primer lugar por los enormes merecimientos de la Universidad que usted preside, Sr. Rector, y la de tantos salvadoreños que sabemos han luchado y han dado su vida por la libertad y la igualdad. Y quiero que sepa también que en esta ciudad, como en muchas otras europeas que viven en el privilegio de la riqueza del primer mundo, aquel donde no hay problemas, hay problemas, y hay miserias y hay también sinrazón. 16 �Tenemos que saber nosotros desde estas ciudades del primer mundo, de Catalunya, de España, de Italia, de Francia, que muchos males que a ustedes les amenazan de una forma violenta, de una forma sanguinaria, nos amenazan a nosotros de una forma más sutil igualmente inaceptable. Sepan ustedes que desde esta solidaridad vamos a seguir muy de cerca lo que suceda en Centroamérica. Sabemos que estamos en un momento crucial y usted nos lo ha explicado mejor que nadie, creemos que la Fundación Comín se está honrando también de la importancia de la belleza del gesto de las personas a quien honra ella misma. Los premios que da la Fundación Comín están identificando momentos y personas e instituciones que luchan realmente por esta razón y esta autoridad de la razón. En algunos casos el incremento ha llegado a un 358% sobre Seúl'88. En Seul, finalmente se ingresaron 407 millones de dólares. Incorporados los 28 técnicos de deportes, a propuesta de la Federación Nacional correspondiente. Estos técnicos son los futuros responsables de la organización de cada deporte. 3.- En abril ya cerramos los acuerdos con las Federaciones Internacionales: Cada deporte ya tiene su sede. Todas las instalaciones pactadas con las Federaciones Internacionales correspondientes. 4.- Definido el Plan de Instalaciones de Entrenamiento 5.- Pruebas piloto: rodaje de instalaciones y equipos humanos En verano de 1991: - 4 preolímpicos (vela, remo, piragüismo aguas bravas y aguas tranquilas) - 9 competiciones alto nivel (atletismo, beisbol, gimnasia, balonmano, judo, lucha, waterpolo, natación y tenis) 6.- Trabajamos con Federaciones Internacionales en la elaboración del calendario definitivo de las pruebas olímpicas. �Barcelona'92 O 00 III OBRAS OLÍMPICAS 1.- El COOB'92 vive la fase de la obra, superada la etapa del proyecto arquitectónico.
