Honorable Degana, Honorables Cònsols, La preparació de la ciutat per acollir la Familia Olímpica i els visi ants durant la celebració conjunt dels Jocs ha requerit dels més variats l'esforç sectors i de nombrosos professionals i vol ntaris. Vostès, el Cos Consular acreditat a Barcelona, han participat en aquest esflyrq d'una manera singular. Han establert el pont entre la ciutat que coneixen i els nacionals deis paísos que els han acreditat moltes dificultats Em consta que administratives tècniques, d'una banda o d l'altra, han estat vençudes gràcies a la spva perseverancia i eficaç intervenció. En poq4ies paraules: han fet vostès de cònsols en el sentit més tradicional i profund de l'antiga institució consular que ha estat sempr present en la �vida d'aquesta ciutat. D'aquí a 17 dies s'iniçiarà esdeveniment per al qual la preparat. La història el gran iutat tant s'ha contemporània de Barcelona haurà estat marcada positivament per tres dates, 1888, 1929 i 1992, els esdeveniments de les quals hn fet possibles les transformacions i la din mització que la ciutat necessitava en cada un deis moments. Es notori -és visible es p d la dir- que la cita del 92 haurà servit pr a posar la ciutat al dia i deixar-14 en condicions d'aspirar al lloc que ambiciona en l'Europa integrada del mercat únic del 1993. D'aquí a 17 dies Barcelona s rà el centre de l'atenció del món sencer.1 Aquest és un privilegi de les ciutats olímliques, que ara, amb els avenços extraor inaris de la comunicació, adquereix un ca ácter universal. Impressiona considerar que les 2i cerimònies �d'inauguració i cloenda del Jocs Olímpics podran ser seguides per mes de 3.000 milions de telespectadors. Les ciutats atreuen l'atenci0 per dues raons extremes: per les manifestacions de la pau, i els Jocs en són l'exponent m xim, i per les conseqüències de la guerra, de la qual les ciutats han principals. He demanat al Ministre d'Afer Estrangers, Sr. Javier Solana, que el Goverib espanyol faci 3í �gestions a fi que la vella tradició de la treva olímpica, Mediterrània, que va s'apliqui néixer a la hovament a la Mediterrània durant la celeb ació dels Jocs Olímpics en una ciutat mediterrània. Si la petició d'una treva olímpica pogués comptar amb el suport dels governs que els han acreditat a vostès, tindria aleshores una gran força moral. La comunitat internacional reunida a Barcelona amb motiu de l'expressió mé elevada de la pau, que és la convivencia en els Jocs, está legitimada per demanar a les arts enfrontades que respectin una treva olímpl.ca. Per primera vegada d'ençà e la fi de la Segona Guerra Mundial, durant els Jocs de Barcelona es donaran tes condicions internacionals perquè aquest$ siguin els Jocs més universals deis darrers temps. Barcelona voldria que fossin els Jocs que segellessin la reconciliació i ajudessin a l'aproximació entre els pobles en un món qu s'ha fet petit, �i on els problemes ja són comuns a tots els pobles, són, en defini :iva, problemes d'humanitat. Després de la XXVè Olimpíada celebrarem els Jocs Paralímpics i després la ciutat retrobarà un ritme més normal, però q e no deixarà de ser viu. Será el moment d'ap ofitar la ciutat per disfrutar-la i també per tilitzar-la amb les millares que s'hi han incrporat. Alguns de vostés ens deixaran després deis Jocs, cridats a altres càrre4s professionals. Hauran viscut aquí una experiencia intensa i tindran un record especial Sle Barcelona per haver estat cònsols en una iutat olímpica. Estic segur que allí on vagin Barcelona tindrá uns amics. En ella se inicio la Revolución Industrial y en siempre se ha mantenido extraordinariamente atenta los negocios internacionales. Desde hace algunos aElos, el Ayuntamiento que presido, ',nto con otras entidades aquí representadas (como la Asociación de Empresarios de Catalurla, la Cámara de Comercio de la ciudad, o la Feria de Barcelona), ha desarrollado un notable esfuerzo de promoción económica a nivel internacional. Ni qué decir tiene que la reciente nominación de Barcelona como Sede Organizadora de los Juegos Olímpicos de Verano de 1992 nos ha ayudado notablemente en este esfuerzo. Ha contribuido a colocar Barcelona en mente el mapa para muchos ciudadanos del mundo. Dentro de este esfuerzo de promoción, el "Consorcio dr. la Zona Franca", que c^ la Agencia de Desarrollo Económico de Barcelona, ha empezado a organizar reuniones entre empresas locales y empresas extranjeras, con el objetivo de intentar facilitar el establecimiento de " . 3oirt-ventures" tan amplias Como sear,r` pu- sible^. L a primera experiencia se celYi.>ró en mayo de] aiïo pasado entre 13 empresas de Milán y 13 de Barcelona, con un gran i.xito. Ello nos ha llevado a hora a repetir el intento con las empresas de Düsseldorf. Nuestra intención es repetir, esta experiencia en octubre próximo en Tokio, y, en ulteriores ocanronc,s con otras ciudades como Amsterdam, Lyon o Birmingham. �2.• La organización de este tipo de encuentros requiere, para que sean fructíferas, un lento y laborioso trabajo de selección e intercambio de empresas. Acompanyat per la doctora Teresa Gómez Isla. Aquests darrers dies la brama sobre la meva salut, s’ha estès impulsada per raons que de vegades són santes i de vegades no tant. Crec que de vegades han estat inclús potser una mica interessades, més que no pas altruistes o producte de la curiositat científica. Però això no és el més important. El cert és que fa uns mesos em van diagnosticar un principi de la malaltia d’Alzheimer. Aquesta malaltia que alguns com que no en recorden el nom anomenen Eisenhower, cosa que a mi m’agrada perquè l’Eisenhower no és una persona que aquí en aquest país tingui moltes simpaties. Doncs bé, vull ajudar a derrotar aquesta malaltia. No és fàcil ni senzill, però la visita que acabem de fer a l’hospital i a les persones que hi estan treballant, més aviat ens condueix a ser optimistes, si més no a mig o llarg termini. I ho faré personalment i acompanyat de tots aquells que em vulguin i em puguin ajudar en la mesura de les seves possibilitats econòmiques o professionals o científiques. Enlloc no està escrit que aquesta malaltia hagi de ser invencible, més aviat darrerament s’està escrivint el contrari, per temps a venir. Fa dos dies vaig llegir que als Estats Units s’ha descobert una vacuna que aplicada en edats més joves, podia ser que arribés a reduir considerablement el risc, l’impacte de la malaltia, en un tant per cent elevat de persones propenses a l’afectació. Estic segur de que això serà així d’aquí a un temps. Però en quant al meu cas personal, és ben cert que gràcies a una colla de factors que estan relacionats amb la meva trajectòria pública, d’alcalde, de president, em puc considerar com un exemplar privilegiat de les persones afectades. Tothom em coneix, tothom em coneix pel carrer i em saluden pel meu nom, de manera que és molt difícil perdre la identitat en aquestes condicions, per dir-ho d’alguna forma. Em recorden constantment, i normalment amb afecte, amb algunes excepcions, coses que van passar, coses que han succeït en aquesta ciutat, en aquest país, i que tenen a veure amb la meva pròpia trajectòria personal. És un privilegi que vull posar al servei d’una causa ben concreta com és aquesta. Jo utilitzaré la meva capacitat d’influència per ajudar a fer avançar en la mesura que em sigui possible, la investigació sobre aquesta malaltia, de la mateixa manera considero que fent-ho públic, fent pública la meva malaltia, puc -1- �ajudar a millorar la consideració social dels malalts d’Alzheimer. Als Estats Units els malalts comencen ja a verbalitzar la seva situació. Es reuneixen en els ajuntaments i treballen per a millorar les seves expectatives i la seva qualitat de vida. Aquí ho podem fer en els ajuntaments i segurament inclús en els districtes, que com més proximitat millor, això també ajuda. En parlaré amb l’Alcalde Hereu, que és persona sensible. A partir d’ara i en la mesura que pugui, dedicaré una part del meu temps a treballar per a aquesta causa, no tot, però una part del meu temps a treballar per a aqueta causa i perquè l’Hospital de Sant Pau esdevingui un centre de referència en la investigació sobre aquesta malaltia, que ja ho comença a ser. La consellera Geli, que està al corrent de la situació, la direcció de l’Hospital i la doctora Teresa Gómez Isla, amb la qual vaig estar a Boston visitant els centres punters en aquest camp, poden comptar amb la meva total i sincera col·laboració, vindré tantes vegades com calgui. Per descomptat seguiré al front de la Fundació Catalunya/Europa que com vostès saben, ahir vam constituir amb l’Elena Guardans i en Max Vives. És un projecte apassionant, centrat en l’anàlisi del que se’n diu a Europa, les bones pràctiques, les millors pràctiques aplicades arreu del món a determinats problemes o camps concrets, amb l’ajut d’especialistes qualificats, i finançat pels empresaris o la gent que puguin finançar-ho i que vulguin fer-ho. Els temes hospitalaris i mèdics en general no estan exclosos de la atenció de la Fundació Catalunya/Europa, al contrari. També m’agradaria col·laborar, com vostès saben, amb l’empresa Catalana d’Iniciatives, que al seu dia vaig impulsar com a Alcalde de Barcelona i així ho he fet saber al conseller Castells i a l’Ajuntament. I finalment vull ajudar a crear instruments polítics nous, com el partit democràtic, nascut a Itàlia ja fa cosa d’un any, hi vaig ser present amb Josu Jon Imaz, i hi he tornat ara, que jo no tinc perquè encapçalar electoralment, però que em sembla totalment oportú com he tingut ocasió d’explicar sovint i que vaig començar a projectar fa, l’altre dia m’ho recordava la Marta Grabulosa, nou anys, de fet quan vaig residir a Roma. Ja aleshores vam registrar en el registre de partits polítics, un que es diu,i està registrat, Partit Català d’Europa, vet aquí. A Roma justament, hi vaig estar el darrer cap de setmana, i a Torí, per assistir a la definitiva configuració del partit de Rutelli i de Veltroni. Ja saben vostès que Veltroni ha estat escollit com a candidat per les eleccions d’aquí quatre anys. Estimats amics, em trobo bé, us diré més, em trobo millor que fa un any, i començo aquesta nova etapa, amb optimisme, amb companyia d’una família i d’uns amics que em recolzen i que em fan feliç. Vam fer els Jocs, vam fer aprovar i referendar l’Estatut i ara anirem per l’Alzheimer. Tinc la certesa que d’aquí deu o quinze anys, aquesta malaltia serà vencible i vençuda. La Ciutat Eterna perquè, segons la tradició, Sant Pere hi va anar a raure i hi morí i hi fou enterrat, primer a Sant Sebastià, a les catacumbes de l’Appia Antica, i després al Vaticà. Però abans ja era la ciutat. Set turons arrodonits –com a tot Itàlia les ciutats dalt i els perills a baix: enemics, aiguamolls, paludisme...–, una muralla al voltant, la de Servio Tulio, i una distància adequada per evitar els atacs des del mar: un dia de camí des d’Ostia; situació enmig del Mar al mig del món (medi-terrà); una derrota vindicada, val a dir, un poble optimista; l’expansió de l’imperi exterior i de la ciutat, per tant, al llarg de les vies de sortida: Appia, Aureliana, Tiburtina, Triumphale,... fins a la segona muralla que inclou el camp de guerra, els mercats, els hospitals, el port: tot allò que abans es considerava perillós i poc de fiar. Aquest és el prototipus de l’expansió de les ciutats llatines i potser de les europees en general. Però només algunes van arribar a crear un imperi. Atenes, Roma, París, Madrid, Lisboa, Viena, Londres, Moscou... Potser només Atenes i Roma van ser imperis d’una ciutat: els altres, ja van ser imperis d’una nació (un invent, diguem-ne, modern). I altres ciutats van tenir enorme influència i àdhuc petits imperis comercials i culturals: Barcelona, Florència, Venècia, Amsterdam, Anvers. Nova York, l’actual ciutat imperial de fet, correspon a la civilització capitalista: és una capital privada, sense un gran sector públic. Mèxic, Cairo, Delhi, són híbrids de velles civilitzacions i d’imperis sobrevinguts. Però de totes les capitals citades primer, només Atenes i Roma han marcat totes les altres, directament o indirectament. La terra, aquest ésser viu col·lectiu anomenat per alguns Gaia, no es troba bé fins que no ha tret a la superfície de la història (és a dir, el present) el que romania amagat, no dissolt, mal assimilat. Per tant, Roma, Atenes, i totes les capitals que se’n deriven, s’haurien d’acostumar a anar establint ponts entre la seva història i la seva memòria i l’esplendor simultània d’altres capitals i civilitzacions avui oblidades o menystingudes. Així, Umberto Eco reclamava fa poc a València que el 2000 taumatúrgic confessés modestament ser el 1300 de l’Hègira, o el 3000 de la Xina, i que la celebració del nou millenni consistís a establir ponts entre les diferents escales i construccions de les diferents civilitzacions. Traduint, traduint, traduint sense parar. Que és el que la humanitat no ha deixat de fer des del principi en els bons moments. (Podem pensar que les dues pulsions intel·lectuals i vitals més nobles de la humanitat són l’accent i la traducció, val a dir, la diferenciació i la comparació de les diferències.) En aquest camí l’estudi de Roma és tant l’estudi del nostre passat, doncs, com el del nostre futur –de les claus del nostre futur–, ja que Roma va crear molts dels codis avui vigents, i ho va fer sent ciutat, que és el que haurem d’acabar sent novament. El Panteó, el Fòrum, les catacumbes, Innocenci X, els Termes, Vil·la Adriana (i la seva recreació renaixentista, Vil·la d’Este), les basíliques, la piazza Navona, el templet del Bramante –i també, probablement, Cinecittà–, etc. esdevenen així testimonis de l’anàlisi apassionant del que som. Per a alguns, com Indro Montanelli, potser testimoni aterrador del que havíem arribat a ser i ja no som. A Roma, en efecte, tot pesa molt. Només hi ha un nivell viu, damunt de molts de preexistents, sense altres alçades noves que les estrictament obligades, i sense subterranis possibles que no siguin històrics (quasi sense metro, p. ex.). Els turons s’han anat amorosint, sobretot perquè les petites valls o rieres que els separaven han anat pujant de nivell amb el temps. Però els turons segueixen sent referències venerades: Palatí (la primera Roma), Capitolí (amb l’Ajuntament més ben situat del món, on es va signar fa 40 anys el tractat que engegà la Unió Europea) i Aventí (per a mi un dels indrets més màgics de l’urbanisme transnacional: una illa de pau, antiquada, un xic deixatada, en un mar urbà sorollós i impossible, un lloc per a la reflexió, una barreja de Putxet d’abans del desastre i Mons Taber, de Hampstead i algun barri de Nova York, pels carrers 80...) Con patentes, los países pobres no tienen acceso a determinados medicamentos muy necesarios, porque los precios de patente son demasiado caros para ellos (es lacerante que la vida de miles de personas dependa de medicinas que existen, pero que los sistemas de salud del Sur no pueden pagar). Sin patentes, los países pobres tampoco dispondrían de los medicamentos necesarios, porque sin posibilidad de negocio no habría nuevos descubrimientos farmacéuticos. El fallo del Tribunal Superior de Chennai, en la India, sobre el caso Novartis, el pasado agosto, puso sobre la mesa un tema interesante y complejo. Como se recordará, Novartis interpuso una demanda contra la Ley de Patentes india, por considerar que se extralimitaba a la hora de aplicar las excepciones al régimen de patentes que prevé el ADPIC (Acuerdo sobre los Aspectos de los Derechos de Propiedad Intelectual relacionados con el Comercio). Este Acuerdo internacional, del año 1994, regula el derecho de las multinacionales farmacéuticas a cobrar los medicamentos a precio de patente, así como el derecho de los países pobres a ser eximidos de su pago en determinadas circunstancias. Prevé que los Gobiernos en situación de emergencia sanitaria puedan conceder las llamadas “exenciones”, es decir, fabricar medicamentos genéricos o importarlos de otros países. Como es sabido, el precio de los genéricos es sensiblemente inferior al de un medicamento patentado, lo cual permite a los sistemas sanitarios de los países del Sur disponer de medicamentos que de otro modo difícilmente estarían a su alcance. Dicho en plata, los genéricos salvan vidas y lo hacen, precisamente, permitiendo que actúe la lógica de la competencia. Las patentes no son más que un monopolio temporal, sin el cual no se podría financiar el alto coste de la investigación. Cuando se fabrican genéricos cesa el monopolio y, en virtud de las leyes del mercado, los precios se desploman. En 2001, los países de la OMC, España incluida, firmaron la Declaración de Doha, según la cual la normativa internacional sobre propiedad intelectual “puede y tendrá que ser interpretada y aplicada de tal modo que apoye el derecho de los miembros de la OMC a proteger la salud pública y, en particular, a promover el acceso a los medicamentos para todos”. Pero la interpretación de los países en desarrollo y de las multinacionales farmacéuticas difiere irreconciliablemente, hasta el punto de librar costosas batallas judiciales. La salud es un derecho. Las multinacionales actúan según la lógica del beneficio. ¿Cómo equilibrar este conflicto de intereses, del que depende la vida de millones de enfermos del Sur? La investigación, ciertamente, es cara. Pero según la OMS, las multinacionales farmacéuticas son un negocio muy rentable. Según el Informe 2006 de la Comisión sobre Salud Pública, Innovación y Derechos de Propiedad Intelectual de la OMS, “entre 1995 y 2002 la industria farmacéutica fue la más rentable de Estados Unidos, en términos de beneficio neto medio después de impuestos como porcentaje de los ingresos. El 2003 decayó un poco (...) pero mantuvo un margen de rentabilidad del 14%, tres veces superior a la media de todas las empresas incluidas aquel año en la lista Fortune 500”. El Parlament de Catalunya, a raíz del caso Novartis, puso sobre la mesa una propuesta que intenta superar aquella parado- ja. Se trata de una idea relativamente sencilla: un Fondo Mundial de Rescate de Patentes, que permita, en primer lugar, liberar la patente de aquellos medicamentos ya desarrollados, pero cuyo precio los hace inaccesibles a las poblaciones del Sur; y, en segundo lugar, orientar la investigación hacia aquellas enfermedades que fernando vicente Según un informe de la OMS, la industria farmacéutica fue la más rentable en EE UU ¿Por qué no pensar en globalizar también la financiación de los derechos sociales? afectan a centenares de miles de personas pobres del Sur, pero que no son rentables comercialmente. Algo parecido al sistema de “premios” que promueven el profesor James Love o el propio Joseph Stiglitz. Una propuesta así es inocua para las empresas farmacéuticas. No perjudica la investigación, sino que la favorece. Gracias al Fondo, las multinacionales cobrarían de golpe aquello que, en virtud de la patente, van cobrando poco a poco a través del mercado. Una vez pagado el “rescate”, habría plena libertad para fabricar los genéricos de medicamento “rescatado” y, por tanto, para que se activaran los eficientes mecanismos de la competencia. Obviamente, el verdadero problema de esta propuesta es cómo financiarla. Sin embargo, con voluntad política se pueden imaginar soluciones. Probablemente, 10.000 millones de dólares anuales ser- virían para comenzar. Una cifra importante, pero que equivale sólo al 0,02% del PIB mundial. Se podría establecer algún tipo de impuesto mundial para financiar este Fondo. ¿No sería esta propuesta un buen motivo para empezar a caminar por la senda de un sistema fiscal global? Si se ha globalizado casi todo, desde los mercados financieros hasta el comercio, pasando por las empresas, ¿por qué no pensar en globalizar también la financiación de los derechos sociales? La disminución de las tensiones entre el Norte y el Sur —por no hablar de la disminución de los resentimientos que causan luego tantas tragedias— sería sin duda significativa. De hecho, la Iniciativa Mundial contra el Hambre y la Pobreza —lanzada en 2004 por Lula, Chirac, Lagos y Kofi Annan, y a la que se sumaron luego Zapatero y Schröder— acabó proponiendo un mecanismo de financiación que tiene ya cierto aspecto de impuesto global: una tasa sobre los billetes de avión. En el marco de esta misma Iniciativa, el Informe Landau sobre Las nuevas contribuciones financieras internacionales proponía —ya en 2003— hasta una decena de posibles impuestos globales, en base a los cuales organizar un embrionario régimen tributario internacional. Un Fondo Mundial de Rescate de Patentes o algo similar, más allá de cual sea su mecanismo de financiación, merece ser considerado seriamente. Se ajusta plenamente a los Objetivos del Milenio. ¿Qué debería impedir un consenso global entorno a una idea de este tipo? Las fuerzas y movimientos progresistas de todo el mundo harían bien en liderarla. Los neoliberales no tienen nada que oponer a ella. Probablemente, habría que empezar por conocer la opinión de las propias multinacionales farmacéuticas. Se dice que a las fuerzas progresistas del mundo —de izquierda y centro-izquierda— la globalización las ha pillado de traspié, sin ideas que las distingan verdaderamente de las fuerzas conservadoras. Para desmentirlo, nada mejor que hacer propuestas audaces y ofrecerlas a propios y a extraños. Audaces no porque sí, sino porque la globalización es, en sí misma, un proceso audaz, que plantea retos desafiantes. La propuesta de un Fondo Mundial financiado con un impuesto global —que garantice una financiación suficiente, previsible y estable del mismo— puede parecernos audaz. Pero lo que hoy nos parece audaz, a nuestros nietos, probablemente, les parecerá simplemente una obviedad. Las empresas farmacéuticas tienen necesidad de financiar una investigación cara, muy cara. Pero no debemos cargar esos costes sobre una población para la cual la disminución de los precios de la salud es absolutamente vital. Permítasenos acabar con una reflexión que uno de nosotros escribió para otra ocasión: “Siempre he creído que el beneficio que las ideologías empresariales o sociales, de derechas o de izquierdas, confieren a sus adeptos consiste en el ahorro de combustible mental que suponen y en el paraguas moral que regalan.
