Tots els que el van conèixer de prop compartiran amb mi que Joan Codina va ser un referent de sinceritat. De sinceritat i de compromís. No enganyava. Anava de dret als temes. Era "percutant", era directe. I no tenia malícia ni rancor. Va arribar a la política-política després d'una llarga trajectòria com a lluitador sindical i social, sempre lleial i infatigable. Va combatre la dictadura i va posar en temps difícils i de risc tots els seus esforços per aconseguir el retorn de les llibertats democràtiques. I la política-política, ja en democràcia, la va entendre i la va practicar com la política de fets concrets, arrelada a les preocupacions dels ciutadans i ciutadanes. En Joan va començar des de baix, des del ram del metall, des del magatzem on treballava com encarregat. Allà es va iniciar, defensant els drets dels treballadors com a líder sindical, afiliantse a la UGT. Va assumir diferents responsabilitats, sindicals i politiques: la secretaria general de la federació del Metall d'UGT, i més endavant la presidència d'aquest sindicat. Al final de la seva trajectòria va estar a punt de ser president de la Federació de Jubilats però no ho va aconseguir. Sota la presidència de Josep Tarradellas va ser conseller de Treball i es va abocar amb il·lusió en aquell primer govern, en aquell govern d'unitat. Hi va aportar el seu esforç per modernitzar i democratitzar les relacions laborals. Recordo el Comitè Executiu del PSC-C en que es va decidir qui serien els nostres dos consellers. Ningú no va dubtar: En Joan Codina i la Marta Mata (Treball i Educació, les dues grans prioritats de la tradició socialista) (Marta Mata no ho va arribar a ser i va entrar NS). �En aquest Parlament va ser diputat socialista en la primera legislatura de la democràcia. Alguns dels que esteu aquí - si més no el President de la Generalitat - el vau poder conèixer com a company parlamentari. I va ser senador representant a Catalunya, Al Senat va presidir la Comissió d'Autonomies i hi va fer una bona feina. Per a ell els càrrecs suposaven una responsabilitat específica, un mandat del qual rendia comptes a les organitzacions i els ciutadans que representava i servia. Era molt conscient que representava uns interessos molt determinats, els interessos dels sectors més desfavorits. I en la seva feina com a conseller, com a parlamentari, com a dirigent sindical es va esforçar per informar, per explicar, per recollir opinions del seu entorn, per arribar a la gent. Arribava a la gent amb senzillesa. Amb dignitat. I amb valentia. Joan Codina era un home valent. Sempre donava la cara davant qualsevol circumstància. I deia el que pensava, sense embuts. Ho puc assegurar perquè em vaig discutir amb ell, o ell amb mi, sovint, en els òrgans del partit. Però era un enfrontament enriquidor, net, sense recances. La seva filla em va dir que li agradava de discutir amb mi perquè després seguíem tan amics i companys com sempre. Les seves posicions les afirmava amb força, amb vehemència, però mai des de l'imposició o la maniobra, perquè era fermament partidari de la diversitat i la pluralitat de papers i sensibilitats, d'incloure i sumar voluntats en un mateix projecte. I contrari a les actituds dogmàtiques i excloents. �Era partidari d'una Catalunya "de i per a tots". D'una Catalunya capaç de mirar el món sense complexos. As you may know, Spain is currently a very popular country with foreign investors. Yet Britain accounts for only a small part of this investment. In 1987 British investment amounted to only 45,4 billion pesetas (220.000 million £) or 6,2 % of ah l foreign investment in Spain. 9,7 billion pesetas (50.000 míllion £) were invested in the region of Catalonia and accounted for just 4,08 % of all foreign investment there. This means that Catalonia, which received over 32,7 % of the foreign investment nade in Spain last year, received only 21,3 % of total British investment in Spain. We are very interested in seeing more British firms set up in the Barcelona area. This is especially important as Great Britain in the fourth—ranking exporter to Spain (after Germany, France and Italy) and our imports last year amounted to 421,9 billion pesetas (2,04 billion £). Because British firms already sell so much to us it seems only logical that more of your companies should consider opening plants in Spain. Already such companies as J. Back in 1882 and again in 1929 when Barcelona organized two World Fairs, the city proved how international it was, how economically vibrant and vital. It is not just a coincidence that Barcelona was the home of Spain's industrial revolution and has been a centre of business and industry for over 200 years. What makes things different this time is that 1992 is not only the year of the next Olympic Games, it is also the big year for Europe: the year Spain and the other EEC countries will become a Single European Market. For Spain, it will be the moment of truth, the moment of become the full citizens of Europe we have long aspired to be. Faced with twin challenges for 1992, Barcelona is already opening outward, internationalizing local business and welcoming foreign industries wishing to set up in Spain. Barcelona and the entire region of Catalonia are currently attracting more industrial investment than any other part of Europe and Catalan businesses are among the leading investors abroad. Before closing, I'd like to say a few words about how good it is to live in Barcelona. We like to think of it as the Northernmost part of southern Europe, a place with unbeatable scenery and climate and all the cultural and cosmopolitan attractions of a major European capital. I would be pleased indeed if you would seriously consider going into business in the Barcelona area. It is a place famed for its hospitality and you can be certain that you will be warmly welcome there. I intend to expose, from the point of view of a local Government executive, what Spanish local Governments have made to adapt themselves to u future that we can see at hand. In the iast ten years Spain has been subjected to radical changos, as 7ou well know. We have evolved from a personal dictato-rshin tu a political decentralized Parlamentary Monarchy with a socialist Government, and we have joined the EEC. Among the processes of those changes, we had local Government elections for the first since time the Civil War in 1979 and again in 1983. In Spain we have discussed largely on the effects of Spain's entry into the Comm•m Market on Spanish Economy. We know that our industry was built partly under strong protectionism and therefore it is not competitive in European terms. But tnere has not been a similar discussion on the competitiveness of our public administration. I have always thought that Spanish nublic administration is the less �competiti qe area of the whole Spanish economy. Nevertheless from 1979 the new elected local Governments had led the movement to reform public administration. And often this movement has done beyond the boundaries of public sector. Local Governments have reacted in front of the crisis in a more dynamic way than mane prívate agents. Public Administration in Spain is organized in three main levels: Central Government, Autonomous Regions and Local Governments or Municipalities. Barcelona, 1 think, is a good example of what local qovernment can do, provided an apropiate political will. The City of Barcelona is the centre of an urban metropolitan �area formed by 27 councils with a common urban authority: The Metropolitan Corporation of Barcelona. The central city has a population of around 1,7 milion people, which has been stabilized for the last 15 years. The metropolitan area has a total population of 3,1 minan, that is the 52 per cent of the total Catalan population. The Barcelona Local Government, the Ajuntament de Barcelona, has an administration manned by 13.050 civil servants. But this administration denendin g directly from the city council is only a narcel of the whole nunicipality. There are also 22 autonomous agencies with diferent legal structures from private corporation to local government agency. The total municipal conglomerate has a consolidate budget of 140.000 milion pts. -that is to say a thousand millón dollarsand employs 24.000 people. The estimate weight of the Ajuntament de Barcelona on the local economy is about the 6,7 per cent of the Gross local product. In 1979 the Ajuntament de Barcelona started an administrative and financial reform that became a model for the rest of Snanish p ublic administration. The first democratic elected council realísed as soon as it �took office that it was almost impossible to isolate the problems and attack them according to a priority ordenation. We found in Barcelona up tu 230 especific services, most of them wíthout any hierarchy of objectifs. The financial situation was not any better. The deficit was enormous. It carne from an obsolete local structure and from the fínantial habits of the sixties, when an accelerate growth allowed tu pay for the deficit of one year with the incoming increases of the followinç years. The managment reforms began by expenditure control. And that control liad to begin with staff expenditure. In just nine rnonthsze made a census of civil servants, we enlarged and unfied the hours of work and we implemented a computerised Control. We reduced the staff categories from 260 to 71. We acknowledged the representativity of unions and we achieved an agreement on labour conditions. As a result, our administration increased its qualification and without íncreasing the real cost. In 1985 there are a thousand employes less than in 1979. The anount of peonle with technical, skilled jobs has increased a 17%, whereas clerical, and subaltern jobs have decreased a 16%. �After 6 years of management we can show an increase in the quantity and a hetter quality of the municipal services without an increase of the real expenditure. That means of course an increase of the productivity of inputs. There are two reasons for this increase of productivity. The first one comes from taking advantage of the productive stimuli that went along the democratization of local governments: a transparent system of salary, and labour conditions, a hiqher par icipation of citizens. The second reason is that Barcelona municipality has been the first administration to question the old hureaucratic model of managment and organization. have just seen some examples of the managment mesures we have ap plied to our administrations. 1 would like to talk now about how the local governments can help the economic recovery effort. The crisis has touched Barcelona Metropolitan area very hard. The development rate is around 20% in the central city and 20% in the rest of the metropolitan area. Industrial reconversion has been done in a "savage" way, as an outcome of a "economic mortality process". Local Governments, even in big cities, have not the means �the State has to act on economic policy. But in my opinion, the whole of the Local Governments of Spain are apt to generate through saving and investment policies a change of the economic expectations more important that an increase of the quantity of money would do. On the other hand we have seen througout the crisis the limitations of global effective demand regulation polioles. We can exnect then an increase of attention on complementary approaches as industrial, scientific and technoloqical research and innovation nolicies. Here a g ain local governments can play an important part. They can prenote investment and innovation appart from accomplishing their tradítional functions. They can act as uniformity dreakers, they can change the polarization of pessimist exnectations that are behind crises. The cíty of Barcelona and the Metropolitan Area have developed economic animation activities, reasonable and feasible mensures against the causes and effects of economic crisis and for economic recovery. Doth Local Governments, the City and the Aren, as well as the rest of the councils of the Area, are usinq all the available means to develop a climate that favorises stablíshing new enterprises. In fact, Barcelona local government acts as an �innovator public entrepreneur -an specimen Schumpeter had not foreseen. It acts in two ways: 1) as an innovator institut ion and 2) as an agent that creates innovating institutions. 1) - Barcelona's bidding for the 1992 Olympic Ganes - The Industrial Hotel for small business. It offers them space and facilities for a limited time. - Economic promotion at the Porough level. - A pilot o p tical fibre net linking three municipal buildings. 2) In 1985 was created Iniciatives S.A., a private corporation municipally owned ,dhose objectíve is to promote innovating activities of public interest, in cooperation with private capitals and followind the pattern of a capital company. It starts with a capital of 1000 milion pts. For each project a specific company will be created, where Iniciatives is to be a minority partner. The first projects in evaluation include a telecomunication tower and a cable TV net for the whole citv. The Cit y Council nlays also an important part as an active speaker with other institutions, such as: - The Zona Franca (Free Zone) �-9- - The Harbour - The Fair - The Airoort All of them are developing transformation and promotion strategies. The Zona Franca is a public consortium. It is an area of 600 Ha, 6 milíon square metres, beside the Port, and from the sixties on has become a privileged site for motor industries to settle. The pioneer fin m was Seat, a former FIAT partner, now linked to Volkswagen. The Zona Franca is launchinq now actions to promote industrial land. The Autonomous Port of Barcelona is an autonomous public authority from the MPU, the Central Government Public Works Denartment. It is responsible for management and Development of Barcelona Harbour, the third Medíterranean Port after Marseilles and Genova. The port authority has recently developed rationalisation and expansion plans to adapt the port to the new hinterland created by Spain's joining the CEE. Barcelona Pair is a public institution in charge of economic promotion through fairs, either general or s p ecific exhibitions. Their activíties are based mostly on Montjuïc Park and held a varied range of exhibitions, from automobile through electronic, �including public works machinery, photographic and video industry, building technology and others. Barcelona Airport La managed by a public authority from the Central Government Transport Department. Its terminal facilities are rather obsolete and there is a lack of international direct connexions, which amounts to a negative factor for the localization in Barcelona Area of economic activity working within an international setup. Land nolicv Barcelona has a high population density. That is why urban renewal and economic development must (o alonq with an active land policy. The city has created new public spaces of a high urban quality, oven or especially in marginal districts. The previous condition of this nolicv was of course land availability which very often has come from disaffected industrial facilities. The Metropolitan Area is developing a very active industrial nolicy providing urban facilities and services to available land. They are alreadv working three management organisations for the three following areas. a) L'HospitaletCornell á ' , b) Casteildefels-GavI-Sant Boi and e) Molins de ReiSant Feliu de Llobregat. Two more areas will be working soon: a) �Barcelona-Nord and b) Valls, where the Business and Technology centre is develoning. The most ambicious program under way is the Poblenou district urban renewal project. Its goal, is the urban development of a half-empty old industrial area and opening the city to the sea. It calls for supressing a railway branch and redesign partly the Barcelona railway system. In this area we intend to build the Olympic Village, if Barcelona is charged with the 1992 cames organization. It we do not get the Games the redevelopment program will qo on, but with different timíng. ,e lee ar eeo initially affected extends to 100 Ha, a milion square metres, and includes many industrial and vacant lots. The industries still on operaton whose land is affected are offered alternativo locations in industrial areas owned by the Metropolítan Area. Beyond the urban aspects of the project there will be also important economic by effects. The scheme will give a stronq thrust, te investment, which will affect not onlv the central city but also the whole area and further. All this policv is being supported by a set of tools different to the traditional measures of municipal policy, though �these are also beina put into practice. Thus, Iniciatives S.A. corporation is meant to use a bigger power to absorb and reduce the uncertainess associated with innovation processes, especially in a context of crisis- postcrisis. The corporation will operate in a capital risk way. It will partici p ate in investments and will leave then when the project succeed. 4 There is a Municipal Division to manage non municipal resources intended to fight unemployment. The city assignes then to temperary jobs for unemployed workers. This program is completed by Munici p al resources for public works. The Metronolitan Area and other institutions are promoting a Science Park , The Park is designed for high-tech enterprises, especiallv those that may constitue complementary grouns and enterprises that need a good accessibility to research centres. The Park will offer technical services of consulting, technology transfer and others which are essential to medium and little small business. The 1992 Olympic Games candidature is intended to generate sound expectations involving the private sector. How does it work hefore the IOC decission on the Games, in October 1986? The Candidature acts as a project catalyzer. Thus, we have �reached an agreement with the National Railway Company, RENFE, on the rail branch surrounding the Poble Nou area that could not have been achieved without the idea of the Games. It also enforces the power of negotiation of the City with other institutions, and it accelerates the negotiation processes, too. As for traditional mesures of municipal government inplemented by the City of Barcelona, they have been acting as a stabilizers of building and civil engineering demand. The real investment of the City Council has been as follows: real investmcnts (milion r)ts) 1980-83 1984 1985 1986 24.623 10.854 17.326 14.838 The City of Barcelona has made use of different organization patterns to promote new enterprises, considerate oid ones and impose their structures: 1) Direct activities by local bodies: Public works, infraestructure promotion, etc, executed by brivate enterorises. �2) Agreements with other governments: Central Government, Regional government, National Railways. 3) Agreements with public enterprises: National Telephone Company. 4) Agreements with private enterprises: Hewlett Packard, Olivetti. I have tried to explain how there are possible wavs for local authorities te promote and imp ulse economic recovery. Jordi Pujol és un President molt respectable i molt honorable. Ha respectat el seu càrrec i l'ha honorat. Diria que Macià, Companys, Tarradellas i Pujol no solament l'han honorat: l'han engrandit. Tarradellas quan torna a Catalunya i diu: "Sóc el 115è President de la Generalitat" enllaça coratjosament, hàbilment, amb un passat remot que el passat immediat havia tractat d'esborrar de la memòria. i �Com el President va explicar en el Saló de Sant Jordi abans d'ahir, Tarradellas, per via personal, va lligar magistralment les dues legitimitats separades per una interrupció injusta i cruel. Però el cert és que els 113 Presidents de la Generalitat, fins el 1714, van ser majorment eclesiàstics sense gran significació política. La prova és que el nostre heroi avui és Rafael de Casanovas, Cap del Consell de Cent, és a dir, Alcalde de Barcelona. La història del catalanisme modern comença amb la Solidaritat Catalana. La història moderna de la Generalitat comença amb Macià. Macià, Companys, Tarradellas i Pujol, sense oblidar Iria, han engrandit la institució. Li han donat una ressonància que només la monarquia dels Comtes de Barcelona havia tingut. 2 �Dit això, haig de dir també que el seu sentit institucional, que li reconec, President, ha tingut sovint una falla important: vostè ha actuat amb una certa manca de consideració respecte del Parlament. Encara li hauria de dir i li diré coses bones del seu llarg mandat. Però em permetran que intercali una reflexió crítica, carregada de conseqüències. Hi ha hagut moments, President, en que m'ha semblat que vostè desapoderava el Parlament. De fet. Fa un any vostè no va respondre, aquí en el Parlament, a una moció de censura, fet inèdit no sols en la història moderna de Catalunya sinó de tota Europa. Va voler convertir el Parlament en una plataforma de llançament electoral, pel que veiem sense grans resultats. I ahir va dir que d'algunes coses importants, les més importants, no en 3 �parlaria. Queja en parlaria algú altre en un altre lloc. Tanmateix vostè és fill del Parlament. Li ho dic amb tot el respecte: és aquí on s'ha de parlar. Fa un any i ara. Vostè ha estat elegit per aquest Parlament. Va ser aquí, gràcies al suport que el Sr. Aznar telefònicament li va donar des de Cuba, que vostè va ser elegit President. És aquí on ara ha de justificar perquè pensa que és millor per a Catalunya mantenir un President que ha abandonat les seves obligacions, en comptes de dir, senzillament, adéu siau. Aquest no és el President que volen l'Estatut i la llei. Un President que s'acomiada un any abans de plegar, que dimiteix de les seves funcions molt abans de deixar el càrrec. Si vostè s'acomiada del Parlament, perquè es 4 �el seu darrer debat de política general, vostè s'està acomiadant del govern i del país. Amb tot el respecte i un punt de decepció, però encara amb alguna esperança, haig de dir-li també una altra cosa que fa referència a un punt molt calent de l'actualitat política. Un punt que no es pot obviar per bé que no és ni ha de ser el centre del nostre debat. Jo no he demanat que el President de la Generalitat fes de mitjancer amb el govern basc. Si així es va entendre, puntualitzo amb respecte i emfàticament: jo espero del President de la Generalitat, quasi diria, tinc dret a exigir, que s'impliqui en la solució d'un problema que està enverinant no sols la política i la vida a Euskadi, sinó les possibilitats de dur 5 �Catalunya fins al sostre de les seves aspiracions. Catalunya ha de ser la locomotora política d'Espanya, si volem obtenir el que estic segur que vostè i jo volem obtenir pels ciutadans de Catalunya. Vostè ho va dir ahir: un país per prosperar necessita autoestima. I autoestima vol dir un lideratge i un rol polític que amb realisme podem aspirar a obtenir. No hi ha autoestima sense ambició. Si el govern no té l'ambició que el poble espera no pot esperar del poble la resposta que vostè requereix de la societat civil quan diu: hem de posar la societat davant de les seves responsabilitats. Quan jo dic això, quan jo dic que Catalunya ha de fer una proposta a Espanya, i dic quina, vostè respon: emmirallaments. No, Sr. President, no emmirallaments, una ambició realista, una ambició raonable, la Pàtria radiant i lliure de la que vostè parlava ahir, que no pot 6 �ser només una frase. Una ambició raonable. No empetitim la magnitud dels nostres objectius nosaltres mateixos, per després dir que els altres no reconeixen les ambicions de Catalunya. No pot dir que d'aquí a dos anys ja en tornarem a parlar si segueixen ignorant les nostres aspiracions i malagraint el nostre sacrifici, com vostè va dir ahir. Hem de parlar més clar. Amb total sinceritat li dic: parlar clar vol dir proposar coses factibles, encara que no siguin senzilles i fer-ho amb lleialtat. Parlar clar vol dir parlar en nom del país i no en nom del nostre partit, quan el país ho reclama. I ara el país ho reclama. Ara convé. Convé que vostè i jo, i els diferents líders de la política catalana, parlem clar explicant quins són els nostres objectius i especifiquem amb precisió el que volem dir. 7 �Ibarretxe ho ha fet. Carod-Rovira, a casa nostra, s'hi ha mostrat d'acord. Jo no hi estic d'acord. Primer és la llibertat i la vida. Crec també que el govern espanyol va mostrar una absoluta manca de sentit de l'oportunitat, immediatament que l'Ertzaintza executés fil per randa les resolucions d'un Jutge Instructor (instructor!). En el moment que era obligat, doncs, prendre una iniciativa política de diàleg que només el govern, repeteixo, només el govern, podia prendre. D'això no se'n pot dir solament manca de sentit de l'oportunitat, sinó manca de sentit d'Estat. Ibarretxe ha omplert aquest buit amb més audàcia que seny. Tenim un President del govern espanyol que no parla amb ningú: no parla amb Ibarretxe, no parla amb Vostè, al menys que es sàpiga, no parla ni amb el líder de la oposició més 8 �dialogant que ha tingut Espanya en els 25 anys de democràcia El que vull dir-li, President, és que Catalunya no pot ser la gran absent d'un debat que ni tan sols s'ha encetat. I que no s'encetarà fins que Catalunya no parli, que és el debat sobre l'Espanya plural. L'autèntic debat. Perquè el tema no és Euskadi, el tema és Espanya i Euskadi n'és la cortina. I el paper que Catalunya hi ha de tenir. ***************************** Parlem de Catalunya. En efecte, els darrers vint anys Catalunya ha fet un gran salt endavant, ha experimentat un progrés del que podem sentirnos orgullosos. Vostè com a President té una part important del mèrit. Però, com vostè mateix deia, és un mèrit compartit, per 9 �Ajuntaments, sindicats, emprenedors, societat civil, professionals... L'autoestima com a país implica també un alt nivell d'exigència envers les seves institucions. Una cosa és autoestima i l'altra absència absoluta de reconeixement de mancances. I ahir, President, en el seu llarg discurs no va haver-hi ni una sola frase per reconèixer cap error. No podem oblidar la pèrdua d'impuls que s'ha anat produint especialment en aquests darrers anys. Vostè es lamentava, amb motiu de la celebració de la Diada d'enguany, de la pèrdua d'impuls, de tremp. El cert és que l'excel·lència de la nostra transició, l'entusiasme dels primers anys, ha anat cedint pas a la resignació i a l'empobriment de projectes i esperances. 10 �Un segon error és la seva patrimonialització del país, l'apropiació interessada de la idea de Catalunya fins el punt que mai no han reconegut a ningú el patriotisme que jo li he reconegut sempre. Vostès han cregut que podien garantir per si sols el progrés i el benestar del país. I això els ha portat a la marxa lenta que avui tothom reconeix. Un tercer error d'irregularitats i ha estat l'acumulació connivencies que han perjudicat la imatge de les nostres institucions. Massa casos poc o gens aclarits, massa negocis a l'ombra de l'administració, massa clientélisme i favoritisme. Per últim, vull destacar la persistent voluntat de controlar la societat civil. Siguin associacions, entitats, Òmnium Cultural o clubs de futbol. O les Caixes. Introduir incertesa, H �sense explicació, en algunes de les més sòlides institucions financeres no ja de Catalunya sinó d'Espanya, no té cap mena de sentit. És un acte temerari. *************************** President, vull expressar-li el nostre profund desacord en com està finalitzant aquest darrer període del seu llarg mandat. Els 22 anys transcorreguts no tapen els tres darrers anys. Parlar del 2010 no ens estalviarà l'agonia del 2003. Aquesta legislatura ha estat temps perdut. Tres anys perduts. ¿I encara en volen perdre un altre? 12 �I d'aquest fracàs en l'acció de Govern, qui en surt perjudicada és Catalunya i els seus ciutadans. Existeix un problema de manca de liderat, de manca d'orientació que s'afegeix a una gran incompetència en la gestió que està causant danys, de vegades irreparables i que es tradueixen en episodis ben visibles: Pla Hidrològic Nacional, contaminació d'aqüífers, Problemes d'habitatge, sinistralitat laboral i en la carretera, Però també es tradueixen en els altres danys menys visibles que tindran efectes a més llarg termini: sistema educatiu, recerca, protecció social, dèficit d'infrastructures 13 �Catalunya no va tan bé com podria, Està perdent pes en el conjunt d'Espanya i des del Govern no s'està fent el necessari per a mantenir-nos en primera línia del progrés econòmic, social i cultural. ¿Recorda, President, quin era el seu programa de legislatura? Més poder i més diners. Han passat ja tres anys i ni més poder ni més diners. Ni més respecte, ni més influència. ¿Què hem aconseguit? De debò. ¿En què és ara més forta la nostra autonomia que fa tres anys? ¿Quines majors quotes de poder hem assolit? CAP. 14 �¿És que Catalunya és ara més forta, més potent, més influent en el conjunt de l'Estat? NO. ¿És que hem aconseguit traspassos rellevants? NO. ¿Quines grans obres s'han fet des del 92, llevat de l'eix transversal i les del 2004? CAP. Els grans projectes: Aeroport, Metro, SegarraGarrigues són futuribles que nosaltres haurem de realitzar... i pagar. El més calent és a l'aigüera. ¿És que hem millorat substancialment el finançament de la nostra Autonomia? NO. ¿On són els recursos addicionals? ¿On és la suficiència financera? 15 �I si tenim més recursos, ¿per què vostès estan traslladant al futur els pagaments de grans obres? ¿Per què continuen practicant tècniques de desviament del dèficit a través d'empreses públiques o de crèdits de l'Institut Català de Finances? ¿Per què estan duent a situacions de pràctica fallida a importants corporacions públiques com l'Agència Catalana de l'Aigua o la Corporació Catalana de Ràdio i Televisió? Vostès estan hipotecant les finances de la Generalitat. S'estan endeutant a futur i estan comprometent el progrés del país. Repeteixo: ni més poder, ni més diners ni més influència, ni més liderat com a nació. El que sí que han aconseguit vostès i el govern del Partit Popular és reduir el pes econòmic de 16 �Catalunya. Avui, Catalunya pesa menys en el context espanyol. Des de que vostès treballen colze a colze amb el PP, Catalunya perd participació en el PIB espanyol i la població ocupada catalana perd pes en el conjunt de l'espanyola. I això vol dir pèrdua de potencial econòmic, però també menys capacitat de generar ocupació, com s'està veient. ¿Defensem bé els interessos de Catalunya si el Govern de la Generalitat baixa la guàrdia? ¿La moral del país és prou forta? ¿És que la psicologia del país no està prou influïda pel tancament final de la planta de Lear a Cervera (esperem, President, que, almenys, amb bona predisposició per part seva en les converses amb els treballadors - encara que ja 17 �no sé si demanar-li rés, ...que no els passi com a la gent de Bagà, que han hagut de pagar car l'enuig de vostè per la reivindicació de millores en la carretera de Coll de Pal). ¿És que la psicologia col·lectiva no està influïda per l'amenaça de Volkswagen d'endur-se feina de Seat a Bratislava? ¿És que ja hem oblidat que Global 3 ha marxat en bona part a Saragossa per desacords amb el govern de la Generalitat, desacords que no se'ns han volgut explicar? ¿De què ens estan servint les seves aliances? De res. No confondran el poble de Catalunya simulant ara un allunyament del PP, que a tots dos els convé a efectes d'imatge. És una escena 18 �massa repetida... ja ningú no s'ho pot creure. És purament oportunista. El que compta és el balanç negatiu per Catalunya de la seva ferma aliança dels darrers set anys... I molts no poden suportar-ho, n'hem vist un exemple molt destacat fa ben poc. ¿Repetirà, President, la vella cançó que diu que PP i PSOE, "puix que són espanyols", són iguals? A Catalunya ningú no creu que Aznar i Zapatero siguin el mateix. No es pot governar Catalunya des d'una falsedat i un error tan evidents. President, vostès no poden donar lliçons de catalanisme a ningú. I ara menys que mai després de sis anys de pacte amb la dreta nacionalista espanyola. Un 19 �pacte que arribava inclus a proposar al PP que s'esforcés a atraure un pretès vot anti-català en la regió metropolitana de Barcelona! Això no és catalanisme, això és una visió perversa de la realitat de Catalunya! Vostès han condicionat negativament la vida política i la capacitat d'avançar del nostre país, per motius partidistes. Any rera any ens han desgranat una llista interminable de realitzacions. No faltaria més. El Pressupost de la Generalitat és de 15.000 milions d'euros (2,5 bilions de pessetes). Prou que ens ho recorda la insistent propaganda oficial. Tot i que aquesta mateixa propaganda ens recorda que "queda molt per fer". Vostès han deixat molt per fer. I ja no estan en condicions de fer-ho. 20 �Una bona gestió no ha estat la característica d'aquest Govern. Catalunya és de les Comunitats Autònomes que presenta les xifres de despesa corrent per habitant més altes i la inversió pública més baixa. L'acció del seu Govern no ha estat a l'alçada del que Catalunya demanda i espera. És la vitalitat de la societat catalana la que ha mantingut la nostra vitalitat nacional. ¡Amb la de coses que es podrien haver fet i no s'han fet! ¡Amb la de coses que es podrien haver fet millor! ¡Ja les farem! *********************************** 21 �¿Quin país volem els catalans? Els catalans i les catalanes volem una societat cohesionada i solidària. Volem que les famílies trobin l'ajut que necessiten per tirar endavant. I la tindran! Fa molts anys que vostè parlava de la necessitat que els catalans i catalanes tinguessin més fills. Fins i tot a la primera emissió de deute públic parlaven de fer guarderies, ho recorda? Fa vint anys... Però els ajuts i les places d'escoles 22 �bressol tot just comencen a arribar ara i encara resulten molt insuficients. Per això més de 85.000 ciutadans han signat la Iniciativa Legislativa Popular que acaba d'entrar a la Cambra. I per això són també tan importants també altres polítiques de suport a la família, com les ajudes a la gent gran i a les persones dependents. I no em diguin que no es pot fer tot de cop... Han tingut 22 anys per fer-ho! El problema és que s'han fet moltes coses, però sense model, sense nord. A cap país europeu hi ha tants tipus d'ajuts amb tan poca dotació. 23 �Pregunteu sinó a les famílies que s'han de fer càrrec d'avis i persones dependents, als que tenen problemes de malalties mentals a casa seva, a les famílies amb persones discapacitades. Els catalans volem una millor política d'ocupació activa. I la tindrem. Una política que vetlli per la formació, amb uns serveis d'intermediació eficaços, una política que redueixi la temporalitat i la precarietat, i que es prengui seriosament la sinistralitat laboral: quantes morts fan falta perquè s'acabi fent el que els sindicats reclamaven fa temps? 24 �Una política d'ocupació adaptada a cada territori, en col·laboració amb els Ajuntaments, com s'hauria d'educació, de serveis fer també socials en i matèria habitatge. Generalitat més Ajuntaments, aquesta és la política que funciona i no la de la desconfiança sistemàtica envers els governs locals. Els catalans volem un canvi radical en la política d'habitatge. I el farem. L'anterior Pla d'habitatge ha estat un fracàs. El nou Pla, objectius rebaixats. Ni habitatge protegit, ni de lloguer, ni de promoció pública. Vostès no han tingut com a prioritat l'habitatge a l'abast de les persones treballadores, dels joves. Com volem que s'emancipin! El Parlament de Catalunya va aprovar una desgravació en els lloguers que vostès diuen 25 �que no aplicaran. En canvi apugen els impostos que graven l'habitatge. (ITP) Els catalans volem una societat segura. Hem vist com ha augmentat la inseguretat. I no estic parlant només de delinqüència. Parlo de sinistralitat a les nostres carreteres (103 trams de carretera superen el coeficient europeu de sinistralitat), Parlo de contaminació de l'aigua (132 municipis sense aigua de boca) Parlo de la qualitat dels aliments, 26 �Parlo de la qualitat del subministrament elèctric (amb talls i micro-talls), Problemes que el seu Govern ha estat incapaç d'entomar. ¿No hi ha responsabilitat del Govern de CiU en tot això? ¿No hi ha abandonament de funcions, ineficàcia? ¿Sols és culpa dels altres? ¿Dels treballadors, dels empresaris, dels conductors, dels consumidors, dels ramaders, dels Ajuntaments? És també obligació de tot govern garantir la convivència, la tranquil·litat, la seguretat a les places i als carrers de Catalunya. També en això fan com el PP: si hi ha un problema, tapem-lo amb una llei. Els americans 27 �ridiculitzen la ineficàcia dels governs que tiren diners sobre els problemes, vostès hi tiren lleis. Ara ens proposen una llei de seguretat pública sense el desplegament ràpid dels Mossos d'Esquadra, sense parlar de comandament únic de totes les forces de seguretat que actuen a Catalunya, sense posar més recursos, sense plantejar la revisió de la Ley de Fuerzas y Cuerpos de Seguridad del Estado... Els catalans volem i tindrem una escola de qualitat i una formació de primera. Catalunya és la Comunitat Autònoma que menys gasta en educació per habitant (495 euros, front als 700 de Canàries, als 579 de Madrid, o als 554 d'Andalusia). No hem dedicat recursos suficients a l'escola pública. 28 �El seu Govern no ha estat just en la seva política de concerts. No ha estat sensible als problemes dels mestres. ¿President, és prou conscient de les altes taxes de fracàs escolar que tenim? Sabent com sabem el dèficit de formació de la població activa, ¿podem sentir-nos satisfets de les polítiques de formació professional? No em parli ara de plans que arriben amb deu anys de retard, parli'm dels resultats obtinguts fins ara. Els catalans volem una atenció sanitària de qualitat. I la tindrem. Sense llargues llistes d'espera pel diagnòstic i tractament de malalties greus. Amb major 29 �temps d'atenció als pacients. Amb un sistema eficient de transport sanitari. Catalunya ha d'ocupar un lloc rellevant a Europa en la societat del coneixement, amb una Universitat que faci de motor. Ni tenim prou beques, ni programació solvent dels ensenyaments universitaris. I ara, desprès de tants anys, vostès comencen a parlar d'un model objectiu de finançament. Nosaltres farem un esforç en recerca similar al dels països més avançats d'Europa. Vostès, amb nova Conselleria i tot, no han estat capaços de complir els seus compromisos programàtics d'elevar el nivell de despeses en R+D. Quan avui Europa es planteja l'objectiu del 3% respecte al PIB, vostès es mantenen al 30 �voltant de l'1% des de fa una dècada, i ja altres CCAA ens superen. Catalunya necessita una xarxa de telecomunicacions ben estesa al territori. Hem vist el fracàs de les polítiques del seu govern en matèria de telecomunicacions, que sols han servit per reforçar l'operador dominant i impedir l'extensió de les xarxes a totes les comarques. Vostès han dut a terme una errònia política de privatitzacions de les empreses tecnològiques de la Generalitat que ens ha impedit disposar d'un sector de telecomunicacions radicat a Catalunya, com tenen els bascos amb Euskaltel. 31 �Per no parlar del fracàs del Pla Estratègic "Catalunya en xarxa" o de la inoperància del Consorci per a l'Administració Oberta de Catalunya (incomplint el mandat parlamentari de fa dos anys). Els catalans i les catalanes volen preservar el medi natural per a les futures generacions. Amb l'Ebre i al Pirineu el seu govern ha comès errades greus. El caciquisme històric de les regions extremes de Catalunya ha estat suplantat per un neocaciquisme, de vegades fins i tot amb els mateixos personatges, altres amb nous testaferros que tenen poc a envejar als antics. ¿Com estranyar-se aleshores que aquests territoris reaccionin amb una actitud indignada, en la que es barreja la ira antiga dels 32 �abandonats amb la nova decepció dels qui tot ho esperaven del nou règim? Jo confio que la sacsejada, amb tots els elements passionals que es vulguin, que son lògics, servirà, ja està servint, per al sorgiment de noves classes dirigents i noves filosofies d'acció, tant pel que es refereix a la cultura de l'aigua com pel que es refereix a la de l'alta muntanya. En aquests temes l'acció de l'actual govern no podia ser més centralista. Ahir vàrem sentir-lo, per primer cop, parlar de territoris. Paraula que tenia prohibida. Bravo! Arriba tard però arriba. Com vol que la gent de l'Ebre parli si porta tants anys negant-li la veu. Ja sabem que caldrà esperar a la seva marxa perquè s'aprovin d'un cop les recomanacions de la Comissió Duran-Roca de nova 33 �organització territorial. No s'amoïni. Serà el primer que farem. Les darreres decisions referents a la Vall de Ruda, sota Baqueira, i a la portada d'aigua a Barcelona són significatives. La interconnexió de l'Ebre amb el sistema Ter-Llobregat, amb unes dimensions (7 m3 / segon) molt superiors a les previstes en el minitransvassament (4 m3 / segon), i seguint fil per randa les prescripcions del Pla del PP, és una nova agressió a les Terres de l'Ebre. I més quan les inversions de revestiment dels canals de l'Ebre no s'han portat totalment a terme. La insinuació que la magnitud de les conduccions està calculada per a l'eventual portada d'aigua del Roine cap a Tarragona és ridícula. 34 �No es pot tapar el desastre de l'Ebre creant un altre problema al Nord. Conec el dossier del Roine i conec la rendibilitat indirecta que representaria la nova conducció per als inversors francesos que van dimensionar en excés l'arribada de les canonades al Llenguadoc. No és una dada menyspreable. El que és menyspreable és l'intent de tapar un forat amb un altre forat. La portada d'aigua dels Alps a la península o és una decisió europea transcendental en funció del canvi climàtic o no es produirà, simplement. Catalunya necessita unes infrastructures punteres. I avui no les té. Ho han reclamat la Cambra de Comerç, el RACC, Foment del Treball, el Cercle 35 �d'Economia, el Col·legi d'Economistes i el d'Enginyers. El dèficit infrastructural és un coll d'ampolla per a la nostra competitivitat. Catalunya és la Comunitat de l'article 151 que menys recursos per habitant destina a inversió en els seus pressupostos: el 81 % del que inverteix Andalusia, o el 65 % del que inverteix el País Valencià. Per això s'endarrereixen, o simplement s'obliden, projectes indispensables per al progrés econòmic de Catalunya. Projectes de futur que cal plantejar ja des d'ara. Com és el d'expandir cap a la Catalunya interior l'activitat econòmica concentrada en el litoral, en el corredor mediterrani, a través d'una adequada planificació dels eixos viaris i ferroviaris. 36 �Tampoc no va bé la inversió de l'Estat. Any rera any l'Estat inverteix molt menys a Catalunya del que li correspondria. Ja sé que em dirà que aquest any es fa un gran esforç. Que gràcies a l'aliança amb el PP, l'Estat invertirà més que mai. En el pressupost del 2003 la inversió directa de l'Estat a Catalunya assoleix un mínim històric del 5%. Les que creixen són les inversions productores d'ingressos, que són les que acabarem pagant entre tots al llarg dels anys. La seva aliança tampoc haurà servit per a canviar la concepció radial i centralista amb que planteja les infrastructures de transport el govern del PP, ni per a garantir les connexions transpirenenques, o la millora de l'Eix Mediterrani o de l'Ebre cap al Nord d'Espanya, 37 �millora que necessitem per a engrandir els nostres mercats i trobar complementarietats amb el País Valencià i l'Aragó. Els ciutadans de Catalunya saben que la nostra estratègia de govern contempla una bona, una estreta relació amb els territoris de l'antiga Corona d'Aragó. La regió econòmica europea en la que ens hem d'inserir equival bàsicament a la formada per aquests territoris, comptant també el Llenguadoc i el Rosselló i la regió de Tolosa (Midi Pyrenees). Els quinze milions d'habitants d'aquesta gran regió son el mercat imprescindible per a les nostres empreses i institucions culturals. I per descomptat no exclouen estratègies similars, 38 �centrades en els seus propis territoris, per part de cadascuna d'aquestes Comunitats. ****************************************************** * Sr. President, vostè va saber complir una funció clara en els seus primers mandats, ja li he reconegut. Però fa temps que presideix un govern que no està a l'alçada del que Catalunya mereix. Aquesta situació s'ha accentuat a partir de decisions preses en clau estrictament partidista els dos darrers anys. El govern de Convergència i Unió ha retardat i ha fet impossible un acord majoritari per aprofundir en l'autogovern. Ara probablement ja és massa tard per a reaccionar. Tot i que 39 �constatem amb satisfacció que el Partit Popular accepta el que abans negava: la reforma de l'Estatut. Convergència i Unió haurà estat el darrer partit de Catalunya a reconèixer aquesta possibilitat. Per a nosaltres és una obvietat, 23 anys desprès de la seva aprovació, i 15 anys desprès de l'entrada a Europa. Val a dir que 23 anys després de l'aprovació de l'Estatut encara no l'hem desenvolupat: falta la Llei Electoral i la nova organització territorial i falta modificar l'Estatut com vostè va prometre i que la Televisió de Catalunya sigui de titularitat catalana i no estatal. Vostè, President Pujol, que s'ha guanyat un lloc en la història, no mereix acabar de forma tan grisa i trista el seu mandat. No crec que ni vostè ni el país es mereixin la prolongació artificial d'un mandat agònic. 40 �President, vostè ha honorat la Presidencia, i l'ha engrandit potser més que cap altre President. No vulgui durar més del compte. Fora un final poc honorable, que ni vostè ni sobretot la Institució, i encara menys Catalunya, no es mereixen. Moltes gràcies, Sr. President, senyores i senyors Diputats. 41 �RÈPLICA Vostè ha fet el que ha fet i la història ho recollirà, ja li he dit. Però el seu temps s'ha acabat. Vostè mateix el va donar per acabat quan va forçar les coses i va delegar en algú altre la rèplica a la moció de censura. Ara no ens vingui en llistats d'intencions i projectes. Perquè jo podria respondre amb els llistats dels incompliments, el llistat de les renúncies o el llistat de les contradiccions entre vostè i els consellers i entre els mateixos consellers. L'Eix Transversal s'ha de desdoblar o no? Hi haurà canvis en el govern o no? Que queda molt per fer a Catalunya, ja ho diu la seva propaganda. Però no ens vingui ara amb històries, que 20 anys són tota una vida política i que el no s'hagi fet és perquè no s'ha sabut fer o no s'ha volgut fer. 42 �En tot cas, ja no és el seu temps. Ara, cada nou anunci d'una obra, d'un nou projecte, és com l'anunci d'una nova hipoteca pel futur govern de Catalunya i només fa que alimentar les sospites sobre el desori inversor d'aquesta darrera etapa. Fa mesos que venim denunciant els perills d'aquest final de mandat i saben vostès que hem posat en marxa un programa de seguiment i control de la despesa de cada conselleria i de tots els compromisos financers que puguin prendre. L'administració del dia a dia no es pot aturar, però cal que fem tots els esforços per preservar la llibertat d'acció de futurs governs. Vostè va donar per acabat el seu temps i després d'escoltar-lo ara es fa evident que no té cap interès en allò que interessa Catalunya. No està disposat a impulsar una major 43 �implicació de Catalunya en ajudar a resoldre els problemes d'Espanya, ni està disposat a propiciar la col·laboració de Catalunya en la recerca d'una sortida de diàleg pel País Basc. Les seves renúncies són molt i molt negatives per Catalunya. Queda perfectament clara la seva única intenció al prolongar el seu mandat: un interès partidista per guanyar temps en la promoció del candidat de CiU. Però el país demana un govern capaç de donar un nou salt endavant. Catalunya no es pot permetre el luxe de perdre més temps. Apel·lo al seu patriotisme. Deixi que els catalans decideixin com més aviat millor el futur del seu país. 44 �Perquè Catalunya necessita més ambició, més empenta, més capacitat. I vostè ja no pot, ni vol, donar-les. Nosaltres proposem un nou projecte sustentat en una nova majoria. Com ho vol, n'estem convençuts, una majoria de ciutadans i ciutadanes de Catalunya.
