Nota prèvia La presentació de l'acte será a càrrec d'Esther Tusquets i la del llibre a càrrec de Juan Ramon Masoliver, autor del pròleg, després del qual parlará l'autor de la "Novíssima Oda a Barcelona", José Agustín Goytisolo, abans que l'Alcalde tanqui l'acte. Hi será present, també, Josep Guinovart, autor de les il.lustracions. �Guió - Personalitat de José Agustín Goytisolo, gran amic i poeta, poeta civil i home polític com diu Masoliver al pròleg, que es defineix avui mateix al diari com "un barceloní, català de cultura catalana, que escriu en castellà". - Singularitats d'aquesta "Novíssima Oda a Barcelona": És l'Oda que fa onze. (S'adjunta llista de les deu anteriors) Dedicada a Verdaguer, Maragall i Pere Quart. (S'adjunten els textos de les seves Odes) Dues Odes en una, en català i en castellà. És una Oda didáctica, una crónica poética: una explicació apassionada de la ciutat a través de la seva història. És una Oda a cinc veus (un romá, un àrab, un jueu convers, un oficial de notaria, un arquitecte municipal i un estudiant d'història després deis Jocs Olímpics). Nota prèvia L'Alcalde participa en la sessió sobre "L'impuls democràtic i la regeneració política", que coordina Joan Reventós. Els altres participants són Eliseo Aja, Jaume Collboní, Ricard Gutiérrez, Ramon Jáuregui, Miquel Llugany, Ernest Maragail, Joaquim Nadal, Ventura Pérez Mariño, Javier Pérez Royo, Margarita Robles, Cesáreo Rodríguez Aguilera, Margarita Sáenz-Díaz i Miquel Sellarés. Narcís Serra s'incorporarà a la reunió entorn de les 11:00 hores. La sessió és tancada al públic, però oberta als periodistes. El coordinador obrirà la sessió amb una intervenció de 5 minuts, que donarà pas a un debat lliure entre els assistents, i, al final, proposarà unes conclusions que seran presentades a la sessió de cloenda. T,s reserva a l'Alcalde la funció de ponent, amb una intervenció inicial que fixi de manera breu i sintètica la posició del partit entorn d'unes idees bàsiques obertes al debat dels assistents. S'espera que Ramon Jáuregui i Joaquim Nadal, que seuran prop de Reventós i de l'Alcalde, tinguin també una participació important. Els temes proposats en el guió de la sessió són: -Unes institucions més flexibles i properes al ciutadà -Els partits polítics i el seu sistema de finançament. -El diàleg amb la societat. -Renovació del llenguatge polític i recuperació de la dimensió pedagògica de la política. S'adjunta la següent documentació: a) Guió amb les idees expressades recentment per l'Alcalde sobre aquests temes. b) Guió amb les idees expressades per Felipe González al discurs d'investidura (amb fotocòpia completa del text transcrit al Diari de Sessions del Congrés de Diputats). c) Projecte de resolució del Consell Nacional del PSC (3 juliol 1993) 1 �d) Textos recents de l'Alcalde: - Discurs de Tenerife. - Conferència de Toledo. - Article "El cambio del cambio en Cataluña" (La Vanguardia, 13 juny 1993) - "El cambio del cambio en España" (3 articles inèdits) 2 �a) Guió d'idees sobre l'impuls democràtic i la regeneració de la política - La ciutat és la gent, la política és la gent. - Principi de subsidiarietat (que cap administració superior sobre aspectes que pot governar millor governi inferior) l'administració Subsidiarietat = proximitat + eficiència + equitat. - Metáfora deis pisos de l'edifici de l'administració pública: planta baixa local, entresol autonomies, principal Estat, terrat Europa. Prioritat al nivel pel qual pot circular més lliurement el ciutadà. - Proximitat de la política i necessitat de pertinença. Geremek i la democràcia com a sistema fred: perill d'indiferència del ciutadà. Necessitat d'un sentiment calent i mite de la comunitat nacional o étnica: perill d'un nou autoritarisme. Dahrendorf i la teoría de la pertinença de Vaclav Havel. Democrácia i economia de mercat són del.liberadament freds per reduir els costos deis errors humans i no resolen la necessitat de pertinença, de sentir-se a la casa pròpia. Viure en els circuits concèntrics de pertinença tan ben descrits per Havel, que van de la comunitat local a la nacional i a l'església, passant per diverses associacions. - Civisme, segons Havel. És qui més bé ha descrit el civisme com el dret de cada persona a ser respectada en els diversos cercles de pertinença que defineixen el seu món: ciutadans d'una ciutat, ciutadans d'un estat i ciutadans del món. El civisme com a únic isme que no aniría contra cap de les esferes de pertinença, ja que s'afirmaria en positiu i no en contra o davant deis altres. La nova Espanya que apareix durant els Jocs Olímpics com una realitat d'aquest carácter, cívica, internament respectuosa, nació de nacions. - Fórmula de Toledo: a) La subsidiarietat com a guía de l'aproximació de la política als ciutadans. 3 �b) L'esperit de l'Empordà, per la comarca catalana que fa cent anys fou identificada com aquella part del tot (Catalunya) que millor que el tot podia expressar el seu sentit d'una forma més concreta i tangible. La segona part del canvi -el canvi del canvi- com l'atenció als petits problemes més que pels trascendentals ja resolts. Des de 1987, l'error d'haver pensat més en Europa que en Malasaña, el Raval o el Carmen. L'error de no haver vist que, per sota del gran trasllat de mitjans econòmics a les autonomies, els auténtics problemes del carrer seguien molt lluny del gran diner públic. - Exemple d'iniciatives promogudes des del nivell local: judicis ràpids. 4 �b) L'impuls democràtic, segons Felipe González (Idees bàsiques expressades en el discurs d'investidura) * - Les eleccions han desmentit en part el suposat allunyament entre ciutadans i política. - Necessitat d'un nou impuls democràtic: reflexió sobre el moment històric per una preocupació existent a totes les democràcies europees. Procés de desafecció dels ciutadans respecte de les politiques tradicionals, dels partits i dels seus representants. Fins i tot, potser, una certa pèrdua d'apreci cap a elements essencials del funcionament democràtic. Resultat: crítica general i sense matisos dels partits, les institucions i tots els àmbits de la vida pública. - Necessitat de revaloritzar la vida dels partits o de les institucions: - El Parlament, centre real del debat democràtic. - Dotar de poders més grans el Consell general del Poder Judicial per fer que la justicia sigui més eficaç. - Augmentar l'eficàcia, l'agilitat, la transparència de l'Administració ï fer-la més propera al ciutadà. - En aquest tercer punt, atenció especial a la nova etapa de l'Estat de les Autonomies: - La despesa de l'Estat en el conjunt de les administracions públiques ha baixat 20 punts en benefici especial de les autonomies, en un procés que no està acabat. - La introducció pràctica del principi de corresponsabilitat fiscal, compatible amb el de solidaritat, serà plantejat el mes d'octubre al Consell de Política Fiscal i Financera per preparar un acord cara als pressupostos de 1994. - La descentralització no pot oblidar el paper de les corporacions locals en la nova articulació del país, basat en l'acostament {fels poders públics als ciutadans. "Em proposo impulsar un debat polític i els necessaris acords institucionals que permetin definir en aquesta legislatura noves funcions per a les entitats locals.
