CABELLO Quina Europa anhelava el president Pasqual Maragall quan va crear el 2007 la Fundació Catalunya Europa? Europa és un projecte que ha estat sempre present en el pensament de Pasqual Maragall. En tots els càrrecs que ha ocupat sempre ha tingut la mirada posada en l’horitzó europeu, anhelant un model federalista, plural, progressista i amb un paper rellevant dels governs locals. Tot això perquè les polítiques europees estiguin al servei de la gent i siguin molt més properes a la integració, a la igualtat i a la justícia social. Anhelava un sistema en el qual les ciutats i els governs locals, que estan més a prop del ciutadà, tinguessin més veu i vot, formant part de la presa de decisions. Què creu que pensaria el seu pare de la situació política europea actual? Aquesta és una pregunta que ens fem en molts moments i que no tenim manera de saber. Del que estem segurs és que si estigués en actiu tindria veu i la faria sentir. Sabem que estaria treballant per aconseguir aquesta Europa amb justícia social, amb una qualitat democràtica i amb unes institucions fortes que puguin treballar d’una forma efectiva pel bé dels ciutadans. I sabem que ho faria tant a nivell europeu com català i barceloní, amb responsabilitat, amb diàleg i amb una mirada estratègica, pensant sempre en el benefici a llarg termini i per a la quantitat de gent més àmplia. Amb respecte envers totes les posicions polítiques, les persones i les institucions. I allà és on fem més èmfasi des de la fundació, no tant en el què (una mirada federalista i progressista), sinó en el com (una forma de fer política). En els últims anys hi ha hagut un auge de la ultradreta en tots els estadis polítics, es troben contra les cordes aquests valors democràtics que va defensar el seu pare? Des de la fundació estem convençuts que la ultradreta es combat des d’una política eficaç que treballi per millorar i garantir els drets en habitatge, educació i sanitat pública. Aquesta és la idea que creiem « « « que cal defensar i exigir als nostres representants. Avui dia existeix un cert desencant polític, especialment entre els més joves. Com afronten aquest repte des de la seua fundació? Tenim molts programes i activitats que estan dirigides i protagonitzades per joves, com el premi Què és per a tu Europa?, per a estudiants de Secundària, o els Europa Jove, que reconeixen aquells treballs d’investigació de Batxillerat que analitzin un tema relacionat amb la UE. Hem de trobar els canals per escoltar els joves i anar construint una societat més implicada, que no se sentin abandonats. De vegades els esmentem i els escoltem poc. Es troba a Lleida per presentar el llibre ‘Pasqual Maragall i l’Europa pròxima’. Què trobaran els lectors en aquesta obra? La Fundació Catalunya Europa treballa per preservar el llegat de Pasqual Maragall de moltes formes diferents. Una d’aquestes és la publicació de treballs sobre el seu pensament i la seua trajectòria com a polític. Després de publicar Pasqual Maragall. Pensament i acció (2017) i Maragall i el govern de la Generalitat: les polítiques del canvi (2021), aquest tercer llibre se centra en la seua visió europea. Recull molts textos, conferències, articles i discursos que estan relacionats amb aquesta idea que tenia d’Europa i la seua activitat política. Recull també testimonis de gent que va treballar juntament amb Pasqual Maragall al llarg de tota la seua trajectòria. L’octubre del 2007, el mateix any en què va impulsar aquesta fundació, Pasqual Maragall va Pasqual Maragall feia política amb respecte, diàleg i responsabilitat» Va treballar perquè els governs locals tinguessin un paper més rellevant» Hem de trobar canals per escoltar i implicar la gent jove» anunciar que li havien diagnosticat Alzheimer. Vostè ha viscut de prop la dura realitat d’aquesta malaltia, que precisament ahir va commemorar el seu Dia Mundial. Quin creu que hauria de ser el paper de les institucions cap a aquesta malaltia? Des de la Fundació Pasqual Maragall s’està fent un treball ingent des de fa molts anys per promoure la investigació científica de l’Alzheimer i divulgar aquesta malaltia, per aconseguir que estigui justament a l’agenda social i política. L’entitat s’ha convertit en un referent polític i també científic per avançar en la recerca d’una cura o una forma de prevenir l’Alzheimer. Les eleccions que s’havien celebrat un mes enrere havien provocat un retrocés dels dos principals partits polítics, CiU i el PSC, i, al mateix temps, un salt espectacular d’ERC, que, amb Josep-Lluís Carod-Rovira, va passar de 271.000 vots a 544.000 i de 12 escons a 23. Els republicans, a més a més, van tenir la clau de la governabilitat. Durant setmanes, es van multiplicar les reunions i es van fer tota mena de vaticinis. De fet, fins pocs dies abans d’aquell 14 de febrer totes les possibilitats semblaven obertes, des d’un acord entre CiU i ERC fins a un “tripartit de CiU, el PSC i ERC”, tal com defensava Jordi Pujol, el president sortint. Al final, però, els republicans van optar per provocar un canvi de rumb. L’acord es va signar en un espai històric, el Saló del Tinell, a l’antic palau comtal de Barcelona. Tot i que l’acte va tenir un caràcter extremament auster, tothom era conscient de la transcendència d’aquell moment, que posava punt final a vint anys de governs convergents i obria una nova etapa política a Catalunya. En la seva intervenció, el qui pocs dies després es convertiria en el 127è president de la Generalitat, Pasqual Maragall, va recordar que “per primera vegada en cent anys” les esquerres arribaven al govern de Catalunya “en un període tranquil” i va evocar la figura del president Lluís Companys. Maragall també va remarcar que havien hagut de passar 25 anys perquè “Ca- talunya es retrobi sencera, perquè reconegui la seva diversitat com una riquesa”, una referència als governs monocolors de CiU. L’acord va desfermar una reacció furibunda dels antics inquilins de la Generalitat. La sensació entre les files convergents va expressar-la d’una manera ben gràfica la dona del president de la Generalitat sortint, Marta Ferrusola, quan va exclamar: “Sento com si m’haguessin entrat a robar a casa.” La rebuda del nou govern tampoc va ser excessivament favorable entre alguns mitjans de comunicació, ni tampoc entre els partits polítics espanyols. Feia mesos que Espanya es trobava en una permanent precampanya per decidir el relleu de José María Aznar, qui havia liderat una segona legislatura marcada per la “renacionalització” d’Espanya i la crispació. Un Dragon Khan El nou govern tampoc va ajudar a El nom de la cosa Els seus impulsors van batejar-lo amb el distintiu de “catalanista i d’esquerres”. Es tractava d’un intent de marcar distàncies amb els governs anteriors, que s’havien qualificat com a “nacionalistes”. Un dels protagonistes, el socialista Antoni Castells, argumentava: “No pot ser que aquell sigui el govern nacionalista i aquest sigui el govern d’esquerres. Nosaltres hem de ser les dues coses, catalanista i d’esquerres.”En l’etiqueta s’hi sentien còmodes els altres partits, ERC i ICV. Malgrat tot, en el debat polític les denominacions serveixen per simplificar i caricaturitzar les coses. I, tot i que el mateix Jordi Pujol havia defensat un “tripartit”de CiU, el PSC i ERC, el govern va acabar sent conegut popularment com “el tripartit”, una denominació que va anar prenent un component clarament negatiu. apaivagar els ànims. La banda no assassinaria al Principat a canvi de cobertura política per a l’esquerra radical abertzale.” La notícia, que apareixia just un mes abans de l’inici de la campanya per a les eleccions al Congrés, va provocar un terratrèmol a Espanya, i també a Catalunya. En un primer moment, Maragall no va reaccionar amb excessiva contundència; però l’endemà es va emetre un comunicat des de la seu del PSOE en què es qualificava la reunió de Carod com “una deslleialtat intolerable” i es reclamava que el conseller en cap assumís “les seves responsabilitats polítiques i se li accepti la dimissió presentada”. Maragall, finalment, va acceptar l’ordre de Zapatero. En un primer moment, Carod- �| Reportatge | 25 EL PUNT AVUI DISSABTE, 20 DE GENER DEL 2024 Rovira es va mantenir com a conseller en funcions, si bé va acabar deixant el càrrec per presentar-se a les eleccions espanyoles. El conseller en cap va haver de superar, dies després, el mal tràngol de comparèixer davant la diputació permanent del Parlament, on va rebre les fuetejades de l’oposició. Un dels més virulents va ser el líder d’UDC, Josep Antoni Duran i Lleida, qui va deixar anar: “Gràcies a la seva actitud hi ha una crisi profunda en el govern de la Generalitat, gràcies a la seva actitud hi ha un debilitament de l’autoritat del president, gràcies a la seva actitud [...] estem espanyolitzant la vida política, estem basquitzant la vida política catalana.” Tampoc es va quedar enrere el líder dels populars catalans, Josep Piqué, qui va acusar Carod-Rovira d’haver aconseguit “que el nom de Catalunya i el nom del govern de Catalunya estigui més associat al terrorisme i a ETA que mai”. Aquell episodi va situar el nou govern a la unitat de cures intensives dies després d’haver estat concebut, però no va comportar un desgast electoral (com a mínim immediat) per als tres partits que el formaven. Més aviat al contrari. El principal protagonista d’aquell afer batejat com a “cas Carod”, que es va presentar com a cap de cartell d’ERC, va aconseguir uns resultats històrics, i, en ———————————————————————————————————————————— Poc després de signar l’acord, Pasqual Maragall va afirmar: “Catalunya es retroba sencera” ———————————————————————————————————————————— conjunt, els tres partits (el PSC, ERC i ICV) van sumar un 61% dels vots i 31 dels 41 escons que hi havia en joc i 12 dels senadors. Aquella primera crisi no va rebre, doncs, un càstig de l’electorat, però va representar un punt d’inflexió en el govern, que va néixer amb un problema congènit i una llufa d’inestabilitat de la qual no es va desempallegar. L’alternança necessària En tot cas, el govern liderat per Pasqual Maragall va obrir una etapa nova en la política catalana, un punt i a part que alguns dels seus protagonistes qualifiquen de “necessari”. El republicà Josep Bargalló, que en aquell moment ja acumulava una llarga experiència com a parlamentari, afirma que l’aposta que va fer ERC per un pacte d’esquerres era “necessària per regenerar la política catalana, especialment per tirar endavant un govern catalanista i d’esquerres que regirés el país després de l’immobilisme que havia suposat la darrera etapa del pujolisme”. Per a Montserrat Tura, que havia estat alcaldessa de Mollet del Vallès des del 1987 i el 2003 va assumir la conselleria d’Interior, aquell acord va significar “el final de la Catalunya dual que sempre havia intentat fer creure el pujolisme [...]. Dolors Camats, que el 2003 s’estrenava com a diputada al Parlament per ICV, parla d’un “fet necessari per higiene democràtica”. Fins i tot Josep Rull, que el 2003 va encetar la seva tercera legislatura com a diputat de CiU i es va trobar, per primera vegada, a l’oposició, destaca que aquell govern va “fer possible l’alternança ———————————————————————————————————————————— ---------------------------------------------------------------------------------------------------------------------------------- “Va ser un govern fet més a la contra que no com a projecte comú” Toni Castellà DIPUTAT D’UDC (2003-2006) La primera crisi va esclatar quan els nous consellers encara no havien pres la mida als seus despatxos ———————————————————————————————————————————— política, imprescindible en qualsevol sistema democràtic. Es va poder assajar un govern d’esquerres amarat dels valors del catalanisme”. I, pel que fa a la valoració general dels governs de Pasqual Maragall, destaca: “En molts aspectes, el corrent central de país quant a polítiques públiques es va mantenir vigent respecte de l’etapa anterior. Bàsicament perquè aquell catalanisme compartit era Un inici convuls El 20 de desembre del 2003, després de prendre possessió, Pasqual Maragall surt a saludar la gent que s’ha aplegat a la plaça de Sant Jaume. Al balcó del Palau treu el cap el secretari general del PSOE, José Luis Rodríguez Zapatero, qui dies abans, en un míting al Palau Sant Jordi, s’havia deixat anar: “Donaré suport a la reforma de l’Estatut que surti del Parlament.” L’inici del mandat és convuls, amb tensions a l’hora de delimitar les competències de les conselleries i de nomenar alguns càrrecs. Però l’episodi que desferma la primera crisi de magnitud és la publicació d’una trobada a Perpinyà entre el conseller en cap, Josep-Lluís Carod-Rovira, i dirigents d’ETA. extraordinàriament transversal i preeminent. En aquell període la Generalitat va continuar essent una institució nuclear del país i mai no va caure en la irrellevància, al contrari, tal com malauradament està succeint avui.” Toni Castellà, que en aquell moment formava part de la mateixa coalició que Rull (tot i que com a representant d’Unió Democràtica), conserva un record molt menys optimista d’aquell moment i recorda “la frustració de guanyar unes eleccions i no governar”. Tot i això, també valora: “Això ens situava en la normalització d’un sistema parlamentari.” Castellà destaca “la poca cultura de coalició de les forces d’esquerres” i creu que el govern entre el PSC, ERC i ICV “va ser [...] fet més a la contra que no com a projecte comú”. Tot i això, reconeix que el pas del temps li ha permès matisar la seva anàlisi: “Malgrat la percepció de caos permanent que segueixo tenint, va ser bo que hi hagués una alternança després de 23 anys d’un mateix govern.” Ni que fos, segons afegeix, per “demostrar, entre altres coses, que les solucions plan- �| 26 Reportatge | EL PUNT AVUI DISSABTE, 20 DE GENER DEL 2024 tejades per l’alternativa d’esquerres portades a la pràctica en un govern van fracassar”. Un nou estil de governar Els que van participar en aquell primer govern valoren la nova forma de fer política, malgrat les dificultats de conjuminar els programes i les sensibilitats de tres partits diferents. El republicà Josep Bargalló, que va començar com a conseller d’Educació i seixantacinc dies després va haver d’assumir el càrrec de conseller primer, sosté que “va ser un govern menys presidencialista i més coral que els anteriors”. I això no només perquè estava format per una coalició entre tres formacions totalment independents, sinó també “pel tarannà del president Maragall, que ja no era necessàriament el del PSC”. La valoració d’aquells que es van haver de situar a l’oposició resulta menys positiva. Antoni Castellà, que en aquells moments afrontava la seva segona legislatura com a diputat d’Unió Democràtica, destaca que l’element més negatiu d’aquell període va ser “la incapacitat de construir un projecte comú”, la qual cosa “va comportar, a la pràctica, l’existència de tres governs en un”. L’acció de govern Aquest soroll permanent i els esforços esmerçats en el debat estatutari han fet que l’acció de go———————————————————————————————————————————— La llei de barris, aprovada el 4 de juny del 2004, és un dels principals llegats del govern de Maragall ———————————————————————————————————————————— vern quedés, ja aleshores i encara avui, en un segon pla. Josep Bargalló, que va viure el període del 2003 al 2006 des d’una talaia privilegiada, destaca: “Va haver-hi projectes pioners i cabdals com la llei de barris o el Pacte Nacional per l’Educació que ens enllaçaven amb unes maneres de fer política social, territorial i municipalista plenament innovadores.” Per la seva banda, Antoni Castells, que va assumir la cartera d’Economia i Finances, posa èmfasi en els avenços econòmics i pressupostaris i destaca “l’acord estratègic per la qualitat de l’ocupació, la internacionalització i la competitivitat de l’economia, i les mesures de reforma pressupostària en la línia d’una millora de la transparència i la pressupostació per objectius”. Les seves companyes de gabinet Marina Geli i Montserrat Tura posen èmfasi en els avenços en els seus respectius àmbits de responsabilitat. L’exconsellera d’Interior destaca que, tot i els vint-i-tres anys d’autogovern presidit per Jordi Pujol, les competències de seguretat “estaven en unes condicions lamentables”. Dolors Camats, que va donar suport al govern des del seu escó al Parlament, destaca que “es va donar un canvi a moltes polítiques públiques obsoletes o privatitzadores Les frases ———————————————————————————————————————————— “Les discrepàncies, les crisis, curiosament, varen ser més en l’àmbit nacional i la lleialtat que en les polítiques sectorials” Marina Geli i Fàbrega CONSELLERA DE SALUT (2003-2010) (transvasament de l’Ebre, mitjans de comunicació o educació) i se’n van inaugurar d’altres (com habitatge o medi ambient)”. La llei que destaquen bona part dels protagonistes és la de barris, aprovada pocs mesos després de la constitució del nou govern. Fins i tot Josep Rull, que el 2003 era diputat a l’oposició i tretze anys després va acabar assumint la conselleria de Territori i Sostenibilitat, la defineix com “una expressió ———————————————————————————————————————————— ---------------------------------------------------------------------------------------------------------------------------------- “Va ser un govern menys presidencialista i més coral que els anteriors” Josep Bargalló i Valls CONSELLER D’EDUCACIÓ I CONSELLER PRIMER (2003-2006) En la legislatura del 2003 al 2006 es va encetar la reforma de l’Estatut, que es va acabar frustrant el 2010 ———————————————————————————————————————————— tangible i operativa de cohesió territorial i social”. Contràriament, remarca que en “l’àmbit de medi ambient es va produir un excés d’ideologització que va arraconar i conflictivitzar unes polítiques –tot allò vinculat a la sostenibilitat– fonamentals per a l’impuls d’un país modern i avançat”. A més a més, Rull coincideix amb Toni Castellà (amb qui compartia Els camins de l’Estatut El 12 de novembre del 2004, el president Maragall va convocar els líders de tots els partits a una cimera a Miravet que es va convertir en el punt de sortida per impulsar un nou Estatut. Aquell dia començava un camí llarg i costerut que acabaria tenint una fita històrica: el 30 de setembre de l’any següent, quan el Parlament va aprovar el text amb els vots de 120 dels 135 diputats. Només va votar-hi en contra el Partit Popular. El text, retallat, es va aprovar al Congrés i al Senat el 30 de març del 2006. L’anunci d’ERC de demanar el vot negatiu en el referèndum del 18 de juny va precipitar la destitució dels consellers republicans. la tasca d’oposició) a l’hora de destacar l’Estatut com a llegat més positiu d’aquell govern. Tot i això, els dos excompanys de grup parlamentari també destaquen algunes herències negatives del govern de Pasqual Maragall, entre les quals hi ha “l’endeutament desbocat i d’unes finances públiques esventrades” com a pitjor herència dels governs catalanistes i d’esquerres; però hi afegeixen dos elements genèrics: “la percepció d’un govern en tensió i conflicte interns constants, i un afany intens de revenja –que es va anar matisant progressivament– respecte dels 23 anys del president Pujol”. En el que fa referència als aspectes negatius, Castellà remarca “un nefast nivell d’endeutament desbocat, posant en risc els principals serveis públics”. De l’Estatut al procés El fil conductor del procés encetat en la legislatura del 2003 al 2006, quan es va obrir el meló de l’Estatut i el procés independentista que s’iniciaria alguns anys després arran de la sentència del Tribunal Constitucional, resulta in- �| Reportatge | 27 EL PUNT AVUI DISSABTE, 20 DE GENER DEL 2024 que aquella experiència és “irrepetible”. I també posa èmfasi en els canvis que s’han produït als partits: “No existeix Convergència i Junts és un actor més plural ideològicament. La CUP és un partit que pluralitza més l’esquerra i l’espai independentista. El PSC i Junts tenen més confluències en moltes polítiques sectorials.” Antoni Castells destaca que “seria desitjable, no sé si possible”. I ho defensa perquè “en el terreny de l’acció de govern el país necessita polítiques progressistes al servei de la integració i el benestar social, la igualtat, la prosperitat i un creixement econòmic sòlid i sostenible”. En qualsevol cas, es mostra convençut de la necessitat que “hi hagi un projecte nacional compartit en relació amb l’autogovern de Catalunya”, matisant: “Projecte que, al meu entendre, avui dia, no és ni la independència –i menys tirant pel dret– ni continuar amb tot igual, com si aquí no hagués passat res.” Montserrat Tura, qui havia estat consellera d’Interior del govern de Pasqual Maragall i actualment es manté allunyada de la política institucional, fa una reflexió molt més genèrica, sense apuntar a cap partit: “Avui la política viu més de fòbies que d’ideologies, més d’angoi- evitable. Antoni Castells, que actualment es troba allunyat de la primera línia política, fa una anàlisi de llarga durada i destaca que “el projecte fracassat d’Estatut va constituir [...] l’esgotament d’un cicle de catalanisme polític que comença al tombant del segle XIX al segle XX i dura més de cent vint anys”. I posa èmfasi en les ferides generades en l’àmbit del catalanisme: “La incapacitat de trobar la resposta política adequada va conduir a la fragmentació del catalanisme polític i, posteriorment, a una crisi de la qual no es pot dir que el país n’hagi sortit especialment triomfant.” La seva companya de gabinet Marina Geli, que va entrar en la política amb Joaquim Nadal i que actualment milita a Junts per Catalunya, creu que “clarament el procés és fill del fracàs i cansament de la societat catalana de l’Estatut”. I fixa la mirada en el 2003: “Pasqual Maragall i nosaltres teníem clar que era la darrera oportunitat. O reforma de la Constitució que permetés una relació bilateral entre Catalunya i Espanya i un alt nivell d’autogovern i agència tributària catalana que era impossible que liderés el PSOE i consens al Congrés o Estatut amb fort autogovern o la desafecció creixia. Aquella etapa va ser la base del canvi a l’indepen- ———————————————————————————————————————————— Bona part dels protagonistes del 2003 consideren que un pacte com aquell és “irrepetible” ———————————————————————————————————————————— Els qui el 2003 eren a l’oposició destaquen “l’endeutament desbocat” com a factor negatiu ———————————————————————————————————————————— ———————————————————————————————————————————— dentisme de molts catalans. Jo entre ells. El federalisme asimètric era una utopia i el dret a decidir va anar entrant dins el PSC, militants i votants. Per forçar l’Estat espanyol o bé escollir ser un estat propi.” Toni Castellà, amb qui comparteix militància en aquests moments, també destaca que el procés estatutari va permetre “constatar des del catalanisme històric del PSC que la proposta d’un encaix respectuós de Catalunya en el marc de la pretensió d’un estat plurinacional era [...] impossible”. Aquest fet “va comportar començar a situar la proposta d’independència a la centralitat del catalanisme”. El republicà Josep Bargalló també comparteix aquesta anàlisi i afegeix que “sense tot el que va significar la redacció de l’Estatut –que sense aquell govern no s’hauria iniciat al Parlament–, la seva aprovació a Catalunya, la seva primera retallada a les Corts i la definitiva al Tribunal Constitucional, tot plegat hauria anat, si més no, més lent i a alguns sectors els hauria costat molt més sumar-s’hi. Hauria anat diferent, segur”. La seva antiga companya de govern Montserrat Tura, contràriament, reconeix que “bo li agraden les ucronies” i destaca que “la tramitació del nou Estatut va influir, però menys del que s’explica”. Per la seva banda, Dolors Camats té molt clar que “sense govern d’esquerres no hi Les frases ———————————————————————————————————————————— “El PSC d’avui no té res a veure amb aquell de l’acord del Tinell, profundament catalanista i amb una robusta consciència nacional” Josep Rull i Andreu DIPUTAT DE CIU (2003-2006) ---------------------------------------------------------------------------------------------------------------------------------- “Només cal aritmètica i voluntat política perquè un pacte com aquell es repeteixi” Dolors Camats i Luis DIPUTADA D’ICV (2003-2006) hauria hagut canvis a nivell nacional”. Una experiència irrepetible Ha plogut molt des d’aquell 14 de desembre del 2003. I l’escenari polític ha canviat de dalt a baix, amb la irrupció dels moviments socials derivats del 15-M i el procés independentista, que han sacsejat de dalt a baix el sistema polític català. Tot i que en els darrers mesos s’estan recosint les ferides creades amb el PSC arran de l’aplicació del 155, hi ha qui creu que una experiència com la del tripartit, formada pels mateixos partits o els seus hereus, seria difícilment reproduïble. Per al republicà Josep Bargalló, un govern de coalició com aquell és “irrepetible”. I ho argumenta, sobretot, per l’evolució que han seguit els dos socis d’ERC: “El PSC d’ara no té res a veure amb el d’aquell moment. Socialment, de manera discutible, i nacionalment, gens a veure [...]. I el que podia ser Iniciativa no ho són els comuns.” Marina Geli, que en aquell moment militava al PSC i ara ho fa a Junts per Catalunya, també considera Del forat del Carmel al 3% El 23 de febrer del 2005, els ànims entre el govern i l’oposició estaven encesos per l’esfondrament del túnel de la línia 5 del metro al barri del Carmel. El conseller de Política Territorial i Obres Públiques, Joaquim Nadal, apuntava a la gestió dels governs de CiU i al sistema de contractació de l’obra pública, que qualificava de “pervers”. Però ni tan sols els socis d’ERC i ICV es mostraven satisfets per les explicacions. El cap de l’oposició, Artur Mas, va reptar Pasqual Maragall a donar explicacions sobre les acusacions contra el govern anterior. Prenent el micròfon, el president desferma la tempesta: “Vostès tenen un problema, que es diu 3%.” xes que de projectes sòlids, i més de ressentiments que de coneixements. Avui és un altre temps, i encara que les sigles fossin les mateixes, les persones no ho serien.” Tot i això, destaca que “no veu les condicions però sí les necessitats”. En tot cas, defensa que l’experiència del govern de Maragall és, vint anys després, plenament vigent: “Ara no sorprendria tant un govern de tres partits, llavors els poderosos adversaris d’un govern d’esquerres ho van explicar com un desori”. Per la seva banda, Dolors Camats, que actualment es troba al capdavant de la Fundació Catalunya Europa, ho té molt clar: “Només cal aritmètica i voluntat política.” Els que el 14 de desembre del 2003 es van haver de situar a l’oposició consideren que un acord com el que es va signar al Saló del Tinell seria no només “irrepetible” sinó també “una mala notícia”, en paraules de Josep Rull. L’exdiputat ho argumenta des de dues perspectives: “D’una banda, perquè suposaria la certificació definitiva de la ruptura de la unitat independentista. I, de l’altra, perquè el PSC d’avui no té res a veure amb el del Pacte del Tinell, profundament catalanista i amb una robusta consciència nacional.” Castellà, per la seva banda, destaca que l’1 d’octubre del 2017 va significar “un abans i un després de la nostra història”, i hi afegeix: “En coherència amb el que vàrem impulsar, no tindria cap sentit reeditar un govern compartit amb forces unionistes.” �| 28 Reportatge | EL PUNT AVUI DISSABTE, 20 DE GENER DEL 2024 Josep M. Muñoz Lloret Historiador i editor del llibre ‘Maragall i el govern de la Generalitat’ “No hi havia qui reivindiqués el govern de Maragall” a La Fundació Catalunya Europa i l’editorial a El llibre ressegueix l’acció de govern RBA publiquen ‘Maragall i el govern de la Generalitat: les polítiques del canvi’ durant el període del 2003 al 2006, els seus antecedents i la petja que ha deixat Pere Bosch i Cuenca BANYOLES N o és el darrer llibre publicat sobre el govern de Pasqual Maragall, però sí el que intenta fer una anàlisi més sistemàtica d’aquella experiència. En el volum, editat per RBA Llibres i la Fundació Catalunya Europa, hi ha escrits de Gemma Ubasart, professora de ciència política a la UdG i actualment consellera de Justícia, Drets i Memòria; Joan Vicente, professor de geografia humana a la mateixa universitat; Júlia Miralles, professora associada de ciència política de la UAB, i Carles Rivera, economista. L’editor és l’historiador Josep M. Muñoz, que ha estat, fins a la seva jubilació recent, director de la revista i editorial L’Avenç, amb qui conversem. En el prefaci del llibre, Josep M. Vallès explica que s’ha escrit poc sobre el govern de Maragall quan, en realitat, es va tractar d’un període molt intens. A què és degut això? D’en Pasqual Maragall n’ha quedat una imatge, que el llibre matisa, que va ser un molt bon alcalde de Barcelona i un president de la Generalitat no tan bo, amb un mandat força accidentat i amb molt soroll, i també amb molta hostilitat mediàtica i política. Fins i tot entre els mateixos correligionaris de Ma- Hem vist després que aquest és un condicionant important. Ho hem vist a Catalunya, on Junts va marxar del govern, i també a Espanya, amb els problemes que té el govern de Pedro Sánchez. El llibre se centra en l’acció de govern i els seus fonaments ideològics. Quins aspectes destacaria? Una primera qüestió tindria a veure amb l’alternança en el govern de la Generalitat. Alguns van parlar, d’una manera potser exagerada, de règim pujolista, però sí que hi havia una sensació d’immobilitat. El que hi ha el 2003 no és un simple canvi de govern, sinó una proposta de governar d’una manera diferent, amb més transparència i més participació de la ciutadania. El segon aspecte, que desmenteix un tòpic bastant asso- ❝ Fins i tot entre els correligionaris de Maragall hi ha hagut una tendència a no reivindicar-ne el llegat Josep M. En conjunt, no hi havia qui el reivindiqués. Hi ha, però, un llibre important, que és el de Josep M. Vallès (Una agenda imperfecta: amb Maragall i el projecte de canvi, Edicions 62, 2008), que ja en dona una visió molt precisa i ponderada. La Fundació Catalunya Europa ja va publicar un primer llibre, titulat Pasqual Maragall. Pensament i acció (La Magrana, 2017), molt centrat en la seva etapa d’alcalde. Faltava resseguir aquest període breu però intens de la presidència, que calia revisar i també reivindicar, sense amagar els aspectes en què no va reeixir. Vint anys després, encara pesen les visions simplificadores? Els esdeveniments posteriors que ha viscut el país han empe- titit aquell Dragon Khan de què parlava el conseller Joan Carretero. És veritat, i en Josep M. Vallès ho destaca en el prefaci del llibre, que era el primer govern de coalició. En els anteriors de CiU hi havia una federació electoral, amb mecanismes de coordinació i consens previs. El fet d’estar format per tres partits, cadascun amb la seva agenda i les seves ambicions, complicava les coses. ciat a Maragall, és que aquest no és un govern improvisat. Del 1999 al 2003 es prepara un pla de govern, amb casos molt emblemàtics com el conegut com a “llibre vermell” elaborat per experts en economia. Per tant, és un govern que arriba amb unes idees clares. El tercer aspecte és l’acció de govern, amb lleis emblemàtiques com la de barris, que facilita la transformació d’uns centres urbans molt degradats. I després hi ha la gran qüestió de l’Estatut, que Pujol no havia volgut abordar; en canvi, Maragall té l’ambició de canviar el tauler territorial i la relació entre Catalunya i Espanya. No es tracta d’una qüestió tàctica, sinó d’una voluntat real i àmpliament compartida de la societat catalana. Entre el combat i la reflexió La literatura política té una llarga tradició a Catalunya, on els llibres s’han convertit, fins a l’eclosió de les xarxes socials, en una arma llancívola de primer ordre. El cas del govern liderat per Pasqual Maragall n’és un bon exemple. Durant els primers anys trobem llibres clarament combatius com els que signa el periodista Vicenç Villatoro, qui l’octubre del 2004 defensava que amb el govern de Maragall “en el mapa polític català s’ha abolit o s’ha suspès l’eix nacional” (Catalunya després del tripartit, Columna, 2004). El periodista de Terrassa va tornar a la càrrega el 2007 amb L’Engany. El segon tripartit o la desnacionalització de Catalunya (Ara Llibres, 2007). Un altre periodista, Iu Forn, ressegueix la reacció que va provocar el govern en la política espanyola a El tripartit vist des de Madrit (Roca Editorial, 2004). En els darrers anys han aparegut volums de testimonis directes, com el d’Antoni Batista, qui ha recuperat els seus dietaris al Departament de Presidència per oferir Al Palau, a l’hivern, un llibre amb un subtítol ben il·lustrador: Del final de l’autonomia i el principi del sobiranisme (Base, 2017). Va ser el primer director de Barcelona Televisió (BTV, 1997-2003) i el 2003 és nomenat responsable d’audiovisuals del Fòrum Universal de les Cultures Barcelona 2004. Va realitzar espots per diverses campanyes electorals de Pasqual Maragall amb el PSC.
