I want to express my gratitude to the City of Malmô, the Swedish Federation
of Municipalities, and the Forenings Sparbanken and in particular to M.Sòren
Andersen, Deputy Managing Director and M. Ulf Svensson, Head of the
KOMMEK -committee. M. SVENSSON, who must have a first class data base,
has been trying for a number of years to get me to this growingly important
meeting on urban and regional policy.
My life changed a bit in the last four years. I ceased to be Mayor of Barcelona
after 15 years of office; immediately after I quitted the Presidency of the
Committee of the Regions of the European Union and embarked in teaching at the
3 rd University of Rome a course of one semester about "A Closer Europe" . Back
to Barcelona I engaged in candidating for the Presidency of the Government of
Catalonia but even winning in popular vote I wasn't able to overcome the
subtelties of the electoral law and the alliance of the Catalan nationalist coalition
with M. Aznar's Popular Party: thanks God, this permits me to be here to-day.
Nevertheless I promise to come back next time as President of Catalonia, if
fortune helps. My wife and I feel always at home in Sweden.

ÍMv expérience with Swedish Citicsl
I have learnt a lot out of my stages in Stockholm, Goteborg and Malmoë with
myfriendsMatts Huit, Lisbet Palme and Gunnar Ericson, the former member
of the International Olympic Committee.
Stockholm was bold enough to launch the so-called Bangemann Challenge, a
project confronting a number of Eurocities in the implementation of the 10
recommendations of the Commission on the Information Society who wore the
name of the then member of the European Commission.
This initiative was a pioneer one. I want to stress here my belief in the European
network of cities and regions as one of our main assets in global competition.
Global companies are decissive. But global cities and their metropolitan regions
are decisive as well.
Externalities count. If global companies are able to understand to what extent
their long term success depends on the existence of strong local and regional
communities, we will approach a kind of welfare optimum. Otherwise we will
not. Negative externalities, such as pollution, divided communities, and the new
social divisions stemmingfromdifferent levels of iníòrmatization, will eat up the
benefits of global competition.
Europe has to show that this new equilibrium between markets and social
cohesion is possible. I am no talking about theoretical concepts: I talk about real
and specific regions and cities where global competition and the quality of
local life do not hinder each other. The dialogue between these to main factors
of modern Ufe, territory or community and economic exchanges, has to have
strong and concerned actors. And you in Scandinavia are again one of our
references in this field.
I recall the strong impression obtained out of the the visit to the House of
Science, at Chalmers University, in Goteborg, where close to a hundred firms
were being created, and not only small ones. Indebo had been among them.
Since my return to Barcelona I used some of the inputs I learnt at Chalmers in the
implementation of Initiatives Inc., a capital risk company owned then by the
municipality and to-day 75% private and 25 % public, and in the creation of
Barcelona Activa, a municipal entreprise helping young professionals and women
to establish small businesses.

A lot of time has elapsed since then. But as I will stress later on there is still a long
way to go in the cooperation between local goverment, business and
universities. Universities have to change a lot their corporatist approach to social
life and business. And cities have to understand to what extent they can help to
welfare by creating links and both assuming resposibilities from higher levels of
government and devolving them to citizens. Business can help a lot in teaching
both governments and universities to increase efficiency. But at the same time
they will certainly learn to deal with them in a more friendly way, because they
themselves will depend on the efficiency of social overhead and the
multiplication of knowledge in specific territories.
Malmoë has produced a splendid example, along with Copenhaguen, in the
strenghtenning of the the European network of cities and communications,
with the new bridge. This is one of the best news of the year 2000 for all
Europeans.
I am a believer in Adam Smith's sentence that growth is bom out of the expansion
of markets. One thing only has to de added: markets do not grow solely by long
distance investment; markets grow of the deepenning of connections between
more or less close by agglomerations of people otherwise barely related to each
other.
The Internet revolution hinges on this principle: it makes long distance
exchanges cheaper and quicker, at the same time that it allows for the
multiplication of closer contacts with close people, a factor which ends up being
crucial.
This is so much so that the great difficulty, as I recall, in the auction of the cable
network in Stockholm by Telia was the related obligation for the winning
company to extend a costly cable system far North in Sweden. Density is still a
decissive factor in the networking business. Part of the talk about the coming
changes in the pattern of locational decisions due to internet is unfortunately
empty talk.
Investments like the ones Malmoë has been experiencing in recent years are more
strategic than certain very advertised year 2000 wonders. The bridge for one, but
the recovery of the old entrepôts close to the harbour also (I very well recall the
meeting there of the victorious ESParty after Jospin and Blair had arrived to
government in 1997). A city with dead zones is an ill city. Citizenship requires
elimination of nonsense spots. Remaking a city is a long process of giving sense
and beauty - as Richard Rogers reaclls once and again - to every corner.

The combination of a big event project with a fixed capital program of city
improvements is the winning strategy. Some say this was the secret of the
Barcelona "renaissance", related to the 1992 Olympic Games. They are right. Yet
it is also true that the event alone does not necessarily help. The event provides for
a certain climate which is very helpful in creating the synergies, private and
public, which will change the city. And it gives coverage to a particular city image
and name. You then are in the market. But you have to produce something more
than a momentum. You have to produce something consistent and stable, for
good. The improved city becomes then the product and the engine of new
moves ahead.
This is specially important for cities which are not capital cities. True cities so to
speak. Capital cities enjoy the advantages of a critical mass of movements, both
real and virtual, physical and financial. Cities as such do not. They have to create
their own capitality in a sense or another. They have to produce their critical
mass, which is not given by political density. This enterprise is one in which the
wellbeing of the human adventure is at stake. Malmoë is one of these places.

¡Global village or a world of cities
Cities, congestion, and diversity are at times the names of the issue that the world
is more afraid of. Cities appear to be the real problem, because they are
WHERE the problems appear.
Let me explain a little bit what my experience of mayor has taught me in this
connection.
At times the quick rythm at which the process of massification and urbanization
occurs in a given city or neighbourhood, overcomes initially the capacity of the
altready established and of their buildings and social structures to absorb
diversity, or the ability of the ethnic majorities to share social life, or of those
whose wealth is not currently used to contribute to public spacefinancingto do it,
or of grown ups with repect to young ones, or of local youngs with repect to
young newcomers and even of old and established inmmigrants vis à vis the more
recent ones.
It is true that a well managed city is able to absorb incredible amounts of
diversity. Cities act as a kidney able to purify an amazing amount of liters of the
fluid in circulation But, as in the case of the kidney, given certain circumsances, a
limit to this assimilation capacity appears. The limit can be improved or
enlarged, thanks to robust democratic and c ommunity values but cannot be totally
denied. It dependes a lot on the density of the phenomenon of diversity over
space and time, and therefore on the ability to obtain good processes of
integration in specific neighborhoods and over specific periods of time.
This is why the robustness of neighborhoods, communities, cities and regions,
as well as of local businesses, has a lot to do with a well accepted cultural
plurality or, to use a name that does not satisfy me totally, with multicumiralism
Left parties have been too slow in assuming the complexity of these processes as
well as conservative parties have been playing the greedy but dangerous game
of obtaining popular suport, namely working class support, against newcomers.
This is going to be one of the political keys to the quality of life in cities, among
other factors. We will need in Europe perhhaps not 100 million inniigrants in
the next 50 years, as was predicted, but well around 50 million - a million a
year -. This in case we suceed in aplying in general in Europe measures of the
kind you in Scandinavia have been able to design some time ago in thefieldsof
the increase in birth rates and in that of the ability of couples or singles to go on
working while having young kids, which amounts to the same. Otherwise the
problem will be only compounded at a larger scale.

And we should even recall that Gosta Espin Andersen has showed the costs and
problems of the Scandinavian welfare model, which is in many senses superior
to the continental or the anglosaxon one, in case wages in the service sector follow
the quick growth of those in the new economy.
Up to here we have seen a reasonable sociopolitical approach to the growth of
cities. But also an economic approach to the growing size of cities is possible.
It can be helpful in obtaning some clues for the design of strategies of
improvement at the local and regional level.
You see in the present graph how the equilibrium size (Pe) of a city does not often
coincide with the optimum size (P*)

�Population growth does not stop at the minimum average costs per person,
where the city size would obtain a so-called optimum (the cheapest town per
person), but goes beyond towards an non-optimal or extra-optimal actual
population
perhaps because people, in moving or not to that particular city, perceive
the predominant average cost rather than the actual marginal cost of the last
arriving to it.
perhaps because the relative prices countryside/city have changed in favor
of the latter so that the countryside is not able any more to buy urban services,
among them education, health and leisure. (In my country many aged people, not
only the more mobile youngsters, move to bigger towns because of the health and
pharmaceutical services)
Should we be scared by that hypotetical tendency of cities to go beyond their
better size ? No. It is a fact of life that people in general prefer to live together
than alone, and for sound reasons. Let's disregard for the sake of the argument the
case of third world megapolis which involves a much longer chain of resoning.
We concentrate in the cities of the Northwestern hemisphere. Here and now we
should find ways to compensate for congestion costs and other negative
externalities as we experience them
At any rate the psychology of people and social thinkers as to the amenities or
threats involved in urban life and in general in a world of increasing population
has proved in history a very cyclical one.
Ricardo and Malthus foresaw global stagnation linked to the increase in
population and to the extension of the margin of bad land being cultivated. They
didn't count on America.
Almost 2 centuries after (from 1815 to 1974) the Meadows Report told us about
the same: in 1994, according to their MIT research, there would be no oil left ( not
good land this time but oil). It is perhhaps not the best moment to comment on oil
prices, but 25 years passed the deadline, it is hard to deny that stagnation is not
precisely the rule of the day.

Let's take a recent example and we will realize both thefragilityof predictions,
with their underlying doctrines, and the need to approach regional and urban
strategies on sounder basis, which is the main purpose of KOMMEK 2000, as I
understood it.
One of the cultural vehicles that I respect most, the British weekly THE
ECONOMIST, evolved in the last years in the following way: a cover story
announced five or six years ago that "Hell is an American City". That cover
portrayed a picture of a crippled, poor black person walking against the
background of decaying housing units in, say, the Bronx. The very definition of
hell was made to correspond to that image.
Not much later, proving the candidness of their managers, the same magazine
conducted a thorough reasearch showing in the end that the tide had turned around
and that cities had become the place of knowledge creation and knowledge
transmission.
Two years and a half ago (1998, Jan 10th, p.15) THE ECONOMIST showed that
''America's cities can yet be resurrected". The period since the 1960's, when
central cities began to loose populetion, has ended.
This changing psychology about thefeteof cities permits us to think of the global
world in a new manner.
We can now think not in an abstract and inmaterial global village, which
otherwise is not a true and practical reality, but in a world of cities, which is a
more reasonable hypothesis.
T4e best way to get to a real global village is therefore to build a world of cities
That would function well
Reasonably open
And efficiently interconnected
This is valid too not only at the world level but also at the national or regional
level. An efficient nation and an efficient region will be those who have built an
efficient system of cities.

�From the system of cities to the single city
For any given city of the system we have to take into account three principles:
1 - The city does not admit internal islands or lack of communication
2 - Both misery and wealth tend to colonize their environment
3 - The city is an intermediate level between society and state and also
between market and state.
Out of these three principles stem three policy rules. But let's first explain better
what mean by incommunication, colonization and the intermediate role of cities.
1 - The basis of the existence of cities is the existence of economies of scale or
economies of agglomeration. Until a certain threshold, of which we talked before,
living together in agglomerations is cheaper than living alone or in small
population entities.
But this implies the inexistence of obstacles to the interaction of those living
together. A city with incommunicated or seggregated small neighborhoods would
be the worse of the worlds, that of the lack of scale and that of the lack of access
to services.
2 - The tendency of economically segregated cities is towards incomunication.
Fear of those who have less (or are ethnically different) and price of land where
those who have more live makes economic diversity very difficult in any given
part of the city.
3 - The proximity of citizens to local goverment and local services makes cities
more accountable than nation-states. The perception of what I get from and
what I pay to local government is much more straightforward than in nations.
The three policy rules emerging from this picture are the following:
1.- The city must prevent barriers of all kind from existing. Public
space should provide all citizens with a sense of pride and with easy access
to services. In Barcelona we talked about "monumentalizing" the working
class periphery and "hygienizing" the old downtown. We meant to
eliminate the urbanistic barriers of suurban or dwntown lack of quality .
We spent a lot in the quality of the interventions in poor neigborhoods and
even more in preventing internal ghettoes.
2.- Free riding must be prohibited. Wealthy metropolitan suburbs paying
low taxes and making daily use of tax expensive and poorly equipped
downtowns makes for a vicious circle of poverty and wealth. Metropolitan
areas must be recognized not only for statistical purposes but also to
produce a fair sharing of the costs of the real agglomeration.
�3.- Cities should obtain a larger share of public responsibilities if we
want to optimize the accountability of governments. The subsidiarity
principle declared in the European Treaty should not be limited to the
relationship between the nation-states and the Union.
The last point deserves some comment.
Cities could and should become the first level of a reorganization of
government in the sense of competitivity and equivalence between price and
service.
Regions can become the place of devolution of government to cities and citizens,
by defining the economic and overhead strategies needed to survive in an open
world market.
Cities can do more than just being perceived as more sensitive to local needs and
costs.
A proposal!
Cities can create virtual markets by being audited on several counts by
independent bodies.
My proposal is that European cities and universities network to define a
battery of common urban indicators on a regular time basis.
The items to be measured could be initially the following:
1 - Pollution
2 - Noise
3 - Criminality
4 - Traffic accidents
5 - Housing prices
6 - Educationa levels
7 - Health
8 - Justice
9 - Public transport
A tentative set of the correspoding indicators could be:
1 - CO 2 in the air (three points in tne city)
2 - The % of main streets with more than 60 decibels
3 - Victimation rate
4 - People killed in accident per 100.000 inhabitants
5 - The # of yearly wages to buy a new/used apartment

6 - Scool drop outs in %
7 - Life expectancy, infant mortality and basic health assistance cost
8 - Average time ofjudicial resolution for minor offences
9 - Commerial speed
By regularly auditing efficiency in a number of urban services cities
in credibility. The corresponding universities of these cities would provide for the
needed relayability of the audits.
It is not unlikely that the London School of Economics ( via theUrban Program,
conducted by Richard Sennet and T. Burnett) can engage in a similar kind of
project. In the last meeting of the Advisory Council of the program that I attended,
mention was made of the fact that the LSE was analyzing the possibility of
cooperation in a series of projects with a number of European universities
(Humbolt in Berlin, the University of Milano and Sciences Politiques in La
Sorbonne, to which I would like to add the University of Barcelona, via the Aula
Barcelona program).
Businness and in particular the financial sector would certainly welcome this
kind of effort. The rankings of cities obtained by surveying businnessmen on a
certain number of charecteristics of European cities are helpful (namely the
Healey and Baker ranking survey). What I am proposing is a complementary kind
of measure, not based on opinion but in objective measures conducted on
common basis and similar protocols by a network of independent University
departments.
Local and regional finance, once the Euro is adopted, is going to become a
booming sector. Perhapps the FòreningsSveriges Kommunalekonomer and the
FôreningSparbanken, which is already operating in the Swedish local finance
market, would be interested in obtaining good records of municipal efficiency
in European cities. Certain mayors are not enthusistic about it. They probably
don't know that they will be forced to give up if they want to be financed in the
not so distant future.

CITIES IN A GLOBAL WORLD
From the pvramid to the web ... with a few steps in between
1.- lntroduction
Let me present sorne th inking about certain aspects of the matter which 1
consider to be crucial. 1will highlight, of course, the non-cooperative aspects of
the globalization process.
1 will try to explaín in particular how a globatly
networked world, one that opens new opportunities instead of turther promoting
nationalism and hierarchy, provokes what 1will call "vertigo of new treedoms". 1
will attempt to establish a first conclusion, highlighting the need for new public
policies in a world that pretends to be increasíngly líberalized. In this context, 1
would like to draw attention to the capacity of the local world to play an active
role. Borrowing the New Citizenship concept from Saskia Sassen, 1will insist on
the positive role of local agents and politicians. Based on this point. 1 will
attempt to compare the idea of the Global Village with the idea of a world of
cities that compete and cooperate, leading to two important points: No abstract
paradigm of the city exists. lnstead we have one of concrete cities, each one
with specific possibilities and limits, which leads us to the second point: the
need to have comparable indicators of each specific reality in arder to enhance
the ability to perform. Herein, líes the general framework of what 1wish to say.

1 would like to begin my presentation by citing one of the many documents
(more than 140,0001) that are floating around on the web and that respond to
the connection of the two key words of our topic: Cities and Globalization. The
following passage is taken from

The scene occurs during a decisíve moment of the
Fordist-Keynesian
production
model that began in 1945 and would guarantee three decades of sustained
growth in industrial production as well as the establishment of the Welfare State
for developíng COUntrieS.

"There is now widespread consensus on the combination of economic and politlcal factors that enabled the Western
Industrializad countrias to recovar from the Graat Dapression and to enjoy three decadas of unprecedented growth and

notlNithstanding, basad on Fordlsl mass production and its macroeconomic regulation In and through tha Keynesian

"The logic of the Fordist-Keynesian paradigm was tied to national,
demand and employment orientad macroeconomic regulation even though it
was embedded in a specific international arder, characterized by United States
dominance, the Bretton Woods system am:1- the--first- steps- towards trade
liberalization, and also entailed specific functions for urban regions and local
governments. The urban regions around industrial cities were the main sitas,

growth and stability in the postwar era. Yet local variations in the forms of

providing the infrastructure of Fordist mass production, administeríng the
welfare programs of central governments, and organizing social consumption."

2.- Development without solidarity
While 1 apologiza for such a long quotation, 1 believe it provides clarity, and 1
would now like to retum to the contemporary Johnnys and hairdressers of our
world. Today the paradigm has changed: we are in the Post-Fordist era. But in
�Barcelona the World Bank suspended a seminar far fear of the recurrence of
the events that unfolded in Geneva which constitute a precedent for
disturbances anywhere in the world where representatives of a global economy
or commerce gather. Despite the change in style that the Davos gathering in
New York tried to present, a few thousand people protestad against this symbol
of globalization. In Barcelona, the measures of security on the occasion of the
European summit on March 141h have been taken to extremes of dubious value.
( .. . ) There are still rebels. What are they rebelling about? What have we got?
In PortoAlegre an important acknowledgement was openned far the need to
react, not only in a mood of protest but also through política! and civic action, to
the globalization of the economy and technology. This reaction can be summed
up in one simple phrase: it is necessary to confront the globalization of the
economy, technology ar power with the globalization of solidarity. Hardly a
novelty. Yet sorne new concepts were introduced into the argument. Nongovernmental organizations and city govemments from Europe and Latín
America called far greater coordination between local authorities and civil
society to prevent marginalization and social exclusion.

"The crisis of values has been globalizad, which means that we have lo globallze solidarity," nid Martln Pumar, mayor
of Villa El Salvador, a poor nelghborhood in Lima, to IPS.

According to Martin Pumar, the aim of the Euro-Latin American Third Sector
Observatory, which met severa! times in Brazil during the January 25-30 World
Social Forum, is to foment partnerships and development projects carried out
jointly by civil society and municipalities. The Observatory was just ene of a
number of workshops and conferences held parallel to the plenary sessions of
the World Social Forum.
Giampiero Rasimelli,
president of Ares, an ltalian NGO, said globalization has

given rise to profound social imbalances between the índustrialized North and
the developing South, as well as within each regían ar country. And "the cost is
paid by the Citizens, Cities and democracy," he Said.
Urgent changas mus! be brought about
by governmant efforts and lnltlatives based on !he potential of globaHzation and new technotogies for boosting cillzen
participation, and on experimenls in local autonomy focussing on sustainable economlc and social development.
Partnerships between civil socíety and city governments, he said, have arisen
spontaneously as a natural result of sharing experiences, seeking collaboration
L.and reflecting on common problems.
�Mexican social researcher, Jose Luis Rhl Sausi, said the growing partnershlp between civil sooiety and local
governments had its roots in the crisis of development models - the European welfare modal as well as the
development-orlentad models adoptad In Latín America. "That has given rise to a profound economic and political
restructuring entailing a loss of declsion-maklng jurisdiction and power for the siete," sald Rhl Sausi.

Claudia Barattini pointed out that the so-called "Third Sector'' has grown in a
number of countries, but especially in those countries where civil society is best
organized. "We believe that we can fashion a simple, multifaceted mechanism
for the globalization of communities, civil organizations, and small and medium
companies, which discovers its own strength in its capacity to strike up
partnerships, based en the quality and simplicity of common experiences," she

In their final document, the more than 100 city govemment officials, mainly from
Latín
America
and
Europe and drawn by the World
Social
Forum,
acknowledged the need to work closely with NGO's on initiatives aimed at
upholding citizen rights, fomenting social participation and addressing the needs
of neglected sectors.
The necessary changes could arise in urban or rural areas, but the gap
between mainstream society and the marginalized, which is widening in today's
globalized world, was most starkly visible in the cities . In addition, they said,
cities are the scenario where social aspirations and innovative responses
affirming the quality of life and the rights of human beings are mainly played out.
The mayors called for a modification of the tendency to marginalize sectors of
the population, proposing common policies to tackle social exclusion and
greater coordination between cities to work out problems and achieve a
stronger presence in both the national and intemational spheres.
Thay agreed that it was Indispensable to work together with citlzen groups to resolve the housing crisis and extend
urban services to alt, as well as to address the needs of the poor through a more just distributíon of public funds, with
greater backing from central govemments.
The local authoritíes called for greater participation in the development of
national economies, in arder to improve the insertion of countries into the global
economy, "without lopsided dependencies". To do that, they argued that
�progress must be made towards the adoption of mechanisms aimed at
controlling intemational capital flows .
The mayors expressed their backing
~fthe Tobin Tax, the well known -
or not
so well known - tariff on intemational financia! transactions that would gather
funds for the fight against poverty at the national as well as the local leve!.
The deputy mayor of Lisbon, Vasco Franco, said it was nota question of being
for or against globalization, "but against exclusion." "(Cities) can make a
difference, by contributing to setting rules for unregulated globalization," said
Franco. He also pointed out that social aspects were fundamental to that
process, and that "local govemments have much to contribute."

lt is evident that the new era, or the age of technology, the market and the
economy taken as a whole, together with global power, is creating in many
cities a pessimistic view of the immediate futura:
In this pesslmlstlc seenarlo, processes of globalization drlven by the accumulatlon strategles of transnational
corporatlons 1re sean as central, while state restrueturing is perceived as largely based on the neo-Uberal agenda.
In such a context, increased local autonomy is the privilege of a few global
cities, while the scope and contents of innovation in urban govemance are
dictated by market imperativas.
The optimistic scenario, by contrast, presents a discourse of "hope" according
to which economic and labor market policies implemented by local govemments
can foster a progressive, general and sustainable alternative both ·to obsolete
Keynesian and discredited neo-liberal strategies - an alternativa that supports
growth together with social equity, more genuine democratic participation and
improved quality of life.
�3.- Technotogical changes: a new economy in a new space
But befare evaluating possible scenarios, we must observe one fact, almost an
empirical affirmation: our societies are moving at an accelerated pace from the
pyramid to the web. That is to say, they are ceasing to be hierarchical,
mononuclear and predictable and are becoming reticular, polycentric and open
realities.
Í This profound global transformation, the causes of which we will discuss shortly,
presents opportunities and challenges, both from an economic and social point
of view. 1 will try to explain how, in arder to take advantage of these
opportunities and confront these challenges, it is particularly important to equip
oneself with efficient, flexible and public policies based on cooperation. In
addition, in arder to make these policies effective, they must be deeply linked to
each specific location, to each territory. Territory meaning here a triangle
formed by terrirorial govemment, universities and firms.
1 propase, then, the consideration of the well known paradox: in an
interconnected and polycentric society, the importance of local factors increases
instead of decreasing]What política! implications should we extract from this
Uobservation? Let's have a look.

The motor fer the move from pyramid to web is, above all, technological. The
development of information technologies has allowed for profound changes.
Manuel Castells explained this in clear fashion: "Productivity, competitiveness ,
communication and, finally, power depend essentially on the capacity to
generate knowledge and to process information in all areas of the economy and
society".
From a territorial point of view, ene of the consequences of the development of
these technologies - among which the Internet is, without
expression -
adóubt, the highest
is the reduction of spatial barriers. That is to say, the physical and
administrative obstacles that, over the centurias, have made the movement of
information, capital and goods difficult, tend to be drastically reduced.
This removal of spatial barriers has led to a much higher capacity far the
mobility of factors: greater volatility of capital, more rapid diffusion of
t<
�innovations,
configuration
of
integrated
and
selectiva
channels
of
communication.
And this greater mobility breaks up the geography of countries and regions and
integrates them into networks. These ínclude networks of individuals,
companies and universities. They are flexible networks that are constantly
changing and often do not rely on a rigid hierarchical structure. Therefore, it is
difficult far any territorially based power, be it
a
municipality, a state ar the
European Union, to control them. But it not true that nothing can be done to
overcome these difficulties.
4.- Our challenges: advantages and fears of certain liberties that do not
belong to everyone
The economic and social opportunities presentad by this development are
enormous. We will mention only one, the most obvíous one: the United States
has undergone the longest uninterrupted growth cycte in its history (interrupted
only by what may be one of the shortest crisis, if the optimistic data of the past
few days is true) without inflatíon, only interrupted in 2001 to give way to a
period of stagnation that seems to be on the mend. This is a period of growth
that escapes, then, the classic parameters of economic cycles and, although
offering any single explanation is still risky, it must doubtlessly have something
to do with the ínvestment in technology and the organizational changas that this
investment has brought about.
In addítion, the monopoly on information and knowledge that has been in the
hands of a few people for centuries has been broken. This information and
knowledge is now freely accessible, at least to eveíyone who is integrated into
the web.
However, this new situation, this increase in free spaces, is not exempt from
risks. In the first place, the transition from rigidly hierarchical systems to a
situation in which - as Brecht's Galileo would say -"each one and no one can
be the center", produces a certain vertigo. But the risks do not only arise from
�the difficulty in adapting to changes. In effect, the freedom that the web offers
can also represent an exclusion factor. One of territorial and social exclusion.
In many parts of the globe, the access to the web is impossible for vast
numbers of the population. Thus, the differences between that third of the
world's population that lives in relatively well-integrated areas and the remaining
two thirds are at risk of widening. This is true not only for the countries of the socalled third world. Even in the most advanced countries, bread territorial areas
are being marginalized due to reasons of weak infrastructures or by price
differences. This is the case with rural areas of the United States, and it could
well happen in various European countries, including Spain.
In my region, Catalonia, ene of the densest and most advanced in Spain, the
deadline fer connection between the 41 district or county capitals through a
wide band network has not been respectad. lt was assumed that it would be in
place a year ago. lt has not. Now the quasi-monopolist of telecommunications,
Telefónica, accounting for 86% of total communications as against 14% far the
hundred companies in the trade, has offered ADSL solutions, accepted by the
Catalan
govemment,
but not completely by the almost 800 hundred
municipalities (out of 900 existing ones) organized in a powerful net called
Localret. This net is decisive since the subsoil or underground cartography is
mainly in its hands and operators need it badly.
This is a fascinating conflict involving majar and lesser operators (i.e., monopoly
and competition) as well as major and smaller political authorities.
The "A" in Adsl meaning asynchronic (or asymmetric) services, that is to say,
wide discharging capacity or consumption capacity and lesser sending or
production capacity, the present solution is suitable for operators but not for
local representatives. You can buy a marvelous version of Beethoven's Ninth
Symphony living in the mountains 200 hundred Kms away from Barcelona, but
you cannot send your own musical production from there. Conclusion: you can
be a far away consumer but not a far away producer. The whole tale about
ubiquity of production becomes simply not true.
(Recall the Stockholm "Bangemann Challenge" story)
�Furthermore, society's development of knowledge could ampHfy social differences in the same way: dueto reasons of
age, training, and capacity far adaptation in very large sactors of the population.
5.- The need for public policies: the inevitability of technotogical
transformation (but not of its social consequences}
In light of these challenges it is important to be aware that, as absurd as it is to
oppose technological transformation, there is no reason far us to have to accept
its negative impacts, either from the territorial viewpoint ar from the social
viewpoint. In fact, certain public policies can help to resolve, ar at least mitigate,
these negative effects.
These policies do not have to stem in any way from govemments' will to control
the development of the web, either in its economic or cultural aspects. This
constitutes a chimera that is impossible to accomplish from a technical
standpoint. In addition, it would be absolutely counterproductive.
In effect and quite counter to what it may seem, entering the new economy with
a specific social model is the only way by which European countries can
maintain and even increase the model of social protection and cohesion that
characterizes them. Only through the increase in productivity derived by such a
model will it be possible to achieve the necessary leeway for redistribution.
Thus, rather than trying to limit or control the development of the network, the
activity of governments must be directed at just the opposite: attempting to
facilitate the adaptation of society to the network and of the network to societal
potentialities. And avoiding that its development brings about an increase in
inequalities and factions among social and territorial groups.
In this sense, the formativa aspects upan which we can elaborate today are, in
my estimation, fundamental: ensuring the quality of education (not only through
the contents or the means available, but also through a substantial
improvement of work conditions and the social consideration of those who do
that work); incorporating ali social sectors, regardless of age or origin, in the
�knowledge pertaining to new technologies (with "literacy" campaigns about the
Internet); not allowing, at any cost, the differences among the various
educational centers (rural/urban, public/private) to lead to inequalities in terms
of opportunities far accessing the network.
Along with the formative aspects, it is imperative to ensure, logically, the
complete coverage (the more simultaneous the better) of the entire territory with
infrastructures that permit equal access to the web. lf the opposite becomes
true, the network's development will only lead to new marginal spaces. As such,
far from being a technical discussion, the debate over the territorial
development of the network is one loaded with political meaning: in reality, it
involves the equality of opportunities among citizens, regardless of their origin
and place of residence. And it means also a better profit far the countless
investments made historically in now deserted land and villages.
6.- The strategic importance of local factors and policies
In bringing these policies to term, in confronting these challenges, it could be
assumed at the outset that the activities of local and regional powers - cities,
and regions - are irrelevant. Thus, in a progressively interrelated world in which
economic agents vastly surpass local situations, the question could be asked,
"What importance can municipal or regional decision-making have?"
But here we come upon the lovely paradox: in a network-based society, the
importance of local factors, far from decreasing, actually increases. This is so
because the enhanced ability to choose between situating activities in one place
or another - placing a company in Barcelona, Lyon or Casablanca- increases
the importance of the comparative advantage that can be derived from each
location.
This is the basis of the "local renaissancé" which has been discussed so much
in recent years. This is the reason why local policies are taking on the highest
importance.
The success of the simultaneous policies of adaptation to the web and
maintenance of the social protection systems of small countries such as Finland
�ar The Netherlands provide irrefutable guidelines to follow in this field. The data
concerning these two countries are both impressive and inspirational.
In Finland, far example, 58% of the adult population has an advanced degree
related to science or technology, the public and prívate investment in R+D is
around 4% of the GDP, risk capital represents 0.15% of the GDP (compared to
the European average of 0.06% and Spain's 0.02%) and the Internet is used
regularly by 41.4% of the population. And ali of this occurs within the framework
of a Scandinavian-level social security system. This, without a doubt, is the road
to follow.
The transition from the pyramid to the web, from a hierarchical society to a
reticular one, opens enormous possibilities and presents important challenges.
And the future of Europe depends largely on our capacity to confront these
challenges from each and every one of our cities and regions.

7.- From citizenship to the city. Saskia Sassen, 03.07.97, Transformations of
Citizenship
Saskia Sassen has highlighted with excellent criteria three partial yet strategic
aspects of the political discourse regarding globalization. The first involves a
loss of accountability regarding quasi-govemmental activities carried out by
institutions, companies and prívate or deregulated organizations to whom the
market structure has bestowed certain powers. A propos of this, it is certainly
not too late to incorporate the example of opaque power of the agencies in
rating the irresponsibility of a certain large consulting company in the Enron
case. uunshrinking" the possibilities fer openness and accountability is also
within reach for the political activities of citizens concentrated in cities. In my
country, municipal pressure groups that demand higher quality energy
infrastructures are creating an incipient counterbalance to
the private
companies that provide energy. The private services managing toll freeways are
being obligated to enter into dialogue with municipalities affected by the terms
�of their concessions. The large ports in the Internet and the society of
knowledge offered by municipal libraries are competing with certain success to
lower the connection costs controlled by the telecommunícation multínationals.
In other words, the implementation of this new concept of citizenship that affects
not only private persons but also important collectives can retum to cities and
their new policies part of the power that disappears with this strategic
consequence of globalization.
Sassen finds the second strategic element of globalization in the growing
importance of human rights. She terms this dynamic, "the ascendancy of the
international human rights regime. In many ways, it reduces the significance of
nationally based citizenship in terms of rights attached to individuals, no matter
what the nationality in question might be. lmmigrants and refugees have ctearly
been a crucial instance through which this intemational human rights regime
has demonstrated sorne of its influence and power". Allow me to insist that the
reduction of nationally-based citizenship in terms of rights attached to
individuals finds its clearest reality ín terms of the city insofar as the city is the
continent of many of these rights. 1 return to my former reference: a citizen of
Barcelona coming from abroad can be a person deprived of certain rights
derivad of "nationalíty", for example the right to work or to unionize. But an
important battle is unfolding in arder to provide that citizen with all the rights of a
citizen . Citizens have many rights, but not all: the right to vote is missing for
sorne. In the new Barcelona Charter now passing through the prove of
Congress, a window is open to the possibility of immigrants locally censed even
if not nationally legalized, as well as of 16 to 18 year old youngsters to
participate in the elections of their disctrict or neighborhood representativas.
Comig back to Sassen, if she polnts out soma
ot the positiva and strateglc aspects of globallzatlon,
allow me to add to
the role of international justice organizations that monitor human rights the many examples that deepen the exercise of
these rlghts at the city lave!. Ona example of this would be the Networ1< of Rafuga Clties that taka in authors deprived of
their rights to opinion In their countries of origin. Another would be the Network of Educatlng Cillas, that broadcasts
around the world local experiencas within the framework of respect and deepaning of these rights. We could add to
these the very existllflca of departments within the City Councll that specialize in promoting !hase rights within the city
environment as wall as in intervening in moments and areas of conflict. And we should no! neglect to mantlon the citizen
aspect of the NGO's that specialize in this area. Once agaln, it seems claar to me that lf globallzation does not serve to
create a network for confronting hierarchy, not e single one of these positiva strategic factors such as the fomentlng of
Human Rlghts wHI ever be achieved. Tribunal for the Milosevics and Bin Ladens, for su re, but services at the local level
for immigrants without papers, as well. Even if In that last issue, established citizens have lo have recognized thair right
to secura neighborhoods and decenl schools. Otherwise democracy befna such an lmperfect crealure, the b!nef¡js to
�be obtaloed by caplta!lzlng on fgar are h!nt¡istlcal!y hlgh. Needfe$S to polnt lhe rac;t thal most fascjst reglmes haye come
out of votes and nO! out o! "coups' .
The thlrd strateglc element that Sassen menllons is precisely the crisis of the classic concept of democratic
representation via the vote. By thls 1 mean the degree to which new and old collectives do not feet represented, l.e.
feminists, human rights advocates, immigrants.
lf she focuses her attantlon on !he progressive importance of international law, 1 also would llke to highlight the factors
of proximity, solidarity and participation that oughl to characterize cities. The representation of the city does not escape
the need to go further into the contradictions of that democracy that, in the sixties, wa oalled ''formal". But the city has (or
can hava) very powerful lnstruments far overoomlng "formalism•. The citizen, whether lndivldually as part of a collective,
feals this proximity to power by belng able to attend tha debates of their representativas In arder to promete publlc
interest initiatives. Tha intensive application of the principie of subsidiarity recognlzed in the Europaan Carter of Local
Autonomy can furthar optimiza the proximity of the citizenry to local powar lnsofar as thls Is eble to resolve a wider
spectrum of neads and establish a broadar array of programs. Finally, the right of participation at the local leve! far
surpasses the simple delegation of representation by means of the vote: topical municipal counclls and publlc heartngs
are two examples.
1 have chosen to follow the pattern of this article by Sassan first and toremost out of en lnterest in her strateglo
appreciation. Howaver, there is a sacond reason for this as well. lt involves the city. And !he city Is the most significan!
meaos by which to damonstrate that tha process of globallzation is not necassarily a "zero sum game" in which
increased global power m&ans dlminished local power. The city can add value or diminlsh disadvantages as long as the
movement is from a hiararchical conception of political action to a web concapt. Both !he axtension of accountabillty as
well as tha dafanse of human rights and represantation of minority or individual rlghts have two routas for compllmentary
prograss: the "supranationar powars and influence (laws, lnstitutions, publlc opinion, etc) that are derivad from or are
mechanisms of globalizetion, and the deepaning of local autonomy and establishment of challenges of coordinatlon or
simply competition among lhese powers.
1 spoke before of a pessimistic scenario regardlng the globalization process as well as a contrasting one of optimism.
Now that it Is in vague among certain individuals to qualify the Post-Fordian modal as a Nao-Schumpeterian modal, it
would be a good idea to remamber why Shumpater forecast the fall of capitalism. 1 illustrate with the ever sharp and
concisa words of Joan Robinson: "The increasa in the standard of living and tha diffuslon of aducation create a class of
unsatisfied intellectuals that channel aod articulate the resentment ot tha masses In faca of toequality, inaquality without
which capitalism cannot function. Above all, the business function becomes antiquated due to technologicai progr ess.
Wth !he devalopment of the large-scala compaoy and experimental sciance, true lnnovation is reduced to routine and
the buslnassman degenerates into a bureaucrat".
This lncrease in the standard of living has occurred In developlng countries, and education has baen diffusad. Thare
now exists a class of unsatisfied lntellectuals that denounce inequalities. But techoological progress has etimulatad the
appearance of new, innovative entreprenaurs that, using experimental sciances as a basls, have lnnovated in nonbureaucratlc ways. And some·analysts, though lacking necessary indicators and about which 1will speak later, balieve
that the models ot local progressive power are not indifferent to tha continuad fight against lnequafüy and !he resulting
apparition of new opportun~ies for innovation.
8.- Global village or world of cities
What stirs people up are cities because cities are the real probfem, the problem
that is visible. But people's unstoppable instinct is to conglomerate, to live

The fact is that an advanced group of daring cities have begun to construct a
network of world cities. Even if we speak of cycles of optimism and pessimism,
we ought to speak about the accumulation of future phases and past phases, in
each moment of time, with more or less dramatic adjustments).

Befare coming to the last point in my proposal, 1judge it necessary to qualify
the premature appearance of the concept of globalization and of the global
village in one of the following ways:
•
as a sublimation based on a thin empirical veneer;
•
as a genuine hope of peace;
�prices in poor sections is good and pulling them down in rich ones is also
welcome.

Creating a battery of common indicators, with cultural fork if
necessary. Towards a virtual market of cities on the following issues: 1)
pollution, 2) noise, 3) crime, 4) accidents, 5) housing costs, 6) education levels,
7) health (life expectancy, infant mortality, UBA cost), 8) justice, 9) public
transportation commercial speed.
These are the analytical, behavioral and policy implications of the socalled Barcelona model.
To wrap things up, let me conclude by saying that the radical critique of the
neoclassical model has become oldish.
The assumption of a fully informed
market is more real today than during the first half of the last century; the
mobility of production factors has grown to levels unimaginable in those times
(who remembers the Hecksher-Ohlin theorem ?), and even the divisibility of
productlon factors is greater. One could certainly maintain a radical criticism of
static analysis { of the "terrible pedantry of static analysis" of which talked Joan
Robinson).
But economic analysis offers two equally plausible exits: A system of
hierarchically arranged cities that operate independently from the main centers
of power where only the first tier plays a significant role in a society close to
total globalization. Ora system of network cities that compete, cooperate, unite
and innovate by providing added value, minimizing inconveniences and
strengthening the advantages of a globalized world.
Therein líes the challenge. The first is a rather static model providing a good
analytical tool. The second is a rather dynamic model clase to economic policy.

When I arrived in New York on September 7, 1971, I
rfealized that, for the first time in my life, the city I had come
to was exactly as I had imagined it. New York was as natural
as a mountain range you have seen a thousand times in
pictures or in dreams.
]! hesitate to say that the New School for Social Research
was exactly as I had expected, but it came close. My first
Surprise was precisely that the atmosphere of the Graduate
Faculty felt so familiar. However, my second surprise was a
result of the unfamiliar within the familiar: I discovered that
the necessary distance between two people was much
greater than it is in the Mediterranean culture, where people
are supposed to show friendliness by touching each other
while chatting or even when walking in the crowded streets.
[I came to this realization when I found that I had pursued
the admissions officer across the entire 40 meters of the
lobby, as I kept advancing to establish the right distance for
conversation and she kept retreating for the same reason.]

Now New York has lost a part of its skyline and its soul is
wounded. Yet the spirit of New York has come, even more
than before, to be the mirror of the spirit of the world, which
is also wounded—not by nature but by men's actions and by
men's failure to act.
Steve Hymer, my first professor of Political Economy,
explained to us what Claude Meillassoux and Karl Polanyi
had discovered: that primitive societies had been destroyed

The Transatlantic Relations"

¿Qué se espera de Europa? ¿Qué cabe esperar de Europa?
Europa ha vivido en el año 2002 dos acontecimientos que con la
perspectiva del tiempo adquirirán todo su valor. La efectiva
implantación de la moneda única, que supone la consolidación de un
espacio económico común y, a la vez, constituye el más potente
elemento simbólico de la Unión; y la decisión sobre la ampliación al
Este que tiene un alcance histórico inimaginable hace cincuenta años
para los padres fundadores de la Europa unida al tratarse de la
reunificación y la reconciliación del Oeste con el Este en un marco de
democracia y de estabilidad económica.
Sin embargo, a los ojos del resto del mundo y, muy concretamente,
de los Estados Unidos, Europa aparece demasiado encerrada en sí
misma, ocupada en un complejo proceso de construcción que tiene la
doble vertiente de la ampliación de su espacio y de la vertebracion de
sus instituciones. Se tiene la percepción de que Europa difiere la
asunción de sus responsabilidades globales a la culminación de su
proceso constituyente y que, de este modo, pretende prorrogar
indefinidamente un lugar en el mundo bajo la tutela protectora de los
Estados Unidos.
Esta percepción americana de la actitud europea se ha agudizado
dolorosamente a raíz de los atentados del 11 de Septiembre de 2001,
al tomar conciencia los Estados Unidos de una vulnerabilidad
desconocida hasta la fecha, que ha alterado la visión de su papel en
el nuevo orden internacional emergente desde la caída del
comunismo y que, por ende, ha modificado profundamente su
estrategia internacional.
La Estrategia de Seguridad Nacional norteamericana, aprobada el
pasado mes de septiembre, supone un giro radical respecto a la
tradición estratégica de los últimos cincuenta años, al pasar la
seguridad nacional a un primer plano en el contexto de un mundo
globalizado, ésta se convierte en una cuestión internacional: la
política de segundad norteamericana se convierte en política
internacional.
Visto desde Europa, este giro hacia el uniiateralismo de los Estados
Unidos pone en peligro una tradición y una cultura de relación
transatlántica basada en la mutua colaboración entre aliados y en el
respeto de las reglas y de las instituciones internacionales.
�Pero si Europa quiere mantener un orden internacional basado en el
multilatéralisme, Europa debe renovar el vínculo transatlántico con
los Estados Unidos. Y para ello debe demostrar que quiere realmente
asumir sus responsabilidades en la gobernanza de la globalización. O
dicho de otro modo: que quiere compartir estas responsabilidades
con los Estados Unidos.
Renovar el vínculo transatlántico quiere decir renovar una alianza en
torno a unos intereses comunes y sobre el fondo de una historia y de
unos valores compartidos.

Intereses comunes, definidos de común acuerdo y no impuestos por
el aliado más fuerte.
Valores compartidos, empezando por el respeto
internacional y a las instituciones de Naciones Unidas.

Es ésta una aspiración muy exigente para Europa. Los Estados Unidos
quieren hechos, no declaraciones de intención. Europa debe
demostrar que es capaz en la práctica de asumir sus
responsabilidades globales sin precisar de la tutela permanente de los
Estados Unidos.
Pero Europa tiene todo el derecho a asumir tales responsabilidades a
su manera, fiel a su vocación pacificadora, coherente con el
experimento histórico de hacer gobernable en democracia un espacio
de enorme complejidad política, institucional, cultural, lingüística ...
Europa tiene todo el derecho a no reproducir a gran escala la lógica
de potencia que ha envenenado la historia de sus países durante
siglos. La Europa unida nace para superar dicha lógica, para evitar
una nueva guerra mundial. Una Europa potencia militar no es
planteable, pero una Europa agente activo y positivo en la
gobernanza de la globalidad es una obligación ineludible.
Una Europa que debe hacer ver a los Estados Unidos que la agenda
global no se reduce al problema del terrorismo, que es una agenda
compleja que incluye los problemas del desarrollo, de la
democratización, del medio ambiente ...
Una Europa que debe hacer ver a los Estados Unidos que la tentación
unilateralista será a la larga perjudicial para los intereses americanos.
Una Europa que debe poner en valor su experimento de convivencia
como ejemplo de gobierno de la complejidad en un mundo necesitado
�de modelos prácticos y contrastados, inspirados en los principios del
federalismo.
Una Europa que debe asumir con toda la decisión y todos los medios
necesarios sus responsabilidades regionales, empezando por el
Mediterráneo.
Para conseguir ser un agente global, Europa debe corregir su
descompensación actual y equilibrar los ritmos de avance de la
Europa-espacio y de la Europa-poder. Y ello supone tener la energía y
la voluntad de acometer simultáneamente nuevas y mayores tareas
en tres ámbitos: debe afianzar la Unión, debe respetar su diversidad y
debe aproximarse a la ciudadanía. Europa es inviable si no hay al
mismo tiempo unión, devolución y proximidad.
Europa es un
compromiso de unión, no de uniformidad; es un proyecto de
ciudadanía, no de superpotencia.

Punto de partida: situación internacional y efectos
del 1 1 de septiembre.
Después de la guerra fría se produce el final de un
determinado orden mundial
Los atentados del
11 de septiembre
de 2001 nos
despiertan de un sueño que nos había hecho creer que
teníamos un nuevo orden y un nuevo liderazgo. Se ha
puesto en evidencia que realmente no existía. EEUU no
puede garantizar la seguridad, tampoco la suya.
La globalización, con sus diversas facetas, no es un orden
mundial sino un hecho económico y social. Una situación
nueva.
Una nueva situación, pero sin un nuevo orden mundial y,
por tanto, sin estabilidad económica.

�Dos apuntes:

El consenso de Washington está siendo superado.
Algunas de las cuestiones que quedaron fuera surgen ahora con
fuerza: la equidad, la desigualdad, nivel de vida: educación, salud,
sostenibilidad... Primaba el ajuste, la estabilidad. Hoy estos problemas
emergen
de nuevo
como
prioritarios.
¿Puede

representar un nuevo consenso?

Hoy el mundo empresarial se enfrenta a un nuevo reto.
El detonante de ENRON ha puesto en las agendas empresariales el
valor de la responsabilidad social.
La globalización tiene muchos aspectos colaterales. Uno de ellos va a
ser, lo es ya, situar en primer término la "reputación empresarial".
La internacionalización en tiempo real de la información, y el avance
de los movimientos que se oponen a los efectos negativos de la
globalización, van a afectar a las cuentas de resultados de aquellas
empresas cuya reputación quede en entredicho.
La reputación ya no es un problema de comunicación. Es un problema
de conducta empresarial. La exigencia de transparencia se acentúa, y
con ello, las empresas que no integren
en su estrategia
la
responsabilidad social, saldrán perjudicadas: en sus ventas, en su
cotización, en sus posibilidades de financiación y expansión.
Hoy, resultados económicos y responsabilidad social empiezan a
caminar más unidos.
¿Dónde quedan aquellas leyes que impuso un neoliberalismo miope:
"maximizar el valor para los accionistas", los supuestos beneficios de
las stock options desmesuradas, la primacía del interés de los
directivos sobre las finalidades de las empresas a que aquellas
doctrinas de los '90' han dado lugar?

�Hemos tenido que ver causas penales contra altos dirigentes y, lo que
es mucho peor, el empobrecimiento de muchos pequeños accionistas,
para
que
la
tendencia
Afortunadamente,
a

EUA ha optado por la defensa directa de sus intereses
económicos,

establecer.

se
puede
imponer
(Afganistán, Irak, Oriente Próximo,...)
Europa lo debe tener claro: la prioridad es convencer a EUA
que vuelva a liderar un nuevo orden, sin imponer-lo, que
dé estabilidad. Todos ganaremos.
Por ello es necesario establecer un diálogo UE-EUA. Pero
para que haya diálogo debe haber líderes y unidad política,
como mínimo en política internacional.
Europa
no tienen
líder.
La Europa
de
Kohi, Delors,
Mitterrand, González, está a años luz de la actual Europa de
Berlusconi, Raffarin, Aznar, Blair ...
El proyecto europeo está en fase dubitativa. Mejor dicho: el
proyecto europeo está en una fase decisiva, pero le falta el

�coraje y la decisión necesarios para afrontarla. Y, sobretodo
le falta el liderazgo.
Los efectos de la ampliación: deslocalización de actividades
al este de Europa. Necesidad acentuada de adaptación de
economías como la nuestra.
La importancia de la zona del Magreb. Es necesario que
Europa y también nosotros nos volquemos hacia el vecino
del
norte
de
África.
Necesidad
de
crear
un
lobby
empresarial que supla, porque no existe, una actuación
potente de las administraciones.
El debate sobre los límites de Europa: el caso de Turquía
con la oportunidad de ensayar un nuevo modelo de relación
con el mundo islámico. Turquía necesita vincularse a
Europa. Europa necesita una relación clara con Turquía
para no padecer un estado de fragilidad permanente en el
sureste. Y una buena solución para Turquía puede abrir una
nueva relación con Marruecos y con el Magreb en general.
España y Cataluña
España tampoco tiene liderazgo: El naufragio del "Prestige"
ha puesto en evidencia al Gobierno, más preocupado por la
sucesión que por atender la amenaza de ruina en Galicia.
Además
las
preocupantes
cifras
macroeconomicas
contrastan con la despreocupación del Gobierno ante la

�pérdida de competitividad o el incremento de las cifras de
paro.
Esta falta de liderazgo se percibe también en Catalunya:
Ni la autocomplacencia ni el victimismo son planteamientos
correctos: uno porque se contenta con la situación, otro
porque lleva a la inacción al situar las causas fuera. Hemos
de desterrar estas conductas a las que hemos asistido con
demasiada frecuencia.
Pero existe descontento.
Existe el convencimiento
en
Cataluña de que las bases para construir el futuro están
aquí y son sólidas, pero al mismo tiempo, existe la
sensación
muy
contrastada
(entre
empresarios
y
sindicalistas, entre profesionales y universitarios, en el
territorio) de que hemos perdido iniciativa, fuste, capacidad
de liderar. Somos motor económico, pero no aspiramos a
tirar de los vagones.
Estamos instalados
en una suave pendiente.
Algunos
hechos significativos lo constatan: pérdida de sedes, de
centros de decisión, papel segundón en investigación,
pérdida ligera, pero perceptible, de peso en el PIB o en la
población
activa;
pero
tampoco
nos
lucen
bien
las
comparaciones en temas de formación de nuestra población

�activa, de fracaso escolar o de dotación de servicios
sociales....
Hemos perdido liderazgo. No nos conformamos. No me
conformo.
Cataluña lo tuvo en los primeros años de la transición. Tuvo
los dos
liderazgos
potentes
que
necesitaba:
para
el
conjunto del país y en su capital donde, modestamente,
contribuí al lado de una generación ligada al proyecto
olímpico y a la transformación de Barcelona.
Se tejió una red de complicidades. Hoy necesitamos
nuevo una red de complicidades
para
de
no perder las
oportunidades de progreso.
Entre el sector público y el sector privado. Sin dirigismos,
con la voluntad decidida de unir esfuerzos en una amplia
concertación institucional y social.
Hablo
de
desterrar
complicidades,
el
de
intervencionismo,
colaboración.
el
Debemos
clientelismo,
la
arbitrariedad.
En este final de etapa estamos asistiendo a ejemplos de
arbitrariedad o intervencionismo que no son de recibo. La
manipulación de la Ley Financiera sobre la regulación de las

�Cajas de Ahorro, las concesiones arbitrarias de licencias de
radio, la actuación en la CCRTV, son conductas que no
caben en un marco de relaciones como el que les propongo.
Pero un proyecto necesita ambición. Estratégicamente,
Cataluña debe ser una pieza esencial de una región
europea de 16 millones de habitantes, la que se extiende
desde el sur de Francia, Montpelier i Toulouse, hasta
Zaragoza, Valencia
y Palma de Mallorca. Y más allá
todavía
Necesitamos una masa crítica más allá de nuestros 6
millones de habitantes.
Por ello, las infraestructuras deben ser acordes (AVE,
Aeropuerto transcontinental, ejes ferroviarios y viarios de
conexión a norte, sur y a oeste (Zaragoza, País Vasco)....),
áreas logísticas, centros de cultura, ocio y consumo...
Nuestro proyecto se estructura, tanto hacia dentro como
hacia fuera, partiendo de este objetivo
estratégico y
partiendo de otra ambición. Cataluña puede, debe jugar en
la nueva sociedad del conocimiento un papel similar al que
jugó durante la industrialización.

�Apunte
Hoy no lo hace, no hay liderazgo. Por qué se rebajan los objetivos en
esfuerzo investigador (se reduce del 2% al 1,4% del PIB, pero no se
cumplirá. Llevamos diez años anclados en un esfuerzo que es la
mitad del que realiza la UE, y muy por detrás de otras regiones con
las que competimos).
Los problemas educativos (fracaso escolar) y los déficit de formación
de
nuestra
población
activa
(particularmente
en
estudios
secundarios) son problemas prioritarios que debemos abordar.
Cataluña tiene potencial y condiciones para alcanzar este
objetivo. Pero ello quiere decir invertir en conocimiento.
Quiere decir cambiar muchas de las prioridades que hasta
ahora nos han guiado.
Globalización, desigualdades,
modelo
europeo,
nuestra
situación diferencial. Esta secuencia nos lleva a priorizar las
políticas
sociales,
como
parte
integrante
de
nuestra
estrategia económica. Es indisociable.
Apunte
Nuestro objetivo no parte de "compensar o proteger a aquellas
personas que queden excluidas del crecimiento", sino dar desde la
cuna a todos las oportunidades para crecer y no quedar excluidos.
La sanidad, la enseñanza, la atención a la infancia y a la vejez, las
pensiones, responden a la existencia de unos derechos sociales de
ciudadanía.
Dentro de estas prestaciones adquieren gran importancia las políticas
de familia (guarderías, ayudas directas por hijos, atención a las

�personas mayores o discapacitadas). Su objetivo fundamental (aparte
de su contenido social) es compatibilizar la vida familiar con el
trabajo del hombre y de la mujer.
Las
políticas
de
bienestar
tienen
unos
efectos
económicos
perceptibles, ya que deben orientarse a optimizar los recursos de la
sociedad: la formación del capital humano
la incorporación a la
actividad laboral...
En la aplicación de estas políticas adquieren gran protagonismo las
administraciones
locales,
que
deberían
beneficiarse
de
una
importante descentralización.
Nos hallamos muy lejos de los estándares europeos. Por ejemplo, el
gasto social respecto al PIB representa en España menos del 75% de
la media comunitaria, o menos del 65% en términos per capita.
En políticas de familia estamos en una quinta parte del esfuerzo
medio de la UE.
También se da una correlación positiva entre prosperidad económica
de los países e implantación del Estado de Bienestar.
Cataluña debe tener también un proyecto para España.
Debe vertebrarse con España.
Vds. en buena parte empresarios, me entenderán. Vds. lo
necesitan. No les conviene una actitud ausente, vindicativa.
Vds. reclaman de nosotros, y deben hacerlo, una propuesta
sólida,
clara,
reclaman
saber
nuestras
posiciones
y
convicciones.

�Me da la impresión de que hoy este posicionamiento está
diluido. No creo que les satisfaga responder a cuestionarios
de consultoras para que el Gobierno, que debe liderar,
construya su propuesta.
Cataluña
debe abandonar
la
política
basada
sólo en
diagnósticos, quejas y reivindicaciones, necesita una nueva
cultura de relación con el Estado y con los pueblos de
España.
Yo propongo una nueva relación con España, que se apoya
en un nuevo modelo para España, de corte federal.
Hoy estamos más cerca del modelo que yo propongo que
del punto de partida de hace 25 años.
¿Por qué España necesita un nuevo modelo?
Primero, no puede mirar atrás y lo que pretende Aznar es
retroceder al punto de partida y esto es un error que
provocaría inestabilidad.
En segundo lugar, debemos reflexionar sobre el coste de la
"no España plural" y del "no federalismo".

�¿No es cierto que muchos de los países más desarrollados y
estables son de corte federal?. No será pues tan extraño
este modelo.
La contraposición entre la España radial (y centralista) y la
España en red (que el Círculo proponía) es, de hecho, la
representación gráfica de un modelo federal.
La distribución en el territorio español de los centros de
investigación de nivel internacional o de los organismos
reguladores del Estado es, en la práctica, una plasmación
del modelo federal.

necesidad de un mayor equilibrio territorial en España y de la
consecuente

President,
senyores
Diputades
i
senyors Diputats.
Jordi Pujol és un President molt respectable i
molt honorable. Ha respectat el seu càrrec i l'ha
honorat.
Diria
que
Macià,
Companys,
Tarradellas i Pujol no solament l'han honorat:
l'han engrandit.
Tarradellas quan torna a Catalunya i diu: "Sóc
el 115è President de la Generalitat" enllaça
coratjosament, hàbilment, amb un passat remot
que el passat immediat havia tractat d'esborrar
de la memòria.

�Com el President va explicar en el Saló de Sant
Jordi
abans
d'ahir,
Tarradellas,
per
via
personal, va lligar magistralment les dues
legitimitats
separades
per
una
interrupció
injusta i cruel. Però el cert és que els 113
Presidents de la Generalitat, fins el 1714, van
ser
majorment
eclesiàstics
sense
gran
significació política. La prova és que el nostre
heroi avui és Rafael de Casanovas, Cap del
Consell de Cent, és a dir, Alcalde de Barcelona.
La història del catalanisme modern comença
amb
la
Solidaritat
Catalana.
La
història
moderna de la Generalitat comença
amb
Macià. Macià, Companys, Tarradellas i Pujol,
sense oblidar Iria, han engrandit la institució. Li
han donat una ressonància que només la
monarquia dels Comtes de Barcelona havia
tingut.

�Dit això, haig de dir també que el seu sentit
institucional, que li reconec, President, ha tingut
sovint una falla important: vostè ha actuat amb
una certa manca de consideració respecte del
Parlament. Encara li hauria de dir i li diré coses
bones del seu llarg mandat. Però em permetran
que intercali una reflexió crítica, carregada de
conseqüències.
Hi ha hagut moments, President, en que m'ha
semblat que vostè desapoderava el Parlament.
De fet. Fa un any vostè no va respondre, aquí
en el Parlament, a una moció de censura, fet
inèdit no sols en la història moderna de
Catalunya sinó de tota Europa. Va voler
convertir el Parlament en una plataforma de
llançament electoral, pel que veiem sense
grans resultats. I ahir va dir que d'algunes
coses importants, les més importants, no en

�parlaria. Queja en parlaria algú altre en un altre
lloc.
Tanmateix vostè és fill del Parlament. Li ho dic
amb tot el respecte: és aquí on s'ha de parlar.
Fa un any i ara. Vostè ha estat elegit per
aquest Parlament. Va ser aquí, gràcies al
suport que el Sr. Aznar telefònicament li va
donar des de Cuba, que vostè va ser elegit
President.
És aquí on ara ha de justificar perquè pensa
que és millor per a Catalunya mantenir un
President
que
ha
abandonat
les
seves
obligacions, en comptes de dir, senzillament,
adéu siau. Aquest no és el President que volen
l'Estatut i la llei. Un President que s'acomiada
un any abans de plegar, que dimiteix de les
seves funcions molt abans de deixar el càrrec.
Si vostè s'acomiada del Parlament, perquè es

�el seu darrer debat de política general, vostè
s'està acomiadant del govern i del país.
Amb tot el respecte i un punt de decepció, però
encara amb alguna esperança, haig de dir-li
també una altra cosa que fa referència a un
punt molt calent de l'actualitat política. Un punt
que no es pot obviar per bé que no és ni ha de
ser el centre del nostre debat.
Jo no he demanat que el President de la
Generalitat fes de mitjancer amb el govern
basc. Si així es va entendre, puntualitzo amb
respecte
i
emfàticament:
jo
espero
del
President de la Generalitat, quasi diria, tinc dret
a exigir, que s'impliqui en la solució d'un
problema que està enverinant no sols la política
i la vida a Euskadi, sinó les possibilitats de dur

fins
al
sostre
de
les
seves
aspiracions. Catalunya ha de ser la locomotora
política d'Espanya, si volem obtenir el que estic
segur que vostè i jo volem obtenir pels
ciutadans de Catalunya. Vostè ho va dir ahir:
un país per prosperar necessita autoestima. I
autoestima vol dir un lideratge i un rol polític
que amb realisme podem aspirar a obtenir. No
hi ha autoestima sense ambició. Si el govern no
té l'ambició que el poble espera no pot esperar
del poble la resposta que vostè requereix de la
societat civil quan diu: hem de posar la societat
davant de les seves responsabilitats.
Quan jo dic això, quan jo dic que Catalunya ha
de fer una proposta a Espanya, i dic quina,
vostè
respon:
emmirallaments.
No,
Sr.
President, no emmirallaments, una ambició
realista, una ambició raonable, la Pàtria radiant
i lliure de la que vostè parlava ahir, que no pot

�ser només una frase. Una ambició raonable. No
empetitim la magnitud dels nostres objectius
nosaltres mateixos, per després dir que els
altres
no
reconeixen
les
ambicions
de
Catalunya. No pot dir que d'aquí a dos anys ja
en tornarem a parlar si segueixen ignorant les
nostres aspiracions i malagraint el nostre
sacrifici, com vostè va dir ahir. Hem de parlar
més clar.
Amb total sinceritat li dic: parlar clar vol dir
proposar coses factibles, encara que no siguin
senzilles i fer-ho amb lleialtat. Parlar clar vol dir
parlar en nom del país i no en nom del nostre
partit, quan el país ho reclama. I ara el país ho
reclama. Ara convé. Convé que vostè i jo, i els
diferents líders de la política catalana, parlem
clar explicant quins són els nostres objectius i
especifiquem amb precisió el que volem dir.

�Ibarretxe ho ha fet. Carod-Rovira, a casa
nostra, s'hi ha mostrat d'acord. Jo no hi estic
d'acord. Primer és la llibertat i la vida.
Crec també que el govern espanyol va mostrar
una absoluta manca de sentit de l'oportunitat,
immediatament que l'Ertzaintza executés fil per
randa les resolucions d'un Jutge Instructor
(instructor!). En el moment que era obligat,
doncs, prendre una iniciativa política de diàleg
que només el govern, repeteixo, només el
govern, podia prendre. D'això no se'n pot dir
solament manca de sentit de l'oportunitat, sinó
manca de sentit d'Estat. Ibarretxe ha omplert
aquest buit amb més audàcia que seny.
Tenim un President del govern espanyol que no
parla amb ningú: no parla amb Ibarretxe, no
parla amb Vostè, al menys que es sàpiga, no
parla ni amb el líder de la oposició més

�dialogant que ha tingut Espanya en els 25 anys
de democràcia
El que vull dir-li, President, és que Catalunya
no pot ser la gran absent d'un debat que ni tan
sols s'ha encetat. I que no s'encetarà fins que
Catalunya no parli, que és el debat sobre
l'Espanya plural. L'autèntic debat. Perquè el
tema no és Euskadi, el tema és Espanya i
Euskadi
n'és
la cortina.
I el paper que
Catalunya hi ha de tenir.

Parlem de Catalunya. En efecte, els darrers vint
anys Catalunya ha fet un gran salt endavant, ha
experimentat un progrés del que podem sentirnos orgullosos. Vostè com a President té una
part important del mèrit. Però, com vostè
mateix
deia, és
un
mèrit
compartit,
per

�Ajuntaments, sindicats, emprenedors, societat
civil, professionals...
L'autoestima com a país implica també un alt
nivell d'exigència envers les seves institucions.
Una cosa és autoestima i l'altra absència
absoluta de reconeixement de mancances. I
ahir, President, en el seu llarg discurs no va
haver-hi ni una sola frase per reconèixer cap
error.
No podem oblidar la pèrdua d'impuls que s'ha
anat produint especialment en aquests darrers
anys. Vostè es lamentava, amb motiu de la
celebració de la Diada d'enguany, de la pèrdua
d'impuls, de tremp. El cert és que l'excel·lència
de la nostra transició, l'entusiasme dels primers
anys, ha anat cedint pas a la resignació i a
l'empobriment de projectes i esperances.

�Un segon error és la seva patrimonialització
del país, l'apropiació interessada de la idea de
Catalunya fins el punt que mai no han
reconegut a ningú el patriotisme que jo li he
reconegut sempre. Vostès han cregut que
podien garantir per si sols el progrés i el
benestar del país. I això els ha portat a la
marxa lenta que avui tothom reconeix.
Un
tercer
error
d'irregularitats
i
ha
estat
l'acumulació
connivencies
que
han
perjudicat la imatge de les nostres institucions.
Massa casos poc o gens aclarits, massa
negocis a l'ombra de l'administració, massa
clientélisme i favoritisme.
Per últim, vull destacar la persistent voluntat
de
controlar
la
societat
civil.
Siguin
associacions, entitats, Òmnium Cultural o clubs
de futbol. O les Caixes. Introduir incertesa,

�sense explicació, en algunes de les més
sòlides
institucions
financeres
no
ja
de
Catalunya sinó d'Espanya, no té cap mena de
sentit. És un acte temerari.

President, vull expressar-li el nostre profund
desacord en com està finalitzant aquest darrer
període del seu llarg mandat. Els 22 anys
transcorreguts no tapen els tres darrers anys.
Parlar del 2010 no ens estalviarà l'agonia del
2003.
Aquesta legislatura ha estat temps perdut.
Tres anys perduts. ¿I encara en volen
perdre un altre?

�I d'aquest fracàs en l'acció de Govern, qui en
surt perjudicada
és Catalunya
i els seus
ciutadans.
Existeix un problema de manca de liderat, de
manca d'orientació que s'afegeix a una gran
incompetència en la gestió que està causant
danys, de vegades irreparables i que es
tradueixen en episodis ben visibles:
Pla
Hidrològic
Nacional,
contaminació
d'aqüífers,
Problemes d'habitatge, sinistralitat laboral i en
la carretera,
Però també es tradueixen en els altres danys
menys visibles que tindran efectes a més llarg
termini: sistema educatiu, recerca, protecció
social, dèficit d'infrastructures

�Catalunya no va tan bé com podria,
Està perdent pes en el conjunt d'Espanya i des
del Govern no s'està fent el necessari per a
mantenir-nos en primera línia del progrés
econòmic, social i cultural.
¿Recorda, President, quin era el seu programa
de legislatura?
Més poder i més diners. Han passat ja tres
anys i ni més poder ni més diners. Ni més
respecte, ni més influència.
¿Què hem aconseguit? De debò. ¿En què és
ara més forta la nostra autonomia que fa tres
anys? ¿Quines majors quotes de poder hem
assolit? CAP.

�¿És que Catalunya és ara més forta, més
potent, més influent en el conjunt de l'Estat?
NO.
¿És
que
hem
aconseguit
traspassos
rellevants? NO.
¿Quines grans obres s'han fet des del 92, llevat
de l'eix transversal i les del 2004? CAP.
Els grans projectes: Aeroport, Metro, SegarraGarrigues són futuribles que nosaltres haurem
de realitzar... i pagar. El més calent és a
l'aigüera.
¿És que
hem millorat substancialment
el
finançament de la nostra Autonomia? NO. ¿On
són els recursos addicionals?
¿On és la
suficiència financera?

�I si tenim més recursos, ¿per què vostès estan
traslladant al futur els pagaments de grans
obres? ¿Per què continuen practicant tècniques
de desviament del dèficit a través d'empreses
públiques o de crèdits de l'Institut Català de
Finances? ¿Per què estan duent a situacions
de pràctica fallida a importants corporacions
públiques com l'Agència Catalana de l'Aigua o
la Corporació Catalana de Ràdio i Televisió?
Vostès estan hipotecant les finances de la
Generalitat. S'estan endeutant a futur i estan
comprometent el progrés del país.
Repeteixo: ni més poder, ni més diners
ni
més influència, ni més liderat com a nació.
El que sí que han aconseguit vostès i el govern
del Partit Popular és reduir el pes econòmic de

�Catalunya. Avui, Catalunya pesa menys en el
context espanyol.
Des de que vostès treballen colze a colze amb
el PP, Catalunya perd participació en el PIB
espanyol i la població ocupada catalana perd
pes en el conjunt de l'espanyola. I això vol dir
pèrdua de potencial econòmic, però també
menys capacitat de generar ocupació, com
s'està veient.
¿Defensem bé els interessos de Catalunya si el
Govern de la Generalitat baixa la guàrdia? ¿La
moral del país és prou forta?
¿És que la psicologia del país no està prou
influïda pel tancament final de la planta de Lear
a Cervera (esperem, President, que, almenys,
amb bona predisposició per part seva en les
converses amb els treballadors - encara que ja

�no sé si demanar-li rés, ...que no els passi com
a la gent de Bagà, que han hagut de pagar car
l'enuig de vostè per la reivindicació de millores
en la carretera de Coll de Pal).
¿És que la psicologia col·lectiva no està influïda
per l'amenaça de Volkswagen d'endur-se feina
de Seat a Bratislava?
¿És que ja hem oblidat que Global 3 ha marxat
en bona part a Saragossa per desacords amb
el govern de la Generalitat, desacords que no
se'ns han volgut explicar?
¿De
què
ens
estan servint
les
seves
aliances? De res.
No confondran el poble de Catalunya simulant
ara un allunyament del PP, que a tots dos els
convé a efectes d'imatge. És una escena

�massa repetida... ja ningú no s'ho pot creure.
És purament oportunista.
El que compta és el balanç negatiu per
Catalunya de la seva ferma aliança dels darrers
set anys... I molts no poden suportar-ho, n'hem
vist un exemple molt destacat fa ben poc.
¿Repetirà, President, la vella cançó que diu
que PP i PSOE, "puix que són espanyols", són
iguals? A Catalunya ningú no creu que Aznar i
Zapatero siguin el mateix. No es pot governar
Catalunya des d'una falsedat i un error tan
evidents.
President, vostès no poden donar lliçons de
catalanisme a ningú.
I ara menys que mai després de sis anys de
pacte amb la dreta nacionalista espanyola. Un

�pacte que arribava inclus a proposar al PP que
s'esforcés a atraure un pretès vot anti-català en
la regió metropolitana de Barcelona! Això no és
catalanisme, això és una visió perversa de la
realitat de Catalunya!
Vostès han condicionat negativament la
vida política i la capacitat d'avançar del
nostre país, per motius partidistes.
Any rera any ens han desgranat una llista
interminable de realitzacions. No faltaria més.
El Pressupost de la Generalitat és de 15.000
milions d'euros (2,5 bilions de pessetes).
Prou
que
ens
ho
recorda
la
insistent
propaganda oficial. Tot i que aquesta mateixa
propaganda ens recorda que "queda molt per
fer". Vostès han deixat molt per fer. I ja no
estan en condicions de fer-ho.

�Una bona gestió no ha estat la característica
d'aquest
Govern.
Catalunya
és
de
les
Comunitats Autònomes que presenta les xifres
de despesa corrent per habitant més altes i la
inversió pública més baixa.
L'acció del seu Govern no ha estat a
l'alçada
del
que
Catalunya
demanda
i
espera. És la vitalitat de la societat catalana la
que ha mantingut la nostra vitalitat nacional.
¡Amb la de coses que es podrien haver fet i no
s'han fet! ¡Amb la de coses que es podrien
haver fet millor! ¡Ja les farem!

�¿Quin país volem els catalans?
Els catalans i les catalanes volem una
societat cohesionada i solidària. Volem que
les famílies trobin l'ajut que necessiten per
tirar endavant. I la tindran!
Fa molts anys que vostè parlava de la
necessitat
que
els
catalans
i
catalanes
tinguessin més fills.
Fins i tot a la primera emissió de deute públic
parlaven de fer guarderies, ho recorda? Fa vint
anys... Però els ajuts i les places d'escoles

�bressol tot just comencen a arribar ara i encara
resulten molt insuficients.
Per això més de 85.000 ciutadans han signat la
Iniciativa Legislativa Popular que acaba d'entrar
a la Cambra.
I per això són també tan importants també
altres polítiques de suport a la família, com les
ajudes a la gent gran i a les persones
dependents.
I no em diguin que no es pot fer tot de cop...
Han tingut 22 anys per fer-ho!
El problema és que s'han fet moltes coses,
però sense model, sense nord. A cap país
europeu hi ha tants tipus d'ajuts amb tan poca
dotació.

�Pregunteu sinó a les famílies que s'han de fer
càrrec d'avis i persones dependents, als que
tenen problemes de malalties mentals a casa
seva,
a
les
famílies
amb
persones
discapacitades.
Els
catalans
volem
una
millor
política
d'ocupació activa. I la tindrem.
Una política que vetlli per la formació,
amb uns serveis d'intermediació eficaços,
una política que redueixi la temporalitat i la
precarietat, i que es prengui seriosament la
sinistralitat laboral: quantes morts fan falta
perquè
s'acabi
fent
el que
els
sindicats
reclamaven fa temps?

�Una política d'ocupació
adaptada a cada
territori, en col·laboració amb els Ajuntaments,
com
s'hauria
d'educació,
de
serveis
fer
també
socials
en
i
matèria
habitatge.
Generalitat més Ajuntaments, aquesta és la
política que funciona i no la de la desconfiança
sistemàtica envers els governs locals.
Els catalans volem un canvi radical en la
política d'habitatge. I el farem.
L'anterior Pla d'habitatge ha estat un fracàs. El
nou Pla, objectius
rebaixats. Ni habitatge
protegit, ni de lloguer, ni de promoció pública.
Vostès no han tingut com a prioritat l'habitatge
a l'abast de les persones treballadores, dels
joves. Com volem que s'emancipin!
El Parlament de Catalunya va aprovar una
desgravació en els lloguers que vostès diuen

�que no aplicaran. En canvi apugen els impostos
que graven l'habitatge. (ITP)
Els catalans volem una societat segura.
Hem vist com ha augmentat la inseguretat. I no
estic parlant només de delinqüència.
Parlo de sinistralitat a les nostres carreteres
(103 trams de carretera superen el coeficient
europeu de sinistralitat),
Parlo de contaminació de l'aigua (132 municipis
sense aigua de boca)
Parlo de la qualitat dels aliments,

�Parlo de la qualitat del subministrament elèctric
(amb talls i micro-talls),
Problemes que el seu Govern ha estat
incapaç d'entomar.
¿No hi ha responsabilitat del Govern de CiU en
tot això? ¿No hi ha abandonament de funcions,
ineficàcia? ¿Sols és culpa dels altres? ¿Dels
treballadors, dels empresaris, dels conductors,
dels
consumidors,
dels
ramaders,
dels
Ajuntaments?
És també obligació de tot govern garantir la
convivència, la tranquil·litat, la seguretat a les
places i als carrers de Catalunya.
També en això fan com el PP: si hi ha un
problema, tapem-lo amb una llei. Els americans

�ridiculitzen la ineficàcia dels governs que tiren
diners sobre els problemes, vostès hi tiren lleis.
Ara ens proposen una llei de seguretat
pública sense el desplegament ràpid dels
Mossos
d'Esquadra,
sense
parlar
de
comandament únic de totes les forces de
seguretat que actuen a Catalunya, sense posar
més recursos, sense plantejar la revisió de la
Ley de Fuerzas y Cuerpos de Seguridad del
Estado...
Els catalans volem i tindrem una escola de
qualitat i una formació de primera.
Catalunya és la Comunitat Autònoma que
menys gasta en educació per habitant (495
euros, front als 700 de Canàries, als 579 de
Madrid, o als 554 d'Andalusia). No hem dedicat
recursos suficients a l'escola pública.

�El seu Govern no ha estat just en la seva
política de concerts.
No ha estat sensible als problemes dels
mestres.
¿President, és prou conscient de les altes taxes
de fracàs escolar que tenim?
Sabent com sabem el dèficit de formació de la
població activa, ¿podem sentir-nos satisfets de
les polítiques de formació professional? No em
parli ara de plans que arriben amb deu anys de
retard, parli'm dels resultats obtinguts fins ara.
Els catalans volem una atenció sanitària de
qualitat. I la tindrem.
Sense llargues llistes d'espera pel diagnòstic i
tractament de malalties greus. Amb major

�temps d'atenció als pacients. Amb un sistema
eficient de transport sanitari.
Catalunya ha d'ocupar un lloc rellevant a
Europa en la societat del coneixement, amb
una Universitat que faci de motor.
Ni tenim prou beques, ni programació solvent
dels ensenyaments universitaris. I ara, desprès
de tants anys, vostès comencen a parlar d'un
model objectiu de finançament.
Nosaltres farem un esforç en recerca similar
al dels països més avançats d'Europa.
Vostès, amb nova Conselleria i tot, no han estat
capaços de complir els seus compromisos
programàtics d'elevar el nivell de despeses en
R+D. Quan avui Europa es planteja l'objectiu
del 3% respecte al PIB, vostès es mantenen al
30
�voltant de l'1% des de fa una dècada, i ja altres
CCAA ens superen.
Catalunya
necessita
una
xarxa
de
telecomunicacions ben estesa al territori.
Hem vist el fracàs de les polítiques del seu
govern en matèria de telecomunicacions, que
sols han servit per reforçar l'operador dominant
i impedir l'extensió de les xarxes a totes les
comarques.
Vostès han dut a terme una errònia política de
privatitzacions de les empreses tecnològiques
de la Generalitat que ens ha impedit disposar
d'un sector de telecomunicacions radicat a

�Per no parlar del fracàs del Pla Estratègic
"Catalunya en xarxa" o de la inoperància del
Consorci
per a l'Administració
Oberta de
Catalunya (incomplint el mandat parlamentari
de fa dos anys).
Els catalans i les catalanes volen preservar
el
medi
natural
per
a
les
futures
generacions. Amb l'Ebre i al Pirineu el seu
govern ha comès errades greus.
El caciquisme històric de les regions extremes
de Catalunya ha estat suplantat per un neocaciquisme, de vegades fins i tot amb els
mateixos
personatges,
altres
amb
nous
testaferros que tenen poc a envejar als antics.
¿Com estranyar-se aleshores que aquests
territoris reaccionin amb una actitud indignada,
en la que es barreja la ira antiga dels

�abandonats amb la nova decepció dels qui tot
ho esperaven del nou règim?
Jo confio que la sacsejada, amb tots els
elements passionals que es vulguin, que son
lògics, servirà, ja està servint, per al sorgiment
de noves classes dirigents i noves filosofies
d'acció, tant pel que es refereix a la cultura de
l'aigua com pel que es refereix a la de l'alta
muntanya. En aquests temes l'acció de l'actual
govern no podia ser més centralista.
Ahir vàrem sentir-lo, per primer cop, parlar de
territoris. Paraula que tenia prohibida. Bravo!
Arriba tard però arriba. Com vol que la gent de
l'Ebre parli si porta tants anys negant-li la veu.
Ja sabem que caldrà esperar a la seva marxa
perquè s'aprovin d'un cop les recomanacions
de
la
Comissió
Duran-Roca
de
nova

�organització territorial. No s'amoïni. Serà el
primer que farem.
Les darreres decisions referents a la Vall de
Ruda, sota Baqueira, i a la portada d'aigua a
Barcelona són significatives.
La interconnexió de l'Ebre amb el sistema
Ter-Llobregat, amb unes dimensions (7 m3 /
segon) molt superiors a les previstes en el minitransvassament (4 m3 / segon), i seguint fil per
randa les prescripcions del Pla del PP, és una
nova agressió a les Terres de l'Ebre. I més
quan les inversions de revestiment dels canals
de l'Ebre no s'han portat totalment a terme.
La
insinuació
que
la
magnitud
de
les
conduccions està calculada per a l'eventual
portada d'aigua del Roine cap a Tarragona és
ridícula.

�No es pot tapar el desastre de l'Ebre creant
un altre problema al Nord.
Conec
el dossier
del
Roine
i conec
la
rendibilitat indirecta que representaria la nova
conducció per als inversors francesos que van
dimensionar
en
excés
l'arribada
de
les
canonades al Llenguadoc. No és una dada
menyspreable. El que és menyspreable és
l'intent de tapar un forat amb un altre forat. La
portada d'aigua dels Alps a la península o és
una decisió europea transcendental en funció
del canvi climàtic o no es produirà, simplement.
Catalunya necessita unes infrastructures
punteres. I avui no les té.
Ho han reclamat la Cambra de Comerç, el
RACC,
Foment
del
Treball,
el
Cercle

�d'Economia, el Col·legi d'Economistes i el
d'Enginyers.
El dèficit infrastructural és un coll d'ampolla
per a la nostra competitivitat.
Catalunya és la Comunitat de l'article 151 que
menys recursos per habitant destina a inversió
en els seus pressupostos: el 81 % del que
inverteix Andalusia, o el 65 % del que inverteix
el País Valencià. Per això s'endarrereixen, o
simplement s'obliden, projectes indispensables
per al progrés econòmic de Catalunya.
Projectes de futur que cal plantejar ja des d'ara.
Com és el d'expandir cap a la Catalunya
interior l'activitat econòmica concentrada en el
litoral, en el corredor mediterrani, a través d'una
adequada
planificació
dels
eixos
viaris
i
ferroviaris.

�Tampoc no va bé la inversió de l'Estat. Any
rera
any
l'Estat
inverteix
molt
menys
a
Catalunya del que li correspondria. Ja sé que
em dirà que aquest any es fa un gran esforç.
Que gràcies a l'aliança amb el PP, l'Estat
invertirà més que mai.
En el pressupost del 2003 la inversió directa de
l'Estat a Catalunya assoleix un mínim històric
del 5%. Les que creixen són les inversions
productores d'ingressos, que són les que
acabarem pagant entre tots al llarg dels anys.
La seva aliança tampoc haurà servit per a
canviar la concepció radial i centralista amb
que planteja les infrastructures de transport el
govern del PP, ni per a garantir les connexions
transpirenenques,
o
la
millora
de
l'Eix
Mediterrani o de l'Ebre cap al Nord d'Espanya,

�millora que necessitem per a engrandir els
nostres mercats i trobar complementarietats
amb el País Valencià i l'Aragó.
Els ciutadans de Catalunya saben que la nostra
estratègia de govern contempla una bona, una
estreta relació amb els territoris de l'antiga
Corona d'Aragó.
La regió econòmica europea en la que ens hem
d'inserir equival bàsicament a la formada per
aquests
territoris,
comptant
també
el
Llenguadoc i el Rosselló i la regió de Tolosa
(Midi Pyrenees).
Els quinze milions d'habitants d'aquesta gran
regió son el mercat imprescindible per a les
nostres empreses i institucions culturals. I per
descomptat no exclouen estratègies similars,

�centrades en els seus propis territoris, per part
de cadascuna d'aquestes Comunitats.

Sr. President, vostè va saber complir una funció
clara en els seus primers mandats, ja li he
reconegut. Però fa temps que presideix un
govern que
no està a l'alçada
del que
Catalunya mereix.
Aquesta situació s'ha accentuat a partir de
decisions preses en clau estrictament partidista
els dos darrers anys.
El govern de Convergència i Unió ha retardat i
ha fet impossible un acord majoritari per
aprofundir en l'autogovern. Ara probablement ja
és massa tard per a reaccionar. Tot i que

�constatem amb satisfacció que el Partit Popular
accepta el que abans negava: la reforma de
l'Estatut. Convergència i Unió haurà estat el
darrer partit de Catalunya a reconèixer aquesta
possibilitat. Per a nosaltres és una obvietat, 23
anys desprès de la seva aprovació, i 15 anys
desprès de l'entrada a Europa.
Val a dir que 23 anys després de l'aprovació de
l'Estatut encara no l'hem desenvolupat: falta la
Llei Electoral i la nova organització territorial i
falta modificar l'Estatut com vostè va prometre i
que la Televisió de Catalunya sigui de titularitat
catalana i no estatal.
Vostè, President Pujol, que s'ha guanyat un lloc
en la història, no mereix acabar de forma tan
grisa i trista el seu mandat. No crec que ni
vostè ni el país es mereixin la prolongació
artificial d'un mandat agònic.

�President, vostè ha honorat la Presidencia, i
l'ha engrandit potser més que cap altre
President. No vulgui durar més del compte.
Fora un final poc honorable, que ni vostè ni
sobretot
la
Institució,
i encara
menys
Catalunya, no es mereixen.
Moltes
gràcies, Sr.
President,
senyores i
senyors Diputats.

�RÈPLICA
Vostè ha fet el que ha fet i la història ho
recollirà, ja li he dit. Però el seu temps s'ha
acabat. Vostè mateix el va donar per acabat
quan va forçar les coses i va delegar en algú
altre la rèplica a la moció de censura. Ara no
ens vingui en llistats d'intencions i projectes.
Perquè jo podria respondre amb els llistats dels
incompliments, el llistat de les renúncies o el
llistat de les contradiccions entre vostè i els
consellers i entre els mateixos consellers. L'Eix
Transversal s'ha de desdoblar o no? Hi haurà
canvis en el govern o no?
Que queda molt per fer a Catalunya, ja ho diu
la seva propaganda. Però no ens vingui ara
amb històries, que 20 anys són tota una vida
política i que el no s'hagi fet és perquè no s'ha
sabut fer o no s'ha volgut fer.

�En tot cas, ja no és el seu temps. Ara, cada nou
anunci d'una obra, d'un nou projecte, és com
l'anunci d'una nova hipoteca pel futur govern de
Catalunya i només fa que alimentar les sospites
sobre el desori inversor d'aquesta darrera
etapa. Fa mesos que venim denunciant els
perills d'aquest final de mandat i saben vostès
que hem posat en marxa un programa de
seguiment i control de la despesa de cada
conselleria i de tots els compromisos financers
que puguin prendre. L'administració del dia a
dia no es pot aturar, però cal que fem tots els
esforços per preservar la llibertat d'acció de
futurs governs.
Vostè va donar per acabat el seu temps i
després d'escoltar-lo ara es fa evident que no
té cap interès en allò que interessa Catalunya.
No està
disposat
a
impulsar
una
major

�implicació de Catalunya en ajudar a resoldre
els problemes d'Espanya, ni està disposat a
propiciar la col·laboració de Catalunya en la
recerca d'una sortida de diàleg pel País Basc.
Les seves renúncies són molt i molt negatives
per Catalunya.
Queda
perfectament
clara
la
seva
única
intenció al prolongar el seu mandat: un interès
partidista per guanyar temps en la promoció del
candidat de CiU.
Però el país demana un govern capaç de donar
un nou salt endavant. Catalunya no es pot
permetre el luxe de perdre més temps.
Apel·lo al seu patriotisme. Deixi que els
catalans decideixin com més aviat millor el futur
del seu país.

�Perquè Catalunya necessita més ambició, més
empenta, més capacitat. I vostè ja no pot, ni
vol, donar-les.
Nosaltres proposem un nou projecte sustentat
en una nova majoria. Com ho vol, n'estem
convençuts,
una
majoria
de
ciutadans
i
ciutadanes de Catalunya.
Per tant, en nom del grup parlamentari que
presideixo, li demano formalment la dissolució
del Parlament.

INTERVENCIÓ DE PASQUAL MARAGALL
Quin gust de sentir els accents diversos d'un mateix llenguatge!
Tots sabem que els llenguatges que moren són aquells que no
canvien, són aquells
que es petrifiquen. Això pot succeir
perquè hi hagi una altra llengua que s'hi posi al damunt i no es
reaccioni, però pot ser també que, per por a l'existència d'altres
llengües que s'han de posar al damunt, aquell llenguatge es
tanqui a qualsevol contacte amb l'exterior.
Sentint els accents que aquí hem sentit, algú pot no estar segur
de que prevaldrem?, de que aquest llenguatge viurà?
Perquè
té tot el que s'ha de tenir per ser important: unitat i diversitat.
I sabem que la naturalesa està feta així, i la humanitat també.
Quan hi ha unitat, quan hi ha contacte, quan hi ha amistat,
quan hi ha elements comuns i quan hi ha al mateix temps
diversitat és quan la planta creix: és quan la naturalesa es
desenvolupa, si no, no. Com
deien davant del Rei els nobles
aragonesos de la baixa edat mitjana: "A/os, que cada uno
valemos tanto como vos, y todos juntos
más que vos, vos
facemos rey, a condición de que respetéis nuestros fueros y

derechos, y si non, non"'. Aquesta frase, que Robert Hughes l'ha
fet internacional al citar-la en un anglès perfecte en el seu llibre
sobre Barcelona, demostra el orgull dels pobles de la Corona
d'Aragó.
Avui, quan escoltava els amics i honorables presidents de les
autonomies i el secretari general dels socialistes valencians,
m'he preguntat quants anys no feia que en aquesta ciutat i en
aquest país se sentien discursos com aquests, tots junts i amb
la transcendència política que tenen. Perquè discursos més
inflamats i més radicals ben segur que els hem sentit, però
d'un en un, i no capaços de sumar. I aquests, sumen. I
nosaltres ens hi afegim.
Benvolguts amics de l'Aragó, de les Illes Balears i del País
Valencià, us vull agrair la normalitat i la cordialitat amb què
heu vingut i heu acceptat participar en un acte com aquest,
sota la denominació - que ens agermana - de la Corona
d'Aragó. Que consti que no tenim cap pretensió historicista o
purament
nacionalista.
És
simplement
una
manera
de
demostrar que estem superant vells fantasmes que impedien
l'expressió franca i oberta de la nostra relació fraternal.

És cert que la ubicació de Tacte d'avui, en aquest recinte
medieval, ens recorda el passat comú. És la forma que hem
triat de demostrar-vos, modestament,
des de Catalunya un
sentiment de germanor i de reconeixement.
És també una oportunitat de refermar el compromís de
Catalunya, que vull expressar avui, amb tots i cadascun dels
territoris que representeu.
Tenim un compromís amb les Illes Balears (on per primer cop,
des de Jaume I, no governa la dreta i els "de sempre". Avui les
Illes Balears no estan ancorades en el passat ni en la nostàlgia,
sinó construint un present, i ben construït i pensant i treballant
pel
futur).
Ens
mou
amb
ells
la
necessitat
d'unes
comunicacions més regulars i més competitives, l'agraïment
per la contundencia, president Antich, del vostre compromís en
favor de la llengua comuna, la felicitació per la franquesa de la
vostra política en favor d'un turisme de qualitat i de la
preservació del medi i del paisatge mediterrani. Heu marcat,

president,
unes línies d'acció que ens beneficiaran a tots.
Catalunya
té
un compromís
amb
l'Aragó,
el del
nostre
retrobament, president Iglesias, sobre la base d'una exaltació
popular i massiva en favor de l'Ebre i de les Terres de l'Ebre, no
solament del riu Ebre, que marca un giravolt secular, després
de dècades, segles quasi, d'estranyament.
President, heu
conduït aquesta cruïlla històrica amb gran dignitat i coratge,
amb una fidelitat total, que ens consta, a la vostra comunitat, i
amb uns resultats inqüestionables, entre altres la fi del
caciquisme i del neo-caciquisme i la conversió de Saragossa en
un centre logístic de primeríssim nivell.
El compromís de Catalunya amb el País Valencià: T'hem sentit,
secretari general Pla, amb goig, amb fruïció. Necessitàvem
sentir una veu venint del País Valencià que entonés aquesta
cançó. Sabeu i sabem del creuament d'orígens que es dóna
entre vosaltres, els valencians, i molts de nosaltres. Sabeu i
sabem del parentiu entre el vostre accent i el català occidental,
com sabem també de la riquesa i la creativitat del valencià, i
sabem també de l'aportació aragonesa a la vostra cultura i a la
vostra
personalitat.
Creativitat
del
valencià
que
podem

�comprovar llegint l'admirable versió que Joan Francesc Mira ha
fet de la "Divina Comèdia" de Dante, una meravellosa traducció
i magnífica documentació, on, per cert, s'endevina la riquesa
cultural i l'empenta política dels nostres territoris per a fer-se
un lloc - fa segles - entre el Vaticà, l'Al Andalús, Castella i els
Francs.
Venturosament, l'acte d'avui no és un fet casual i anecdòtic.
S'inscriu en un procés iniciat l'estiu passat amb una trobada
informal a Tortosa i que ha prosseguit amb un creixent grau de
compromís amb les reunions de València, de Morella i de
Palma.
Estem fent camí, pas a pas, però amb determinació creixent.
Ara ja ens uneixen més el present i el futur que no pas el
passat.
I estem configurant, per mitjà d'un diàleg obert, una entesa
profunda entre els socialistes aragonesos, valencians, balears i
catalans. Un diàleg i una entesa que ultrapassen de molt

l'àmbit de partit o ideològic, perquè tenim l'ambició de servir
les nostres respectives comunitats i d'esdevenir un instrument
de retrobament i de reconeixement entre elles.
La comuna adscripció socialista ens permet abordar amb
franquesa i confiança els nostres problemes d'avui i pensar en
un futur compartit, sense que passats recels i indiferències
entre els nostres pobles ens paralitzin.
Per això no tenim cap recança en reconèixer que tenim uns
lligams comuns més profunds que els que es puguin derivar
d'interessos circumstancials i canviants.
No partim de zero. Comptem amb un bagatge compartit que
volem activar.
Una trajectòria que ha configurat la identitat i la personalitat
pròpia de cada un dels nostres pobles i que, a la vegada, ens

ha deixat uns trets culturals i lingüístics compartits que podem i
volem conrear plegats.
Som conscients que es tracta d'un actiu a potenciar i que, per
damunt de tot, no pot quedar arraconat i amagat.
Per això mateix, en la trobada parlamentària de Palma del
passat juliol, vam
acordar
convidar
i associar
rellevants
personalitats de l'àmbit cultural de les respectives comunitats a
les nostres reflexions i treballs.
I
de la mateixa
manera vam decidir
impulsar
la plena
incorporació a l'Institut Ramon Llull de tots els territoris on es
parla la llengua comuna i, també, instar la creació del Patronat
de l'Arxiu de la Corona d'Aragó.
Ens reconeixem en una cultura compartida i això fa els nostres
lligams més profunds.

I aquest substrat històric comú ens permet compartir també
una determinada visió d'Espanya: la de l'Espanya viva i plural,
convençuts com estem que Espanya tant sols pot funcionar
sobre la base de la lleialtat i la confiança entre l'Estat i les
Comunitats Autònomes i entre elles mateixes.
Amb unes institucions que l'expressin i amb una articulació en
xarxa que la potenciï. Amb no solament un concepte d'Espanya,
sinó també un dibuix de com creiem que ha de ser Espanya.
Un dibuix infrastructural, físic, que ha d'incloure unes òptimes
comunicacions per carretera, mar i aire f per cable i per
conduccions d'energia, en el sí de la regió econòmica europea
que realment som, en el colze que el Mediterrani defineix entre
el continent i la península, protegit pel Pirineu.
I al damunt d'aquesta xarxa nosaltres defensem un concepte

�legal. Un dibuix i un concepte. Un concepte que inclou:
La reforma del Senat, que recollirà el caràcter plurinacional,
pluricultural i plurilingüístic d'Espanya, i que el convertirà en el
fòrum de cooperació de les Comunitats Autònomes i l'Estat i de
les Comunitats entre sí.
Inclou també la institucionalització de les Conferències de
Presidents,
marc de diàleg permanent entre el President del
Govern i els Presidents de les Comunitats Autònomes.
I no exclou el contacte directe entre el President del Govern i
els Presidents de les Comunitats, ni tampoc els deures de
cortesia institucional que hem vist sovint oblidats en els darrers
anys, carregats de passeigs militars de ministres i d'aïllaments
insulars de presidents.
L'Espanya plural que cerquem inclourà la participació efectiva

de les Comunitats Autònomes dins les institucions europees.
En resum, un passat compartit, una visió i un dibuix d'Espanya
coincidents i també uns interessos comuns, lligats al nostre
present i a les nostres expectatives de futur.
Ens reconeixem en uns interessos comuns que ens aconsellen
reforçar els nostres lligams econòmics i socials.
Com he dit, amb especial atenció a les infrastructures, al
dibuix,
factor clau del nostre desenvolupament econòmic:
Eixos viaris i ferroviaris de l'eix mediterrani i del corredor de
l'Ebre. Aeroports i ports. L'eix cultural d'un turisme sostenible. I
un medi ambient i un paisatge amenaçats en els darrers 150
anys que estem decidits a preservar perquè forma part de
l'imaginari col·lectiu de la nostra gent.

Tot plegat -la nostra història, la nostra visió, els nostres
interessos- ens fa proposar una manera pròpia d'estar a
Espanya i a Europa.
De l'antiga Corona d'Aragó a una regió europea de l'arc
mediterrani nord-occidental i de l'arc pirinenc. Vet aquí el camí
que se'ns obre al davant, ple de dificultats i tanmateix carregat
de promeses, atractiu, quasi diria seductor, inescapable.
La nostra força a Espanya i a Europa és esdevenir una regió
europea potent, viva f dinàmica, peça clau de l'arc mediterrani
nord-occidental i de la frontissa pirinenca. Una regió dotada
d'una estratègia econòmica comuna. Connectada amb el centre
d'Europa. Activa en la política mediterrània de la riba sud, tan
necessitada d'activitat política i tan mancada d'ella (Hem de
saludar, per una vegada, una acció que crec positiva del govern
de la Generalitat en aquest terreny, tan mancat de realitats i
d'iniciatives). Una regió
protagonista de la recuperació d'un
Pirineu, que ha estat barrera i pot i vol esdevenir cruïlla.

I ens reconeixem també en una determinada manera de fer i
d'entendre la política, guiada pel principi de proximitat i
subsidiarietat, de donar més protagonisme al poder local i a la
societat civil. Perquè socialisme ve de societat.
Guiada, tota aquesta política,
per l'honestedat, el coratge, la
moderació, i la fidelitat al poble, a la gent, als ciutadans.
Passat, present, futur. Tot això que compartim i que volem
potenciar és també la nostra aportació a la renovació del
socialisme espanyol, que vosaltres, amics Marcel·lí, Joan Ignasi,
Francesc,
representeu
tant
bé com José
Luis
Rodríguez
Zapatero.
Compartim tot això davant de la interessada identificació del
PSOE amb el PP. Del PSOE del que formeu part i on ens
retrobem a nivell federal.

A Espanya, quan els nacionalismes xoquen fa falta un projecte.
I un projecte substantiu, un projecte diferent.
Davant del projecte neocentralista i neonacionalista del Govern
espanyol. Davant de la fal·làcia de la segona transició, de
l'esperit del 24-F, de la nova teorització de la submissió de les
llengües
pròpies
per raons econòmiques
i no per
raons
polítiques, de l'adormiment de l'esperit constitucional, de la
reinterpretació
de
la
història,
començant
per
la
de
la
Restauració, i que seguirà amb la de la dictadura del general
Primo de Rivera, i espero que no siguin a temps de seguir amb
la d'altres generals...
Davant de tot això, els socialistes balears amb Francesc Antich,
els socialistes aragonesos amb Marcel·lí Iglesias, els socialistes
valencians amb Joan Ignasi Pla i els socialistes catalans, volem
ser la punta de llança d'aquest projecte, que amb el liderat de
José Luis Rodríguez Zapatero està convertint el socialisme
espanyol en un socialisme renovat i compromès en tirar
endavant l'Espanya que nosaltres volem federal. Que nosaltres

volem federal, però que ens acontentem no amb els mots sinó
amb les realitats. Ens acontentem amb que sigui viva i diversa,
conscient de la seva pluralitat i de la història comuna - a voltes
tràgica i cainita - dels seus pobles. Però, en definitiva, una
realitat avui esperançadora.
En aquest procés, el meu compromís és el d'impulsar el
desenvolupament dels nostres interessos comuns, ajornat,
quan no negat pel nacionalisme conservador, que sempre ha

Bon dia a tothom.
Suposo que s'espera de mi que us
digui fins a quin punt un socialista que està al capdavant d'un
Ajuntament de Catalunya està satisfet de que aquesta reunió
existeixi, i que el moviment que aquesta reunió coemnça vagi
endavant.
I que us digui cóm els municipis, els Ajuntaments de
Catalunya, estem confiats en el canvi de clima que es pot i es té
que donar en aquest país.
I cóm estem confiats en que el
Parlament de Catalunya esdevingui el lloc on realment es
produeixi el debat que s'ha de produir en el nostre país, i que
permeti que les institucions mantinguin una relació d'entesa, que
al mateix temps hi hagi l'entesa i el debat que han de fer anar
endavant a Catalunya. Aquesta entesa de les institucions, que ha
�mancat en aquest país, els darrers anys, que ha de ser molt
millor, hi ha indicis de que es pot arribar a produir, en el camp
que jo domino més, del municipi, del municipi de Barcelona.
Hi ha proves de que això es pot produir, a pesar de
tot, i una n'és el Consorci Sanitari. Per aquells que llegiu i
seguiu atentament el que és la pràctica de les coses,
l'administració de les coses, el Consorci Sanitari de Barcelona
és una conquesta important. Jo crec que no només de Barcelona
sinó de tot Catalunya. Un sistema a través del qual el govern
autonòmic i l'Ajuntament es poden posar d'acord per dur endavant
els hospitals de la ciutat. Hem trigat vuit anys, però ara el
tenim aquest Consistori.
0 el Parc Tecnològic del Vallès on també hi ha una
col·laboració, molt meritòria -deixeu-m'ho dir-, entre una entita
que el va crear i que està condemnada a desaparèixer, com és la
Corporació Metropolitana de Barcelona, i l'entitat que l'ha
suprimit, com és la Generalitat de Catalunya.
Avui el Parc
Tecnològic és presidit pel Conseller d'Indústria Macià Alavedra,
i gestionat, en canvi, pel Consorci de la Zona Franca que va
rebre de la Corporació Metropolitana l'encàrrec de fer-ho.
0 el Museu d'Art Contemporani de Barcelona del qual
ahir vàrem aprovar, en la sessió plenària de l'Ajuntament de
Barcelona, els nous estatuts, que aquest any tindrà projecte,
l'any que ve obra, i d'aquí a tres anys obres d'art a dins, i que
es farà conjuntament.
O la Carta Municipal que és una gran esperança per a
mi, per molts, de cóm Barcelona ha de resoldre -Barcelona, i
segurament la seva àrea de l'entorn- molts problemes que han
quedat per resoldre. Temes aquests en els quals hi ha indicis de
que poden haver-hi acords, hi ha d'haver-hi acords, entre les
institucions d'autogovern a Catalunya.
Perquè hem perdut molt de temps. Hem perdut temps amb
l'ordenació del territori -vuit anys-, per l'estropici que
finalment s'ha produït. Per l'eix transversal. Parlo només de
les grans aspiracions, de les velles aspiracions, d'aquelles
coses que si ens haguessin preguntat l'any 77 o l'any 79 què és

el que s'havia de fer a Catalunya, haguéssim dit immediatament
aquest, aquest i aquest projecte. L'ordenació del territori, les
comarques, vuit anys i sense solució.
L'eix transversal.
L'aigua de l'Ebre, l'aigua de Tarragona, que representarà i
representa la millor esperança de que no es produeixi la
macrocefàlia de Barcelona.
El tràfic de Barcelona.
Els cinturons, tot just
començats.
L'exprés regional, la connexió Mataró-Vilanova, la
conversió de l'antic vuit català en un eix de transport
ferroviari ràpid -ni metro ni ferrocarril, exprés regional-. El
propi metro de Barcelona que ha de fer un salt endavant, i que no
l'ha fet, només se n'han fet unes cues, però no s'ha convertit en
un nou plà de metros com el que la ciutat i l'aglomeració ara
necessita.
Les universitats, quán va trigar la República a canviar
la universitat? Que poc que va trigar per endegar el que es veia
clarament com un tema capdal per la història del país.
És
evident que la universitat d'aleshores no era una universitat de
masses com és la d'ara. És evident que ara són més diners. I és
cert que amb vuit anys d'autonomia encara no s'ha posat realment
en marxa la reforma de la universitat, la millora de la
universitat.
L'ensenyament avançat, que poc que va trigar la
República d'entomar la tradició de les primeres modificacions de
l'ensenyament, del Montessori, i del Patronat Escolar, per
convertir Barcelona i tot Catalunya en un laboratori del que
havia de ser el nou ensenyament -encara en vivim d'aquell
record-.
I que poc quehem avançat des d'aleshores.
Quán
esperàvem els anys seixantes i setantes, a les escoles d'estiu,
el moviment de Rosa Sensat, com no esperàvem aquesta autonomia
que avui tenim, i que encara no s'ha traduït en una, diria, nova
moral, en un nou funcionament del sistema educatiu, que molts i
molts mestres, i molts i molts pares, i molta gent que hi
treballa han maldat per això.
Refer la Ciutat Vella de Barcelona, i aquest és un tema
d'estat. No hi ha cap país que no s'hagi plantejat com a tema de
país el refer l'antiga capital. Pensem que la Barcelona vella és

això, és el poc estat que teníem, l'estat que teníem era la
Ciutat Vella, el barri gòtic, els seus edificis nobles, i encara
està per refer.
Dos anys esperant l'aprovació d'una Àrea de
Rehabilitació integrada per la Barcelona vella. I no és només un
tema de l'Ajuntament, també és un tema nacional. Ho és aquí, i
ho és a França, ho és a Itàlia, ho és fins i tot a d'altres
comunitats autònomes. Aquí no ho ha estat.
I parlaria de tantes i tantes coses que segurament són,
òbviament, temes que un govern català hauria i haurà de
plantejar-se com a temes urgents, que no haurien d'haver esperat
tant. Les noves tècniques, la biomedecina. La recuperació dels
que són fora, en Ferrater Mora, o ena Ramon Xirau, o l'Eduard
Nicol, o el Manuel Cardona que és director de l'Institut (Plane)
de Stuttgart, o els entesos catalans -que n'hi ha- en
superconductivitat i en ciència dels materials, que estan arreu,
estan a Madrid, estan a Berkeley, estan pel món però no estan
aquí. I no costa gens que sigui aquí. La investigació puntera
ara en superconductivitat no és la més cara. Ho és molt més la
investigació en,electrònica. Amb 280 milions cada any es podria
mantenir
un
centre
d'investigació
sobre
nous
materials
relativament digne en la nostre ciutat, en el nostre país, i no
el tenim.
Tantes i tantes coses que no s'han pogut fer, que no
s'han fet, i que ara se'ns obren les portes per debatre, i més
endavant per construir.
I tantes i tantes coses que són els
temes tradicionals de l'esquerra i que nosaltres estem en
condicions de debatre i de tornar a posar sobre la taula.
I
tants i tants temes que són els temes nous de l'esquerra. Ahir
es feien 50 propostes per la modificació de la situació de la
dona a Catalunya. Pensem que el 50% dels aturats, a la nostra
ciutat, a Barcelona, són dones, sent així que només una tercera
part de la força de treball són dones, és a dir, que el que hi ha
en aquest moment és una gran, un volcar-se de les dones sobre el
mercat de treball.
I jo crec que això no és més que una
indicació de que efectivament estem caminant cap a Europa.
Pensem que Suècia és 50%-50% la distribució d'homes i dones en el
mercat de treball efectiu, no a les llistes de demanda de
treball, sinó en el mercat de treball efectiu.
I que en bona
part, el fet que Suècia sigui un país més avançat rau justament

en això, en que han posat en contribució a totes les seves forces
productives, i la dona en primer lloc. Aquesta és una de les
grans esperances de canvi a Catalunya, i l'hem d'empènyer. I és
un tema clàssic que hem de traduir amb les seves coordenades
actuals.
Com ho és, amb noves formulacions, la integració del
voluntariat com a substitut de la beneficència clàssica. Sabem
que la dreta combina hàbilment aquest darwinisme social, de
desesperança, de que res no es pot fer per lluitar contra la
misèria en la seva arrel, en les seves causes, sí només en els
seus efectes.
I ens combina aquest fatalisme i aquesta
desesperança amb uns tocs de beneficència per tranquilitzar la
consciència i poguer acusar a l'esquerra aleshores de falta
d'acord. Quan l'esquerra el que està fent és integrar aquestes
qëstions, que s'han d'integrar.
I també tractar de tenir un
esquema més ample en el que aquest voluntariat hi tingui un
paper, un esquema més ample que es plantegi seriosament desmontar
la màquina de la misèria.
Aquest és un tema vell i nou de
l'esquerra que vosaltres haureu de desenvolupar.
Com les noves relacions en el lloc de treball, noves
relacions que en definitiva a Europa són velles relacions. No fa
molt jo estava a Alemanya visitant la fàbrica Bayer. Ningú diria
que aquest és un invent extraordinàriament modern, és una cosa
que ve de lluny.
I tanmateix en el consell de supervisió de
Bayer hi ha un 50% d'obrers i de representants jurídics dels
sindicats. Res no s'ha fet en aquest camp -zero-, en un país que
va veure néixer l'UGT, que va veure néixer el moviment sindical,
i abans encara el moviment d'associacionisme dels treballadors.
Res no s'ha pogut fer en aquests darrers anys.
I el federalisme com a sistema de govern a tres
nivells, el federalisme del Canadà, el d'Alemanya, el de Suïssa,
el que sigui, però un sistema en el que tres nivells de govern
puguin col·laborar i tirar endavant aquelles competències que,
com és molt lògic i molt clar, pràcticament cap d'elles, de les
més importants, es poden desenvolupar només amb un sol nivell de
govern, i encara diria, amb dos nivells de govern.
Qualsevol
qüestió que mireu, des de la promoció econòmica fins els serveis

socials, necessiten de la col·laboració
l'autonomia i del govern local.

Temes vells i temes nous que ara tindrem ocasió de
debatre, i que hem de debatre, en un moment en que se'ns està
preguntant qui ha de governar aquest pais. Però no només qui ha
de governar aquest pais, sinó quines idees són les que s'imposen
en aquest pais, i aqui és on jo crec que la vostra col·laboració
pot ser més important. En un moment en que els mites de la dreta
van perdent força, de la mateixa manera que l'economia inspirada
per Reagan, la política de Reagan va perdent força, en un moment
en que l'egoisme social i l'egoisme nacional, justificat, quasi
diria, després de les desfetes nacionals que varen tenir els
Estats Units amb la guerra del Vietnam, que varen néixer amb gran
força als Estats Units, avui estan de devallada.
Un egoisme
nacional que no és més que l'aplicació al camp col·lectiu de la
màxima miserable de la dreta de que la caritat ben entesa comença
per un mateix, traduït a termes col·lectius.
Un moment doncs en que és possible que l'esquerra
catalana es trobi amb un buit d'idees dominants per omplir, i una
demanda per part del poble per omplir-lo amb idees al mateix
temps velles i noves. Però de vegades l'esquerra catalana sembla
que no s'acabi de creure que porta el relleu de la Catalunya més
autèntica, la justament menys necessitada d'ajuts simbòlics, la
més realment i més apassionadament enamorada de si mateixa, de
Catalunya, i per tant, dels altres pobles, més creadora i més
fraternal.
Jo crec que això, que és obvi, convé dir-ho i
tornar-ho a dir. Crec que convé lluitar pel que de vegades pot
semblar massa obvi.
Crec que hem de fer com els mestres que
s'han d'esforçar per escenificar cada dia com si no fos sabut
allò que per ells és sabut. Crec que cal explicar clarament el
que ja és clar. Crec que hem d'evitar la necessitat de destacar
per un nou enfoc, moltes vegades, i insistir en les obvietats, en
el que és just, en el que és millor. Crec que cal "machacar"
l'evidència, més enllà de l'originalitat.
Crec que la força
potencial dels que sou aquí, i altres qaue no hi són però que hi
seran, conté més passat del país, i conté per tant també molt més
futur. No tenim el dret, no teniu el dret de no posar-la aquesta
força potencial a treballar.

consciència, amb coneixement, encara que evidentment amb el biaix
que dóna el fet de molts anys de coneixement.
Amb en Raimon Obiols, ahir ho recordava l'Isidre Molas, fa vinti-sis anys vam crear una primera organització socialista a la
Universitat unitària, un embrió potser del que hagués poder ser
un partit socialista en aquells anys, en tot cas, un embrió del
que és el socialisme català avui.
I vull recordar un fet de com va néixer fisícament aquell moviment, va néixer una nit a casa d'un bon amic, en Raimon Obiols i
jo mateix, amb una ciclostil de fusta, em penso d'aquelles que
utilitzaven alcohol que feien aquella tinta de color morat,doncs, vam estar imprimint sobre els clixés el que seria la primera octaveta d'aquell moviment, moviment del febrer del 62 i
aquesta octaveta era un colom, un colom de Picasso dibuixat que
en Raimon — j a sabeu que Raimon dibuixa molt bé, le ve de son
p a r e — va dibuixar el colom de Picasso sobre la cera del clixé i
tal com anaven sortint les octavetes una per una de la maquineta,
les anaven pintant resseguint una de cada color, una de blau, una
de vermell i una de groga. Aquelles octavetes col.leccionades i
amuntegades, a mitja nit,, ja^ quatre de la matinada, apilades,
embolicades i lligades, anaven al dematí, de la mateixa mà, ademes pràcticament nosaltres mateixos, de la Facultat de Deret de
la Diagonal i a les dotze que era el moment de màxima acumulació
des del Seminari, (no diré de quin perquè encara haurien baralles
per veure de quin va ser) els tiraven les octavetes que baixaven
volant sobre els estudiants que sortien en aquell moment, aquell
va ser el llançamen del moviment del febrer del 62. Es a dir, era
una època de la política en la que es combinava el valor, digueum'ho tot, que una mica es necessitava i també l'artesania, la
capacitat de fer la política amb les mans, de fer-la des de cero,
de fer-la des de quatre idees, en grups de poquíssima gent que
començaven a actuar i, és cert, que aqui a Catalunya hi ha altres
persones digníssimes que han fet i vam fer des d'aquella època
accions tan importants com aquella o d'altres o més importants
encara, però el que jo no he sapigut trobar (i us ho dic amb tota
la sinceritat i desafiu a ningú a que em demostri el contrari)
és, cap persona, de la història política de la Catalunya moderna,
estic parlant dés de l'any 50 cap aqui, que amb la mateixa continuïtat hagi estat present en totes les batalles per a la democràcia i per Catalunya, —• he dit en totes-- i estic segur que hi
ha moments, hi ha persones què tenen un clar protagonisme, però
són persones i són moments, no és la continuïtat que ha hagut en
l'acció
d'en Raimon Obiols des de l'any 1957 que jo el vaig
conèixer, fins ara.

Però va estar present també en el 66, 67, 68 i en aquells primera de maig que en la primera crisi del capitalisme desarrollista van anunciar realment el que podia ser una crisi posterior
més gran i va ser present en el 70-71, i va ser present en l'Assemblea de Catalunya, en una Assemblea que va marcar teta una
etapa de la transició política i en la qual si ara repassem qui
era i qui no hi era, doncs-*- realment/molts no hi eren, dels que
avui s'omplen la boca amb el nom de la llibertat i amb el nom de
Catalunya i en aquell cas tan important de l'Assamblea de Catalunya i en aquell moviment tan important no hi eren i va ser
present a la Capuxinada i va ser empresonat i, una, dos i tres
vegades va ser detingut, per defensar una causa que en tot moir:ent
va saber servir amb modèstia, amb eficàcia i amb un lideratge que
li ha segut reconegut poc a poc però amb seguretat, en la història del nostre passat més immediat, en el nostre present i que li
serà reconegut en el nostre immediat futur.
Mireu, igual com els alcaldes de Catalunya hem lluitat per conseguir que la base d'aquest país estigués en condicions, de fer
front al repte immens d'estar a l'alçAda del que eren els nostres
somnis a l'any 75, 76, 77, aquells somnis de llibertat, d'amnistia, d'Estatut d'Autonomia, d'una Catalunya més gran, d'una Catalunya que empalmés amb l'esperit democràtic i autonòmic de la
República, igual com els alcaldes, repeteixo, de les grans ciutats de Catalunya han fet mínimament possible que avui puguem dir
que alguns d'aquells sommis s'han acomplert, jo crec que avui
tenim l'obligació de fer el mateix en tot Catalunya, que allò que
s'ha fet possible en trossos de Catalunya, en el territori de
Catalunya o sigui en la seva totalitat.
Hi ha qui enfronta el tot i la part, hi ha qui diu que tot Catalunya ha de passar per davant de les parts que formen Catalunya
i, nosaltres que l'ha hem feta des d'abaix, des de cada una de
les ciutats, de les seves parts, estem convençuts que justament
en cada una de les parts de Catalunya hi ha l'engruna de la seva
totalitat, nosaltres ho entenem perfectament, ho entenem des de
la Terra Alta, ho entenem des de Barcelona, des de la Garrotxa o
des de l'Empordà, que en cada una d'aquestes cornaques, en cada
una de les nostres ciutats, hi ha l'engruna, hi ha la llavor, hi
ha l'embrió de la totalitat de Catalunya, ja sabeu que el poeta
