La ciutat de Barcelona ha estat molt i molt lligada a la vostra professió, i em consta que els metges han format part d'una manera molt prominent de la família municipal, des de 1886, que és quan es crea el Laboratori Municipal, dirigit aleshores pel doctor Jaume Ferran fins al 1905. Després pel doctor Ramon Turró, fins l'any 1926, i més tard pel doctor Pere González fins al fi nal de la guerra civil, de la nostra guerra. Aquest període en què es va viure la introducció de la vacuna del còlera i de la vacuna con tra la ràbia, gràcies a l'equip del doctor Ferran, amb en Jaume Pi i Sunyer, amb en Lluís Comenge, amb en Giner i Partagás; en el segon període, amb el doctor Turró, es va viure un episodi de pesta molt fort, 1905-1906, encara en aquest segle, i una epidèmia de tifus important l'any 14, en un moment en qué el doctor Turró està acompanyat d'en Lluís Claramunt i l'August Pi i Sunyer. A l'Institut Municipal d'Higiene, d'altra banda, que representa la medicina pràctica –no tant el centre hospitalari i d'investigació com van ser el Laboratori Municipal i l'Hospital del Mar–, inicialment, hi te- nirn el doctor Lluís Comenge des de 1891. Més tard, bastant més tard, l'Institut Municipal d'Investigacions Mèdiques, amb el doctor Foz i amb el doctor Gras, que del 1950 fins als Jocs Olímpics mantenen la{ qualitat d'una investigació important, dins del que és el terreny municipal. E4 aquesta ciutat ha passat que durant Molts anys hi ha hagut persones que han fet les seves armes, i les han fet amb gran qualitat, dintre del món municipal i després han passat a ser molt conegudes exterior- ment. I a la millor la història no els reconeix després coma funcionaris sinó com a grans metges. El cas d'en Pere Domingo és exactament igual: surt del Laboratori Municipal, acaba a Cuba i funda antibiòtics, com vosaltres sabeu. Bé, l'Institut d'Investigacions Mèdiques acaba convertint-se, finalment, en el famós laboratori antidopatge durant els Jocs Olímpics. No puc deixar d'esmentar els hospitals municipals, que vosaltres heu animat i que encara són la saba d'aquesta ciutat juntament amb els altres associats al Consorci Hospitalari de Barcelona: l'Hospital del Mar, amb el doctor Subirana, el doctor Molins i el doctor Bosch, que és el que jo vaig trobar quan vam arribar a l'Ajuntament amb la democràcia, i era un hospital que jo diria que estava malalt i que a poc a poc va anar millorant fins a ser ara un gran hospital; l'Esperança; el Geriàtric; el Psiquiàtric, amb en Costa Molinari, i no vull deixar d'esmentar l'epidemiologia, amb la seva lluita titànica, de vegades, com va ser la que van fer durant el famós brot d'asma al•lèrgica per la síndrome de la soja, que va ser l'objecte d'un estudi d'epidemiologia que es pot considerar un descobriment mundial. No se sabia que hi podia haver una asma, i una asma mortal de vegades motivada per la soja i va ser a Barcelona que es va descobrir. Perdonin, això és una pura anècdota, però és per dir que, realment, de sempre, els metges de Catalunya han estat molt bons servidors del nostre país. I després, com abans ja s'ha recordat, durant els anys seixanta i durant els anys setanta, i fins avui mateix. Vet aquí, doncs, tota una serie de raons per les quals jo em sentia moralment molt obligat avui a venir aquí, a saludar-los, a acompanyar-los en aquesta festa i en la joia d'aquesta festa. A donar-los les gràcies. Si tot el que es fa a Catalunya tingués el nivell que té l'activitat mèdica, Catalunya, en el rànquing dels països europeus, estaria més amunt que no està. Si totes les nostres activitats tinguessin el nivell que té la nostra medicina, nosaltres en conjunt estaríem més enlaire, estarïem més amunt. I per això he vingut a donar-los les gràcies, a demanar-los que segueixin –i sé que no cal–, que segueixin fidels a aquesta línia, que ha estat sempre la seva, en defensa de la llibertat en general, però d'una manera més específica també de la defensa dels catalans i de Catalunya. I, a més, que ho facin amb aquesta competència, amb aquesta qualitat tècnica i humana que els ha caracteritzat. Moltes gràcies, doncs, per tota la feina que han fet i expresso el meu desig que la puguin seguir fent amb el mateix esperit de servei al país i de servei als ciutadans, de servei als Malalts, de servei a la gent, concretament. M'atreviria a dir que en aquests moments la nostra classe mèdica, metges, infermeres, té molt en compte que la Feina d'un metge, naturalment, és cuidar el cossos, però cuidar-los de tal manera que la gent se senti humanament reconfortada, o humanament confortada. Em sembla que en molts sectors de la nostra medicina això també es té més en compte avui que no pas temps enrere. Per tot plegat, repeteixo, moltes gràcies i que durant molt de temps en el futur puguin seguir fent aquest servei a la seva professió i al nostre país.. I jo estic convençut que els metges patiu també del fet que una certa autoritat, que abans us era reconeguda d'una manera molt fàcil, ara probablement us costa més de mantenir. Però jo us demano que seguiu pensant que l'autoritat moral compta, i que la gent encara la respecta. A l'últim, vull desitjar-vos que aquests cent anys siguin la base d'un futur encara millor, que la salut pública d'aquesta ciutat i d'aquest país puguin seguir millorant amb la vostra ajuda i amb l'exemple que vosaltres heu donat, i que s'ha imposat en aquesta ciutat, ja que heu fet pràcticament que les institucions col . laboressin, que l'exemple de col .laboració que hi ha entre la Generalitat i l'Ajuntament en el camp de la salut pública es pugui estendre a altres camps. Jo de vegades em pregunto per què es va donar amb tanta força en el camp de la sanitat i de la salut pública, i penso que és perquè la vostra professió i la vostra professionalitat ho van imposar. Els diaris "La Vanguardia" i "Avui" van glossaren sengles editorials l'efemèride del Col.legi Oficial de Metges de Barcelona. Centenari mèdic El Col legi de Metges de Barcelona conmemorà el 29 de setembre passat el centenari de la seva fundació amb una trobada amb les institucions polítiques i mèdico-sanitàries ciutadanes, així com amb altres col . legis professionals. L'acte es va inscriure dins de l'ambiciós venta11 d'iniciatives amb què els metges barcelonins commemoraran els cent anys d'un col . legi professional que ha estat clau per a la ciutat de Barcelona i per a la seva projecció exterior. Però les celebracions, i això és important, no semblen dissenyades per subratllar només el passat, sinó perquè la professió mèdica barcelonina miri d'adequar la seva missió a una societat canviant, amb nous reptes i noves demandes. En aquest sentit, l'acte del passat dijous marcà la pauta que ha de seguir aquesta commemoració. Els objectius del Col .legi de Metges de Barcelona, en general, no s'han esgotat en les qüestions referents a la competència professional científica. Evidentment, aquests aspectes com en qualsevol professió, són absolutament bàsics i prioritaris. Però els metges de Barcelona, com els de la resta de Catalunya, també han estat actius i representatius socialment i política. Això, unit a la seva competència professional i científica, és el que ha fet de la medicina barcelonina no tan sols una de les més dinàmiques d'Espanya, sinó que la seva projecció internacional sigui prova inequívoca del seu alt nivell. Ningú millor que una corporació ja centenàri a pot conèixer els perills que comporta el corporativisme. És per això que el tarannà amb què el Collegi de Metges afronta el seu futur pot ser motiu de satisfacció per a tota la societat. Pera un col. lectiu la producció científica i la tasca d'assistència del qual són de p ri -merod,lantimeolra de la seva competència professional ha d'estar acompanyada d'una participació cada vegada més gran en l'esperit de progrés del país i en una més àmplia interrelació amb la societat civ il . Els desafiaments que la medicina mode rna té plantejats són múltiples. Una societat democràtica exigeix una millor preparació dels seus professionals, i els professionals d'una medicina cada vegada més científica han d'oferir garanties, però sense que la competència comporti una renúncia de la seva responsabilitat social. En aquest sentit, el tarannà obert –partidari d'una interrelació més gran amb la societat civil catalana– amb què el Col . legi de Metges de Barcelona afronta els actes commemoratius del seu centenari és la millor garantia de futur per a Barcelona i Catalunya. La Vanguardia, 1-10-94 Cent anys de servei mèdic El Col . legi de Metges de Barcelona compleix cent anys i en aquest primer segle d'existència ha esdevingut una institució clau en l'evolució de la ciutat i dels seus usos i costums sanitaris. Si, d'una banda, com altres estaments de la mateixa mena, el Col-legi va néixer amb una marcada vocació corporativa, d'una altra, resulta innegable que, al llarg dels anys, i amb els alts i baixos corresponents als difícils períodes polítics pels quals ha passat el país, la institució ha sabut incardinarse en la vida de la ciutat, hi ha projectat les seves inquietuds, l'ha ajudat decisivament en els seus avenços culturals, socials i assistencials. En camps tan diversos com el de la defensa i propagació de la llengua catalana o l'establiment d'un codi deontològic, el Col. legi de Metges de Barcelona ha tingut aportacions decisives, incorporades per sempre més al patrimoni de la ciutat. En definitiva, el Col . legi de Metges de Barcelona forma part destacada de l'entramat civil, social, que caracteritza Catalunya. Les entitats organitzadores formen part de la Coordinadora d'Entitats de Nou Barris, que agrupa unes 80 entitats del districte. - El districte de Nou Barris ha col.laborat en l'organització de lacte donant tot el suport logístic que ha calgut. Hi ha una bona relació del districte amb aquestes entitats, que es posa de manifest, també, amb la seva col.laboració amb els actes del dia d'Andalusia o amb la participació a la Caseta de la Feria de Abril que munta el CC.CC. Manuel de Falla a Santa Coloma. Altrament, aquestes entitats porten una vida molt activa al distrícte. El passat 4 de març, el regidor de presidencia va fer una xerrada sobre Carta Muncipal al Centre Cultural García Lorca Demà dissabte, Pere Jover, diputat a les Corts pel PSC-PSOE, parlará sobre la Llei d'Arrendaments Urbans al CC.CC. Manuel de Falla. Una de les qüestions que pot sorgir durant el sopar és el debat obert aquestes darreres setmanes sobre la prolongació del metro a Nou Barris. El mes d'octubre passat l'Alcalde es va adreçar per carta al president del Centre Cultural García Lorca, José Luis Jiménez, excusant la seva assistència a XII Certamen de Poesía "Federico García Lorca", que va tenir lloc el passat 17 de desembre. L'Alcalde posava de manifest la seva voluntat d'assitir-hi en una propera ocasió. Esta cludadlia sido siempre europeista, ha sabido siempre-lie-sTilugarc sé encuentra en Europa. Y ha sido y es una ciudad progresista, abierta, dinámica y tolerante, que os recibe con todo su afecto. Quiero, en particular, dedicar un es-p-édal saludo a los parlamentarios socialistas de Austria, Finlandia y Suecia, los nuevos socios comigiitaifos, ¿fue se reunen por vez primera con los demás companeros fflera de las sedes habitualesdel Parlamento Europeo. _ La Barcelona con que os habéis encontrado es una ciudad que ha sabido renovarse en profundidad, y que, al renovarse, ha podido reencontrarse a sí misma. Todos trabajamos para la Europa de los ciudadanos. Las instituctone son instrumentos, no fines en sí mismos. El Parlamento Europeo y el Comité de las Regiones, cada uno en su lugar, son complementarios, y no se excluyen como algunos pretenden. En este sentido, quiero brindaros toda la colaboración del Comité de las Regiones para trabajar conjuntamente en la revisión del Tratado de la Unión que deberá abordar la conferencia intergubernamental de 1996. Creo que sería importante establecer una lista de posiciones comunes en cuanto a esta cuestión se refiere y, en este sentido, puede ser positivo el intercambio de los trabajos que sobre la revisión se vayan realizando En esa perspectiva, Barcelona quiere Ilamaros la atención sobre dos cuestiones que constituyen los ejes de su reflexión y de su actuación como ciudad europea. En primer lugar, quiero reiterar nuestra convicción que la Europa de los ciudadanos sólo se podrá construir con garantías si también se construye desde las ciudades, contando con las ciudades, aplicando el principio de la subsidíariedad que prevé el Tratado de Maastricht (y que nosotros preferimos llamar por el nombre más transparente de principio de proximidad) no sólo del nivel comunitario al de los estados, sino también, del nivel de los estados al de las regiones y los poderes locales. En segundo lugar, quiero subrayar nuestra convicción que Europa debe mirar cada vez más hacia el área mediterránea. Ayer mismo tuvimos una 2 �muestra palpable de este interés en las palabras de nuestro nuevo presidente del PSE, Rudolf Scharping, y del presidente del gobierno español, Felipe González. Este mediodía, en el Ayuntamiento, hemos inaugurado una Conferencia de Ciudades del Mediterráneo, que servirá de excelente prólogo a la Conferencia Intergubernamental Euromediterránea que se celebrará a mediados de noviembre en Barcelona, convocada por la presidencia española de la UE. Barcelona renueva así su ofrecimiento como plataforma para el diálogo y la cooperación en el área mediterránea, donde ejerce progresivamente una capitalidad económica, cultural e incluso, cada vez más, política. Nuestra voluntad es también contribuir a la formación de la identidad europea. Es por ello que, en nuestra apuesta para que Barcelona sea designada Capital Cultural Europea en el año 2001 -candidatura para la cual os pido vuestro apoyo-, hemos puesto el énfasis no en mostrar nuestra propia identidad al resto de los europeos, sino precisamente en reflexionar, a partir de nuestra situación, sobre los elementos que deberán definir la nueva identidad europea. No quisiera terminar mi intervención sin reconocer el liderazgo que Pauline Green ejerce sobre el Grupo socialista y socialdemócrata del PE, ni la buena labor que lleva a cabo mi amigo y compañero Joan Cornet como secretario general. Estoy seguro que su condición de antiguo alcalde puede ayudarnos a reforzar los lazos entre el Comité de las Regiones y el Parlamento Europeo, y que aportará esa sensibilidad municipalista a quienes defendemos con ardor una Europa de las ciudades, una Europa de los ciudadanos. Las críticas han venido no sólo desde las filas de la oposición, sino desde el propio partido socialista y, más discretas, desde el Gobierno. El presidente andaluz, Manuel Chaves, en conferencia de prensa, señaló el pasado viernes que el reconocimiento de los hechos diferenciales "no debe ser excusa para la discriminación o el privilegio de unas comunidades frente a otras". Por el interés que ha suscitado la conferencia del presidente catalán, publicamos una versión reducida de su intervención en El Escorial. Soplan en los pueblos de España vientos de cambio PASQUAL MARAGALL Se acabó el "no mojarse", el wait and see, el "se mira pero no se toca" de la Catalunya de la era Pujol con respecto a España. Esa actitud contribuyó al tránsito de la dictadura a la democracia, y de la uniformidad a la variedad, pero tocó techo hace ya unos años. Todos sabemos en Catalunya que la desaparición de fronteras con Europa, concretamente con Francia, significa también que no hay frontera imaginable con Castilla y no digamos con Aragón. Los independentistas también lo saben. La desaparición de las fronteras estatales en Europa significa también que Lisboa sufre tanto o más que Barcelona la deslocalización de empresas y profesionales hacia Madrid, mientras que la Euro región Oporto-Vigo sube como la espuma. Catalunya no "pasa" de lo que sucede en otros territorios de la España plural. Deseamos que cambie la singladura del proyecto vasco de modificación de la relación con el Estado, tras las elecciones de abril en Euskadi. Frontera con Castilla no habrá tampoco. Pero la del Bidasoa perderá sentido en gran medida. Eso sí. Y su Euro región vasca será imparable. Hay euro regiones entre Alemania y Holanda, entre Alemania, Francia y Suiza (la "Regio"), entre Nord Pas de Calais, el sur de Bélgica y el South East inglés, entre Copenhague y Malmoe, unidas por un puente sobre el mar, la hay en ciernes entre Catalunya, Aragón, Languedoc Roussillon, Midi Pyrenées y eventualmente Aragón y Comunidad Valenciana, y la hay entre el Norte de Portugal y Galicia. ¿Cómo no va a haber una euro región vasca a los dos lados de la frontera? ¿Saben Vds. qué regiones europeas crecen más deprisa, descontando el factor nacional de crecimiento? Las fronterizas, porque allí donde hubo barrera, al quitarla, acuden las aguas a fecundar lo que en realidad es un cauce. Pero volvamos a lo nuestro. Volvamos a cómo se organiza nuestra diversidad interior, cosa que por cierto se hace más sencilla a medida que Europa deslegitima la correspondencia biunívoca entre Estado y Nación, entre "vivencia en" y "pertenencia a" un territorio dado. He mencionado Euskadi. Consideremos ahora, siempre con el respeto debido por parte de un observador apasionado, implicado, pero observador al cabo, el caso de Andalucía. Andalucía tiene razones para postular un tratamiento diferenciado entre las Comunidades autónomas, puesto que posee, si no lengua propia, sí una cultura robusta y singular, y porque entró en la autonomía por la vía rápida del art. 151 de la Constitución. No tendría las mismas razones en cambio, a no ser a través de un cambio constitucional importante, para postularse como nacionalidad, puesto que la 103 �Articles de Pasqual Maragall a Constitución del 78 las limitaba implícitamente a las autonomías que "en el pasado", por no mencionar a la 2ª República, hubieran plebiscitado su Estatuto, es decir, Catalunya, Euskadi y Galicia. Sin embargo, si del último de los Estatutos republicanos (el gallego, 1939) a la Constitución van 39 años, de la Constitución hasta hoy han pasado 25. No hay por qué pensar que "el pasado" se terminó en 1978: sigue creciendo, sigue "pasando". Eso, ese registro de "lo que va pasando", es precisamente lo que los cambios constitucionales verifican, deben verificar. Me cuento entre los que entendieron y votaron la Constitución en tanto que reconocía, entre otras cosas, la nacionalidad catalana: no había que ser muy astuto para leer la Carta Magna en esos términos. Para mí no hay duda de que la Constitución consagraba a las tres nacionalidades históricas como tales nacionalidades, y no a ninguna otra, pero otros, no creo que el Tribunal Constitucional, pero sí ciudadanos como Vds. y como yo, pudieron entenderlo de otro modo. Dejemos ya la historia y volvamos al presente. No es sólo que los andaluces se metieran ya desde buen principio en la vía prevista para las nacionalidades en el momento de acceder a la autonomía, la del artículo 151. Es que además, como he dicho, su singularidad cultural es innegable. Catalunya obtuvo su Estatuto en 1932, Euskadi en el 36 y Galicia en el 39. ¿Qué hubiera ocurrido si el proceso político de entonces hubiera proseguido, sin guerra civil? ¿Hubiera Andalucía pedido y obtenido su Estatuto? ¿Quién puede saberlo, quién puede descartarlo? Alguien podría objetar: es que precisamente la guerra civil demuestra que aquel camino no era sostenible. Pero, como Vds. comprenderán, eso sería tanto como resolver de mala manera lo que la Constitución tiene de ambigüedad calculada. Sería resolverla con un carpetazo al pasado que no haría justicia a las concesiones que los artífices de la transición se hicieron entre ellos. Mejor dicho, sería vulnerar aquel acuerdo. Lo que tenemos que hacer ahora es mejorarlo poniéndolo al día. ¿Quién dijo que las Constituciones cuánto más breves y más confusas mejor? Los británicos no tienen Constitución y no les va mal. Han montado no ya un sistema asimétrico sino varios sistemas de autonomía. Uno para Escocia, uno para Gales y otro, complicadísimo y de momento eficaz, para Irlanda del Norte, que tenía un conflicto vivo más antiguo y tan virulento como el vasco. Hasta tiene equipos de fútbol internacionales para cada uno de sus territorios, incluyendo por supuesto Inglaterra. Volvamos a España. Aquí el traje a medida que estamos haciendo va a depender crucialmente de lo que haga o diga Andalucía. Andalucía está ante una disyuntiva: o busca y obtiene un reconocimiento de su singularidad o se conforma con una actitud de rechazo a toda singularidad y se postula como garante de una cohesión basada en la negación de pretendidos privilegios. Lo segundo sería un error dramático. Se trata más bien de diseñar las reglas del juego excluyendo todo privilegio, no de borrar las distinciones realmente existentes para que quede claro que no hay privilegios. Eso sería tanto como echar el niño con el agua del baño, como dicen los anglosajones. Muerto el perro muerta la rabia, decimos aquí. Yo he sido el primero en defender la singularidad foral y fiscal vasca, en descartar el concierto para Catalunya por innecesario, mimético y falto de base histórica, y en 104 �Articles de Pasqual Maragall a señalar que sin embargo Catalunya difícilmente aceptará contribuir fiscalmente al pago de los servicios públicos de comunidades con renta per cápita superior a la media española, cosa que está ocurriendo: sólo cuatro comunidades son hoy por hoy contribuyentes en términos netos, Madrid (con un "efecto sedes" incorporado que habría que descontar), Catalunya, Baleares y Navarra, ésta última en muy menor medida. He hablado de fijar las reglas. Andaluces y catalanes nos hemos puesto de acuerdo en pagar por renta y recibir por población. Ésta es una regla clara, que la gente entiende, cuestión ésta de la "comprensión pública" absolutamente crucial. Hay que abandonar los tecnicismos en la explicación del sistema fiscal y financiero del Estado de las Autonomías. Todo el mundo comprende que es justo que los que tienen más porcentaje de renta que de población, los que tienen más y son menos, ayuden a los que tienen menos y son más. También porque, seamos claros, con ello se ponen puertas al campo de los excesos de generosidad que siempre acaban en resentimientos cruzados. Y porque así las economías y las rentas per cápita convergen y los mercados se ensanchan. Que es lo que hoy está ocurriendo. Y añado aún más a lo dicho antes: andaluces y catalanes nos entendemos porque muchos andaluces han hecho Catalunya con sus manos y su ingenio. Por tanto, nos conviene a unos y otros entendernos, pero sobre todo lo que ocurre es que lo queremos y que es fácil entenderse. Más por querer y poder, pues, que por convenir. Lo esencial son tres cosas. La primera es la Constitución y los estatutos y su dibujo de la España plural. La segunda es el Senado. La tercera, Europa. Voy a referirme con cierta extensión a la primera cuestión, que es la que centra la temática de la conferencia, y brevemente a las otras dos, por bien que son imprescindibles para completar la primera. Tiempo habrá para hablar de ellas. Cualquier niño sabe en Catalunya y en Euskadi, y muchos en Galicia saben que esas regiones no son exactamente regiones sino nacionalidades. La Constitución española también lo sabe. Aunque, como he dicho, no lo precisa explícitamente, porque las autonomías -hay quien no lo recuerda- no existían cuando se hizo la Constitución. Se hizo para que existieran, pero no existían. Los Estatutos introdujeron cierta confusión, sin duda. Ciertas regiones, en sus estatutos, se autodefinieron "nacionalidades", y las cosas se complicaron. Quizás se entiende que la Comunidad Valenciana y Aragón son nacionalidades en tanto que antiguos miembros de la Corona de Aragón. Habrá que ver cómo se restablece ese espíritu en la nueva letra que quiere escribirse ahora. Nombrar las autonomías en la Constitución es obligado -lo era ya probablemente hace quince años-. Pero no denominarlas con precisión (nacionalidades, regiones, archipiélagos quizás) sería decepcionante. Catalunya no es fácil que viese con buenos ojos una Constitución que no la denominara a más de nombrarla, sobre todo porque aquí siempre entendimos que en 1978 se nos denominaba nacionalidad sin nombrarnos. Si ahora se nos nombra sin denominarnos habríamos perdido más de lo ganado. Y ya se sabe que los catalanes en cuestión de ganancias somos muy mirados. Es un tema que nos importa mucho. Como en general ocurre en todo el mundo. La gente cuenta, suma y resta. Y decide. Creo que el presidente del Consejo de Estado cuando sugirió en el 25º aniversario de la Constitución que los Estatutos de Catalunya, Galicia y Euskadi (y Navarra, añade) 105 �Articles de Pasqual Maragall a fuesen aprobados con los quórums de la Carta Magna, estaba reparando en la necesidad de poner las cosas en su sitio, y sugirió para ello un camino entre los varios posibles. Pero quizás baste, como él mismo sugiere, incluir en la Constitución reformada la especificidad de esos territorios para evitar a sus Estatutos el tener que someterse a quórums exorbitantes. En todo caso el profesor Rubio Llorente puso el dedo en la llaga. La secuencia temporal de la reforma estatutaria en Catalunya y la Constitución plantea algunos problemas. Pero no problemas insolubles. Existen dos salidas. La primera y más práctica es la sugerida por un ex presidente del Tribunal Constitucional: las transitorias del Estatuto, que convertirían en interinos determinados cambios que pudiesen ser vistos como poco compatibles con la Constitución actual hasta tanto la reforma constitucional proveyese lo que tenga que proveer. La segunda es que iniciativa para la reforma constitucional la tienen también indirectamente los Parlamentos autonómicos. Termino. Los socialistas catalanes no es fácil que aplaudan una Constitución que no denomine correctamente las autonomías o que no convierta el Senado en la cámara en que esas autonomías se reúnen. Lo mismo ocurriría si no se previera la citada representación europea de España en materias transferidas. Pero tengo la convicción de que esos requisitos serán ampliamente compartidos. No sin debate, por supuesto. Hay una gran confusión todavía sobre estas cuestiones. Mientras no exista ese Senado o no se comprometa su efectiva existencia, tampoco será fácil que renunciemos a ninguna de las opciones abiertas para defender todos esos puntos. Entramos en un periodo decisivo. Todas las precauciones son pocas. Pero quiero que se sepa que esas precauciones no obstan para que acudamos a la cita estatutaria y constitucional con entusiasmo y confianza. La España que no pudo ser, puede ser. Será. El socialismo catalán ha contribuido sin regatear esfuerzo a hacer llegar el barco de España hasta aquí. Y no piensa cejar hasta conseguir el objetivo de una España plural, reconciliada con su diversidad, y en condiciones subjetivas de afrontar la reforma de la sociedad y de la economía que harán de este país un adelantado de Europa, cosa que la derecha no ha conseguido. No estoy hablando de la macroeconomía, estoy hablando de la calidad de vida, de la educación, de la seguridad en los barrios y de la salud. De la transparencia y de la ética política. De la capacidad de integrar a los inmigrantes sin perjuicio para los residentes. Del mapa de la España en red. A ver si llega el día en que debamos hablar menos de patriotismo y de la patria y más de lo que hace que los ciudadanos se sientan a gusto en ella. Quizás soy un ingenuo. Quizás toda esta pretensión de que España se sienta plural y Catalunya libre, es decir, formando libremente parte de ella, sea una ilusión vana y haya que volver al agnosticismo catalán de los pasados 25 años, al "se mira y no se toca" y a la simple cortesía entre gentes bien educadas. Útil per a tothom, també per a mi, per a nosaltres, per a tots els que creiem i volem l'Espanya plural, desinhibida, oberta i en xarxa –no radiocéntrica–. Útil perquè ens ajudava a entendre, des de prop de la cosmovisió nacionalista, les seves limitacions. El libro de Rubert argumenta que nuestro nacionalismo, si no se convierte en un calculado independentismo, no obtendrá lo que persigue, porque estará siempre trabado por el complejo de inferioridad respecto del nacionalismo dominante, que es el español, y porque entre dos nacionalismos no existe otra salida que la victoria del más fuerte. Para obtener ese resultado, Rubert explicaba su escasa simpatía por nuestra estética nacionalista y su admiración correlativa por los madrileños, que no necesitan de ella, porque nación ya lo son, por su ingenio y su desparpajo –admiración que solamente estaría en condiciones de manifestar Rubert libremente, sostiene, tras una previa separación política, fría, interesada en el mejor sentido de la palabra, que le permitiría, que nos permitiría a los catalanes, “declararnos” a los madrileños sin temor a que nos robaran la cartera en el intento, e iniciando así una auténtica y positiva interdependencia y amistad desde la distancia mínima que se requiere para ello–. Hice el prólogo. Y le hice una mala jugada. Sugerí al final que ese libro era más útil para mis fines que para los suyos, en la medida en que podía ayudarme a convencer a la España central y sobre todo a la España profunda de lo positivo de nuestros sentimientos hacia ellas, pero sin necesidad de recurrir realmente a una construcción política virtual, como la suya, difícilmente creíble y en realidad innecesaria, excepto para los fines pedagógicos de una mejor comprensión de los hechos. Ahora Xavier me devuelve la pelota. Ahora soy yo, parece, quien le está ayudando a él. Sostiene en su artículo “Esto no es una pipa”, publicado el pasado 1/V/2003, que su argumento se torna cada vez más sensato y presentable, en la medida en que Europa evoluciona hacia una devaluación de las soberanías y hace además cada vez menos admisible, con el nacimiento de los nuevos pequeños estados enmarcados en la Unión, la extraña situación de las nacionalidades previstas en la Constitución española, las cuales, en términos comparativos, se convierten en algo así como las comarcas de Malta (si las hay) o los valles de Estonia. Xavier Rubert cree que ahora somos nosotros los que ingenuamente pretendemos modificar España desde la proximidad, desde el interior, los que haremos avanzar la historia en el sentido que él propone, puesto que la inevitable impasibilidad de España frente a nuestras cuitas las tornará útiles para sus fines inter-independentistas. Haríamos, por decirlo así, de contraste revelador de la exactitud de sus propias previsiones –las de Rubert–. El juego es sutil. Y la ilustración del título, alusiva al cuadro de Magritte que retrata una pipa pero que trae una inscripción diciendo que no lo es, francamente genial. Su artículo, en efecto, 161 de 204 �Articles de Pasqual Maragall a LA VANGUARDIA no es una proclama electoral en favor de Maragall, aunque pueda parecerlo a los lectores distraídos, o puedan creerlo los que saben de nuestra amistad y por tanto ya descuentan que debe serlo. Sin embargo, ni Catalunya es Malta, ni es Estonia, ni le interesa serlo. Una Catalunya al frente de España es más interesante. Esta es la verdad. Esta es mi verdad, en todo caso, aunque Aznar y sus voceros, asustados por lo de “al frente de” (puesto que Catalunya en su España está, por supuesto, pero está detrás, o debajo) expliquen a los cuatro vientos que esa verdad es un imposible, un barullo, una asimetría y una barbaridad. Para ellos, sí. Catalunya será infinitamente más fuerte conduciendo España que solita en Europa. Catalunya en una España federal y tranquila puede mucho más que yendo por libre. Xavier cree que eso no es posible. Y hechos recientes, como la negativa de los organismos reguladores del mercado de la energía a la compra de Iberdrola por la empresa Gas Natural, con sede en Catalunya, o el desastre de la no llegada del AVE a Barcelona y no digamos a Francia, o la inexistencia de fecha o siquiera de futurible para los AVE Barcelona-Valencia o Barcelona-Bilbao, parecen darle la razón. Pero si le preguntamos a Gas Natural qué prefiere, no creo que prefiera otra cosa que ser la primera empresa de España en todos los sectores y la tercera de Europa en el campo de la energía. Y si le preguntamos a la gente, la gente que piensa, nos dirá que de la inacción que constatamos tan culpable es Madrid como la Catalunya nacionalista. ¿O no es cierto que la preocupación (temeraria) de nuestros gobernantes ha sido la de ocupar posiciones en el accionista de referencia de Gas Natural, la Caixa d'Estalvis i de Pensions, más que la de asegurar su estabilidad en momentos tan decisivos como el de definir el nuevo mapa español y europeo de la energía? Y si nos preguntan a catalanes, vascos y valencianos qué preferimos, preferimos que el Estado español sea de una vez perspicaz y entienda que las líneas de alta velocidad de los ejes mediterráneo y cantábrico y la del valle del Ebro convienen a España y a Europa, que salen en la foto de satélite del continente, cosa que no ocurre con varias de las dibujadas en función del torpe algoritmo aznariano de “todas las capitales de provincia a menos de cuatro horas de Madrid”. Como yo creo que estas cosas hay mucha gente en España que las entiende, tengo la confianza de que pronto o tarde se impondrá la razón. Es más, si me imagino cómo llegar a lo mismo desde una Europa en la que las nacionalidades (Escocia, Flandes, Baviera o Lombardía o Catalunya) puedan hablar como estados, no me salen las cuentas de cuándo eso podrá ser. Porque entonces además de convencer a los españoles, o al menos de desarmar sus argumentos, deberemos convencer a los europeos, que no son unos angelitos. Insisto: el argumento que le tocaría hacer a Rubert en este ejemplo concreto, a saber, la defensa de que como estado estaríamos en mejores condiciones de conseguir esos objetivos razonables, sería válido a efectos ilustrativos o dialécticos, pero el resultado práctico de esas ilustraciones tomadas al pie de la letra se me antoja francamente lejano en el tiempo de la política real. Los europeos no están para bromas. Lo mejor que pueden hacer por nosotros es, en efecto, ir relajando la contundencia del principio de soberanía, e ir reconociendo la existencia de pueblos de Europa que no son estados. Irles dando cancha. Todos entendemos que dentro de 20 años Baviera no contará menos que Malta. En estas cosas Xavier y yo no distamos. Yo no me emociono con el himno nacional español como con el catalán, aunque prefiero el “Cant de la senyera” a “Els segadors”, por cosas de familia, pero admito que soy un forofo de Fernando Alonso, que la victoria de Fermín Cacho en los 1.500 fue uno de los mejores momento que viví en el 92, y sobre todo, hablando de cosas más serias, que Marcelino Iglesias es como un hermano para mí, tanto como Antich o Joan Ignasi Pla, y que por tanto para mí la nacionalidad es un concepto relativo, un tejido continuo que se pierde con la distancia y que no tiene fronteras precisas. Y que nadie se inquiete por las pegas lógicas del argumento: ¿dónde empieza lo mío, dónde termina lo tuyo? ¿Cómo organizar el mundo sin fronteras y sin juegos de suma cero? Tranquilos. Unos juegos sustituyen a otros y unas lógicas a otras. La lógica federal y pluralista es más útil que la monista y nacionalista (la del “se es o no se es”, “o som o no som”) sin llegar a la imprecisión de la lógica dialéctica, que en vez del aristotélico “A o no A” propone el hegeliano “A y no A”. Los catalanes queremos ver en marcha cuanto antes los proyectos que he dicho. Estar al frente de España (con otros, por supuesto), o quiere decir esto o no significa nada. Ahí sí que hay que ser aristotélicos. Más aún: es desde esa posición que podemos maximizar nuestro peso en Europa, no sólo desde una hipotética y lejana ampliación de Europa por dentro, es decir, con más estados “interiores”, aunque esta evolución también ayudará. Es cierto que la UE y la España autonómica significan a veces más distancia y otras veces menos: más distancia para algunas decisiones (moneda y defensa, por ejemplo) y más proximidad para otras (educación y salud, por ejemplo). Lo que es seguro, en todo caso, es que el movimiento hoy es inclusivo más que exclusivo, va más en el sentido de convencer que en el de exigir, que hoy hay que persuadir a más gente que a menos gente, que hoy se tiende a empresas más grandes. Finlandia va bien porque tiene Nokia y al mismo tiempo Nokia, probablemente, no habría surgido sin un estado como el finlandés. Pero lo decisivo no es la independencia estatal, sino la independencia de criterio y la capacidad de convicción en los grandes mercados de la economía y la política. Que ser un estado ayuda es indudable. Pero que llegarlo a ser es tan o más antinatural que no serlo, y menos práctico, también. (Empiezo y termino en catalán porque esta carta es un diálogo entre Xavier y yo, y no sabría hacerlo en otro idioma que en el nuestro.) Xavier: Pel que sembla ens ajudem l'un a l'altre. Bravo. Se ve, por ejemplo, en los referendos que dan resultados contrarios al voto de los Parlamentos. Es decir, que la gente vota en sentido contrario de los representantes a los que ha votado, como se ha visto en Dinamarca, en Suiza y en Francia. Se ve también que la gente tiene cierta tendencia ya no al cambio de Gobierno, sino al cambio de régimen, como explica Darhendorf. Llevamos algunos años viendo cómo una parte importante de la población deja de votar al político para votar al artista, al empresario, al periodista, al deportista o al presidente del club. Todo empezó con Reagan y en el mismo Estados Unidos siguió un poco con Perot. En Europa acabamos de tener el caso más espectacular del italiano Berlusconi, pero también en Francia han pasado cosas parecidas con Baudis y Tapie. No estaría de más preguntarnos qué pasaría aquí si se presentaran a las elecciones municipales personajes como José Luis Núñez o Cruyff (que puede hacerlo como europeo de los Doce), Puyal, José María García o Norma Duval. Más allá de la especulación hay dos observaciones que me gustaría hacer. Una, que quizás los medios de comunicación antirrégimen son tan causa como efecto de los sentimientos que existen. Y dos, que quizás el sistema se equivoca, es decir, que nos equivocamos. Sin duda, se necesita un caldo de cultivo previo para que cuaje el mensaje negativo que destilan algunos comentaristas. Este caldo de cultivo está probablemente tan presente en el mundo privado como en el público. La gente sabe que en su empresa o en su entorno hay prácticas de favoritismo, corruptelas, etcétera, y tiende a reprochar a sus representantes lo que no puede o no sabe combatir en su propio entorno. "Que yo sea malo o impotente ante el mal, pase, pero que lo sea el diputado, el concejal o el gobernante que me represente, no". Esta es una reacción lógica. Vivimos en el reino de los símbolos, de los valores y de la representación, y en él no pueden admitirse cosas que en la vida cotidiana próxima se aceptan resignadamente, o incluso se desean. De todos modos, no deja de ser un ejemplo de doble moral. Esa doble moral es objetable, especialmente, en quienes, desde los medios de comunicación más influyentes, se limitan a concentrar sus miras en uno de los aspectos de la cuestión. Raramente se atreve nadie a hilar fino y a distinguir en qué momento preciso la inmoralidad privada o social se convierte en corrupción pública, en considerar qué favor o qué amabilidad especial cae en uno u otro lado de la barrera, el de los buenos sentimientos privados o el de la reprobable acción pública. Eso, por un lado. La otra posibilidad es que nos equivocamos de escala en el tratamiento de los problemas. ¿Es una utopía pensar en tratar a las personas como ciudadanos con derechos amplios, plurales y permanentes y no como súbditos de una ley fabricada lentamente en Parlamentos elegidos cada cuatro años? Es una utopía, pero sólo en parte. En parte, porque existe un nivel de gobierno que es el nivel local, que, aun siendo elegido también cada cuatro años (y quizás harían falta más años en vista de que se invierte uno en crear un equipo y otro en defenderse 32 �Articles de Pasqual Maragall a electoralmente), aun así, está tan cerca de la gente que difícilmente puede sustraerse al diálogo que el ciudadano necesita para sentirse tal y no sólo súbdito. Otra cuestión es si las autonomías o pequeñas naciones entran en esta categoría o en la anterior, a la que pertenecen los Estados. En todo caso habría que acercarse a la gente por ahí, por los poderes próximos, a los que habría que dar más cancha. Ya se verá si las autonomías son ayuntamientos grandes o pequeños Estados, o si son las dos cosas, que quizás sería la gran solución. Esa utopía ciudadana es una presencia constante en la vida diaria de los pequeños poderes próximos, los Poderes locales en el amplio sentido que al término se da en la política europea. A menudo me he preguntado si no habría que concebir el Estado como el accionista de las, ciudades, que son el marco político y social donde los súbditos se pueden sentir ciudadanos, y no a la inversa. Accionista de la empresa que está en mejores condiciones de afrontar los problemas de la gente. El súbdito tiene derecho a una ley justa; el ciudadano quiere una justicia rápida. El súbdito tiene derecho a que se respeten los derechos humanos; el ciudadano quiere una convivencia amable, quiere resulta dos. El súbdito tiene derecho a la ley y el orden; el ciudadano quiere, a la vez, que haya seguridad en la calle y que la policía no sea muy aparatosa en su presencia ni en su trabajo. Al súbdito no le importa mucho quién impone el orden; para el ciudadano., cuanto más próxima sea la policía, mejor. Al súbdito le interesa la macroeconomía y la clasificación económica internacional de su nación; al ciudadano le interesa la macroeconomía, pero no la de la producción y el consumo en abstracto, sino en su territorio. Este es el punto decisivo: el territorio es el ámbito donde la acción política y de gobierno adquiere una mayor proyección ciudadana. Los Gobiernos y los Estados se organizan en departamentos, según los temas, y se relacionan con el territorio por medio de unidades territoriales que comprenden vastas áreas administrativas. Las ciudades, en cambio, se organizan interiormente en pequeños distritos sobre los que proyectan su acción las áreas y ámbitos en que se estructura el gobierno local. El territorio urbano es un conjunto de calles, parques, casas y edificios, arbolado y mobiliario, en el que se mueven, trabajan y descansan, utilizando distintos servicios y aparatos, millones de personas. Personas concretas, no solamente clases sociales o muchedumbres como en el caso de los Estados, son el objeto del gobierno local. Cuando un alcalde se despierta oyendo o leyendo que una nueva ley va a arreglar un viejo problema (paro juvenil, mecenazgo, drogadicción, ruido, pensiones), tiembla. Tiembla esperanzado, pero tiembla. Porque en el territorio, fuera del departamento ministerial o de la consejería correspondiente, y lejos del Parlamento donde los responsables de esos departamentos y los candidatos a serlo dirimen sus diferencias, la división entre temas no existe, y la vertical separación de temas, tampoco. Para los Gobiernos, los problemas y su evolución se miden generalmente en resultados estadísticos. Para los poderes locales y las ciudades, esos problemas tienen nombres y apellidos y se aprecian, a simple vista, en el paisaje humano. Una disminución de las pensiones significa una mayor presencia de indigentes en la calle. Una reducción del personal para asistencia a domicilio equivale a la existencia de más inquietud en la gente. Quizá Injustificada en la gente que pasa, pero real en las personas que viven en la plaza donde duerme el sin techo. Los problemas de la calle tienen sus reglas: la riqueza se acumula, y la miseria, también. 33 �Articles de Pasqual Maragall a En esas situaciones, hay barrios que se vacían porque sus habitantes se marchan, en general, a municipios próximos donde el gasto público social es menor, y se crean islas dentro de la gran ciudad o área metropolitana que luego hay que rehabilitar invirtiendo auténticas fortunas en estos barrios. Como la ley no permite el reconocimiento de la ciudad real multimunicipal, ni favorece la colaboración entre los distintos ayuntamientos, todo se hace más difícil y más irreparable. A esas cuestiones, los Parlamentos son poco sensibles, porque los ven en forma de estadísticas. Los Parlamentos y los Gobiernos suelen ignorar también problemas y situaciones que se manifiestan por sentimientos más primarios y más abstractos, como la identidad Reus es el enemigo de Tarragona, etcétera-, el orgullo, el poder o la autoridad. Son problemas que exigen una sensibilidad directa que sólo nace del contacto cotidiano. ¿Qué hay que hacer en el ámbito de la política y del gobierno para que las personas sean tratadas más como ciudadanos y menos como súbditos? Hay dos ideas que me parecen básicas y que sin duda habría que profundizar desde todas las administraciones: una es hacer el sistema más transparente a las personas, y otra, hacerlo más territorial y menos departamental. Dicho en otras palabras, los Estados deberían ser accionistas de las ciudades y pasar cuentas con sus responsables en la junta anual de cada mes de abril o en la junta universal de cada cuatro años, donde los ciudadanos deciden por el Estado si los empresarios lo han hecho bien. ¿Por qué no?
